‘AN ORDINANCE AMENDING ORDINANCE NO. 2-93 ENTITLED: “ORDINANCE ESTABLISHING
‘THE LA UNION EDUCATIONAL ASSISTANCE AND SCHOLARSHIP PROGRAM,” TO
INCORPORATE SECTIONS 10 (10.1), (10.2), (10.3), 11 AND 12”

‘Section 1. Ordinance 2-93 IS HEREBY AMENDED TO INCORPORATE Sections 10 (10.1),
(10.2), (10.3), 14 and 12, to wit:
‘Section 10. OPERATION RANG-AY TI BARANGAY PARTICIPATION CONCEPT AND
ACTIVITIES. Every scholar is enjoined to participate and assist in the different
in the monitoring of other ORB programs in target barangays. This shall allow
more flexibility for the scholars in terms of time that they could render for the
implementation of the ORB. Scholars shall be tapped in relation to the courses
they are taking (2.9 ‘fursing students to assist in blood pressure monitoring in
actual ORB, etc.) and shall serve as additional manpower to the already existing
ORB personnel
10.1. Prescribed Hours of Participation. - Completion of a minimum of § hours
er semester shall be expected of each scholar. In case of ti-
‘Semestral set-ups, the scholar shall accomplish a minimum of 3
hours per semester. For ease of participation, the scholars can
complete the prescribed number of hours until semestral break for‘Qnsinance No, 001-2000, Page 2
‘the First Semester and summer break for the Second Semester. Tri-
‘semestrer scholars could likewise take advantage of their semestral
‘breaks and summer breaks to fulfil the prescribed number of hours.
10.2. Certificate of Participation. - As proof of their community service, every
‘scholar is requires to secure a Certificate of Participation for
‘submission to the Committee on Education and Culture of the
iang Panlalawigan. The certificate of Participation shall
show personal data of the scholer, the Barangay served and the
hours of service rendered,

(PPDO) of the PGLU who is present during the “operation.”
{In case the scholar participated in the monitoring activities of the
ORB, the scholar shail secure the Certificate of Participation from
the Punong Barangay of the target Barangay served
10.3. Other Matters. — The complete organization of the scholars and the
framework of participation shall be designed jointly by the PPDO
and the Sangguniang Panialawigan, and shail be the core content of
the Implementing Rules and Regulations of this Ordinance. Should
there be any conflict with class schedule and school programs, the
‘Scholar shall prioritize educational duties over its ORB responsibility,
Section 11. ATTENDANCE IN OTHER ACTIVITIES OF THE PROVINCIAL
GOVERNMENT OF LA UNION (PGLU). All scholars are encouraged to support
major events of the PGLU such as the Foundation Anniversary Celebration,
‘Malunggay Campaign and tree planting activities, among others. Apart from the
ORB program, the scholars will be informed of other PGLU activities which they
can attend and participate in provided that there is no conflict with class schedule
‘Section 2. SEPARABILITY CLAUSE. The provisions of this ordinance are hereby declared
‘separable and if one or more provisions are held invalid or unconditional, the remainder,
‘or any provision hereof not affected, shall remain valid and effective.
Section 3. REPEALING CLAUSE. All ordinances, resolutions, rules and regulations
inconsistent with or contrary to the provisions of this ordinance are hereby repealed,
amended or modified accordingly.
Section 4. EFFECTIVITY. This ordinance shall take effect upon approval subject to the
Provisions of R.A. 7160, otherwise known as “The Local Goverment Code of 1991.”
