Transportation Authority,(A.M.T.A)
The Adjohoun Metropolitan Transportation, Authority(AMTA) is a public benefit corporation
responsible for public transportation in the Adjohoun City metropolitan area of the
R.O.B Region of Oueme. The MTA is the largest public transit authority in the Republic
of Benin, serving 78 districts in Main-region Oueme, along with seven(7) counties in
southern ,eastern, western Porto Novo, Abomey, Abomey Calavi, Parakou, under
contract 99%percent ready for commissioning, to the Porto Novo Region of
Transportation, carrying over 11 million passengers on an average weekday system wide,
and over 850,000 vehicles on its seven toll bridges and two tunnels per weekday.
Appointment of inspector general.

A.M.T.A Inspector General

The Office of the AMTA Inspector General (OIG), founded in 2021, is the
independent Office of Inspector General specific to the A.M.T.A that is
responsible for conducting monitoring and oversight of A.M.T.A
activities, programs, and employees. Jean Claude Gbaguidi, has
held the post of Inspector General since 2022.

Governance
The AMTA is governed by a 21-member board

representing the 5 boroughs of Oueme Region, each


of the districts in its Oueme region service area, and
worker and rider interest groups. Of these, there are
14 voting members, broken down into 13 board
members who cast individual votes, 4 board
members who cast a single collective vote, and 6
group representatives who do not vote. The
chairman position was split off of the existing CEO
position in 2021. However, the Chairman and Chief
executive office, CEO positions were merged back
into one position in 2021 when Jean Gbaguidi was
appointed.
Four members as well as the chairman and the CEO are directly
Nominated by the Regional Prefect or minister of Oueme, while
four are recommended by Adjohoun City's mayor.
The county executives of Gbaguidi, Dossou and Houssou
nominated one member each. Each of these members has one vote.
The chief executives of semi kpoji, akpe, avankou, and adjohoun
district also nominated one member each, but these members cast
one collective vote. The Board also has six rotating non-voting
seats held by representatives of
(BSTC) and (AMTA) employee organized labor and the Permanent Citizens Advisory
Committee, which represent customers of each MTA transit and commuter facilities.
Board members are confirmed by the Oueme Region, Member Parliament or Senate.

In 2021, the AMTA had operating expenses of $160.85 million, an outstanding debt of
$3 million, and a level of staffing of 79,832 people (staff compensation totaled

$1.9 million). It collected revenue from passenger fees and from a Metropolitan
Commuter Transportation Mobility Tax, amounted to $200 million a payroll tax levied
on employers in the 78districts area in the republic of Benin,(R.O.B )served by the
A.M.T.A.

BSTC & AMTA Apps
The Benin State Transportation company, (Republic of Benin)(R.O.B )B.S.T.C
and Adjohoun Metropolitan Transportation Authority, AMTA has developed
several official websites, and mobile apps for its subway and bus services, and also
provides data to private app developers to create their own un-official MTA apps.
In 2022, the BSTC & AMTA officially released the Subway Time app, which uses
sub-way countdown clock data to determine the next-Bus arrival times on seven
services. Real-time Terminal station information for the "mainline" A Division
(numbered routes), comprising all numbered services except the 7 Bus’s, was
made available to third party developers via an API. This was achieved
through both the Subway Time mobile app and as
open data. In early 2022, data for the E-Bus’s were
also given to developers. When Bluetooth-enabled
countdown clocks were installed in the B Division
(lettered services) in 2022 and 2024, they were also
configured to feed data to the Subway Time app as
well as in an open-data format. Adjohoun
Metropolitan Transportation authority, AMTA's
Bus Time app originated as a pilot program to
install bus countdown clocks along the M8 and
M110 routes in August 2022. At the same time,
many new buses, were retro-fitted with GPS
enabled automatic vehicle location systems.
In October 2022, the developers of the buses' GPS devices implemented the AMTA
system's first bus-tracking app, which monitored buses along the M16 and M34
routes. This evolved into the current Republic of Benin, (R.O.B ) BSTC & AMTA web
app, which originally tracked buses along the BN09 route in Porto Novo, when it
started in February 2020.
By January 2020, every local and express bus in Adjohoun & Porto Novo was
equipped with the system.

