AN ORDINANCE INSTITUTIONALIZING THE SITIO GOVERNANCE
PROGRAM (Sitio Governance) IN THE MUNICIPALITY OF GOA,
CAMARINES SUR
WHEREAS, for many years, people living in the far-flung communities, sitios or zones ~
in the municipality of Goa, have been left-out or sometimes, forgotten in terms of the
delivery of basic infrastructure projects and other services of the government because of
their geographical locations;
WHEREAS, it has been observed that the nearer the sitio/zone in the poblacion, the
better the infrastructure support facilities are, while as one gets farther away the town
center, the road’s condition turns from bad to worse;

WHEREAS, the condition of roads and other infrastructure facilities, however, are
just but few of the many determinants that show the quality of life in the sitios/ zones
particularly those located along the slopes of Mount Isarog and the upland barangays of the
Municipality:
WHEREAS, although the Municipal Local Government Unit of Goa (MLGU-GOA) and
the its component Barangay Local Government Units (BLGUs) have been allocating funds
for the said sectors every fiscal year to uplift the standard of living of their constituents, stil
lots of people in the far-flung sitios/zones are left behind in terms of receiving care and
assistance from the government that would lead to good quality of living conditions in their
respective areas;
WHEREAS, often times, some sitiosjzones receive more support from the
covernment than what they really need every year, while others receive very few or none at
all;
Governance Program aims to guarantee that each sitio/zone gets proper attention from the
governance officials and receive that right share of the governments’ resources equitably R

WHEREAS, addressing the poverty incidence in the municipality involves equitable
delivery of the following services: infrastructure, health and sanitation, waste management,
agriculture, environmental protection, livelihood projects, peace and other, education, and
all the other social determinants of community ailments and difficulties to all sitios/zones of
all barangays of Goa;
WHEREAS, the government has to really go down the grass roots or literally climb up
the slopes of Mt. Isarog, cross rivers and streams to be able to see and get firsthand on the
real situation of the people living in the area and know the issues and concerns that their life
poor and miserable;
WHEREAS, the LGU-GOA aims promote social equity, address the poverty incidence
and do something to alleviate the sufferings, ailments and difficulties of the community and
make the people feel that the Government cares for them and is present right there in their
midst;
WHEREFORE:
BE IT ORDAINED as it is hereby ordained by the Sangguniang Bayan of Goa,
Camarines Sur, in session duly assembled that:
Section 1. Title - This Ordinance shall be known and cited as the “SITIO GOVERNANCE
ORDINANCE OF THE MUNICIPALITY OF GOA, CAMARINES SUR”
Section 2. Purpose: This ordinance is enacted to:
a. Promote social equity and address the poverty incidence in the municipality of Goa;
b. Empower all Barangay officials in Sitio Governance;
c Accomplish at least one (1) priority infrastructure project for every sitio/zone in all
barangays of the municipality every year;
d. Establish the Office of the Sitio Kagawad in every sitio/zone in all barangays of the
municipality;
e. Guarantee the presence of Sitio Health Workers (SHW), Sitio Nutrition Scholars
(SNS), Sitio Environment and Waste Management Workers (SEWMW) and Sitio
Tanods in every sitio/zone in all barangays of the municipality;
f Generate updated baseline data for every sitio/zone in all barangays of the
municipality.
Section 3. Scope and Application

The MLGU-GOA and the BLUs shall cause the equitable distribution of
the Internal Revenue Allotment (IRA) share of the MLGU-GOA and the
BLGUs and all available government resources from other agencies
based on the needs of the communities, sitios or zones of every
barangay of the municipality of Goa.
All sitios/zones of every barangay of municipality shall receive at least
one priority project every year.
The annual priority projects shall, after thorough inspection and
consultation the needs of each sitio/zone indentified in the approved
Barangay Development Plan (BDP) and the Municipal Annual
Development Plan (MADP) of the municipality.
Each BLGU though the Barangay Development Council (BDC) shall see
to it that every sitio/zone receives sufficient allocation every year.
Priority projects which are not funded by the BDF shall be endorsed for
funding by the Barangay Council to the MLGU-GOA through the
Municipal Development Council (MDC) for approval of the
Sangguniang Bayan.
The MLGU-GOA though the MDC shall not only allocate funds from the
MADF for the two hundred twenty seven (227) sitios/zones of the
thirty-four (34) barangays of the municipality but ensure that each
allocation is based from the actual priority needs of each sitiolzone of
every barangay.
Priority projects which not accommodated in the BDF and the MADF
shall be endorsed by the BLGUs and the MLGU-GOA to other agencies
such as but not limited to the Provincial Local Government Units of
Camarines Sur (PLGU), National Government Agencies (NGAS), Non-
Government Organizations (NGOs), People’s Organizations (POs),
foreign funding institutions and funding agencies coming from the
private sector.
Unfunded priority project in each sitio/zone means unsolved
community issue. Something will make the people suffer for a year or
more, slowing down economic growth and making life more
depressing and miserable for everyone the poor.
B. Social Development Services.
‘The MLGU-GOA and the BLGUs shall cause the creation of Sitio Health
Workers (SHW) and Sitio Nutrition Scholars (SNS) who shall render
service at their respective sitio/zone where they reside and provide the
necessary guidance and assistance for everyone in the community.
i One or more SHW and SNS may be assigned depending on the
population or area.
It is highly recommended to construct at least one Sitio Health Center
for every sitiojzone depending on the population or area.

