Outdoor Optical Drop Cable


2. GENERAL AND APPLICABILITY

This specification defines the requirements that must be met by optical drop cables that are going to be
installed on facades, poles or conduits in FTTH deployments.

The design of the cable will allow its connectorization in the field, as well as the factory assembly of
both an indoor SC/APC type connector and a reinforced outdoor connector.

For the technical evaluation of the product, the tests will be carried out as detailed in this specification.

The test methods and conditions to be applied will be those of the referenced regulations. When it is
convenient to use other methods, they will be referenced in italics. The methods not listed in the
referenced regulations will be agreed with the suppliers.

None of the materials used will be harmful to people or the environment.

The cable will be completely dielectric, that is, it will not have any metallic element.

4. CABLE TEST METHODS AND REQUIREMENTS

The requirements specified here shall be valid for the expected life of the cable of at least 20
years..
All elements of the cable must be non-metallic.
The materials used must be compatible with the other elements of the cable.
In the tests that require monitoring the transmitted power or attenuation, it will be carried out at a
wavelength 1550 nm, unless otherwise specified in the corresponding sections.
In mechanical and environmental tests, any reference in the acceptance criteria to:
• “No change in attenuation” should be considered as +/- 0.05 dB.
• “No fiber elongation” is understood as measured elongations +/- 0.05%.
• “No damage” refers to the following: Upon visual inspection without magnification, no
damage to the sheath or cable elements should be observed.
In the case of discrepancies in the measurements made with different test
methods, the results obtained with the test methods of the referenced standard will be considered correct.
4.1 OPTICAL FIBERS
The optical fiber that will be included in these cables will be optimized against bending according to
G.657 A2, and compatible with G.652.D (low attenuation at the water peak), which allows the bending
diameter of the cable to be reduced. wire.
The characteristics of the fiber will be those detailed in ERQ.f6.0216, category A2, and must be
authorized by Telefónica.
The transmissivity of the first colored shield shall be in accordance with the fiber specification.
The protection will be free of pores, cracks, bulges and other imperfections. Its appearance will be

Defective fibers are those that present a lack of optical continuity or do not comply with the
characteristics indicated in this specification.
The percentage of defective optical fibers admitted is 0%.

