Analysis of the Code of Ethics /Canons of Conduct of the Computer Engineering Profession

House Bill 8743, presented by Representative Rufus B. Rodriguez, is titled the "Computer
Engineering Law" aims to enact more responsive and comprehensive regulations for the
registration, licensing, and professional practice of computer engineers, registered computer
engineers, computer engineering technologists, and computer technicians.

Section 13 of this bill outlines the Code of Ethics and Code of Technical Standards of Practice.
Ethics entails a set of moral principles guiding individuals' conduct within a profession,
emphasizing honesty, fairness, and justice as fundamental values.

Article IV of House Bill 8743, also referred to as the "Computer Engineering Laws," addresses
the practice of the profession. Section 21 specifies that individuals in the Philippines cannot
hold themselves out as "Professional Computer Engineer," "Registered Computer Engineer,"
"Registered Computer Engineering Technologist," or "Registered Computer Technician" without
appropriate certification and identification as mandated by the law. Unauthorized use of such
titles or designations suggesting qualification in these areas without valid certification and
identification is prohibited.

Section 22 outlines that the practice of computer engineering, computer technologist, and
computer technician professions is categorized as a professional service, and admission is
determined by an individual's qualifications. Entities like firms, companies, partnerships,
associations, or corporations are not eligible for registration or licensing for these professions.
Nevertheless, individuals with appropriate registration and licensing in these areas can
collaborate to provide services through partnerships, associations, or corporations, with each
member being accountable for their own conduct.

Section 23 requires the Board to implement a Code of Ethics and Technical Standards of Practice
for Computer Engineers, Computer Engineering Technologists, and Computer Technicians. These
codes will be disseminated by the Accredited Professional Organization.
