THE ROLE OF ART IN PROMOTING COMMUNITY DEVELOPMENT IN

THE
BARANGAY BAYBAY, CATARMAN, NORTHERN SAMAR

Brief Introduction and Scope and Limitation

Art has been long recognized as a powerful tool for expressing one’s self. It became a
gateway for various artist in order to have their own voices, and tapped connection to
a diverse individuals and perceptions. From the oldest civilizations, until the 21st
century, art maintains to be alive, and continuously cohabit amongst humanity while
maintaining it’s significant contribution in shaping the world through artistic
approached.
In global perception, where the community development has gained increasing
attention, and became prior of concerned. Various studies have explored the diverse
ways in which art can contribute in promoting social unification and community
engagement on a global scale. Here in the Philippines, a country rich in cultural
diversity, recognizes the importance of art in community development especially
through the passing of the Republic act No. 7356 – an act creating the national
commission for culture and the arts, establishing a national endowment funds, and for
other purposes.

Situated within the unique local context of Barangay Baybay, Catarman, Northern
Samar, where the impact of art on community development is merely examined. This
study aims to investigate the role of art, and its influence that fueled community
development. Moreover, the researcher will comprehensively explore the various
forms of artistic endeavors in the Barangay, and will assess the involvement of
various local artists, Barangay Local Government Units (BLGU) in Baybay, and other
residents, to ensure their participation in art-related initiatives, hence, to guarantee the
diversity and inclusive approached for this study.
Additionally, the individual differences, external factors, time and resources
constraints, will posed as the limitations in this study. However, to address these
limitations, the researcher will employ rigorous methodologies and will engage
continuously with the community, and remain adaptable to everyday changes in
external factors.

• What are the perceptions of the residents in terms of Art?

• What is the current status of art in Barangay Baybay, Catarman, Northern Samar?

Theoretical Framework

This research is primarily anchored with the Creative Class Theory of Richard Florida
in 2002. The creative class theory, recognizes a specific type of human capital,
“creative people” — as being a key factor in achieving the economic development.
Furthermore, this theory also suggests that creative people, or the ‘Creative Class’
serves as a catalysts in economic growth, especially in the creation of jobs, and
fueling development. The pursuant of artistic endeavors amongst creative people can
contribute to the overall well-being of the community. Therefore, supporting local
artists and cultural entrepreneurs can contribute to the economic development within
Barangay Baybay, Catarman, Northern Samar.
Another, theory grounded to this study is the AssetBased Community Development
(ABCD) — it is an approach to sustainable community-driven development, focuses
in the assets that are found in the community and mobilizes individuals, associations,
and institutions to come together to realize and develop their strengths. In relevance,
art becomes an asset that empowers residents to use their creative talents, and artistry
for the betterment of the community. Hence, this approach can lead to a more
inclusive and participatory development strategies.

Generally speaking, these theories will serves as the backbone for this study,
highlighting the role of art in promoting community development in Barangay
Baybay Catarman, Northern Samar.

Methodology

Locale of the Study

This research will be conducted in Barangay Baybay, Catarman, Northern Samar.


The coastal community of Baybay is located in the municipality of Catarman, within
the province of Northern Samar. This locale is characterized by its diverse livelihood,
and a distinct population of individuals — having the shared goals, and pursuit of
improving their situations.
Revolving around artists, dancers, musicians, and performers, this community is
something they are known for. Hence, this community is also composed of different
sectors, including women, youth, senior citizens, fisherfolk, farmers, drivers, persons
with disability and many more. The diversity of theBarangay Baybay, provides a
more suitable backdrop for exploring how art can serve as a catalyst for positive
change and progress within a community.

In-depth analysis within the community. The Barangay Baybay still facing challenges
related to economic development, environmental sustainability, and social
cohesiveness. Meanwhile, the existence of art-related initiatives, still limited. As part
of this study, the researcher will explore how everyday residents in Barangay Baybay,
such as community leaders, organizations, and schools, actively contribute to address
challenges and promoting art initiatives. This understanding will provide a clear
picture of the collaborative efforts that will shape the community’s development
journey through art.

Research Design

To ensure that the researcher will gather the necessary data for the study. This
research will employ the mixed-method research design, combining both quantitative
and qualitative methods to comprehensively explore the role of art in promoting
community development in Barangay Baybay, Catarman, Northern Samar.
In quantitative method, the researcher will used crosssectional survey to gather
quantitative data on the demographic profile of respondents and their perceptions of
art at a single point in time. On the other hand, through interviews and focus group
discussions (FGD), the researchers aim to gather further data related to the specific
dynamics of art in Barangay Baybay. At the same time, the researcher will explore the
related information such as the current status of art in the community, the existing art
projects, the availability of art spaces, and the participation of the residents in art-
related community programs.

Data Gathering Procedure

Before the researcher actually gather the necessary data for this study. The researcher
will prepare a letter or request to be approved by the research adviser. Afterwards, the
researcher will ask permission from the Barangay Captain in Baybay, for the
approval in conducting the study, and also to ensure the transparency of data
gathering.

For Focus Group Discussion (FGD) and interviews, ensuring the credibility of words
is a must. Thus, the researcher will record the whole discussion and interviews with
the used of mobile phones, but beforehand, the researcher will ask recording
permission among the participants. Meanwhile, through survey questionnaires the
researcher will ensure the privacy and confidentiality for all opinions of the
participants. And so, to provide assurance that all participants and their responses
will be anonymized and aggregates; ensuring that their individual contributions
regarding this matter will remain confidential.

After completing the session, the researcher will ensure that all discussions and data,
will be carefully transcribed. Moreover, the data collected will undergo coding with
further modification, and analyzation, to ensure it addresses the problem inscribed for
this research.
