The petitioner has filed a writ petition for the payment of arrear
salary/ salary difference from the date of promotion i.e. 30.04.1993. In
this context the facts are here under:
i. That the petitioner was Reader in the Dept. of Pol. Sc. ln R.M.W
College, Nawada. The petitioner was appointed as Lecturer in T.S.
College, Hisua on 26.09.1985 (A fourth phase Constituent College).
His absorption in service as Lecturer was made as per the
recommendation of the Hon'ble Justice S.N. Agrawal Commission
and the direction of the Apex Court.
11. That the petitioner was transferred to Rajendra Memorial Womens
College, Nawada on 05.09.2011. He was promoted to the rank of
Associate Professor vide notification No. PC/670/2016 dated

06.03.2016.
iii. That the university vide its Letter No. Fin/Sal/9/2022 dated
20.01 .2022 has asked the Principal, T.S. College, Hisua for pro~ding
the outstanding/ salary difference on account of promotion.
iv. That pursuant to the direction of the university the Principal, T.S.
College, Hisua vide its Letter No. 18/22 dated 27.01.2022 reported -tl..Ju:
the Pay Verification Certificate of the petitioner has not be issued by
the Pay Verification CeJI of the State Govt. As such in the absent of
Pay Verification Certificate the college is unable to prepare bill