4.2 SECOND PROTECTION: LOOSE TUBE


The loose tube will contain an optical fiber.
The tube must be filled with water-blocking compounds or elements.
The loose tube will be made of thermoplastic material: Polybutylene terephthalate (PBT or similar,
with the characteristics of high Young's modulus, high mechanical resistance, high impact
resistance, low friction coefficient of the surface in contact with the fibers, low humidity
absorption and stability to hydrolysis.
They will also be resistant to strangulation or breakage during handling.
The characteristics that the loose tube must meet are detailed in Annex 4.
When other similar materials are incorporated, their use will be justified and their characteristics
will be defined.
The materials used for the loose tube must be compatible with the other elements with which they
are in contact.
4.3 OPTICAL CABLE CONSTRUCTION
4.3.1 CABLE ELEMENTS ASSEMBLY
The optical fiber, with 900 micron protection, will be housed semi-loosely inside a tube that will
go without wiring.
The second 900 micron shield will be semi-tight, allowing stripping in 5 cm pieces of at least 20
cm without damaging the 250 micron coating on the fibre. The adjustment of the 900 micron protection
must also allow the optical fusion to be carried out.
The reinforcement element (aramid threads and fiberglass threads) and the outer cover will be
placed on the tube, as detailed in the following sections.
The cable must be completely dry between the core and the sheath, so no oily compound such as
petrolatum or similar may be used.
The cable will have the necessary elements to achieve its watertightness (for example: hydro-
expansive aramid yarns, water-blocking longitudinal cords, etc.) and guarantee the water penetration
requirement described in section
4.6.4.3.2 TUBE FILLING MATERIAL
The tube containing the fiber will be filled with a hydrophobic and thixotropic material, stable in
the range of operating and maintenance temperatures, that meets the requirements reflected in Annex 5.
The material with a uniform appearance throughout its mass will be light in color. transparent,
without lumps, impurities or any type of contamination and free of air bubbles. If required, a hydrogen
absorbing material can be used to prevent degradation due to its presence in the cable. Alternatively, a
dry cable design without gel-type filler compound will be accepted.
The manufacturer will detail the characteristics of the alternative elements used.
4.3.3 STRENGHT MEMBER
The cable shall be designed with sufficient tensile strengthening elements to ensure the requirements of
this specification. It will be made up of aramid yarns and fiberglass yarns. The characteristics of aramid
fibers and glass fibers are detailed in Annex 7. The manufacturer may vary the number of yarns,
provided that the total dtex is not less than the specified minimum. In the case of using hydro-expansive
aramid yarns, the weight of the hydro-expansive compound will not be counted for the computation of
the total dtex.
4.3.4 CABLE JACKET
The material used for the cable sheath must be Thermoplastic, halogen-free, flame retardant, with low
smoke emission and UV stable. The cover will be black. The characteristics and parameters that must be
met are reflected in Annex 6. Six measurements of the thickness of the covers will be made at each end
of each piece of test cable, in accordance with the IEC 60811-202 standard. In these 6 measurements, the
areas where the ripping thread has left a mark will not be considered. The value of the average of the
measurements of the thickness, made at any point, will not be less than the specified nominal values. The
minimum thickness measured shall not be less than 85% of the specified nominal value. Additionally,
the areas of the rip cord will be measured, requiring that at no point of the rip cord the thickness of the
cover be less than 50% of the nominal specified. The cover and reinforcing elements will form a solidary
assembly, so that the stresses to which the cable may be subjected are transmitted directly to the
reinforcing elements without damaging the thermoplastic cover.
4.3.5 JACKET SPECIAL PRINT
The cable shall be provided with identification and length markings located along the surface of
the outer jacket. The marking will be carried out using an appropriate system, preferably with a heat
transfer printing tape, in such a way as to guarantee a clearly legible mark whose color contrasts with
that of the outer cover, which is indelible, weather resistant and is perfectly adhered to the base material.
The color of the marking will preferably be white or of a color and tone that is appropriately identified.
The cable shall be marked with a metric scale. The actual cable length should be within +1.0/-0.0% of
the length indicated by the sequential marking. The characters will be of a minimum height, width and
separation from each other such that they allow perfect legibility. It is not an essential condition that the
marking of the length of each length of cable (pull) start at zero, but it is continuous and progressive
throughout the length of the cable. The markings on the cable will be as follows:
- Brand
- Manufacturing Year (4 digits) – “Número de fibras (1 F.O.). “
- Fiber Type:
“10.D - 7 A2”: Singlemode Standard Dispersion optimized against curvatures (type G.657, A2)
and compatible with G.652.D.
- Jacket Type: “EXT” (Meaning Outdoor)

- Manufacturing order or similar according to the manufacturer's control process, to ensure the
traceability of the cable once installed.
- Sequential length marking (m) Example: “STARCOM 2022 1 F.O. 10.D - 7 A2 EXT

In the event that the marking does not meet the preceding requirements, a second marking of the
cable will be admitted, which must satisfy the conditions previously prescribed and what is
indicated below:
Its color will be different from the one used in the first marking. It will be carried out in a
different place on the cable than the first marking.
When a length of cable is supplied in this way (with a second marking), the reel that
contains it must indicate on both sides, the color and the sequence that must be
considered as valid.
The manufacturing order (or similar) will be a manufacturer's own system whose function
will be to allow tracking and traceability of the cable to the mother reel in the factory.

4.3.6 RIP CORD


A ripcord must be arranged under the sheath of the cables. The rip cord should be easily distinguishable
from any other component (eg aramid and fiberglass yarns). At temperatures above 5ºC, the rip cord
must be capable of ripping at least 1 meter of the cover without breaking.

4.5 OPTICAL REQUIREMENTS FOR THE CABLE


The characteristics of the fiber will be those detailed in the requirements specification
ERQ.f6.0216, current category A2, it will meet the defined optical, mechanical and climatic
requirements and must be authorized by Telefónica. The optical characteristics of the finished
cable are shown below

uniformity does not differ significantly from the cable attenuation uniformity. It is therefore the

5.20 7. DELIVERY CONDITIONS
5.21 The connectorized connections at one end will be delivered in rolls of 30, 50,
80, 150 or 220 m, suitably protected.
5.22 In the event that they do not have a connector at one end, the cables will be
delivered in 250-meter reels. The set of cable plus reel or reel plus box may not
weigh more than 17 kg

5.34 7.2 DOCUMENTATION
5.35 Each coil must be accompanied by a test sheet, detailing at least the final data
of the attenuation measurements made on the finished cable.

