Minute GN/PK/WP/AC/01/2024: Disciplinary hearing on the theft of 20 Mortality


Chickens

The Disciplinary hearing committee was called to assess a complaint from Mapanga 1
concerning Mr. Gift Noniwa, Mr. Phillimon Kaulembe, Mr. William Pillo and Mr. Abel Chingazi
on the allegation of stealing 20 Mortality Chickens.
Minute GN/PK/WP/AC/02/2024: Response by William Pillo
In his defense, Mr. Pillow told the panel that on 8 th February, he came to work as a dog Handler
and he also cooks for the dogs. At around 2 o’clock he went and collect Mortality Chickens and
that Mr. Gift Noniwa -his immediate Supervisor told him that he should keep 20 Mortality
chickens aside and clean 10 for him and the other 10 for them to share.
Mr. Pillow further told the panel that at around at 5:20pm, him and his friends took their wheel
barrows and loaded the20 chickens,then started going towards the main gate to Mr. Noniwa’s
Office but when they reached the Feed mill area they met Mr. Juber who asked them what they
were carrying but they did not say a word .Then they decided to stop and Mr. Juber called Mr.
Dzowa who was coming behind them to help and see what was in the wheel barrow. That’s
when they found the 20 Mortality Chickens 6 were in one wheel barrow and the other 14 were
in the other wheel barrow.

In hisresponse Mr. Phillimon Kaulembe told the panel that on the said day he came to work as
usual and he did all the things he normally do like cooking for the dogs but during morning
hours his Supervisor Mr. Noniwa told them that in the afternoon hours when they collect
mortality they should keep some for him and also for themselves so he and his friends did
exactly what their supervisor instructed them.
At around 5 pm his supervisor came back from MD’s Residence, he called Mr. Pillow and asked
him to take the keys for the kennels so that they should see the puppies if they were fine, then
he asked Mr. Pillow if he had done what he told him to do, he answered that yes and its ready
so when they were coming from the Kennels they found out that his friends have already
packed the mortality chicken in the wheel barrow and they started pushing. Mr. Chingazi was
walking slowly behind the 2 while Mr. Gift Noniwa was behind with Mr. Martin Dzowa but
when they reached the feed mill area they meet Mr. Juber who asked them what was in their
wheel barrow. So he told Mr. Dzowa to see what was in there that is when they saw 20
mortality Chickens.when Mr. Juber asked Mr. Noniwa about them he denied having knowledge
of what his juniors did and then the General Manager was called to see what had happened.
Minute GN/PK/WP/AC/04/2024: Response by Mr. Abel Chingazi
In his defense, Mr. Abel Chingazi told the panel that, on the said date when he came he went to
the kitchen and light fire and put water for the mortality chickens for the dogs and thereafter
he went to collect the chickens. Furthermore, Mr. Chingazi said that he was told about the plan
of putting some of the chicken mortality aside for them to take home so he did as he was
instructed.
He accepted the allegations and apologized for his wrong doing.
Minute GN/PK/WP/AC/05/2024: Response by Mr. Martin Dzowa
In his statement, Mr. Dzowa told the panel that on the said day he was sent by the Chief
Security Officer to go and check the strange vehicle which entered the premises so he went to
check why the vehicle was inside the premises. When he was coming back from there, hesaw
Mr. Noniwa and his juniors coming from the kennels and he kept walking towards the office
that moment his juniors were pushing wheel barrows in front of him.
When he reached the office area he saw Mr. Jubel who called him to check what they were
carrying in the wheel barrows and he found out that there were chickens 6 in one wheel
barrow and the other had 14 chickens which they said they wanted to take them home to eat
and also to share with their relatives.
Then the General Manager instructed him to go and report the incident to police and also bring
the police to arrest them. When he went to the police he did not find the officers so he had to
call them and was told that they were around the same area and that they will be there. So

they came and took the boys including their Supervisor Mr. Noniwa to the police station for
statements.
Minute GN/PK/WP/AC/06/2024: Response by Mr. Gift Noniwa
In his defence, Mr. Noniwa said that on the said day he came to work and he instructed the
boys to do what they always do every day and they also collected 41 mortality Chickens, 25
they cooked for the dogs and 16 they kept them in the fridge.
At around 12 he went to work at the Managing Directors residence from there he came back to
the office to check on the puppies in the kennels when he reached the junction to the kennels
he called Mr. Pillow and asked him to bring the keys to the Kennels so that they can check on
the puppies after that he ordered Mr. Pillow to tell the boys that they can now knock off so the
boys carried their wheel barrows and started going towards the main gate but when they
reached the feed mill area the wheel barrow boys met with Mr. Jubel who asked them what
was in the wheel barrow this time Mr. Noniwa was walking far behind them and he said he did
not know what the boys were carrying in the wheel barrow.
After reaching the area he was then was asked by Mr. Jubel about the mortality Chickens which
the boys where carrying and he denied that he knew about the chickens then he was told by
the GM to go away from there and he saw the boys being questioned one by one then that’s
when he saw the police vehicle coming to pick them up and he was also told to go with them.
When they reached the police, the officers questioned the boys but none of them mentioned
his name so the police told Mr. Noniwa to come back to the office.

Minute GN/PK/WP/AC/07/2024 - Committee’s observation and


recommendation
1. The Committee noted that Mr.Noniwa was employed on 24 th March,2023 while
Mr.Kaulembe was employed on 7th August ,2023.
2. The Committee also noted that Mr Pillow was employed on 15/8/2016 while MrChingazi
was employed on 2/7/2022.
3. The Committee also noted that the cross examination between the Security Guards and
their Supervisor (Mr. Noniwa) gave evidence that Mr. Noniwa was involved in the whole
deal.
4. The Committee noted that the stealing of mortality is a very serious offence because it is
very risky to human beings if consumed.
5. The committee therefore recommends that Mr. Gift Noniwa-the Dog Master be
terminated from his services due to negligence and failure to supervise his juniors.
6. The Committee further recommends that the three guards namely: Mr. Pillow, Mr.
Chingazi and Mr. Kaulembe be summarily dismissed with immediate effect.
