the Khadi and Village Industries Commission (KVIC) has launched the
country’s first Mobile Honey Processing Van at Village in Uttar Pradesh.

▪ Mobile Honey Processing Van that will process beekeepers’


honey at their doorsteps and thus save them the hassle and
the cost of taking the honey to processing plants in far off
cities for processing.
▪ This initiative is taken in pursuance of “Sweet Kranti”
(Sweet Revolution).
Key Points
▪ Benefits of ‘Mobile Honey Processing Van’:
o The transportation of honey to processing plants
is an expensive affair for small farmers and
beekeepers.
• To avoid high transportation and
processing costs, a majority of
beekeepers would sell their raw honey to
the agents at their farms themselves at a
very low price.
• The Processing Van will reduce the
honey extraction and processing cost to
the beekeepers.
• This will also eliminate any scope for
adulteration of honey as the processing
will be done at the doorsteps of the
beekeepers and farmers.
▪ About ‘Sweet Revolution’:
o It is an ambitious initiative of the Government of
India for promoting apiculture, popularly known
as 'beekeeping'.
• To provide a booster shot to Sweet
Revolution, the government launched
the National Beekeeping and Honey

Mission in 2020 (under the Ministry of


Agriculture and Farmers Welfare).

o It aims to accelerate the production of quality
honey and other related products.
• The demand for good quality honey has
grown over the years as it is considered
a naturally nutritious product.
• Other apiculture products such as royal
jelly, beeswax, pollens, etc., are also
used extensively in different sectors like
pharmaceuticals, food, beverage, beauty,
and others.
o Under the Honey Mission, the KVIC provides the
farmers or beekeepers –
• Practical training about the examination
of honeybee colonies,
• Identification and management of bee
enemies and diseases along with the
management of bee colonies in all
seasons.
• Acquaintance with apicultural
equipment’s and
• Honey extraction and wax purification.
• The Honey Mission
programme was launched by
KVIC during 2017-18.
o Technology intervention through this mission will
ensure bee conservation, prevent diseases or the
loss of bee colonies and provide quality and
quantity of apiculture products.
• Farming practices will yield superior-
quality honey and other products for the
domestic as well as international market.
o Beekeeping is a low investment and highly skilled

enterprise model, in which technology application


has emerged as a great enabler for socio-
economic growth.

• Scaling up beekeeping will double
farmers' income, generate employment,
ensure food security and bee
conservation, and increase crop
productivity.
Khadi and Village Industries Commission (KVIC)

▪ KVIC is a statutory body established under the Khadi and


Village Industries Commission Act, 1956.
▪ The KVIC is charged with the planning, promotion,
organisation and implementation of programmes for the
development of Khadi and other village industries in the
rural areas in coordination with other agencies engaged in
rural development wherever necessary.
▪ It functions under the Ministry of Micro, Small and Medium
Enterprises.

Unit-2

The twentieth livestock census indicated that India today has a livestock
population of approximately 537 million; of this, 95.8% is concentrated in
rural areas.

Given the fact that most of the country’s livestock is in rural and remote
areas, access to veterinary services is a major challenge. Livestock farmers
are often compelled to travel far from their villages whenever their animals
need treatment. This adversely impacts the longevity and the productivity
of their livestock.

To resolve the problem of access to vet-services, the government introduced


the facility of Mobile Veterinary Units (MVUs) to provide doorstep services
to the farmers.

Along with this significant step, the main focus in the near future shall be on

upgradation of vet health-care services, disease surveillance and training


(CVE), and disease reporting in real time.

Livestock Health and Related Initiatives
▪ About: Animal husbandry is an integral component of
Indian agriculture, supporting the livelihood of almost 55%
of the rural population. India is the highest livestock owner
of the world.
o Approximately 70% of India’s milk supply is
sourced from farmers who own less than five
animals.
• However, problems such as bovine
mastitis (alone) amount to a milk loss of
approximately 10 litres per day per
farm translating to about ₹300-₹350 per
day.
• Hence, for most farmers, death of or
disease in livestock could mean the
difference between sustenance and
starvation.
o The animal health issue is also compounded by
the growing presence of salesmen of drug
distributors in rural communities.
Government Initiatives for Livestock:Rashtriya Gokul mission :
Government has sanctioned funds under Rashtriya Gokul Mission for
setting up of 21 Gokul Grams as Integrated Cattle Development Centres.

▪ As of now, 4 Gokul grams (Varanasi, Mathura, Patiala, and


Phora) have been completed and work is under progress in
remaining 17 Gokul grams.
Rashtriya Gokul Mission
▪ Rashtriya Gokul Mission comprises of two components
namely:

o The national program for bovine breeding and


National mission for bovine productivity.

▪ Underlying objectives of the Mission:

o Development and conservation of indigenous
breeds in a focused and scientific manner.
o Undertake breed improvement program for
indigenous cattle breeds so as to improve the
genetic makeup and increase the stock.
o Enhance milk production and productivity.
o Distribute disease free high genetic merit bulls for
natural service.
Significant initiatives under Rashtriya Gokul Mission:

▪ Awards for encouraging farmers/breeder societies to rear


Indigenous breeds of bovines:

o Gopal Ratna awards: for farmers maintaining the


best herd of Indigenous Breed and practicing best
management practices.
o Kamdhenu awards: for best managed Indigenous
herd by Institutions/Trusts/ NGOs/ Gaushalas or
best-managed Breeders’ societies.
▪ Gokul Gram: The Rashtriya Gokul Mission envisages the
establishment of integrated cattle development
centers, ‘Gokul Grams’ to develop indigenous breeds
including up to 40% nondescript breeds (belonging or
appearing to belong to no particular class or kind) with
objectives to:

o Promote indigenous cattle rearing and


conservation in a scientific manner.
o Propagate high genetic merit bulls of indigenous
breeds.
o Optimize modern Farm Management
practices and promote Common Resource
Management.

