Finland seeks Euro 325 million in EU funding for transport projects

The number one project is the Espoo light rail. The Riihimäki-Tampere line is currently seeking planning funding. The
Finnish government, along with other actors, is applying for financial support from the Connecting Europe Facility (CEF)
transport programme for approximately Euro 325.13 million, covering 21 transport projects. The State is seeking Euro
67.2 million for 11 projects, other State project participants are seeking Euro 39.7 million, and private operators are
seeking Euro 218.22 million for 10 projects. The state projects are either continuations of already decided projects or
projects outlined in the government program.
A key government project is the Espoo urban railway.
Funding is also sought for the Digirata project to equip the Tampere-Pori section with the European Rail Traffic
Management System (ERTMS).
Companies operating in Finland seek funding for ports and railways
Companies operating in Finland are applying for CEF support totaling Euro 218.22 million for 10 projects.
Projects:
Finland's first ERTMS equipment for rolling stock, VR, is seeking funding of Euro 2.61 million.
The Commission will open the 2024 funding call round for alternative propulsion infrastructure in early 2024 and for the
other calls in the autumn.

The European Investment Bank (EIB) will lend EUR 225 million to Spain to finance the modernization of high-speed and
freight trains. This announcement was made by the European public bank on Monday in one of the first operations
concluded under the mandate of Nadia Calviño - Spain's former First Vice-President and Minister of Economy - who has
held the EIB presidency since January 1.
The agreement was initialled on Monday after being signed by Renfe's President, Raúl Blanco, and the EIB's Director of
Operations for Spain and Portugal, Gilles Badot. However, this is a project that was already signed at the end of 2023 but
has only been finalized now. EIB sources tell 20minutos that the projects being endorsed since Calviño became president
are still initiatives that began to take shape in 2023 and even years later. Notably, the former vice-president has not even
been in office for a month.
The EIB will provide EUR 225 million as leverage for an operation that will amount to a total of EUR 472 million, according
to the organization. Of the bank's contribution, EUR 125 million will be used to renew the high-speed fleet for the
purchase of 26 locomotives and the conversion of 156 carriages into a total of 13 high-speed trains on the variable gauge
network.

Additionally, the Luxembourg-based public bank will lend EUR 100 million to finance projects on the freight network.
These funds will be used to purchase 24 electric locomotives, wagons for intermodal services, and the implementation
of the European Rail Traffic Management System (ERTMS) on some existing locomotives, as well as noise reduction
measures for 2,900 wagons.
This operation is among the first to be concluded with Calviño as president, but it is not the first in Spain or the rest of
Europe. Since the former minister took office, the EIB has signed agreements with Greece, Bulgaria, Poland, Sweden,
Germany, and France. In fact, on January 19, she announced a guarantee agreement with CaixaBank to help the financial
institution raise EUR 150 million in new financing for renewable energy and energy efficiency projects in the country.
Managing EUR 20 billion for the Autonomous Regions
The EIB plays a crucial role in financing the ecological transition, the reconstruction of Ukraine, and digital transformation.
In the case of Spain, the entity financed projects totalling EUR 9,961 million in 2022.
Furthermore, the European public bank has been entrusted with managing EUR 20 billion in loans under the European
recovery funds to finance sustainable investment projects in the autonomous communities. The EIB will serve as a lever
to attract private and public companies from the regional sector to invest in areas such as social and affordable housing,
urban regeneration, sustainable transport, competitiveness, and research.

The Trilogue negotiations on the revision of the Trans-European Transport Network (TEN-T) Regulation have successfully
concluded, marking a historical moment in the development of European rail corridors, including cross-border, regional,
and high-speed infrastructures.
The TEN-T is pivotal for orchestrating significant rail projects across Europe, encompassing both physical and digital
aspects. Its enhancement is crucial to increase the shift of passengers and freight towards more sustainable modes like
rail, thereby aligning with the objectives of the European Green Deal.
According to the Community of European Railway & Infrastructure Companies (CER), the negotiation outcomes have
yielded several positive developments. Among these are confirmed:
-The acceleration of ERTMS deployment in a continuous manner has been confirmed in the text with different deadlines
for the core, extended core, and comprehensive networks, while the decommissioning of the class B systems will take
place at a later stage with possible exemptions but guaranteeing compatibility for a truly interoperable network;
-A strong and attractive rail network connecting passenger and freight terminals, major ports, and airports will serve as
the backbone of a sustainable transport ecosystem.
-The new TEN-T Regulation will be an opportunity to present a Masterplan for the development of an interoperable high-
speed rail network linking European capitals and major cities and supporting the development of international passenger
services.
However, this ambitious revision of the TEN-T brings forth challenging requirements and provisions, which call for equally
ambitious financing strategies. To fully realize the TEN-T network, substantial investment is needed: approximately Eur
500 billion by 2030 for the core network and EUR1,500 billion by 2050 for the comprehensive network. CER strongly
advocates for an increase in the budget of the new Connecting European Facility (CEF III) – the EU’s primary funding
mechanism – to at least EUR 100 billion in the next EU budget cycle (MFF 2028-2035). This increase, along with
supplementary funds, is essential to meet the set TEN-T targets and deadlines, ensuring the seamless evolution of
Europe’s rail infrastructure towards a more connected and sustainable future.
” Railways today lack sufficient capacity on many corridors to further grow," said Alberto Mazzola, CER Executive Director.
"We expect the TEN-T provisions to bring to completion the current cross-border projects and rail corridors, increase
capacity through digital solutions such as ERTMS and more performing standards, reach full interoperability between
national networks, connect rail and all the ports/airports of the core network, realize new infrastructure and develop a
high-speed rail network connecting all EU capitals and major cities. We praise the European institutions for reaching an
agreement and invite them to now develop and deploy in a timely manner what has been agreed. We are absolutely
convinced of rail’s economic, social, and environmental sustainability.

Siemens Mobility delivers 70 new trains to ÖBB

ÖBB has ordered the first 70 trains from the framework agreement with Siemens Mobility. From the end of 2027, Mireo
local and long-distance trains will be delivered in three different variants. The trains will be built in Siemens Mobility's
global network of plants. The modern bogies come from the competence centre in Graz.
They travel at speeds of up to 160 km/h and offer passengers many amenities such as air conditioning, WLAN, disabled
access, power sockets, ski and snowboard racks, space for pushchairs or wheelchairs in the boarding areas and bicycle
transport facilities. Compared to the previous Mireo trains, the carriages will be wider - especially for ÖBB and its
passengers - which will further increase passenger comfort. The new trains are being designed by Siemens Mobility for
the first time with classic, internally mounted bogies as a single carriage concept.
Michael Peter, CEO of Siemens Mobility: "Siemens Mobility and ÖBB have enjoyed a long and trusting partnership. We
are proud to be able to offer ÖBB a further development of the Siemens Mobility Mireo platform as a single wagon
concept for this new fleet. With numerous innovations, cross-border vehicle approvals and increased passenger comfort,
the new Mireo trains will help to further increase the attractiveness of ÖBB's local and regional transport services."
Modern train control system
Specifically, the order comprises eleven 73-metre-long commuter trains and 28 106-metre-long trains for use in various
federal states. 31 trains with a length of 106 metres for long-distance transport within the Alps complete the first call-off.
The state-of-the-art European Train Control System [ETCS] from Siemens Mobility will be used for train control. In
conjunction with the corresponding infrastructure, this enables significantly shorter train sequences, which can be
important on busy routes.
"With the 70 additional multiple units, we are systematically continuing our investment programme in a modern fleet.
The new trains have a speed of 160 km/h and offer increased passenger comfort, barrier-free boarding, the option to
take bicycles and Wi-Fi. In addition, a special focus was placed on efficient energy consumption," emphasises ÖBB CEO
Andreas Matthä.
Austrian expertise
The SF7500 bogies, which were developed at Siemens Mobility's competence centre for bogies in Graz and have already
proven themselves many times over internationally, will be used. In contrast to the previous Mireo trains, in which two
carriages share one bogie ("Jacob's bogie"), each carriage in the ÖBB Mireos is equipped with two bogies. Some of these
bogies are driven by powerful traction motors, which ensure acceleration with a good balance between tractive power
and energy efficiency. The bogies are mounted internally to save weight and space. The space gained in this way is used
to relocate other components of the vehicle under the carriages. The driving behaviour of the train is improved,
passengers have more space and can enjoy a better feeling of space.
A high degree of sustainability is achieved through the lightweight construction and the resulting low energy
consumption, as well as through the use of air conditioning systems with natural refrigerant and a heat pump function.
The multiple units are particularly environmentally friendly thanks to their low energy consumption. The coach body is
made of aluminium, and new lightweight technology is also used for the internal bogies.

