Free legal aid is the provision of free legal service in civil and criminal matter for those poor and
marginalized people who cannot afford the services of a lawyer for the conduct of the case or a legal
proceeding in any court, tribunal, or authority.
Legal Services include providing free legal aid to those weaker sections of the society who fall within
the purview of section 12 of Legal Services Authority Act 1987.
The Legal Services Authorities Act, 1987, was enacted to effectuate the constitutional mandate
enshrined under, Articles 14 and 39-A of the Constitution of India. The object is to provide ‘access to justice
for all’ disabilities. However, to enable the citizens to avail the opportunities under the Act in respect of
grant of free legal aid etc. It is necessary that they are made aware of their rights. Legal aid is an essential
part of the Administration of Justice. “Access to Justice for all” is the motto of the Authority. The goal is to
secure justice to the weaker sections of the society, particularly to the poor, downtrodden, socially
backward, women, children and handicapped etc. Such steps are needed to be taken to ensure that nobody
is deprived of an opportunity to seek justice merely for want of funds or lack of knowledge. To ensure this,
the Authority organize Legal Literacy and Awareness Camps in various parts.
In 1987 Legal Services Authorities Act was enacted to give a statutory base to legal aid programs
throughout the country on a uniform pattern. This Act was finally enforced on 9th of November 1995 after
certain amendments were introduced therein by the Amendments Act of 1994. Hon. Mr. Justice
R.N.Mishra the then Chief Justice of India played a key role in the enforcement of the Act.
District Legal Services Authority is constituted in every District to implement Legal Aid Programs
and Schemes in the District. The District Judge of the District is its ex-officio Chairman. Taluk Legal
Services Committees are also constituted for each of the Taluk in Bargarh District. Three Taluk Legal
Services Committees are working at Padmapur, Sohela and Barpali. To assist Chairman District Legal
Services Authority, Secretary, District Legal Services Authority appointed to see implementation of all
administrative instructions. The main objective of District Legal Services Authority and Taluk Legal
Services Authority is to provide Legal Aid, to organize Lok Adalat for speedy disposal of cases and
organize Legal Awareness Program.

Visited Authorities Legal Aid Clinic
Summary of Activity:
Our team consisting of 20 members from Seshadripuram Law College started our journey of internship
under DLSA, Bengaluru Rural District on 07th December 2023.
The following are the activities conducted during the internship program:
Reported to DLSA and registered the teams under DLSA. The DLSA directed our team visit to the legal
aid clinic in Seshadripuram Law College, to know and understand the proceedings in these clinics. We
were given introductory session and instructions by Sri. Sandeep Salian, Senior Civil Judge, Member
Secretary, DLSA, BRD.
We went to observe the procedures which are followed in Legal Aid Clinic and the methods of legal services
provided to them.

Summary of Activity:
Reported at 10.30 AM to DLSA. Then we were directed to visit the Additional Chief Metropolitan
Magistrate Court.
Team of 10 students were directed to visit the Additional Chief Metropolitan Magistrate Court to
know the Proceedings that takes place in the various courts of ACMM (Additional Chief Metropolitan
Magistrate)
Summary of Activity:
Reported to DLSA at 09.45 am. We were assigned to the attend the proceedings of the Lok
Adalat. We were assigned different courts in batch of 3. I attended 6th Additional District and sessions
court, City civil Court complex. We observed settlement of property matters. In one particular case, a
Partition suit
Though conciliation efforts were made, as the parties were not agreed to settle the matter in few cases.

Summary of Activity:
We reached Seshadripuram Law College at 11.00 am for making questionnaires and posters for rest
of the school visits. In the intention of imprinting the legal knowledge that we would render we made posters
with basic and essential information of the respective Acts and then to hand it over to the Principals of the
respective schools.
Summary of Activity:
We reached Ajax Government Public School, Bashettyhalli at 11.00 am. We inaugurated the program
by presenting a sapling and then rendered legal awareness on Prohibition of Child Marriage Act, 2006. As
part of the program, children filled up the questionnaires formulated by us for a more interactive session with
them. In the session we gave a brief introduction on the topic by giving essential details like the minimum
age categories, punishments and the Children helpline Number.
We reached Government Public High School, Khasbhag at 02.00 pm. part of the program, children
filled up the questionnaires formulated by us for a more interactive session with them. Here we explained
about the Act briefly and the rights given to children with respect to this Act.

Summary of Activity:
We inaugurated the program by presenting a sapling and then rendered legal awareness on Juvenile
Justice Act, 2015. As part of the program, children filled up the questionnaires formulated by us for a more
interactive session with them. In the session we explained about the history and purpose of the Act and the
social rehabilitation and reintegration of the Children.

We reached Government High School, Aralumallige Bagilu at 11.45 am. We inaugurated the
program by presenting a sapling and then rendered legal awareness on Prohibition of Child Labour Act, 1986.
We spoke about the cause and consequences of children doing labour and the precautions to be taken by them.

Police Station Visit (Upparapet)

Summary of Activity:
Reported to DLSA at 11.00 am. The Court staff assisted me to visit a Police Station. We reached Upparapet
Police Station at 12.38 pm. After seeking the permission Mr. Giri Kumar sir, Sub-Inspector, briefed us about
the functioning of the Police Station and some theoretical aspects that are to be known.

Summary of Activity:
We observed the court proceedings in XI Addl. District and Sessions Judge Bengaluru Rural District
preceded by Justice Veeranna Somashekar. Here we learnt about cases on commercial execution, FDP and
the procedure of a case in the Commercial Court.

Officer Chandrasheskar briefed about the Jail and then we toured around some sections of the jail. There were
44 prisoners in the jail doing activities like farming, animal gazing and also reforming their lives.
They were paid Rs. 450/- for a day’s work.

We reached the Cyber Crime Police Station at 01.00 PM.
One of the officers briefed us about the cyber crime and the I.T Act. After which Mr. Gaurav sir, one of the
cyber crime officer from Delhi invited here for special cases, explained us some essential aspects of solving
a cyber crime.

Reported to DLSA at 11:00 AM.
I observed the court proceedings in different courts, I understood the diversity of cases and certain procedures
of the court. I learnt more about pending branch and application of certified copy. I also learnt about different
places in the court, the counter to apply for copies and the post office.

Summary of Activity:
We reached the Police Commissioner Office at 11:45 am. We took permission and then instructed to go inside
the office. We were explained the type of cases that are taken up there and the matters of severe importance.

Summary of Activity:
We reported at 11:30 am in DLSA. The court staff assisted me to observe the proceedings in MMTC court.
I observed the proceedings in the court. In case SC 3227/2022, Kiran, the plaintiff witness was examined, the
exhibits were marked. It was a case of Robbery. Dilip Kumar and Sham Rao was also examined.

CONCLUSION
To conclude my report, I would say this was the best internship I have ever did. Every day was new
experience, right from all the courts of Bengaluru to all the institutions. This internship helped me enhance
my knowledge of law and understand the ground reality of the courts. I can surely say, this internship made
me a better law student and a better human as well. I would be forever indebted to my college and DLSA
for giving me this opportunity.
