We the Enquiry Committee appointed by the CEC & RO ,TGGDA Central Body Elections 2018 – 2020 letter
No. nil Dated : 21/06/2018, have perused, reviewed the following provided by the CEC & RO time to time

1) Copy of TGGDA constitution duly signed by Dr.B.Ramesh, State Secy. General , not attested by the CEC
or ROs.
2) Copy of the letter submitted by the State Secy. General appointing Dr.B.Babu Rao as CEC & RO, Dr.Naval
Kishore Bajaj & Dr.Rajeshwar Rao as Asst. ROs.
3) Copy of minutes of the meeting of Central Executive Committee held on 09/06/2018 resolving to
appoint CEC & RO and Asst. ROs , with permission to additional 57 General Council members the right
to vote which was signed by dr.P.Praveen President TGGDA, Dr.B.Ramesh Secy. General and Dr.Lalu
Prasad, State Treasurer.
4) Copy of letter of Dr.P.Praveen to the RO TGGDA Central Association Elections dt: 18/06/2018 alleging
that the Constitution submitted by Secy. General TGGDA is not the modified copy of 2010 submitted to
GAD in 2012 and requesting to implement the Constitution submitted to GAD in 2012, which was
received by CEC on 18/06/2018.
5) Copy of Letter of Acceptance Central Body Election Committee signed by CEC and Asst. RO with mention
of other RO as accepted on telephone.
6) Letter of State Secy. General to CEC & RO requesting legal action against Dr.P.Praveen President TGGDA
for issuing separate Election Notification for Central TGGDA Election. No copy of the notification was
submitted, a copy of Minutes of the meeting of Central Executive Committee held on 09/06/2018
resolving to appoint CEC & RO and Asst. ROs , with permission to additional 57 General Council
members the right to vote which was signed by dr.P.Praveen President TGGDA, Dr.B.Ramesh Secy.
General and Dr.Lalu Prasad, State Treasurer, was attatched.
7) Email hard copy of Dr.A.P.Chary, DCS Yadadri, Bhonagiri Dist., alleging that the amendments that were
taken place in Constitution were not accepted nor ratified either by the General Body or in State
Convention, and demanding Election of President on rotation basis from 3 Telangana regions.
8) Letter of Dr.Vinod Kumar.R Assoc. Prof. of Peds. & President OSM Unit 2 where he (a) sought time by RO
Alleging the Constitution is old and is amended in 2012 making President post open to all. He submitted
a self-attested copy of Constitution signed by Dr.B.Ramesh Secy. General .

9) Email hard copy of Dr.R.Vinod Kumar to CEC & RO at 12:12 pm on 22/06/2018, which was replied by CEC
. He alleged that the CEC is selectively forwarding grievances of members hence email ids of Enquiry
Committee members be provided.

Observations Of The Enquiry Committee:

It was observed that the copies of Constitution submitted by the CEC & RO and Dr.R.Vinod Kumar are
different but both are signed by Dr.B.Ramesh Secy. General TGGDA. The differences noted in the copies
of the Constitution are as follows :
In the first copy there are 42 pages but a total of 50 was mentioned on the cover page and signed by
Dr.B.Ramesh.
The constitution copy submitted by Dr.R.Vinod kumar the first page starts from article No.5 and page
no.s are not given to any of the pages.

Article no.7 : mentions membership fee as Rs 500/- in copy submitted to CEC by Dr.B.Ramesh , whereas
it is mentioned as Rs 100/- in the copy provided by Dr.R.Vinod Kumar.

Article no.11 : (1) Mentions that the post of President has to be rotated among the three regions of
Telangana state with the first President to be elected from Central Zone , whereas the other copy
mentions that the President can be elected from Telangana without mentioning any zones or regions.
(2) Of the four vice presidents one Civil Surgeon is to be elected from the region which is alphabetically
next to the region from where the president comes, and two other Vice presidents should be from other
two regions and the fourth comes from the region of the president, whereas the other copy does not
mention any such rules/laws.

Article no.12 : Has 7 points in copy submitted to CEC by Secy. General whereas there are only 6 points in
the other copy.

Article no.13 : Mentions 17 elected Executive Committee Members from local units whereas the other
copy shows only 12 Executive Members.

Article no.15 : Mentions that the President be elected by rotation among the three regions in copy of
CEC, whereas the other copy says he shall be elected from entire Telangana region.
Article no.23 : Mentions 4 points (a ) – ( d )In copy provided by CEC, whereas there are only three points
(a) – (c) in the other copy.

Article no.24 : the (e) column “Finances and Savings” has 4 points in copy provided by CEC, whereas only
3 points in the other copy.

Article no.28 : Mentions that there should be a minimum of 3 months between State Unit Elections and
Central Executive elections in both the copies.

Article no.30 : Mentions that there will be a Central Executive Member also in addition to the President ,
3 Vice Presidents, Secretary , 3 joint Secretaries, 3 GC Members and 6 Executive members, whereas the
other copy mentions the post of a President, 3 Vice Presidents, Secretary, 3 Joint Secretaries, Treasurer
and 6 Executive members only.

Article no.31 : Mentions that the post of the President , vice President and others shall have to be Govt.
servants as per CEC copy, whereas the other copy mandates that these posts can be contested by Govt.
servants who should be members of theTGGDA or erstwhile association of minimum 5 years.
Additionally it also does not contain 3 General Council Members and 1 CEC Member.

Conclusion:

The Enquiring Committee hereby concludes that:


1) There are several disparities between the two copies of the Constitution even though both bear the
signature of the Secretary General.
2) The Committee Members are not competent to decide about the authenticity of the two copies as
they are both photo (Xerox) copies.
3) The Committee is of the opinion that the registered certified document be obtained so that the issue
of authenticity of either of the two can be done.
4) Alternatively the General body of the General Council be called and the meeting be chaired by
unbiased senior members of the Association who are acceptable to both parties and a resolution be
passed under their supervision.
5) The Election Notification was issued without following the guidelines which are common in both
copies of constitution as per article no.28 which mandates that a minimum gap of 3 months be
present between elections to Units and the Central Executive Body which was not followed and the
reasons for non-compliance of these rules were not provided.
6) The contention/appeal that period of atleast 2 weeks have to be provided for the purpose of
effective campaigning between withdrawal of nomination and polling has to be decided by the
Election Council and cannot be interfered by the Enquiring Committee.
7) The eligibility that was provided to the 57 additional General Council members of new units does
not mention the basis on which it was accorded permission when the Constitution says that only 17
units are eligible to contest or vote.
8) The copy of the Constitution provided by the Secretary General to the CEC mentions that the
membership fee is Rs 500/- whereas one of the Enquiry Committee Members who was part of the
drafting of the Constitution is sure that the amount was only Rs 100/-.
9) The Enquiry Committee feels that if a candidate wants to contest the elections rather than accepting
a central team without contest (unanimously) the general council members can work out a formula
with a majority vote to allow such a contest as the committee is of the view that a democratic
process should be encouraged even if it requires a change in rules.
10) The Enquiry Committee does not have the right to order for disciplinary proceedings initiation as
requested by Dr.B.Ramesh, a copy of which was forwarded by the CEC.