5.37 8. LABORATORY TESTING PROCESS
5.38 The Directorate of Access Networks and Real Estate of Telefónica Spain will
carry out the corresponding laboratory testing process of the products presented by
each manufacturer in order to verify compliance with the requirements established
in this Specification.
5.39 Depending on the result of the testing process and the suitability, timeliness
or need for the supply, the product may be Authorized internally at Telefónica de
España for its introduction in the Plant.
5.40 Telefónica may reduce or simplify any aspect, test or requirement of those described
in this Specification, as well as introduce any other that it deems necessary, based on
the specific characteristics of the model or another type of requirement.
5.41 REQUEST FOR TESTS
The manufacturer will request Telefónica to carry out the product testing process, attaching detailed
technical information in Spanish about it, including the properties and characteristics of the product as
well as the results of the tests described in this Specification.
In view of this prior documentation, Telefónica will send the manufacturer a request form for laboratory
tests, as well as the appropriate instructions and procedures related to the process, test plans and
additional documentation necessary to start the process.
In this same application form and in accordance with what is mentioned in the INDUSTRIAL OR
INTELLECTUAL PROPERTY Section, the manufacturer will inform Telefónica of all those IPRs of
which it is the owner or has any type of right or license and that are related to part or the entire product
resulting from this document including, but not limited to: patents, know-how, utility models, intellectual
property, etc.
Together with the request for laboratory tests, the manufacturer will attach a model environmental
declaration describing the materials and components of the products manufactured and supplied for
Telefónica, and on the energy, radiation and waste factors that affect it.

5.42 TECHNICAL DOCUMENTATION


The applicant will deliver to Telefónica descriptive technical documentation of the element, in detail and
in Spanish, which will include at least the following information:
• Characteristics of the optical fiber used and its traceability (supplier, commercial name, details of the
factory of origin and delivery notes that justify the purchase of the product)
• Cross-sectional diagram showing the constitution of the cable, identifying each element.
• Certificate of the material used for each component element of the cable, including a technical sheet
with its complete characteristics.
• Dimensions of each component element of the cable, with manufacturing tolerances.
• Outside diameter of the cable, with manufacturing tolerances.
• Cover thickness, with manufacturing tolerances.
• Sizing of the aramid and glass fiber yarns, indicating the total decitex used, number of yarns and
percentage of water-absorbent compound, if incorporated.
• Excess fiber length with respect to the secondary coating.
• Total weight of the cable in Kg/Km.
• Report with the results of all the tests detailed in this specification, indicating equipment used and
values obtained.
• In the case of pre-connectorized cables, report the results of all the tests detailed in ER.f6.059.
• Description of the measurement benches and test Methods used or documentation from international
organizations on said Methods.

It will be conveniently verified or accredited by the applicant that the product complies with each and
every one of the conditions, tests and requirements described in this document, proceeding to carry out
in the laboratory as many technological analyzes and performance tests as are deemed necessary.
The detailed quantitative results obtained in the different tests, as well as test conditions, test methods
and types or models of instrumentation used, will be attached to the product's technical documentation.
The manufacturer or supplier of the product will provide whatever means and reports are required by
Telefónica to conveniently carry out or document the indicated tests, regardless of the location
(laboratory or plant) where they are carried out.
The testing process will not continue until all the necessary technical documentation requested by
Telefónica is available.
In case of doubt or conflict, Telefónica may request additional samples or documentation to verify the
results of the tests.
8.3 DELIVERY OF SAMPLES
Once the technical documentation provided by the manufacturer has
been analyzed and accepted, the number and type of samples required
to carry out the appropriate tests will be made available to Telefónica.
The samples will be delivered to Telefónica within the agreed period,
properly identified and in optimal operating conditions.
If necessary, the tools and accessories that may be necessary for the
operation of the product or for carrying out the tests will be delivered
by the manufacturer.
At Telefónica's discretion, the different samples delivered to carry out
the testing process may be returned to the manufacturer once the
process has been completed or remain temporarily or permanently
stored at Telefónica as control samples.
As a general rule, for Telefónica to carry out the corresponding
functional, dimensional and handling tests on the cable, the applicant
will deliver to Telefónica a 50-meter sample in a reel. These 50 meters
will be part of the total run of cable manufactured by the supplier to
carry out the specified tests. Additionally, a sample of a cable length
of 200 meters will be delivered, coiled with an internal diameter of
200 mm, without a reel.
In the case of pre-connectorized connections, a sample of 10 cords will
be delivered, connectorized at both ends (with reinforced connector at
one end and SC/APC at the other) and 10 hybrid adapters (SC/APC
connector-reinforced connector).
In the case of connectorized connections with SC/APC connector: 10
cords with SC/APC connector at both ends.
8.4 RESULT OF THE PROCESS
Once the testing process has been completed, Telefónica will notify
the applicant of the result thereof, as well as, if necessary, the list of
objections, observations and incidents detected in the process.

