To create a new SAP ID, an administrator must log into the SAP GUI, enter transaction code SU01, input the new username in the user box, and click create or press F8. They then update the user's information in the address tab and set the password in the logon data tab. Finally, the administrator assigns the user a role in the role tab and selects a license in the lenience data tab before saving the new user profile.