Fewer trains pass red signals on Belgian rail network

33 fewer trains will pass red signals on the Belgian rail network by 2023. The "first potentially dangerous point", often an
intersection with another track, was reached in 17 out of 54 cases. However, none of these crossings posed a safety risk.
Last year, an average of 3,800 passenger trains and 400 goods trains used the main tracks of the Belgian railway network
every day. Out of this annual total of about 1.6 million trains covering 100 million kilometres, 54 trains ran red lights,
compared to 87 last year. As for the secondary tracks, parts of the network where trains run at speeds of less than 40
kilometres per hour and often empty, the number of irregular crossings rose from 37 cases in 2022 to 44 in 2023.
These irregular crossings did not result in accidents or injuries. Crossing a red signal does not automatically pose a danger,
explains an Infrabel press release. The risk arises when the train involved reaches the intersection with another track after
ignoring the signal. Last year, this happened in 17 out of 54 cases.
European Train Control System (ETCS)
Infrabel's examination of the 2023 data shows that when the Permanent Train Speed Control System (ETCS) intervened,
the first potentially dangerous point was avoided, eliminating the risk of a collision. The railway infrastructure manager's
findings thus underline the importance of continuous investment in safety systems, with a particular focus on the full
implementation of Belgium's ETCS master plan to improve overall railway safety, as ETCS consistently monitors train
speed and intervenes if the driver does not follow signals.
A further 829 kilometres of Belgian train tracks will be equipped with ETCS by 2023. This means that 3973 kilometres or
62 per cent of the network is now equipped, making Belgium the European leader in this field, alongside Luxembourg
and Switzerland. They are followed by Slovenia, Spain and France, according to a 2019 report by the French Autorité de
régulation des transport (ART). Belgium aims to complete installation on the entire national network by the end of 2025.
Investing in safety
Infrabel, in collaboration with other entities in the railway sector, regularly evaluates current measures and possible
actions to further improve safety on its network. An example of this is the "Infra SPAD" which allows the drivers of work
trains to receive notifications via a mobile device when approaching a red signal. This system was launched in 2022 and
will be fully implemented by 2024. Similarly, Infralert, which will go live in April 2024, is a system that uses sensors to
detect trains or uncoupled wagons and provides real-time warnings to workers in the field via wristbands through
vibration and visual signals, independent of existing railway signalling.
The Mobile Beacon System (MBS) was also introduced. The first devices will be delivered to the field in April 2024, with
the aim of universal application to all train types by the end of 2025. The MBS works as a mobile device embedded in the
track and enhances safety by activating an emergency stop when a train passes. The system can be operated remotely
via radio links and is strategically placed to optimise braking distances. A framework agreement was also signed between
Alstom and Infrabel for the supply and maintenance of "Eurobalises", with integrated coding capabilities to transmit
essential track-to-train data.

National Railway Infrastructure Company has launched market consultations for the modernization of the railway section
between Medkovets and Sratsimir, which is part of the Vidin - Sofia railway line. The notice was published in the Public
Procurement Register 2 weeks ago. This comes about 7 months after the originally announced tender for the works fell
through last year. The indicative price proposals for the invitation of the NKVZ can be sent until 5 February. Given this set
timeframe, the actual tender will most likely be published only after the NCWP analyses the proposals.
Activities:
The railway line in question is crucial for development in northern Bulgaria, as the upgrade will allow train speeds to be
increased to 120 km/h for freight and 160 km/h for passenger. Currently the speed in the sections is 70 km/h with some
local restrictions up to 35 km/h. The line is also a priority for the European Union as it is part of the Orient/East
Mediterranean corridor. This is why in 2022 the railway section was approved for co-financing under the Connecting
Europe Facility 2021-2027.
The project envisages the construction of an upgraded 45 km single, electrified railway line, according to information on
the NWKI website. Overpasses, underpasses, culverts, 5 new railway bridges, 1 new tunnel and 3 new stations - Dubova
mahala, Vodnyantsi and Sratsimir - will be built in the new section.
The implementation of the European Rail Traffic Management System (ERTMS) for the Medkovets-Sracimir railway
section is planned to be implemented through a separate project. With the construction of this section, the distance
between Medkovets and Sracimir will be reduced by 14 km. As a result of the implementation of the project, the route is
expected to be fully electrified, interoperable and with improved parameters in terms of speed and safety of passenger
and freight transport.

On a per-vehicle basis, the ETCS is significantly more expensive for a Pendolino than any other system. ČD-Telematika has
introduced a prototype of the first Pendolino unit featuring the European ETCS signaling system on the ZC Velim test
track.
The unit will undergo testing at the Railway Institute track, following which assembly will commence for the remaining
six units. VUZ has announced the arrival of the Pendolino on the track through social media.
The installation of the ETCS in the first unit began last September and is being carried out by ČMŽO - elektronika, a
subcontractor of ČD-Telematika.
Due to the installation of the ETCS system, one unit is always out of service. However, this doesn't mean passengers will
be transported on another train instead of the planned Pendolino. The installation will also take place on the remaining
units damaged after the accident in Bohumin in June 2022. Last year, the carrier decided to include the five undamaged
wagons in a heavy maintenance exchange system with the other Pendolino units, reducing the period of heavy
maintenance by a third, from 90 to around 30 days.
On a per-vehicle basis, the purchase of the ETCS system for the Pendolino is by far the most expensive, costing 59 million
kroner per unit. The high price is mainly due to the small number of vehicles, which includes prototype and testing costs
in the budget. The typical installation cost ranges between 10 and 20 million crowns.
The contract, worth CZK 413.9 million, was awarded to ČD-Telematika.

ORLEN Unipetrol Doprava, the leading Czech rail freight carrier belonging to the refining and petrochemical group ORLEN
Unipetrol, plans to take over four more Siemens Vectron MS 383 series electric locomotives into its fleet by the end of
2025, bringing the total number of these modern and interoperable machines in the service of the ORLEN Unipetrol
Group to eleven.
In the colors of ORLEN Unipetrol, Vectron locomotives with a power of 6,400 kW and a normal operating speed of 100
km/h transport mainly chemical products. These Vectrons are capable of operating not only in the Czech Republic but
also in all neighboring countries - Poland, Slovakia, Germany, and Austria, as well as Hungary. Great emphasis is placed
not only on performance but also on safety. In addition to the national train control systems of the respective countries,
the locomotives are also equipped with the modern unified European Train Control System (ETCS), GSM-R, and remote
diagnostics. One of the important safety aspects of these locomotives is also passive safety, which provides the driver
with survival space in the event of an emergency.

Participants in last week's ETCS working group meeting in the Czech Republic reviewed the progress made so far in
implementing the system and set the next steps.
Since the first meeting of the group in October last year, intensive cooperation between all the stakeholders involved has
started and concrete steps have been taken to improve the functionality of the ETCS system.
The objectives set by the working group last autumn have been met. The portal of the Railway Administration has been
made available, direct communication with vehicle manufacturers and technology suppliers has been set up, regular
exchange of data from the evaluation of system failures is taking place and the first ETCS stress test simulating exclusive
operation outside "Uničovka" on the line Staré Město u Uherského Hradiště - Břeclav has been carried out.
"All members of the group work with non-standard deployment and the stress test was the result of excellent cooperation
across the sector. I would like to thank everyone again," says Radek Šafránek, Director of the Technical Section of the
Czech Railway Office.
"The ETCS system provided us with proof of its importance at the beginning of the year when it prevented a train from
colliding with a shunting yard in Břeclav when passing a signal prohibiting movement. A train travelling under ETCS control
was struck by a shunting unit that had passed a stop signal. The ETCS system reacted immediately and stopped the train
before the general stop was applied," adds Jiří Kolář, Director of the Czech Railway Office.
The cooperating rail carriers welcome the implementation of the stress tests in which they want to participate. A second
stress test is scheduled for the end of March on a different corridor line. Further steps, mainly of a technical and
organizational nature, will take place over the next two months. The plan is to test a modification of the system
configuration to allow more tolerance for restoring the broken link between the line and the mobile part. The analysis of
system outages will be supplemented with complete data and will aim to automate reporting.
Thanks to partial modifications on the vehicles and the transmission network, the number of communication failures
between the track-side and the on-board part of the ETCS on the line Olomouc - Uničov has decreased significantly. On
some RegioPanters, which move under the supervision of ETCS, the position of antennas was adjusted on a trial basis.
Škoda Transportation will now test the new antenna positioning on other units based on a test operation permit from
the Railway Authority. The results so far show that the shifting of the antennas, combined with signal boosting on the
transmission network, has helped. Further adjustments to the transmission network's configuration are now being
addressed, and additional transmitters will be installed at problematic locations.
The aim of the planned stress test, which took place this weekend on the line Staré Město - Břeclav, was intensive
diagnostics of another line section, which at that moment simulated "exclusive operation". For two nights, approximately
two dozen trains of various types traversed the line in both directions. Here too, there were several emergency stops for
trains. In four cases, the system correctly assessed that it should stop. So the ETCS worked as it should. In two cases, this
was due to incorrect operation of the train by the driver, and in the other two cases due to a technical cause on other
systems. In 5 cases the emergency stop was due to a technical cause in the ETCS system. A detailed evaluation is currently
underway and will be used to set the next steps.
The ETCS system for the Czech Republic means the introduction of a full-fledged train protection system. As the
experience from neighboring countries and the current operation in the Czech Republic shows, it is necessary to
harmonize all components into a functional whole for its smooth functioning. This is what the testing, work of working
groups, and tuning of the whole system into an optimal form are for.

