I Belt and Road Initiative
B&R INITIATIVE
In September 2013, Chinese President XI Jinping proposed a Silk Road
Economic Belt, and in October, a 21st-Century Maritime Silk Road, together
now referred to as the Belt and Road Initiative.
It integrates the historical symbolism of the ancient Silk Road with the new
requirements of today.
• It showcases the fact that China, as
the largest developing country and
the world’s second largest economy,
shoulders its wider responsibilities in
promoting international economic
governance toward a fair, just and
rational system.

• China will make new, greater


contribution to building a community
with a shared future.
B&R INITIATIVE

·The initiative is a Chinese program whose goal is to maintain an open


world economic system, and achieve diversified, independent, balanced,
and sustainable development, and also a Chinese proposal intended to
advance regional cooperation, strengthen communications between
civilizations, and safeguard world peace and stability.

·It carries forward the spirit of the Silk Road characterized by “peace
and cooperation, openness and inclusiveness, mutual learning, mutual
benefit and win-win results”. The countries concerned adhere to the
principle of achieving shared growth through discussion and collaboration.
B&R INITIATIVE

·The initiative calls for policy coordination, connectivity of infrastructure


and facilities, unimpeded trade, financial integration, and closer people-to-
people ties.

·The Belt and Road initiative is aimed at sharing with the world
opportunities brought by China’s development. China welcomes all
countries to board its express train of development, where they can
achieve common development through win-win cooperation.

·As of 2021, cooperation documents have been signed with 141 countries and
32 international organizations.
B&R INITIATIVE

First Belt and Road Forum for International Cooperation was held in May 2017,
attended by 29 heads of State, 130 countries, 70 leaders of international
organizations and 1500 participants. Second Forum held in April 2019 issued a
joint Communique of the Leaders’ Roundtable, which affirms that strengthening
multilateralism remains essential in addressing global challenges.
II Regional Cooperation
BRI & METEO COOPERATION

·Along Belt and Road regions, rainstorm, flooding, typhoon, heat


wave and drought, low temperature and cold wave are frequent. All
countries are confronted with shared challenges such as disaster risk
reduction, and response to climate change.

·WMO is a Specialized Agency of the United Nations since 1951 for


meteorology (weather and climate), operational hydrology and related
geophysical sciences.

·The vision of a community of shared destiny, interests and


responsibilities by building Belt and Road is consistent with WMO’s
vision of a more resilient society which needs to be based on
promoting international and regional meteorological cooperation and
strengthening regional meteorological exchange, which could be most
beneficial to the most vulnerable nations.
BRI & METEO COOPERATION

·CMA actively cooperates with WMO, its Members and international


organizations. It has established 23 bilateral cooperation agreements,
participates in and provides support to various programmes and activities.

·CMA intends to strengthen the meteorological cooperation with the countries


and regions along the Belt and Road, including NHMSs with bilateral
cooperation agreements, plans and projects.

LETTER OF INTENT

To contribute to the efforts of countries along the belt and road


in meteorological disaster management, mitigation of the
impact of climate change and implementation of WMO
sponsored or co-sponsored strategies and programmes,
including Disaster Risk Reduction (DRR), Global Framework
for Climate Services (GFCS), WMO Integrated Global
Observing Systems (WIGOS) and WMO Information System
(WIS), Transportation Meteorological Services (TMS,
including air, water and land) and Polar and High Mountain
Regions Observation, Research and Services (PHORS)
activities.

Regional Mechanism & Framework

The Letter of Intent signed in 2017 and the Urumqi Initiative on


Meteorological Disaster Prevention and Reduction and Response to
Climate Change in Central Asia signed in 2015, the Nanning
Initiative on China-ASEAN Cooperation in Meteorology adopted in
2016, UNESCAP/WMO Typhoon Committee, and other regional
cooperation frameworks constitute a umbrella mechanism for
regional meteorological cooperation in support of the Belt and Road
Initiative.

More than 20 global or regional centers hosted by CMA and other


meteorological cooperation platforms (e.g. GMAS-A) of CMA
operate as an enabling framework.

China is willing to provide meteorological


service to all parties using FENGYUN weather
satellites.
(1) Agreements on Cooperation in FY Meteorological Satellite Services

FENGYUN satellite receiving and application systems were provided to


Mozambique, Kyrgyzstan, and Oman after signing of the agreements.

Agreement on Cooperation in FY CMA signed Agreements with the National
Meteorological Satellite Services between Institute of Meteorology of Mozambique
CMA and Kyrgyzstan Ministry of Emergency and Oman Directorate General of

FY-2H: launched in June 2018,relocated westward to 79ºE, to cover

(4) FENGYUN Satellite

FY-3E: the world’s first meteorological satellite in early morning orbit for
civil service.
FY-3E will monitor solar and space environments and their effects, as
well as ionospheric data to meet the needs of space weather forecasts
and supporting services.

(5) Emergency Support Mechanism(ESM) for International Users of FY
Meteorological Satellites in Disaster Prevention and Mitigation

In 2018, CMA established the Emergency


Support Mechanism for International Users of
FengYun Meteorological Satellites in Disaster
Prevention and Mitigation, by which an
international FY user, when affected by a
meteorological disaster, may apply for the
activation of the mechanism. As a response, CMA
will maneuver the satellite for intensive
observation over the affected area every 5-6
minutes, with images and quantitative products
being generated and provided to users via
CMACast, Internet and satellite broadcasting.

