RA 11148 “ An Act Scaling Up the National and Local Health and Nutrition

Programs Through A Strengthened Integrated Strategy for Maternal, Neonatal,


Child Health and Nutrition in the First One Thousand (1000) Days of Life,
Appropriating Funds Therefore, and for Other Purposes”. Generally, the policy
aims to scale up nutrition intervention programs in the first one thousand (1000)
days of a child’s life, and allocate resources in the sustainable manner to
improve the nutritional status and address the malnutrition of infants and young
children from zero (0) to two (2) years old, adolescent females, pregnant, and
lactating women to ensure growth and development of infants and young
children.

Republic Act No. 11037 or the "Masustansyang Pagkain Para Sa Batang


Pilipino Act" established a national feeding program to address hunger and
undernutrition among Filipino children by providing them free meals.

Republic Act No. 11037 Entitled “An Act Institutionalizing National Feeding
Program for Undernourished Children in Public Day Care, Kindergarten and
Elementary Schools to Combat Hunger and Undernutrition Among Filipino
Children and Appropriating Funds Therefor,” Otherwise Known as the
“Masustansiyang Pagkain para sa Batang Filipino Act.”

The Philippine Milk Code of 1986 or EO 51 regulates the marketing of infant


milk formula, other milk products, foods and beverages, as well as feeding
bottles and teats. The aim of this Code is to contribute to the provision of safe
and adequate nutrition for infants by the protection and promotion of
breastfeeding and by ensuring the proper use of breastmilk substitutes and
breastmilk supplements when these are necessary, on the basis of adequate
information and through appropriate marketing and distributions.

REPUBLIC ACT No. 10028- an act expanding the promotion of


breastfeeding, amending for the purpose republic act no. 7600, otherwise
known as “an act providing incentives to all government and private health
institutions with rooming-in and breastfeeding practices and for other
purposes.”
Republic Act No. 8172 or "An Act for Salt iodization Nationwide" (ASIN
Law) became a law in 1995. The law seeks to eliminate iodine deficiency
disorders by mandating all salt producers and manufacturers to iodize their
product. However, the law had the unintended effect of killing the local salt
industry, as small and medium salt farmers were unable to comply with the
iodization requirements.

REPUBLIC ACT NO. 8976 “THE PHILIPPINE FOOD


FORTIFICATION ACT OF 2000” An Act Establishing The Philippine
Food Fortification Program And For Other Purposes. An that protect and
promote the right of health of the people and instill health consciousness among
them. State recognizes that nutritional deficiency problems in the Philippines,
based on nutrition surveys, include deficiency in energy, iron, vitamin A,
iodine, thiamin and riboflavin. The State recognizes that food fortification is
vital where there is a demonstrated need to increase the intake of an essential
nutrient by one or more population groups, as manifested in dietary,
biochemical or clinical evidence of deficiency.

Whereas, maternal and child undernutrition continue to be of alarming levels in
the Philippines as reported by the National Nutrition Surveys conducted by the
Food and Nutrition Research Institute.

Approving the Revised Implementing Guidelines on Operation Timbang Plus
(OPT Plus)
Whereas, two methods of growth assessment in communities in the Philippines
are being implemented, namely; Growth Monitoring and Promotion (GMP), the
individual child regular growth monitoring for counseling and intervention, and
the conduct of mass weighing referred to as Operation Timbang (OPT);
Whereas, OPT Plus is the annual mass weighing with the addition of the
measurement of length or height of all preschool children aged 0-71 months old
in a community to identify and locate families with malnourished preschool
children, and determine the overall nutrition situation in the area every Ist
quarter of the year.

ADOPTION OF THE 2012 NUTRITIONAL GUIDELINES FOR FILIPINOS
WHEREAS, malnutrition and diet-related non-communicable diseases remain
to be a problem in the Philippines and that poor nutrition can be caused by poor
nutrition practices as a result of inadequate information on proper diet and
nutrition behaviors.
WHEREAS, the development and dissemination of nutritional guidelines can
contribute to improved nutrition since nutritional guidelines are primary
recommendations to promote good health through proper nutrition including
advice on consumption of foods for which there are public health concerns;