ČD took over two more Siemens Vectron locomotives from the leasing company RSL. The carrier now has all 12
locomotives it was supposed to take over in 2023. ČD operates a total of 39 locomotives, of which it owns one. RSL will
deliver another 22 Vectrons this year, completing the entire framework contract for the lease of up to 50 interoperable
locomotives produced by Siemens Mobility.
"We are continuing intensive preparations for the introduction of exclusive ETCS operation on the corridors. In addition
to retrofits on existing vehicles, we are also acquiring new locomotives and units that are already factory-equipped for
operation under ETCS supervision. This also includes the acquisition of new Siemens Vectron locomotives. After taking
delivery of the last planned machines, we are now operating 39 of them, and this year we plan to take delivery of another
22. From 1 January 2025, we will thus cover the operational needs on all corridors that are exclusively supervised under
ETCS," said Michal Krapinec, Chairman of the Board of Directors and CEO of ČD.
" Right from the start of the new 2024 timetable, we have set up 34 turnaround days for the Siemens Vectron locomotives,
and this series will travel over 32,000 kilometres in our service every day. The largest daily runs of the Vectrons exceed
1,300 kilometres, and we run them from Flensburg on the German-Danish border to Budapest," said Jiří Ješeta, a member
of the ČD Board of Directors and Deputy for Passenger Transport.
The newly taken-over 193.574 and 193.578 machines will go into circulation with the other Vectrons. The carrier now
operates 39 of these machines. Ten of the locomotives are leased from ELL, 28 units are leased from RSL, and one machine
is owned by ČD.
The locomotives have a maximum speed of 200 km/h. They are equipped with ETCS and GSM-R radio communication.
ČD operates them on domestic lines and on connections to Germany, Poland, Slovakia, and Hungary. In addition to the
leased machines, they have ordered another 50 machines for their ownership from Siemens Mobility in the 230 km/h
version.

On November 7-9, the Railway Administration Conference on "ETCS Exclusive Operation" was held in Olomouc. The
conference was attended by around 700 delegates from railway operators, transport operators, project organizations,
contractors, etc. This year, fellow ETCS specialists from abroad also attended the conference with their lectures, some in
person and others by teleconference. Their presentations clearly showed that the process of ETCS implementation is not
easy, it is expensive, and the expected results have not yet been achieved. You can make up your own mind from excerpts
of their lectures.
Austria - compatibility has not brought them anything. There are 140 regulations, and 1 procedure would be enough.
Everything is complicated, expensive, ERA legislation in force with honor, but you can't send anything to the agency
without the problems that arise when a national requirement is approved. The provisions required by European
legislation cannot be met. ETCS functionality is now on 100% of main lines. The operating costs associated with ETCS are
increasing. ÖBB has allocated 20 billion EUR for the construction. The tolerated delay of a vehicle running without
receiving a GSM-R signal is set at 40 sec (18 sec for us). Approximately 60 engineers specialize in ETCS. Problems occur

without line sections. Line sections are not put into operation until later, causing additional unnecessary costs for the

Czech Railways will acquire over 50 new RegioPanter electric units from the manufacturer Škoda Group this year. These
units will comprise approximately 150 vehicles in several different designs. The first RegioPanter in red-grey livery for
Prague Integrated Transport is nearly complete. Starting from the summer of 2024, it will operate in Prague and the
Central Bohemian Region.
The RegioPanter units are barrier-free trains equipped with air conditioning, an on-board Wi-Fi network, the possibility
of powering travel electronics from 230 V 50 Hz AC sockets and USB contacts. In the latest version, they also offer charging
for electric wheelchairs and electric bicycles. The trains have ample space to accommodate wheelchairs, strollers,
bicycles, and other bulky luggage. The RegioPanters are equipped with ETCS train protection and GSM-R radio
communication.

Brno, 9 Sept. (BD) – At 5.30am yesterday, a two-car Moravia train set off from Brno’s lower train station to Tišnov for its
first test run with passengers. Engineers will test the new train on the South Moravian tracks for two days. The train will
carry passengers on the S3 line (Tišnov – Brno – Židlochovice).
Testing new passenger trains can present pitfalls, as the vehicle may have to be tuned at various times of the day and the
train may not last all day in service. “I hope it was a positive surprise for people when they unexpectedly took a ride on
the new train,” said Jan Grolich, the governor.of South Moravia. “I am especially glad that they are already starting to
run. The sooner they pass all the tests, the sooner they will replace decades-old trains,”
“We want to get people back on public transport, back on trains, and thanks to modern rail units, this can be done. The
Railway Authority will decide on the further deployment of the new regional trains into service,” said Regional councillor
for transport, Jiří Crha.
“The vehicle passed all the necessary tests required by European and national legislation,” added Tomáš Ignačák,
President of the CZ/SK Region of Škoda Group. “Running on railway tracks with passengers is the last test, a real ride
which cannot be simulated within the standard type tests. After successful test operation, the customer will not only
receive a safe vehicle from the point of view of passengers and operators, but also a vehicle fully tested and qualified for
regular operation with maximum reliability.”
The South Moravian Region was the first region in the Czech Republic to purchase its own trains; the 37 electric railway
units cost CZK 6.651 billion (excluding VAT). The region will draw on a subsidy of CZK 5.5 billion from the European Union’s
Operational Transport Programme for the new vehicles, covering approximately 85% of the price. These are 31 four-car

units (333 seats) and six two-car units (146 seats) with a modern European Train Control System (ETCS), reaching speeds
of up to 160 km/h.
The new electric trains will run mainly on two backbone lines – S2 (Křenovice – Sokolnice – Brno – Blansko – Skalice nad
Svitavou – Letovice), S3 (Níhov – Tišnov – Brno hl. n. – Vranovice – Šakvice – Hustopeče / Tišnov – Brno hl. S2 (Křenovice
– Sokolnice – Brno – Blansko – Skalice nad Svitavou – Letovice), S3 (Níhov – Tišnov – Brno hl – Vranovice – Šakvice –
Hustopeče / Tišnov – Brno hl – Židlochovice). They will also be deployed on lines S51 (Šakvice – Břeclav) and partly also
S9 (Břeclav – Hodonín).
The first carrier to operate the units is České dráhy. From December 2024, the units will be operated by the carrier that
emerges from the tender.

More than seven kilometres of the line to Beroun will be renewed, and the completion of the work will bring faster and
safer traffic. The works, worth nearly CZK 2.3 billion, will last until 2026 but will have less impact on traffic than originally
expected.
The specific feature of the construction is that it is located in a narrow valley of the Berounka River, in the Czech Karst
Protected Landscape Area. To increase the safety of traffic, the rock masses above the line will be rehabilitated and
secured, especially in the vicinity of the village of Tetín. The Srbsko bus stop will be completely changed in its appearance,
as it will get barrier-free platforms, and the underpass there will undergo a complete reconstruction.
The line speed will increase to 130 km/h after the activation of the European Train Control System (ETCS). The insertion
of switches approximately in the middle of the line section will ensure higher line capacity and thus more regular traffic.
The total investment costs of the construction Optimization of the line Karlštejn (outside) - Beroun (outside) amount to
CZK 2,728,456,175 excluding VAT. The project is co-financed by the European Union from the Connecting Europe Facility
(CEF). The total amount of eligible project costs is CZK 1,653,293,094. The EU support rate is 83.13% of the eligible costs,
the maximum subsidy amount is EUR 56,624,561, i.e. approximately CZK 1.35 billion. National financing is provided by
the State Fund for Transport Infrastructure. The contractors for the construction are the companies Elektrizace železnic

The Railway Administration has announced a tender for the preparation of a project for the reconstruction of the line
from Lysá nad Labem to Mělník. The estimated value of the contract is approximately CZK 257.6 million. The works are
expected to last 4 years and 8 months. The Public Procurement Bulletin announces this.
The subject of the "Optimization of the line section Lysá nad Labem (outside) - Mělník (outside)" is the preparation of EIA
documentation on environmental impact assessment, project documentation for joint permits under the Line Act so that