3. China Study Tours

Since 1976, 49 China Study Tours have been organized jointly


with WMO for over 530 senior officials from developing NMHSs, to
share experience on meteorological development.

4. African Project

China provided meteorological aid to 7 countries under China-Africa


Cooperation Forum since 2013, including Comoros, Zimbabwe, Kenya,
Namibia, Democratic Republic of Congo, Cameroon, and Sudan.

The project helped these countries to:

⚫ Utilize meteorological satellite to monitor forest fire for the first time;
⚫ Produce the TV weather forecast for the first time;
⚫ Release the early warning information by weather warning radios for the
first time;
⚫ Upgrade the operational forecasting system;
⚫ Enhance DRR and early warning capabilities.

42 AWSs, 100 manual weather observing systems, 5 lightning locators, 2


FY-3 satellite data receiving and processing systems, 2 upper-air
sounding systems, 4 meteorological studios, 5 Meteorological
Information Comprehensive Analysis and Processing Systems
(MICAPSs), 10700 weather warning radios, 4 meteorological
communication systems, and 2 meteorological information storage and
retrieval systems, etc.
4. African Project

expressed that the satellite receiving
and processing system greatly
enhanced the monitoring, forecasting,
warning capabilities on disasters such
as tropical cyclones and the services to
agriculture production in his country.

China will continue to provide FY meteorological satellite data, products


and necessary technical support, meteorological and remote-sensing
application equipment, education and trainingfor African countries, to
contribute to the implementation of the integrated African Strategy on
Meteorology (Weather and Climate Services), and to better prepare African
countries for disaster prevention and mitigation as well as climate change
response.
5. CMACast System

China has presented CMACast System (meteorological information receiving


stations via satellite) and MICAPS to 24 countries, and updated in 2021 with wider
coverage.
5. Services for international CMACast users

CMA has sent experts to countries, e.g.


Maldives, Kyrgyzstan, Kazakhstan,
Bangladesh, Vietnam, Mongolia, Nepal,
and Laos to carry out maintenance and
technical training on CMACast receiving
stations, MICAPS and SWAP.

5. Services for international CMACast users

Since 2015, CMACast Helpdesk


has responded more than 1000
times by e-mails and provided

Bangladesh, Sri Lanka, Maldives,
and Myanmar. It provided
remote technical support and
training to Papua New Guinea for
installing the Integrated CMACast
System.

accelerate the integration of weather and climate numerical prediction systems.

(2) Beijing Regional Climate Center (RCC) continues to
promote regional climate cooperation

The Forum on Regional Climate Monitoring, Assessment and Prediction for Asia
(FOCRAII) is held each year in conjunction with the International Seminar on Climate
System and Climate Change (ISCS) by RCC-BJ. Seventeen FORCRAIIs have been
held since 2005. This forum takes a review of the limitations and prospects of seasonal
to inter-annual climate prediction methodologies and systems, and addresses the
needs of RA II Members for climate monitoring, assessment prediction and application,
which serves as a platform to share Asian climate prediction products and experiences
among the climate prediction centres in the world.
(2) Beijing Regional Climate Center (RCC) continues to
promote regional climate cooperation

• Hosted the seventeenth FOCRAII in May, 2021.

• Contributed to the preparation of the State of


the Climate in Asia 2020, which was published by
WMO in November 2021. Mr. Zhuang Guotai
expressed congratulations on the ceremony of
Report Launching.

• The center prepared a Climate Report along the


Belt and Road Region, which analyzed and
reviewed the climate conditions of countries and
regions in the area. (To be published soon)
(3) Global Multi-Hazard Alert System in Asia (GMAS-A)

Pilot Project to Enhance the Capability of Meteorological


Disaster Risk Reduction in RA II, coordinated by CMA and HKO,
was adopted by RAII-16 in 2017, which aims:
◆ To establish a regional meteo-alarm system (Global Multi-hazard
Alert System in Asia, GMAS-A).
◆ To promote experience sharing among NMHSs in RA II in
disaster risk reduction.
◆ To organize training courses on early warning.

◆ To provide the assistance to Members in RA II to improve their


operational capabilities.
(3) Global Multi-Hazard Alert System in Asia (GMAS-A)

✓ 2021 GMAS-A workshop was held online on 9 December. YU Yong, Deputy


Administrator of CMA, and Dr. ZHANG Wenjian, ASG of WMO attended the
meeting with more than 20 experts from RAII/V Members.
✓ The Workshop discussed the urgent need for countries to improve their
capabilities from the perspectives of the management system and technological
innovation and used GMAS-A as a platform to promote further cooperation
among countries in disaster early warning.

Being a founding Member of the Typhoon Committee, China has


actively supported its endeavor and the international cooperation in
disaster prevention and mitigation in the region over the past 5
decades.

Typhoon Intensity change in Coastal Area (EXOTICCA), Urban
Flood Risk Management (UFRM), DRR benefit evaluation, and the