Depending on the result obtained, the product evaluated in the


laboratory may be required to carry out additional field tests in order
to verify its suitability, operation, compatibility or performance in
Plant installations in a controlled manner.

The total or partial modification of the product without the express


consent and acceptance thereof by Telefónica will invalidate the
results of the testing process carried out for all purposes.

Any subsequent modification, simplification or total or partial


improvement with respect to the product initially presented for the
performance of the testing process that may be proposed or carried out
by the manufacturer in terms of the materials used, design, shape,
manufacturing process or dimensions will be properly documented,
informed and notified to Telefónica sufficiently in advance for the
purpose of evaluating the suitability or convenience of carrying out a
new testing process.

Regardless of the foregoing, once the process is finished, the


manufacturer may be required to deliver additional samples for total or
partial verification of the characteristics and properties of the product
and compliance with the requirements established in this Specification.
8.5 COST OF TECHNOLOGICAL VALIDATIONS IN THE LABORATORY

The costs incurred in the Telefónica laboratories for technological validations, including human
resources (technical and model administration) and materials (space, energy, instrumentation and
specific elements), must generally be borne by the supplier.

Depending on the type of delivery (initial and subsequent, during its life cycle), Telefónica may invoice
or only inform the supplier of the corresponding cost, in accordance with established criteria and
included in an explanatory document made available to candidates. Said cost will be modulated in each
case depending on: delivery number (first or possible subsequent re-delivery due to repairs), criticality
(normal, impact on customers, etc.), deployment cost vs. laboratory cost, etc.

9. PRODUCT WARRANTIES.

9.1 QUALITY GUARANTEE

The cables described in this specification will be manufactured, received and accepted according to the
reception, manufacturing or final inspection quality guidelines established at any given time.

These quality guidelines will guarantee the manufacturer's responsibility in meeting the requirements
defined in this Specification.

The manufacturer will have the appropriate means (own or subcontracted) in which the periodic control,
measurement and correction of the established requirements is guaranteed.

The supplied units must clearly indicate the batch and date of manufacture.

The batches, processes, or individual units that are rejected must be inspected by the manufacturer and
corrected or eliminated for all purposes.

9.2 INSPECTION AND SAMPLES


All necessary and sufficient tests and measurements will be carried out, following standard techniques,
to verify that the characteristics are those indicated in this Specification.

The performance of the technological tests in the points in which it is not expressly indicated, will be
carried out according to updated standards and the supplier will make available to the Telefónica
inspector the necessary means for the sufficient verification of all the characteristics.

The manufacturer or supplier must provide the Telefónica representative with the necessary means to
carry out the inspection and carry out the tests established in this Specification.

9.3 RELIABILITY

From the moment the cables described in this specification are in operation at the Plant, the set of all
materials not considered as spare parts, will guarantee, under normal conditions of use and conservation,
a useful life of 20 years.

10. INDUSTRIAL OR INTELLECTUAL PROPERTY

In the event that the industrial or intellectual property (IPR) of the product resulting from this document
is not registered prior to its publication date, the manufacturer expressly acknowledges that the invention
of said product corresponds exclusively to the Telefónica Group, as well as any complementary
introduction or modification of the characteristics indicated in this document.

In this case, the manufacturer undertakes to indemnify Telefónica for all damages that may arise if it
provides the secret of the invention to third parties, natural or legal, or requests in the Industrial or
Intellectual Property Registry protection of any IPR to its Name.

If, on the other hand, the manufacturer has or has made, prior to the date of publication of this document,
the application registration in its name or to third parties for the granting of a patent, utility model,
copyright, license or any other type of property industrial and/or intellectual, in relation to the product or
part of it resulting from this document, you must send and communicate to Telefónica all those IPRs of
which you are the owner or have any type of right or license and that are related to part or all of the
product resulting from this document including, but not limited to: patents, know-how, utility models,
intellectual property, etc. as well as the complete documentation related to the granting or application of
said IPRs, with detailed information regarding the scope and rights of use or exploitation derived from
the aforementioned claims.

At any time, the manufacturer undertakes to inform Telefónica of the IPRs of which it may be the owner
or have any type of right or license that arise after the date of publication of this Specification and that
are related to the product or part of it resulting from this document.

Apart from the assumption provided for in the first paragraph, the manufacturer guarantees that the
product does not infringe the Industrial or Intellectual Property rights of third parties. In the event of a

9. INDUSTRIAL OR INTELLECTUAL PROPERTY

In the event that the industrial or intellectual property (IPR) of the product resulting from this document
is not registered prior to its publication date, the manufacturer expressly acknowledges that the invention
of said product corresponds exclusively to the Telefónica Group, as well as any complementary
introduction or modification of the characteristics indicated in this document.