The Sr1 test locomotive on the ETCS test track between Kouvola and Kotka/Hamina is the first locomotive in Finland to
be equipped with a modern, radio network-based ETCS traffic control system. The test runs, which started in November,
will assess the functionality and safety of both the locomotive and track-side equipment, as well as the traffic control
systems. The new pan-European ETCS traffic control system will replace the old system throughout the country over the
coming decades.
"The test track has been constructed to gain experience with ETCS operation in a real railway environment. Additionally,
the practical installation of the test track—pre-planning, installation, and cooperation—has provided valuable lessons for
the future. The cooperation refined in the Kouvola-Kotka/Hamina project will contribute to the success of the national
project, which is the primary objective of the test track," says Jonas Eriksson, Digirada Project Manager at VR.
The Sr1 test locomotive is an electric locomotive originally introduced in the 1970s, historically used for both freight and
passenger transport. With the installation of new sensors, radars, and transducers, it has become the first locomotive in
Finland equipped with ETCS traffic control.
VR FleetCare fitters began installation work on the electric locomotive in June. As the ETCS installation work was carried
out on a locomotive that is almost 50 years old, many technical surprises were encountered along the way, but practical
solutions were always found. The work was completed in the autumn, and the installations were tested. The ETCS traffic
control system was supplied by the Thales Group. The program was commissioned by the Finnish Transport Agency and
implemented in close cooperation with VR.
Finland is a pioneer
The test vehicle communicates with security devices via commercial radio networks. Unlike in other parts of Europe,
where GSM-R (Global System for Mobile Communications - Railway) networks, specifically built for traffic management,
are employed, Finland stands as a pioneer in utilizing existing commercial radio networks.
"This marks an important milestone for Digirada and for Finland as a whole. We've demonstrated that the use of
commercial radio networks is not only feasible but successful in practice. It's a significant achievement from that
perspective," says Jere Puska, Project Engineer at the Finnish Transport Agency.
The large-scale Digirata project is modernizing the entire infrastructure of the railway control and safety system, including
automatic train protection, interlocking equipment, control equipment, and the radio network. Test runs on the test track
will continue throughout the next year. For VR, procurement procedures for equipping the commercial transport fleet
are also underway. The goal is to have enough rolling stock ready for the first commercial line in 2027.
The Sr1 test locomotive, dating back to the 1970s, has been revitalized as Finland's inaugural locomotive equipped with
ETCS traffic control.

On Tuesday, January 30, 2024, the Bundestag will vote on the budget of the Federal Ministry for Digital and Transport
after a 90-minute debate in the second session. Section 12 of the Budget Act 2024 (20/7800, 20/7802), as amended by
the Budget Committee (20/8612), provides for expenditures of 44.15 billion EUR compared to 35.58 billion EUR in 2023
and 38.7 billion EUR in the government draft.
Upgrading the rail network
Now there are to be 50 million EUR more, i.e. 229.33 million EUR. These 50 million EUR are missing from the title
"Equipping the German infrastructure and rolling stock with the European Rail Traffic Management System (ERTMS)".
The reduction in track access charges for long-distance passenger transport planned by the federal government, for which
ten million EUR had been earmarked, has been almost completely canceled. The federal program "Future Rail Freight
Transport" will be cut by 16.31 million EUR to 25.69 million EUR.
In Section 12, several larger items will also be reallocated. The deductions for ERTMS (minus 200 million EUR), the funding
programs for railway stations (minus 167.56 million EUR), and the construction cost subsidies for investments in the rail
requirements plan (minus 610 million EUR) add up to 977.56 million EUR. Exactly this amount will be added to the heading
"Construction cost subsidies for an infrastructure contribution to maintain the railway lines of the federal railways", which
will thus increase to 7.47 billion EUR.

Deutsche Bahn is continuing the renovation of the Dresden - Leipzig mainline in the district of Meißen. Specifically, the
second track between the Zeithain curve triangle and the Leckwitz junction is being renewed, as announced by DB AG.
Preparatory work will begin on Friday, individual long-distance trains will be diverted and regional services will be
extended by 15 minutes.
The line will be completely closed from January 19 to 22. Local buses will then run, long-distance trains will take the
detour via Elsterwerda.
Construction work stopped in 2023
The first track on the line was renewed in 2022. Work was suspended in 2023 because trains had to be rerouted due to
the renovation of the Berlin line. The actual work on the second track and several bridges in Glaubitz will then begin on
January 22.

Expansion will last until next year
The upgrading work is expected to last until summer 2025, and the track that was renewed two years ago will remain
passable. The section of track will be equipped with the latest European Train Control System (ETCS).
As all old level crossings will be replaced by bridges or underpasses once the expansion is complete, trains will be able to
travel at speeds of up to 200 kilometers per hour. The aim is for the fastest trains to travel between Dresden and Leipzig
for around an hour from the end of 2027, according to the railroad company.
Dresden - Leipzig line
The Dresden - Leipzig line is considered the first long-distance railroad in Germany. The 120-kilometer long main line
went into operation in 1839. In 2010, a connecting curve from Weißig to Böhla on the Berlin line was opened in the
district of Meißen. Since then, long-distance and freight trains no longer pass through Coswig, which relieves the local rail
junction.

Leipzig: Deutsche Bahn (DB) is pressing ahead with the digitalization of rail operations between Berlin and Leipzig/Halle
(Saale). The interlockings are being prepared for later equipment with the European Train Control System (ETCS). From
January 11 to January 16, construction work will be carried out on the control and safety technology in the indoor and
outdoor facilities of the signal box in Jüterbog. This includes the installation of new axle counters and signals in the track
area, for which the track must be closed. To ensure the safety of railroad operations, commissioning requires extensive
testing of the functionality of the outdoor equipment and checking that it complies with the software of the electronic
signal box.
Equipping the Berlin-Leipzig/Halle line with ETCS is necessary to ensure safe train traffic even at high traffic density and

The Environmental Conditions for the 175 km long Alexandroupoli-Ormenio-Ormenio-Synora line in Bulgaria were
approved - What works are planned - The importance of transport from the Port of Alexandroupoli to the Black Sea
The environmental conditions for a major transport project, of importance for the European Transport Network, have
been approved by the Ministry of Environment and Energy.
The project is the "Alexandroupoli-Ormenio railway line in the prefecture of Evros", with an initial estimated value of
more than EUR 1 billion, which is included in the main priorities of the Ministry of Infrastructure and Transport (although
it does not have the immediate character of the project that has been given to the Ministry of Infrastructure and Transport
in the past). The Ministry of Transport and Public Works and Transport (although it does not have the same priority as
the rehabilitation projects in Thessaly) and belongs to the "package" of railway projects that the Ministry has put in the
category of CEF2 projects (to be financed, Alexandroupoli-Ormenio, amounting to 480 million EUR ), 341 million projects
to be financed and, Alexandroupoli-Ormenio 295 million, to be financed 214 million).
In fact, a few days ago, Mr. Staikouras, in relation to railway projects, said that in the coming days a funding proposal will
be submitted to the Community instrument CEF 2 through which the country will claim 1.3-1.4 billion EUR for the projects
SKA-Oinoi, Liosia-Korinthos, Thessaloniki-Promahonas, Alexandroupoli-Ormenio, Rio-Patras, which are key priorities and
look more mature.
More generally, it appears that the rail projects plan is being reviewed and evaluated.
As stated in the decision approving the Environmental Impact Study, always with the relevant terms and conditions, this
is a fixed-track project concerning the upgrading of the existing standard gauge railway line "Alexandroupoli-Ormenio",
which is included in the broader strategic plan for the development of the railway axis "Thessaloniki-Toxotes-
Alexandroupolis", for the direct rail link with Bulgaria.
The beginning of the project is in the area of the Alexandroupolis Central Railway Station and the end at the 174+682.23
line before the line enters Bulgaria.
The route of the line in the first section up to Kastanies runs parallel to the Evros River and the Greek-Turkish border.
It then runs in a westerly direction parallel to the Greek-Bulgarian border until Ormenio.
The transport design of the project with its technical scope (i.e. the selected road solution with topography and
topography and the boundaries/expropriation zone), includes the necessary works and works for the upgrading of the
existing standard gauge railway line "Alexandroupoli-Ormenio" of approximately 175 km. length, with the characteristics
and interoperability specifications (e.g. doubling the width, local variations in the horizontal, installation of electrification
system, installation of modern signalling and tele-management systems (ETCS Level - 1 & ETRMS), application of wireless

The Ministry of Infrastructure and Transport announced its plans for the new "Railways of Greece", referring to
investments of almost 11.7 billion EUR over 20 years, with some projects being immediate, others planned for the
medium term and others for the long term.
Included in the EUR 529 million of projects that have been funded and are proceeding immediately are:
Definitive rehabilitation of Thessaly (Recovery Fund) with EUR 180 million
Thessaloniki-Edomeni signalling ("phasing" between YMEPEPA 2014-2020 and TRANSPORT 2021-2027) with EUR 27
million
The second list includes EUR 1.39 billion of projects to be funded by CEF II (the Connecting Europe Programme). These
are:
SKA - Oinoi with 240 million EUR
Liosia - Corinth (Upgrade) with EUR 70 million
Thessaloniki - Promahonas (Upgrade) with EUR 90 million
The third list includes projects with a five-year programming of around EUR 650 million. These are:
Railway connection of Pier 6 to the national network (RTP TRANSPORT 2021-2027) with EUR 35 million
Suburban railway line of Western Thessaloniki (OP TRANSPORT 2021-2027) with EUR 20 million
Extension of the suburban railway and connection to the port of Lavrio (OP TRANSPORT 2021-2027) with EUR 391 million

