1 Introduction
A geographic information system (GIS) is a framework for
gathering, managing, and analysing data. For assembly
constituency election 2023 a GIS based election management
practice, a joint technological intervention has been introduced by
District Election Office Dhar and MPSEDC. With the help of
MPSEDC, on its GIS platform mapping of all Polling booths have
been done and colorize by red color for Critical Booths, green
color for Normal Booths and also categories polling booths where
webcasting arrangements done as per Election commission of
India (ECI) instruction. Further AC wise Sector boundaries have
been mapped and made live on GIS platform.

For effective communication plan of AC election 2023 GIS based


election management is the most powerful tool to manage
information and perform, generate qualitative reports on poll day
to help Returning Officers (ROs), Assistant Returning Officers
(AROs), Sector officers to identify areas to be focused based on
every 2 hours voting turnouts, replacement of Electronic Voting
Machine (EVM) during mock poll and during poll, etc. For this
purpose a dashboard has been prepared where all information are
display by AC wise and also their sector wise.

To track EVM movement of polling party and also for reserve


EVM given to sector officers a Global Positioning System (GPS)
devices have been installed in their vehicles. To track all vehicle

with the help of GPS devices on MPSEDC GIS platform where
Polling Booth, Sectors and Vehicle all together visualized
through Application programming interface (API) data has been
successfully integrated and made live.

2 Methodology
2.1 Data Collection of polling booths
Latitude and longitude is important aspect for mapping of
polling booths on GIS platform
(https://geoportal.mp.gov.in/MPGeo/Dhar). Polling booths
wise data of latitude and longitude Collected from Gram
Rojgar Sahayak (GRS) and other information such as polling
booth wise sector no, route no also been provided to MPSEDC.

2.2 Mapping of Sector boundary
Village wise data having sector no’s and its polling booth has
been provided to MPSEDC to prepared sector boundary of AC
of Dhar district.

2.3 Integration of Tracknovate GPS to GIS Platform


As per the ECI instruction to track EVM movements, vehicles
who carry EVM must have a GPS device. For these purpose a
vendor called Tracknovate has been assign by Chief Electoral
Officer, Madhya Pradesh (CEO MP) to installed GPS device
in Sector officer’s vehicles and also in polling parties vehicles.
For effective communication plan and to identify which
vehicle take least time to reach polling booth where need of
EVM replacement is required during poll GPS devices data
integrated with GIS portal and made it live.

2.4 Preparation of Dashboard


For effective communication plan of AC election 2023, GIS
based election management practice is the most powerful tool
to manage information and perform, generate qualitative
reports on poll day to help District Collector & District
Election Officer (DEO), Returning Officers (ROs), Assistant
Returning Officers (AROs), Sector officers to identify areas to
be focused where polling percentage has less than last election
voter turnout, a dashboard

2.4.4 Polling Percentage


This dashboard page display polling percentage with different
ranges i.e.0-10,10-20,20-30 to 90-100.It helps to generate
qualitative reports on poll day to help Returning Officers
(ROs), Assistant Returning Officers (AROs), Sector officers to
identify areas to be focused based on every 2 hours voting
turnouts.

3 District Control and Command Center
A joint District Control and Command Center (DCCC) has been
setup at district level where District Communication Team,
Tracking of GPS device team and also Webcasting polling booths
monitored together.

3.1 Review of voter turnout % by collector sir & SP sir


At DCCC polling booth wise voter turnout percentage of every
02 hours review by collector sir & SP sir on Polling percentage
dashboard page where polling booth wise voter turnout
percentage divided into 10 range such as 0-10%,10%-20% to
90%-100%.

5 Tracknovate GPS Devices


GPS device is the tool to locate real time precise location of
vehicle who carry EVM. For these purpose Tracknovate has been
assign by CEO MP to installed GPS devices in Sector officer’s
vehicles and also in polling parties vehicles.

Tracknovate have its own web service and provide user id to track
GPS enable vehicle installed by him.

With the help of MPSEDC we provide AC boundaries of district


and also latitude, longitude of polling booth collected through
GRS to team tracknovate and mapped on tracknovate web
service. Further AC boundaries have been successfully geofenced
on the tracknovate web service. Now we can see AC wise GPS
enabled vehicle within AC boundary those are mapped by

tracknovate by selecting name of AC. Geofencing of AC
boundaries help us to identify wrong mapped GPS enable vehicle
and rectify them before poll day and also after poll we are easily
monitor no.of polling parties GPS enable vehicles those leave AC
boundary i.e. after poll polling parties moved to District
collection center.

6 Conclusion
GIS based election management practice for assembly
constituency election 2023 is one of Best Management
Practice (BMP) on poll day and it is the first time introduced by
District Election Office Dhar in entire state of Madhya Pradesh
with the technological support of the MPSEDC Bhopal.

Following conclusions have been made after successfully


conduct a BMP on poll day and integration of GPS devices to GIS
portal and GIS based dashboard on poll day reporting –

➢ GIS based dashboard for polling % helps to generate


qualitative reports on poll day to help ROs, AROs, Sector
officers to identify polling booths where more than 200
people yet to cast their votes as compare to last election
voting turnout.

➢ We are easy identify those polling booths have voter turnout
below 10%,upto 20%,uptp 50% and needs to be expedite
polling parties and also based on these report we predict
these polling booths may have long voter queue after 6 pm.
➢ EVM replaced during mock poll and polling booth where
actual poll not start on time monitored very well through
dashboard.
➢ Integration of tracknovate GPS devices to GIS platform will
be supportive & very useful tool to generate qualitative
report after poll to calculate estimated time of arrival of
polling parties vehicle and will link to dashboard quite more
useful. Tracknovate or other vendor those assign to install
GPS devices in future election will improve their reporting
formats.
➢ Geofencing of AC boundaries on tracknovate web service
facilitates to us to manage, rectify wrong mapped vehicle or
track GPS enable vehicle of corresponding AC. By
geofencing of AC boundaries tracknovate web service quite
more useful.
➢ Geofencing of AC wise sector boundaries will be quite
useful and important in upcoming election to track sector
officers GPS enable vehicle. Tracknovate or vendor who
assign to install GPS devices suggested to improve their
web server capacity accordingly.

➢ Tracknovate GPS tracking web service will be more useful
when they prepared dashboard on Microsoft power BI and
reflecting different report such as no.of vehicle leave from
start point, no.of vehicle reached to destination polling
booths where vehicle stopped and stay overnight which
polling booths are predefined and after poll no.of AC wise
polling parties reached to district level collection center.
➢ Vehicle allotted to sector officer prior to 15 days from poll
day. Tracknovate or vendor who assign to install GPS,
installed GPS device in sector officer vehicle at least 07
days prior to poll day so that mapping of GPS enable vehicle
complete within time limit and will be accurately.
➢ Mapping of polling booths where polling parties vehicle
stay overnight which are predefined by ROs will be quite
important after poll day because those polling booths are the
start point of polling parties vehicle for return
route.Tracknovate or vendor who assign to install GPS
devices suggested to improve their web service accordingly
and mapped all last stopped polling booths on their web
portal.