In this case, the manufacturer undertakes to indemnify Telefónica for all damages that may arise if it
provides the secret of the invention to third parties, natural or legal, or requests in the Industrial or
Intellectual Property Registry protection of any IPR to its Name.

If, on the other hand, the manufacturer has or has made, prior to the date of publication of this document,
the application registration in its name or to third parties for the granting of a patent, utility model,
copyright, license or any other type of property industrial and/or intellectual, in relation to the product or
part of it resulting from this document, you must send and communicate to Telefónica all those IPRs of
which you are the owner or have any type of right or license and that are related to part or all of the
product resulting from this document including, but not limited to: patents, know-how, utility models,
intellectual property, etc. as well as the complete documentation related to the granting or application of
said IPRs, with detailed information regarding the scope and rights of use or exploitation derived from
the aforementioned claims.

At any time, the manufacturer undertakes to inform Telefónica of the IPRs of which it may be the owner
or have any type of right or license that arise after the date of publication of this Specification and that
are related to the product or part of it resulting from this document.
Apart from the assumption provided for in the first paragraph, the manufacturer guarantees that the
product does not infringe the Industrial or Intellectual Property rights of third parties. In the event of a
claim from a third party due to this circumstance, the manufacturer will be responsible for each and
every one of the costs arising from the corresponding legal defense of Telefónica, also assuming the
commitment to satisfy any amount that Telefónica was obliged to pay for the event in which the
aforementioned claim is successful, and in any case, Telefónica must remain unscathed from any
damage.

11. GENERAL REMARKS

It is convenient for the supplier's interests to make the prior consultations it deems pertinent on raw
materials and the manufacturing process before proceeding with the total preparation of the order, so that
TELEFÓNICA makes the appropriate observations.

These indications do not mean in any case the acceptance of the material by TELEFÓNICA, which will
always carry out the recognition before taking charge of the order.

The TELEFÓNICA inspector is empowered to reject material that does not meet the conditions and
characteristics described in this Specification. However, the inspections carried out by said
representative do not exempt the manufacturer from the obligation to supply the material in perfect
conditions, so if even after receipt of the material, it will be verified that all or part of it does not meet
the conditions required, TELEFÓNICA will have the right to reject it, and the costs incurred by the
return will be borne by the provider.

12. ENVIRONMENT

In the process of applying the products specified in this publication, and in order to avoid contamination
and unfavorable environmental impact, special care must be taken in the handling, treatment and
disposal of waste, in order to comply with the legislation on this matter.

In this sense, the use of materials labeled for recycling is recommended, without CFCs, beryllium oxide,
or cadmium, or those elements or substances that may be harmful to the environment, preferably using
water-based lacquers without organic solvents and materials. of reusable packaging or, failing that,
disposable in landfills or incinerators.

In the event that any element contains a component classified as toxic, harmful, dangerous or aggressive
to the environment, according to current legislation, the manufacturer is obliged to notify
TELEFÓNICA, prior to its approval or supply, expressly indicating the element that It deals with, if
applicable, its concentration or location of the component within the assembly, and including in the User
Manual, the client's final action proposal with the hazardous waste generated by said element. Likewise,
the manufacturer must deliver a safety and environmental data sheet for the components and materials
that are part of the product.

All materials used in the manufacture of this element must comply with the RoHS standard "Restriction
of the use of Certain Hazardous Substances in Electrical and Electronic Equipment", which restricts the
use of 6 substances (lead, mercury, cadmium, hexavalent chromium and two brominated flame
retardants, PBBs and PBDEs). RoHS is linked to the WEEE Directive and its content emanates from it.

13. QUALITY CONTROL


The Telefónica inspector will supervise quality throughout the entire production process.
The checks or evaluations to be carried out in process or reception, indicated in section 4 of
this specification, will be carried out jointly with the manufacturer in the manner agreed by
both parties.
Whenever it is considered convenient, samples will be sent duly passworded and conditioned
to the Telefónica Laboratories agreed with the manufacturers.

Telefónica will verify that the cables meet the specific characteristics by means of the
samples it carries out on finished cables.
Sampling plans and procedures will be adapted to those established by the manufacturer at
each stage of the manufacturing process, provided that they guarantee the quality levels
established by Telefónica.
The batches, processes or cables (individual or in manufacturing lengths) that are rejected
must be inspected by the manufacturer and corrected or eliminated for all purposes.
