OFFICERS' SUMMARY OF THE PLANNING ISSUES (Pages 1 - 6)

The Site The former Cat Hill Campus is located at the junction of Cat Hill and Chase Side. The site is approximately 4.9 hectares in area and contains approx 17,000sqm of educational buildings including the museum of Domestic Architecture. The university vacated the site in the summer and has relocated to purpose built facilities on the Universitys Hendon Campus. The site contains a significant number of mature trees / woodland around the perimeter of the sites boundary as well as two ponds one at the north east and small pond in the wooded southwest corner. The site slopes down from the roads to the southwest corner. The site is bounded by Oaktree School to the south, playing fields to the east on the opposite side of Chase Side and semi detached and detached residential properties to the west and north. The site is currently accessed by vehicles and pedestrians from two points one at Cat Hill and one on Chase Side. The site is within approximately 15m walking distance to two Tube stations, Cockfosters and Oakwood. The site is also located on the boundary with the London Borough of Barnet. Proposal The proposal submitted involves the demolition of the existing campus buildings and the redevelopment of the site to provide 272 residential units in a mix of flats and houses. A total of 178 flats are proposed comprising of 5 six storey blocks, 2 three storey blocks and one part 3/4 storey block. 94 terraced houses are proposed comprising a mixture of 2 and 3 storey houses in a crescent formation. Private gardens are proposed for the houses together with communal amenity space areas and landscaped areas for the flats as well as childrens play areas. The proposal would retain the two existing vehicular access points off Chase Side and Cat Hill. A network of internal estate roads are also proposed. A total of 308 parking spaces are proposed, to be located at surface level or in basements below the 6 storey crescent blocks. The 272 Units are made up of the following mix:

UNIT TYPE 1bed 2 bed 3 bed 4 bed Total

Private 29 (15%) 66 (35%) 48 (26%) 45 (24%) 188 (69%)

Affordable rent 3 (13%) 6 (25%) 6 (25%) 9 (38%) 24 (9%)

Shared Ownership 6 (20%) 2 (7%)

Rent to Buy 6 (20%) 14 (47%) 10 (33%) 0 (0%) 30 (11%)

Total 44 16% 88 32% 86 32% 54 20% 272 100 %

22 (73%) 0 (0%) 30 (11%)

MAIN ISSUES RAISED THROUGH THE PUBLIC CONSULTATION TRAFFIC Increased volumes of traffic, congestion and traffic jams as well as impact on Cat Hill roundabout. Insufficient parking provision for development on site resulting in overspill parking in surrounding residential streets etc. Impact on Highway safety.

SCALE/ HEIGHT/ DESIGN/ DENSITY AND IMPACT ON CHARACTER OF AREA Development far too intense for the area nothing comparable in vicinity and proposals totally out of keeping in terms of height, density, scale, design and overdevelopment etc. Height of 6 storey blocks (E to I) totally out of keeping with surrounding area. Extensive scale of development radically affect visual landscape of surrounding area. Impact on privacy of residents in Mansfield Avenue/Vernon Crescent.

IMPACT ON TREES/ ECOLOGY/ BIODIVERSITY/ WILDLIFE ISSUES Impact on Ecological balance of area due to scale of development & loss of trees & woodland areas. Site a thriving wildlife corridor, bordering Oak Hill Nature Reserve which should be preserved. Impact on Protected species Bats and Great Crested Newts as well as wildlife. Proposal does not respect and enhance sites ecology and biodiversity.

OTHER ISSUES Impact on local infra structure of East Barnet/ Cockfosters in particular schools, doctors, hospitals etc result in significant additional burden on already stretched services in sufficient capacity. Impact on Drainage/ flooding. Site should remain for educational use.
