INTRODUCTION

PrimeWater Infrastructure Corporation is a wholly owned Filipino company operating throughout the
country. With more than 30 years’ experience on providing the operation and maintenance of water distribution
systems throughout the country. Prime Water has been providing support to communities, real estate development
companies, water utilities, and local government units for the provision of quality water service. With three
decades, Prime Water has grown to become one of the country's premier specialist water utility companies directly
involved in providing water to more than 250,000 households across the Philippines.

Camarines Norte Water District is a government owned and controlled corporation, the first water
district to be established in Bicol Region by virtue of P.D. 198 as amended or otherwise known as “Water Utilities
Act of 1973”. CNWD was formed on November 8, 1973, thru Provincial Resolution No. 73. It serves seven (7)
municipalities out of 12 in the Camarines Norte, namely: Basud, Labo, Mercedes, San Vicente, Talisay, Vinzons
and Daet. In January 2016, Camarines Norte Water District and Prime Water Infrastructure Corporation inked a
25- year unincorporated Joint Venture Agreement (JVA) which commenced on March 17, 2016.
The general purpose of the JV project is to attain the highest possible level of water supply service, as
for possible, 100% of water consumers in the JV area. More specifically, the goal is to ensure sustainable and
balanced water supply that will meet growing demand for the future at a least cost possible. Primarily, the Prime
Water’s role in the JVA is to provide capital investment and expertise for the operation and maintenance,
rehabilitation, and other improvement projects for the CNWD water system, including septage construction and
management program.