A modern, fast, comfortable and safe railway network, fully interoperable with its European counterparts, is what the
Greek government wants to create, and it is making significant changes to the way the public pillars of the existing system
(OSE, ERGOSE, GAIAOSE) are organised and operate.
The modernisation of the Greek railways also includes a number of projects, with the immediate priority being the
restoration of the Thessaly network following the bad weather of Daniel.
However, the Ministry of Infrastructure and Transport also has other railway projects on its agenda which, although not
requiring immediate implementation, will make it easier for citizens to travel.
The interest in Attica is focused - among others - on the extensions of the Suburban Railway to Lavrio and Rafina.
The new railway line (to be included in the Transport 2021-2027 funding programme) will have a length of 32 km, will be
double along most of its length, electrified and equipped with modern two-way signalling systems with remote control
and ETCS level 1.
It is foreseen the creation of 2 railway stations, one in Markopoulo and one terminal in Lavrio, as well as 7 railway stations
in the settlements of BIO.PA Kalyvia, Kalyvia, Kouvaras, Keratea, Daskaliou, Kalopigadou and Lavrio. The budget amounts
to EUR 391 million.

The ERGOSE railway project Thessaloniki - Idomeni is progressing

The modernisation of the Thessaloniki-Eidomeni axis will connect Greece with Europe and improve freight transport
abroad.
The modernisation of the Thessaloniki - Idomeni railway line, one of the most important cross-border connections to the
Balkan countries and the rest of Europe, is proceeding at a steady pace.
The completion of this important project by ERGOSE, estimated for early 2026, will upgrade the existing electrified railway
line currently running to North Macedonia and from there to Central Europe, opening the way for international passenger
services once again.
At the same time, however, the modernisation of the Thessaloniki - Idomeni axis will improve freight transport abroad,
helping to boost the movement of containers by rail to the Western Balkans.
Undoubtedly, this is a line of major importance for the country, as it is a cross-border part of the TEN-T (Trans-European
Transport Network connecting the regions within the EU and ensuring multimodal passenger and freight movements)
core network, which can significantly help in transferring a share of transport from road to rail.
The total length of the Thessaloniki (TX1) - Idomeni axis, on which the new signalling, telecommand and ETCS L1 system
will be installed, is 71 km. On the section Polykastro - Idomeni, the project runs along the new line variant. The
implementation of the upgrading works on this line is co-financed by European Operational Programmes (NSRF and CEF).
The object of this important project is the installation of a signalling system and ECTS Level 1 on the Thessaloniki - Idomeni
line, via the new variation on the 20 km long section Polykastro - Idomeni, which avoids traffic on the old track and
manoeuvring on the course of the River Axios, while the replacement of 37 track switches for the needs of the signalling
system has also been planned. In addition, a 2.2 km long electrified bypass line will be built at the new stop of Mikro
Dassos.
At the same time, the last restoration works of the existing technical cut & cover (T6) are underway. With the completion
of these works, the Polykastro - Idomeni line will be delivered in use with an electrification system installed along its
entire length.
The Managing Director of ERGOSE, Mr. Christos Palios, in a statement to the Athens-Macedonian News Agency on the
progress of the project, stressed that "the modernization of the Thessaloniki - Idomeni railway line is an important project
for the safety and operation of the railway, which will stimulate freight transport abroad, but will also improve passenger

rail services in this region, with obvious benefits for the country's economy. In fact, the completion of this axis leading to
the border with the Western Balkans will enable the resumption of international passenger services to Central and

The Greek Government, in order to address the chronic pathologies of the railway sector in Greece, in cooperation with
the EU, is proceeding with a complete reorganization of the companies involved in the design, development, maintenance
and management of the country's railway infrastructure and rolling stock, in order to ensure a modern, fast, comfortable
and completely safe railway network in full interoperability with the European counterparts.
The current operation of the three companies involved in railway projects, with multiple common responsibilities and
interfaces, parallel, conflicting and/or complementary responsibilities, has resulted in the inability to have a unified
strategic planning, coordination, development, maintenance, management and full control of the railway network,
resulting in delays in the implementation of projects and the possibility of losing valuable resources (human and financial).
There is also a significant overall burden on the State Budget due to the multiplicity of staff with similar qualifications and
responsibilities for similar procedures within the three companies.
Systems: The New OSE will be equipped with the latest in train traffic management safety systems (ERTMS), as well as
network utilisation optimisation, many of which are already being installed on the OSE network and trains owned by
GAIAOSE. In addition, an advanced digital organisation will be redesigned from scratch and equipped with modern
information systems (asset register, planning and monitoring systems for studies and projects, modern dynamic
information and passenger service system).

The government has decided on the rail projects for which it will apply for funding from the European Network Facility.
Last week, the government approved the projects proposed for the third call for the European Network Financial
Instrument in 2023, which will determine how much money we will ask for from the EU's common pot for rail
improvements and how much we will contribute from our own pockets.
All this is revealed in the decision published in Thursday's Hungarian Gazette, and Portfolió has now collected the details:
-HUF 231.6 billion for the second phase of the Southern Circular Railway (HUF 155 billion from the EU, HUF 76.6 billion
from own resources),
-For the second phase of the Debrecen-Nyíregyháza line, infrastructure improvements, and modernization, a total of HUF
132.4 billion (EU 42.5 billion, own resources 89.9 billion),
-HUF 44.8 billion for the reconstruction of the Gubacsi railway bridge (EU contribution HUF 30 billion, own resources HUF
14.8 billion),

of the Railway Expo 2023. Also among those present was Gianpiero Strisciuglio, CEO of Rete Ferroviaria Italiana, who
reiterated "how the target date for the deployment of ERTMS on the entire national network is 2036, ahead of the
European Union's target date." An ambitious goal, for which RFI has planned an investment of about 15 billion EUR "A

energy consumption by at least 15 percent.

to implement the European rail traffic control system "ERTMS" on lines in central Italy.
Furthermore, the municipality of Padua, through one of its subsidiaries, awarded a contract using PNRR funds for the
construction of the new tramway SIR2. Salcef S.p. A. is responsible for electrification and signaling activities in this project.
The municipality of Naples awarded Euro Ferroviaria s.r.l. a contract for the supply and construction of the signaling and
telecommunications system for the city's tramway line 4. ASTRAL S.p. A., the Lazio Region company in charge of managing

regional railway lines, also awarded a contract for the construction of new electrical substations on the Rome-Viterbo
line.
Finally, Coget Impianti has been awarded three Framework Agreements from Terna for the maintenance of overhead

client Tiroler Wasserkraft AG for the construction of power lines. These orders will significantly increase the production

The Euro9000 locomotive from Stadler, the new generation of 6-axle hybrid locomotives, has successfully received type
approval for operation in the Netherlands and Belgium. This approval extends the operational area of the Euro9000,
which is already approved in Germany, Austria and Switzerland, and emphasises its adaptability to the requirements of
international rail corridors.
In Italy, the operating licence is expected to be granted in 2024. The Euro9000 is an interoperable locomotive designed
specifically for use on international routes along the main European rail corridors. With existing approvals in Germany,
Austria and Switzerland, the locomotive has now also received approval for operation in Belgium and the Netherlands.
The Euro9000 locomotive fulfils the technical specifications for interoperability (TSI) and is designed to be equipped with
various country packages.
This includes conventional automatic train control systems as well as ETCS to ensure smooth cross-border operations.
The basic configuration covers Germany, Austria, Switzerland, Italy, the Netherlands and Belgium, where two prototypes
have also been tested in the last two years. With an output of 9 MW, the Euro900 is currently the most powerful
locomotive on the European market.

Last year, only 87.6 percent of passenger trains were on time, falling below our target of at least nine out of ten trains
being punctual. We assure you that we are committed to enhancing punctuality, and this involves reinforcing
maintenance efforts. Simultaneously, we are witnessing positive outcomes from our ongoing development projects.
On January 8, Minister of Transport and Communications Jon-Ivar Nygård (Ap) delivered a speech on the investment in
Norwegian railways. During this address, the minister pledged to reduce delays for passengers in 2024. "We will do
everything in our power to fulfill that promise. Several delays result from our old and outdated signaling systems, which
will be replaced by a unified digital system, ERTMS (European Rail Traffic Management System), implemented across the
entire Norwegian railway network."

