Development Consultant Brief

Dear applicant,

Thank you for your interest in the role of Development Consultant with Renfrewshire
Community Transport.

We are a brand-new social enterprise established by other charitable and third-sector


organisations in Renfrewshire who recognise the need for the provision of affordable and
sustainable transport solutions across Renfrewshire.

Whilst this collaborative approach has a number of benefits, a key drawback is the limited
capacity of our trustees who are already busy running their own charitable and not-for-profit
organisations.

Fortunately, we’ve recently received funding from Renfrewshire Council to engage a


Development Consultant over a 12-month period to carry out several key tasks that will
enable us to establish and develop a community transport scheme in Renfrewshire.

The successful applicant will be engaged on a self-employed basis, responsible for paying
their own tax and national insurance, and whilst we have indicated core hours in the
consultancy brief contained within this application pack, we are open to working in other
ways (such as with a consultancy firm, other third sector organization or with a team of
freelancers) as long as this represents good value for money and enables us to achieve our
short term aims.

To apply, please submit a CV and covering letter not exceeding 4 pages detailing how you
meet the essential elements of the consultancy specification. If you are a consultancy firm or
other enterprise wishing to carry out this work on our behalf, your proposal should not
exceed four pages and demonstrate how you meet the consultancy specification.

Development Consultant Brief

Purpose of the consultancy

Renfrewshire Community Transport is a new social enterprise set up by charities and not-for-
profit organisations in response to the need for affordable and accessible transport solutions
across Renfrewshire.

Over the next 12 months we aim to develop a business case, raise funds and establish a
small-scale community transport scheme, building on the success of our pilot programme
delivered in partnership with Community Transport Glasgow.

Thanks to funding from Renfrewshire Council, we are now able to engage the skills of a
development consultant to support us in achieving this aim.

Main Tasks

Our trustees require the following key tasks to be undertaken on their behalf by a suitably
qualified social enterprise, commercial enterprise, or community development practitioner(s):

1. Membership – To grow the membership of the organization from its three founding
members (KLAS Care, ROAR for Life and the Tannahill Centre) so that our
membership fully represents those who can and will benefit from our work.
2. Governance – To increase the number or organisations involved in our governance
so that the decisions we make are reflective of the needs, aspirations and challenges
faced by our growing membership.
3. Business Planning – To produce a clear and articulate business plan underpinned by
sound financial planning that will win the support and confidence of key stakeholders
such as our members, partners and potential funders.
4. Collaboration – To collaborate with existing and new organisations, including
Community Transport Glasgow and the Tannahill Centre who have been a critical
partner in delivering our pilot project.
5. Representation – To represent Renfrewshire Community Transport and our
members interests within key local networks ensuring our interests are shaping local
policy and decision-making processes.
6. Fundraising – To ensure our business plan objectives are achieved through raising
the necessary capital and revenue funding required to sustain our fledgling
organization beyond March 2025.
7. Volunteering and Training – To build the capacity of our members so they can
participate in community transport activities, including the training of existing and
potential staff and volunteers.
8. Demonstrating Impact – To report to existing funders on the impact their grant is
having on our members, the individuals they support and Renfrewshire as a whole.
9. Compliance - To ensure we comply with the necessary laws and regulations as we
grow our business.
Experience

We require the practitioner(s) to have the following experience:

• Working with/ for third sector organisations, demonstrating an understanding of the


challenges they currently face.
• Managing grant funded projects, including demonstrating impact, financial reporting
and communicating with funding officers.
• Collaborating widely a disparate range of stakeholders, managing organizational
relationships and winning support for ideas.
• Managing complex projects, working to tight timescales and prioritizing actions that
will have the biggest impact.
• Working with a charitable board and/or working with limited supervision.
• Adopting innovative approaches to complex problem.
• Exceeding the expectation of others and being seen as credible and reliable.

Payment

We have a fixed budget of £25,000 (including VAT) which will be paid in equal instalments at
the end of each month based on satisfactory performance and the production of an accurate
invoice. The successful consultant will be self-employed and responsible for paying their
own tax and national insurance.