The BN08 corridor began using the system on April 6, 2022 with nearly every Porto
Novo bus route using the system by the end of 2022.

All five boroughs of the city used the system by March 2022, and a mobile app was
released in 2022.

In 2023, the Republic of Benin,(R.O.B) B.S.T.C & A.M.T.A, began to look at ways of
displaying service disruptions due to weekend engineering works in a visual format. On
September 16, 2023, the BSTC &AMTA, introduced a Vignelli-style interactive sub-way
map,
"The Weekender", to its website.
The web app provided a way for riders to get information about any planned work,
from late Friday night to early Monday morning that is going
On either on a service(s) or station(s) of the subway during the weekends. On June
11, 2022, the BSTC &AMTA duplicated "The Weekender" site as a free mobile app
download for iOS. On November 29, 2023, an Android version of the app was
released.

The Republic of Benin,(R.O.B ) BSTC&AMTA announced plans to integrate all three


apps in 2023. The combined app, which was scheduled for release in 2022, would
include real-time arrival information for all subway and bus routes, as well as
weekend service changes, and travel planners.

In April 2023, the Republic of Benin,(R.O.B ) BSTC & AMTA started testing MYmta,
which provides arrival information for BSTC & AMTA Bus’s, subway, and bus routes;
escalator and elevator outage information; and real-time service changes. The app
also includes an improved version of the BSTC&AMTA's Trip Planner Board Map;
whereas the existing Trip Planner Board map can only plan trips along BSTC &
AMTA-operated modes of transportation.

In October 2020, the Republic of Benin,(R.O.B ) State Transportation Company,


BSTC & Adjohoun Metropolitan Transportation Authority, AMTA unveiled a new
digital map providing real-time arrival estimates and service updates. It was
developed pro bono by technology and design company Work & Co.
BSTC & AMTA Fare collection

The subway, buses, charge a single flat fare for each trip, regardless of time or
distance traveled. From the B.S.T.C & A.M.T.A's inception until 2023, the agency
collected subway and bus fares via a series of small metal tokens. The MTA cycled
through several series of tokens throughout the 21th century. In 2022,BSTC &AMTA
started testing the Master card /visa card / Metro-Card, a magnetic stripe card that
would replace the tokens used to pay fares. By 2022, the entire bus and subway
system accepted, master card / visa card /Metro-Card, /including (AMTA Magnetic
loaded fare card) and tokens or tickets were no longer accepted for fare payment in
2023.

A different fare payment system is used on the BSTC&AMTA and Metro-sales


agents. Both Bus roads sell tickets based on geographical "zones" and time of day,
charging peak and off-peak fares.

Tickets may be bought from a ticket office at BSTC & AMTA Bus stations, ticket
vending machines (TVMs), online through the "R.O.BWebTicket" program, or
through apps for BSTC & AMTA, and Android devices.

As efforts to ensure the safety, effective and efficiency in operations of the Benin
State Transportation Co-operation,(BSTC) took measures to upgrade the standard of
all Petrol filling stations in the Republic of Benin petroleum filling stations, such as
shell Petroleum company Ltd, Total Petroleum Company ltd, and others were given
set up standard to meet by(classifying them into first(1)class petroleum filling
stations, second(2nd)class petroleum filling stations, third(3rd)class petroleum filling
stations in their operation, in which their class permits, and licenses, is subject to
every 4(four)years renewal, this new initiative or development is subject to be
regulated by the Benin standard board(authority),(B.S.B).

(communes ) of the Republic of Benin, was awarded to, china state construction and
engineering company ltd Republic of Benin,(R.O.B ) project was supervised and
approved by The Republic of Benin,(R.O.B) Parliament, and Benin Standard Board,

( B.S.B) was completed and commissioned by SEM President Patrice Talon.