PKP Polskie Linie Kolejowe SA has announced a tender for the modernization of railway lines numbered 1, 133, and 134
(specifically, the Sosnowiec Jęzor - Kraków Główny section). The objective is to align these lines with the standards of the
TEN-T network (Trans-European Transport Network). This modernization aims to install an advanced railway traffic
management system, enhancing safety and traffic efficiency on a crucial segment of the E30 international railway line
that connects the Silesian and Lesser Poland Voivodeships.
The project encompasses adapting over 58 kilometers of the mentioned railway line to meet European Union
requirements, facilitating the standardization of railway traffic management systems. A pivotal component of this
investment is the implementation of ERTMS/ETCS, a modern rail traffic control system. This system ensures continuous
supervision of the driver's actions, monitoring the train's speed and location. Communication between the train and the
infrastructure occurs via radio, enhancing safety and energy efficiency by optimizing capacity and traffic flow.
According to the schedule, the design phase is expected to conclude in the second half of 2025, with construction work
continuing until the end of the year. This timeline allows for testing and implementation of the system in the first half of
2027.
The project, funded under the National Reconstruction Plan, is poised to bring substantial improvements to rail transport
along the E30 route. This route serves as a vital link connecting Silesia and Lesser Poland, as well as facilitating connectivity
between Poland and Germany and Ukraine. Thanks to prior modernizations executed by PLK SA, passenger trains
operating on this line can now achieve speeds of up to 160 km/h.

PKP Intercity has signed a contract with Newag for the purchase of 63 multi-system electric locomotives, with an option
to order an additional 32, and providing a five-year maintenance service. This marks the carrier's and New Sącz-based
manufacturer's first large order for a single series of vehicles in their histories.

The gross value of the contract is nearly PLN 2.3 billion, with the provision to exercise the right of option for an additional
32 locomotives of this series, potentially increasing the value of the order to almost PLN 3.5 billion gross.
"This is the largest rolling stock contract in the history of PKP Intercity. We are consistently implementing our strategy,
aiming for the locomotive fleet to consist only of vehicles reaching speeds of 160-200 km/h by the end of 2030," reports
Tomasz Gontarz, Vice-President of the PKP Intercity board.

Under the contract, the manufacturer will provide maintenance services for the rolling stock for five years and will train
the carrier during this time to take over the locomotive servicing.
- The first two locomotives will be delivered to PKP Intercity within 24 months from the date of signing the contract, and
the entire order must be completed within 60 months," announced Zbigniew Konieczek, CEO of Newag.
The new multi-system locomotives will operate on railway lines powered by different voltages: 3kV DC, 15kV AC, 25kV
AC. The vehicles are designed to reach a maximum speed of no less than 200 km/h. The manufacturer plans to obtain
approval for the vehicles' operation in six countries, namely Poland, Germany, Austria, the Czech Republic, Slovakia, and
Hungary. All locomotives will be equipped with the ETCS Level 2 system.
In the last few years, PKP Intercity has ordered a total of 127 electric single- or multi-system, or dual-propulsion
locomotives, including option rights. The latest contract increases this number to 190. The gross value of all locomotives
ordered (including option rights) amounts to PLN 5.5 billion. The total value of contracted agreements for the purchase
and modernization of rolling stock and stabling stations is already nearly PLN 11 billion gross.
"PKP Intercity's mission is to transport passengers. Last year, we carried 68 million passengers, the highest in the 20 years
of our history. The barrier of 70 million will probably be surpassed in 2024, but this requires investment in rolling stock,"
concludes Tomasz Gontarz.

The acceptance process for the last of the 12 ordered electric multiple-unit trains of the FLIRT type, produced at the
Stadler Polska factory in Siedlce, has been completed. Later this year, the train will be implemented into the timetable
and commence passenger services.
Comfortable Travel on Board FLIRTs
Passengers traveling on FLIRT trains can enjoy numerous amenities, including air-conditioning, electrical sockets,
GSM/LTE signal boosters, and wireless internet. PKP Intercity provides hot and cold meals and beverages during the
journey, served directly to the passenger's seat or in the catering section. The vehicles are designed to accommodate
different groups of travelers, such as cyclists, families with children, or people with disabilities. A platform on board
facilitates boarding for travelers in wheelchairs or those with mobility difficulties, enhancing the overall accessibility of
the railway for safe and comfortable use. The passenger space offers 294 2nd class seats and 60 1st class seats.
The 12 new vehicles from Stadler Polska enhance the service on routes such as Szczecin - Poznań - Kraków; Poznań - Łódź
- Kraków; Gdynia - Bydgoszcz - Łódź - Kraków - Zakopane; Gdynia - Bydgoszcz - Łódź - Katowice; Olsztyn - Warsaw - Kielce
- Kraków; Olsztyn - Warsaw - Częstochowa - Bielsko Biała/Racibórz, Katowice - Łódź - Płock.
Safety and Ecology
Electric multiple units of the FLIRT type for PKP Intercity fully comply with the latest TSIs and are equipped with the on-
board ETCS GUARDIA system, Stadler's proprietary solution in the area of rail traffic control. The GUARDIA system
supports both ETCS Level 1 and 2, as well as the conventional Class B safety system, ensuring that the vehicle adheres to
the highest safety standards for train operation.
The switching of systems occurs dynamically, allowing the vehicle to transition seamlessly without the need to stop.
Consequently, this system enables the vehicle to operate at the highest safety standards, with full dynamic transitions
between ETCS level 1, 2, and SHP. The modern FLIRT trains produced by Stadler Polska prioritize environmental
protection, constructed from environmentally friendly, recyclable materials. An energy recovery system ensures that the
trains return the energy generated during braking to the overhead line. Acoustic dampening minimizes noise emission

PESA Bydgoszcz is set to construct 62 trains for the Romanian Railway Development Agency in the coming years, with the
order valued at approximately PLN 3 billion. This contract represents a record for the Bydgoszcz-based company, and the
trains are intended to operate in Bucharest, Iasi, and Cluj.
We previously reported on PESA winning the contract, and now, with the signing of the agreement in Bucharest, it has
become a reality. The ceremony took place in the presence of the Romanian Minister of Transport, Sorin-Mihai
Grindeanu, and the Polish Ambassador to Romania, Paweł Sołoch, making it an international event.
"Our trams currently transport the residents of Cluj, Iasi, and Craiova. Now, with the introduction of modern and
comfortable trains, we connect the inhabitants of these cities, enabling them to travel in intercity and regional transport.
We take pride in our vehicles contributing to the development of Romanian rail transport. PESA has been a presence in
Romania for many years, and we aim to strengthen this presence by establishing PESA Romania and collaborating with
local partners to build service centers in Romania," stated Krzysztof Zidzierski, President of PESA.
"I believe that through this agreement, we will enhance transport capacities on ten regional routes, resulting not only in
measurable economic benefits but, more importantly, in social benefits. By increasing the number of vehicles and
ensuring their high quality, we enhance the mobility of our residents," expressed Stephen Adrien Rosenu, President of
ARF.
The Reggio vehicles produced by PESA for the Romanian Railways are 3-unit electric multiple units built in individual
carriages, capable of reaching 160 km/h. They feature 224 seats, are adapted to the needs of people with disabilities, and
operate on the 25kV AC traction network. Additionally, they are equipped with the Romanian PZB 90 protection system
and the latest ETCS.
In December, PESA finalized an agreement with ARF for the supply of 20 Inter-Regio class vehicles (with an option for an
additional 9). As part of both contracts, the Bydgoszcz-based manufacturer will offer vehicle maintenance services to ARF
for a 15-year period. To facilitate this, PESA will establish local service centers in collaboration with the state-owned CFR
Railways. Preliminary agreements for this initiative have already been signed with the state-owned companies CFR
Călători and CFR SA.
PESA has been actively engaged in the Romanian market, delivering trams from 2012 to 2023. Currently, there are a total
of 37 trams in operation in Cluj, Ic, and Craiova.

On Monday, January 29, 2024, the Railway Reform Authority (ARF) and Alstom signed a contract financed by the National
Recovery and Resilience Plan (PNRR) for the acquisition of 16 new locomotives allocated to CFR Călători. This contract,
valued at 767 million lei and exclusively bid on by the French manufacturer, was reported by economedia.ro.