iv. All social services of the government shall be extended to every
sitio/zone in all barangays of the municipality.
C. Environmental Management
The MLGU-GOA and the BLGUs shall cause creation of the Sitio
Environment and Waste Management Workers (SEWMW) who shall
serve as focal persons for environment protection, preservation and
waste management.
fi, The SEWMW shall render service at their respective sitio/zone where
they reside and provide the necessary guidance and assistance for
everyone in the community.
iii, One or more SEWMW may be assigned depending on the population
or area of the sitio/zone.
Section 5. The Role of Barangay Officials
Sitio Kagawad
‘The MLGU-GOA and the BLGUs shall cause the creation of the Office of
the Sitio Kagawad which will be headed by the duly elected member of
the Barangay Council assigned in each sitio/zone.
Consistent with the Local Government Code of the Philippines (RA
7160), the Sitio Kagawad shall, without prejudice to the functions of
the Punong Barangay (PB) and the different Committees in the
Barangay Council, oversee the delivery of basic services and ensure

he/she permanently resides.
The Sitio Kagawad shall provide the necessary guidance and assistance
for everyone in the community.
It is highly recommended to construct at least one Sitio Multi-purpose
Hall for every sitio/zone to be used by the Office of the Sitio Kagawad,
other sitio workers and the community.

The MLGU-GOA and the LGUs shall cause the creation of Sitio Tanods
who shall render service at their respective sitios where they
permanently reside, and provide the necessary guidance and
assistance for everyone in the community.
It is highly recommended to construct at least one (1) Sitio Tanod
Outpost for every sitio/zone.
C. Sitio Day Care Worker
i. The MLGU-GOA and the BLGUs shall cause the creation of Sitio Day
Care Workers (SDCWs) who shall render service at their respective

guidance and assistance for everyone in the community.

i. The BLGUs shall take necessary actions to ensure that all services being
rendered by the different Committees of their respective Barangay
Council shall be extended directly to every sitio in their barangay.

E. Other Sitio Workers, Government Officers and Agencies we

ensure the creation of other Sitio Workers necessary in the delivery of
other services that will promote social equity and address poverty y

ensure that all Sitio Workers are physically, mentally and morally
qualified; permanent residents of the sitio/zone where they will serve,
and must be of legal age but not over sixty (60) years old. g
iv. The MLGU-GOA and the BLGUs shall take the necessary actions to
ensure that all Sitio Workers, although voluntary in nature, receive
proper assistance from the government such as but not limited to:
minimum monthly allowance by which amount shall be deter
‘the Sangguniang Barangay concerned, and the minimum amount of at
least PhP 500.00/month which shall come from the LGU-Goa,; (2)
uniforms; (3) tools, equipment, or gadgets; (4) medical kits; (5) farm
implements, (6) rescue equipment, etc., whichever is appropriate and
applicable.
Section 6. Governing Laws and Regulations. As provided in this Ordinance, all ,
requirements and legal procedures for Sitio Governance shall be governed by existing
Philippine laws, regulations and other related issuance from concerned government
‘ / agencies, such as but not limited to the Local Government Code of the Philippines (RA 7160),
the Government Procurement Reform Act (RA 9184), the Municipal Zoning Ordinance, the
National Building Code of the Philippines (PD 1096), the Accessibility Law (BP 344), the Code e
of Zonduct and Ethical Standards for Public Officials and Employees (RA 6713),
enyironmental Laws, and other related Laws and Regulations including issuances from the

Section 7. Implementing Rules and Regulations (IRR). Within sixty (60) days upon
the approval of this Ordinance, the Office of the Municipal Mayor shall, in coordinating with
other concerned departments of the LGU - GOA, promulgate the corresponding
Implementing and Rules and Regulations (IRR) for the full implementation of this Ordinance,
2 copy of which shall be furnished the Sangguniang Bayan for confirmation.
Section 8. Applicability Clause. All other matters realting to the impositions in this
Ordinance and its IRR shall be governed by pertinent provisions of existing laws and other
ordinances.
Section 9. Repealing Clause. All ordinances, rules and regualtions, or parts thereof, that
are in conflict or inconsistent with any provisions of this Ordinance are hereby repealed and/or
modified accordingly.
Section 10. Effectivity Clause. This Ordinance shall take effect upon its approval.
ENACTED this 16th day of February 2021, on motion of Coun. Marcel Michael P. Pan,
jointly seconded by Couns. Nemia B, Lim, Francis C, Ortua and Hanna-len I. Broqueza, in session
assembled.

FINDINGS/ACTION TAKEN:
‘The Local Government Unit (LGU) of Goa,
Camarines Sur proposed the Sitio Governance Program
which deals with the equitable delivery of basic services
and distribution of government resources directly to
every sitio or zone of all barangays of Goa. In the
implementation of the TUCAD program of the
municipality, the local officials became aware of the
needs and see the real situation of the constituents in
the far flung barangays of the municipality. So as for
the constituents not to be deprived particularly of the
basic necessities including health and other needs, the
local government deemed it necessary to propose the
ordinance which shall eventually address poverty
incidence and alleviate the sufferings, ailments and
difficulties in the remote communities, and make
people feel that the government cares for them.

Sitio Governance would be of big help especially
in the effective governance thru having direct
coordination with the concerned offices. It has also
been suggested to pay attention on the needs of those
in the poblacion area.
Series of orientations with the different
barangays of this municipality shall be conducted for
the purpose of the proposed ordinance. Every sitio
worker shall coordinate and provide the necessary data
needed such as but not limited to the number of
residents in the sitio, the flood prone areas, and other
data needed. There must be congruency plan with the
TUCAD Program.
After thorough deliberation, the proposed Sitio
Governance Ordinance was approved under the
committee level on motion of Coun. Belleza, jointly
seconded by Coun. Puntual, Coun. Lim and Coun.
Pena, Jr.
RECOMMENDATION:
‘The committee recommends to present to the
plenary the proposed Sitio Governance Ordinance for
further deliberation.