The contract outlines a maintenance period of 20 years, extendable to 40 years through an activation clause. ARF's
Facebook page announced that the first locomotive is scheduled for delivery in 24 months, by January 2026. Additionally,
on Tuesday, January 30, 2024, ARF signed another contract for 62 short-distance trains, valued at 3.2 billion lei, awarded
to PESA.
On January 29, 2024, at the Ministry of Transport and Infrastructure (MTI) headquarters, the procurement contract for
new electric locomotives was officially concluded between the RAILWAY REFORM AUTHORITY (ARF) and the ALSTOM
Association (led by Alstom Transport SA, with Alstom Transportation Germany GmbH as an associate), acting as the
supplier. The signatory parties at the event included Mr. Stefan ROȘEANU, President of ARF, and Mr. Gabriel STANCIU,
General Manager of Alstom for Romania, Bulgaria, and Moldova. The contract entails the acquisition of 16 new 4-axle
electric locomotives equipped with ERTMS systems, capable of reaching speeds between 160 km/h and 200 km/h, with
the ability to haul up to 16 passenger wagons. This procurement is intended for rail passenger transport, encompassing
maintenance and repair services, spanning a 20-year period to ensure the safe and comfortable operation of the
locomotives. The financial offer amounts to 767,510,640 lei, excluding VAT, covering the delivery value of the 16 electric
locomotives and maintenance costs over two decades. It's important to note that the purchase contract includes a
revision clause, allowing the possibility of extending the maintenance period by an additional 20 years without the need
for a competitive procedure through the conclusion of an additional act. The project is financed through the National
Recovery and Resilience Plan, specifically "Component 4 - Sustainable Transport," and from the state budget administered
by the MTI, within the annual limits approved for this purpose as per the public investment programs authorized by law.
The delivery period for the first locomotive is set at 24 months from the contract signing. Traxx electric locomotives,
known for their flexible design based on a robust, modular platform approach, come equipped with advanced control
technology, including diagnostic/display computers, GPS, and communication via mobile communication standards. The
locomotives also feature Alstom's cutting-edge ERTMS system onboard.

Work starts on Romanian mainline upgrade

Romanian Railways (CFR) initiated the modernization and electrification of the main line between Aghireş and Poieni in
the northeast of the country on January 5. This section is part of the trunk route that connects Cluj-Napoca with the
Hungarian border, as reported by RailJournal.com.
Approximately 37 km of the line will be closed to rail traffic until January 2026 to facilitate a comprehensive program of
track renewals and upgrades. Throughout this period, freight trains will be rerouted, and passenger services will be
replaced by buses.
The modernization efforts include increasing the line speed to up to 160 km/h for passenger trains and 120 km/h for
freight trains, station upgrades (including raising platform heights to modern standards), improved accessibility for
passengers with reduced mobility, installation of noise barriers, increasing the maximum axle loads to 22.5 tonnes,
electrification at 25kV AC, and the installation of ERTMS Level 2.
CFR has divided the 166 km route between the Hungarian border and Cluj Napoca into four sections. The contract for the
current section, valued at Lei 1.5 billion ($US 331.6 million), was awarded to the Railworks consortium—a joint venture
between Alstom and the Romanian construction company Arcada—in December 2022.
The project is financed by the European Union through Romania’s National Recovery and Resilience Plan (NRRP), and the
entire line to the Hungarian border is anticipated to be completed by 2026.

The project, focusing on the comprehensive reconstruction of the railway infrastructure in Žilina and its vicinity, entered
the next phase of construction at the beginning of 2023.
Due to the scale of the construction and the high number of construction objects, the project is organizationally divided
into so-called complete construction sections (CCS). In total, the construction is divided into 9 complete parts, three of
which primarily deal with the renewal of stations and inter-station sections, one UČS with the completion of the Žilina-
Teplička marshalling yard, four separate UČS with the modification of the traction system, and one UČS with the
construction of the train control system (ERTMS).

Passengers in central and eastern Slovakia can look forward to a more comfortable and convenient ride on regional
transport. The national carrier, Železničná spoločnosť Slovensko (ZSSK), has recently completed an extensive renewal of
its passenger carriages. This includes the modernisation of thirty-five older Bdt series carriages and the delivery of
seventeen brand new Bdmpz. As a result, ZSSK has acquired a total of fifty-two modern cars.
The Slovaks improved their fleet ZSSK's fleet has recently been expanded by deliveries of new and modernised passenger
cars. The carriages are already available to the public on regional trains, which run primarily on lines in the Košice, Prešov,
Žilina and Banská Bystrica regions. The air-conditioned passenger cars are designed for regional transport at speeds up
to 160 km/h. The carriages are also equipped with a camera system, Wi-Fi internet connection, bicycle holders, vacuum
toilets, or 230 V connection with USB port.
The number of new carriages is 17, while 35 have been upgraded. According to ZSSK, these 52 carriages replaced the
oldest non-air-conditioned passenger carriages, which were at the end of their useful life and no longer met the standards
of 21st-century travel. Their acquisition reduced the average age of the fleet, primarily in the Košice and Prešov region,
and increased the quality of services provided.
Preparing for Acceleration
Further improvement of travel in our eastern neighbors should be ensured by modernized carriages that will be able to
run at higher speeds on at least part of the line from the capital to Košice. The total length of the northern line Bratislava
- Košice is 443 kilometers. Currently, according to ZSSK, only less than 190 kilometers can be operated at 160 km/h. In
September, ZSSK announced that the situation would improve, and the ETCS signaling system is currently being installed
in 21 more vehicles of type 361, which the carrier will deploy on long-distance transport connections and will be able to
run at 160 km/h. Similarly, work is currently underway to install ETCS on all 25 electric units of the 660/661 series used
on regional services.
The ETCS-equipped vehicles are likely to be put into service on this fast arm at the earliest with the new 2023/2024
timetable.

SŽ-Tovorni promet, d. o. o., the rail freight company for internal and international rail freight transport, has published a
tender in the Official Journal of the European Union for the purchase of 30 new 4-axle multi-system electric locomotives
(2024/S 005-009753).
The new locomotives must be suitable for cross-border operation and be able to be used very flexibly on lines with
different systems without changing locomotives, so that operating stops at border stations are no longer necessary.
In order to achieve interoperability, the new locomotives must comply with the TSI regulations currently in force. In order
to be able to make sustainable decisions for future procurements, the new locomotives must be equipped with ETCS.
National authorisations and appropriate equipment are therefore recommended for unrestricted operation between the
countries concerned. In addition, manufacturers should ensure rapid delivery of spare parts and qualified support.
The new locomotives must be designed to enable the following:
-Reach a maximum speed of at least 120 km/h for goods trains,
-a maximum axle load of 22.5 tonnes
-the possibility of regenerative braking,
-the provision of spare parts,
-Equipped with radio equipment that enables communication in the digital GSM-R system and in the analogue system
(dual mode).
-Certified operational on-board ETCS Level 2 system installed (in accordance with Baseline 3, software version Set 2),
which must be tested, certified and commissioned with the locomotives supplied. According to the specifications, it must
function on an infrastructure equipped with Baseline software version 2.3.0d, Baseline 3.4.0 and Baseline 3, Set 2 and be
tested, certified and put into operation for all lines in Slovenia, Austria, Germany, Croatia, Hungary, the Czech Republic,
Slovakia and Serbia.

In the coming year, there will be continued significant investments in rail infrastructure. Several railway stations, including
the one in Jeseník, are scheduled for modernization, and the Directorate is already searching for a contractor. The most
extensive project, set to commence in 2024, will be the upgrade of the central part of Ljubljana railway station.
The Infrastructure Directorate plans to allocate EUR335.2 million for investments in public railway infrastructure in 2024,
with EUR117.9 million sourced from the EU. Additionally, an extra EUR36.6 million in EU funding is available for 2024,
based on the implementation of the Recovery and Resilience Plan. For the maintenance of public railway infrastructure,
EUR100.8 million is earmarked for the next year.
Work is also progressing well on the European Train Control System (ETCS) installation project on the Dobova-Zidani Most
and Prager-Sentilj sections of the corridor. The Dobova-Zidani Most and Pragersko-Maribor Tezno sections have been
completed, and efforts are ongoing on the Maribor-Sentilj section.

The Madrid Suburban Train Plan receives a significant boost as Adif mobilizes an investment of 38.1 million EUR to renew
the signalling on the C-5 Móstoles El Soto-Atocha line. This initiative is a crucial step towards preparing the line for the
future implementation of ERTMS (European Rail Traffic Management System), a high-speed control and command system
extensively used on the high-speed network.
Adif has recently opened a tender for the project, encompassing the deployment of new state-of-the-art signalling and
communications equipment and systems on the line. This upgrade will ensure the line is equipped for the prospective
implementation of the ERTMS train signalling and control system, commonly installed on high-speed networks.
The project features the renewal of electronic interlockings at Móstoles-El Soto, Alcorcón, Cuatro Vientos, Aluche, and
Embajadores stations. Additionally, it includes the installation of the Asfa Digital train management and control system,
laying fibre optic cables for communications between the new equipment, and the adaptation of technical and signalling
rooms along the route.
Station remodelling
As part of the Madrid Cercanías Plan, Adif is making additional investments, concurrently progressing in actions such as
the remodelling of the Móstoles El Soto station, with the drafting of the project. In the broader network, ongoing
developments include the extension of the C-4b to Soto del Real, the duplication of the Pinar de las Rozas-Las Matas
section, and the renovation of the Cercedilla-Cotos section.
Simultaneously, the renewal of signalling on the northern and northeastern lines is underway, accompanied by the
deployment of cutting-edge technology in Traffic Control. Furthermore, substantial efforts are being directed towards
the construction of new stations, including projects already awarded for Parla Norte and Pinto-La Tenería. Additionally,
the project for Tres Cantos Norte is currently in the drafting phase, while contracts for the projects for Fuencarral-Malmea
and Imperial have been initiated. The transformation of Madrid Chamartín Clara Campoamor and Atocha into strategic
nodes for local mobility is progressing seamlessly. This involves enhancing track capacities and expanding lobbies and
connections to provide more spacious facilities for passengers.

The tunnel, which is 25 kilometers long, stands as one of the longest railway tunnels globally.
On November 30, 2023, the Pajares Bypass entered commercial service, representing the most intricate railway
engineering project in Spain. It forms the core section of the León-Asturias high-speed line, traversing the challenging
terrain of the Cantabrian Mountains.
The line commences in La Robla, León, and concludes at the Pola de Lena station in Asturias. Its 50 kilometers mark the
fruition of a four-billion-EUR investment, featuring 12 tunnels and 10 viaducts that facilitate the crossing of the Cantabrian
Mountains and accommodate the significant elevation difference of 500 meters between Asturias and the Meseta, all
while respecting and integrating into the environment.
Eighty percent of its route (40 kilometers) passes through tunnels, including the Pajares tunnel, now recognized as one
of the most complex engineering works in Europe and the world. This bi-tube tunnel, stretching 25 kilometers, ranks as
the seventh longest railway tunnel in Europe and is equipped with state-of-the-art protection and safety systems. The
infrastructure comprises an electrified double track with an ERTMS level 2 signaling system, designed to reach a maximum
speed of 275 km/h. The route's 10 viaducts contribute an additional 1.8 kilometers.
Passengers and Freight
The new route reduces the length of the existing section through the Puerto de Pajares, dating back to the 19th century,
by 37 km. It features a lower altitude and slope, making winter maintenance work on the line more accessible. Moreover,
the new line will be among the most versatile in Spain, serving both passenger trains running in Iberian gauge and, in the
future, those in standard gauge, along with facilitating freight trains.
With the commissioning of the Pajares Bypass, the Spanish high-speed rail network has surpassed 4,000 kilometers,
solidifying its position as the largest in Europe and the second largest in the world. Adif is currently finalizing other hig h-
speed lines that will connect Cantabria, the Basque Country, Navarre, and Extremadura, most of which are integral parts
of the Trans-European Mediterranean and Atlantic Corridors.

The Mayor of Águilas, Mari Carmen Moreno, has described the latest step taken by ADIF in the construction of the Murcia-
Almería High-Speed Line (LAV) as "magnificent news." This step involves the tender, for 254.8 million EUR, of the contract
for the deployment of its signaling and traffic management systems with the implementation of ERTMS level 2, the most
advanced in the world.
For Moreno, this announcement "affirms what we have been advocating from the beginning as the Government Team:
the closure of the service during the works does not signify the end of the train, nor does it imply that Águilas will lack
guaranteed transport. On the contrary, after the works, Águilas will finally have a 21st-century train, the train that the
people of Águilas deserve—a reality that we are now a little closer to. The local Government Team emphasizes that,
despite attempts to confuse some sectors, the only reality is that the Ministry of Transport, Mobility, and Urban Agenda
is undertaking a major investment to transform the track to international gauge. This unprecedented work will result in
the new Suburban Network, reducing the journey time from Águilas to Murcia by 30 minutes through electrification and
the implementation of new trains that are already in production."
The tendered contract involves installing the ERTMS train control and command system, in which Spain is the European
leader, and the rest of the associated equipment on the entire line (200 km) and on the Pulpí-Águilas branch line:
interlockings (systems that remotely regulate all signals on a section of railway), train protection systems, auxiliary
systems for detecting possible falling obstacles on the track, centralized traffic control (CTC), and telecommunications
for railway operations.
The action, which includes the maintenance of the systems and equipment for four years, will equip the new line with
state-of-the-art signaling equipment and systems to organize train circulation and manage traffic remotely and in real
time. The tender for these works is a new boost to the construction of the Murcia-Almeria high-speed line, a strategic
axis of the Mediterranean Corridor, which has received an earmarked investment of 3.5 billion EUR, and progress is being
made in various areas.
Adif AV recently contracted the first electrification works, while advancements are being made in the projects to lay tracks
along the entire line and in the construction of its platform. All sections are already underway (completed, under
construction, or under contract) after commencing the works for the arrival of the high-speed train to Almería and its
new station. Additionally, work is in progress on the Pulpí-Águilas connection project.
This action has the potential to be co-financed by the European Regional Development Fund (ERDF).

A total of 3,071.7 million EUR have been awarded, encompassing the purchase of rolling stock as part of the 'Rodalies
Plan.' The plan, unfolding in its first phase from 2020 to 2025 with investments exceeding 4,600 million EUR, has made
significant strides since its inception in January 2020 until November 30, 2023. During this period, the Ministry, operating
through Adif and Renfe, executed investments totaling 1,500 million EUR, while the volume of tenders reached 2,117.7
million EUR. Notably, 66% of the funds, including the procurement of new rolling stock (tendered in 2019 before the
Plan's approval), have been awarded, marking approximately 32% completion of the global investment for the first phase.
Rolling Stock Programs:
Within the plan, three programs allocate 500 million EUR for digitalization initiatives, focusing on enhancing customer
services, implementing ERTMS on tracks to increase capacity, and integrating GSM-R and ERTMS on rolling stock. Ongoing
monitoring and evaluation by the Plan Coordination Office enable an assessment of the Plan's progress and, crucially, the
outcomes of its implementation.
Completed Actions:
In the execution of the Programme of Actions to Increase Network Capacity and Urban Integration, the 4+4 initiative at
Sants has concluded, playing a pivotal role in improving operations. Additionally, the installation of the ERTMS level 2
system between L'Hospitalet and Mataró is finalized and currently undergoing testing. Regarding the Rolling Stock
Programme, accomplishments include the installation of on-board ERTMS equipment on suburban trains, the accessibility
remodeling of all 447 series units, and the construction of the provisional workshop in Ripoll.
The informative studies currently underway cover various critical aspects of the rail network. These include the potential
doubling of tracks on the Vic-Centelles, Centelles-La Garriga, and Montcada Bifurcació-Mollet segments of Line R3.
Additionally, plans are being developed for the construction of new technical stations at Terrassa-Can Boada and El Prat
de Llobregat, as well as infrastructure enhancements such as the ram jump at Cerdanyola del Vallès, the R3-R8 connection
at Mollet Santa Rosa, the R4-R8 connection at Barberà del Vallès, capacity improvements between Martorell and
Castellbisbal, the roundabout at Hospitalet-La Torrassa, and the creation of a new branch line at Plana de Picamoixons,
among others.

The locomotive leasing company European Loc Pool (ELP), based in Switzerland, has confirmed an order for 10 new
EuroDual locomotives. This follows their initial framework agreement for a minimum of 100 six-axis hybrid locomotives,
surpassing expectations by including a total of 114 Stadler locomotives in their fleet. The first 101 locomotives from the
initial agreement have already been deployed through full-service long-term leases, serving over 30 customers in six
different countries across Europe.
The EuroDual locomotive has a powerful pulling capacity of 500 kN, surpassing other electric and diesel locomotives in
Europe. This allows for a significant increase in payloads, up to 30%. The technology is designed for maximum efficiency,
reducing the need for frequent workshop visits, ensuring high availability, and proving to be cost-effective. Delivery of
the new EuroDual locomotives is scheduled for 2025 and 2026, and they are not yet rented out. This order increases ELP's
fleet to a total of 114 locomotives, including 84 EuroDual and 30 Euro9000 locomotives.
The EuroDuals are approved for operation in Germany and Austria. Approvals for Slovenia and Croatia are in progress,
with Stadler planning to tailor the technology to the specific needs of these countries and the surrounding regions. The
locomotives could eventually be deployed on the corridor from North German ports to the Adriatic ports. Existing
EuroDual locomotives can be adapted for this purpose upon customer request.
ELP currently has 64 EuroDual locomotives, with 58 configured for Germany and Austria, and 6 in Scandinavia.
Additionally, 20 EuroDuals are yet to be delivered.
Euro9000 locomotives, the more powerful sibling of the EuroDual, are permitted in the Netherlands, Germany, Austria,
Switzerland, Italy, and Belgium. An additional 10 EuroDual and 23 Euro90-700 locomotives are expected to be delivered
this year.
The EuroDual features a Co’Co’ axis format with a capacity of up to 2.8 MW in diesel mode, 9 MW in electric mode, and
a pulling force of 500 kN. All vehicles come equipped with ETCS-Baseline 3 at level 2 as a standard feature. Furthermore,
all EuroDuals are equipped with remote control capabilities for shunting work.