▪ National Kamdhenu Breeding Centre: (NKBC) is being
established as a Centre of Excellence to develop and
conserve Indigenous Breeds in a holistic and scientific
manner.
▪ “E-Pashu Haat”- Nakul Prajnan Bazaar: An e-market portal
connecting breeders and farmers, for quality- disease-free
bovine germplasm.
▪ Pashu Sanjivni: An animal wellness program encompassing
the provision of animal health cards (‘Nakul Swasthya
Patra’) along with UID identification and uploading data on
National DataBase.
▪ Advanced Reproductive Technology: Including Assisted
Reproductive Technique- In-vitro Fertilization (IVF)/ Multiple
Ovulation Embryo Transfer (MOET) and sex-sorted semen
technique to improve the availability of disease-free female
bovines.
▪ National Bovine Genomic Center for Indigenous Breeds
(NBGC-IB) will be established for selection of breeding bulls
of high genetic merit at a young age using highly precise
gene-based technology.
Implementing Agency
▪ Rashtriya Gokul Mission will be implemented through the
“State Implementing Agency (SIA viz Livestock
Development Boards).
▪ State Gauseva Ayogs will be given the mandate to sponsor
proposals to the SIA’s (LDB’s) and monitor implementation
of the sponsored proposal.
▪ All Agencies having a role in indigenous cattle development
will be the “Participating Agencies” like ICAR, Universities,
Colleges, NGO’s, Cooperative Societies and Gaushalas.

▪ Indigenous bovines are robust and resilient and are


particularly suited to the climate and environment of their

respective breeding tracts and productivity of indigenous
breeds is less likely to be impacted by the adversities
of climate change.
▪ The milk of indigenous animals is high in fat and SNF
content (The substances in milk other than butterfat and
water in the form of casein, lactose, vitamins, and minerals
which contribute significantly to the nutritive value of milk).

o National Artificial Insemination Programme:


. the Prime Minister launched the National Animal Disease Control
Programme (NADCP), to control and eradicate the Foot & Mouth
Disease (FMD) and Brucellosis amongst the livestock in the country,
at Mathura.

Key Highlights
▪ National Animal Disease Control Programme (NADCP)

o The following are the aims of NADCP programme:

▪ To vaccinate over 600 million cattle in the country in an


effort to mitigate the two diseases namely, the foot and
mouth disease contagious viral disease of livestock The
disease affects cattle, swine, sheep, goats and other
cloven-hoofed ruminants and Brucellosis bacterial disease
result into abortions, subsequent infertility and sterility.
▪ The Ministry of Agriculture, Department (of Animal and
Husbandry) had initiated ‘FMD Mukt Bharat’ under Rashtriya
Krishi Vikas Yojana (RKVY) during 2016-17, a program to cover
all the states which were not covered under the six-monthly
vaccination scheme.

• The programme also aims at


vaccinating 36 million female bovine

calves annually in its fight against


the brucellosis disease.

• To control the livestock diseases by
2025, and eradicate them by 2030.
• The livestock that will be covered under
the programme includes cattle, buffalo,
sheep, goats, and pigs against the FMD.
o The project will be fully funded by the Central
Government.
▪ The Prime Minister also launched the National Artificial
Insemination Programme and a country-wide workshop in
all the Krishi Vigyan Kendras (KVKs) throughout the 687
districts of the country on ‘vaccination and disease
management, Artificial Insemination and Productivity’.

National Artificial Insemination Programme

▪ Artificial insemination is a novel method of bringing


about impregnation in female breeds.
▪ It prevents the spread of certain diseases which are genital
in nature, thereby enhancing the efficiency of the breed.
Krishi Vigyan Kendras (KVKs)

▪ KVK is an integral part of the National Agricultural Research


System (NARS), which aims at the assessment of location-
specific technology modules in agriculture and allied
enterprises, through technology assessment, refinement,
and demonstrations.
▪ KVKs have been functioning as Knowledge and Resource
Centre of agricultural technology supporting initiatives of
public, private and voluntary sectors for improving the
agricultural economy of the district and are linking the
NARS with extension system and farmers.
▪ The KVK is 100% funded by the Government of India.
▪ The first KVK was established in 1974 at Puducherry.

▪ Reforms in Livestock Health and Disease Control
Programme: The Government revised provisions of this
programme by including ‘Establishment and Strengthening
of Veterinary Services – Mobile Veterinary Units (MVUs)’.
o A typical MVU is a four-wheeler van, with working
space for one veterinarian, one para-veterinarian
and a driver-cum-attendant.
• It will be built on the doorstep delivery
model
o It also has space for essentials such as equipment
for diagnosis, treatment and minor surgery, other
basic requirements for the treatment of animals,
audio-visual aids for awareness creation and GPS
tracking of vehicles.
Challenges Associated to Livestock Health
▪ Inadequate Testing: The Parliamentary Standing
Committee of the Ministry of Fisheries, Animal Husbandry
and Dairying has observed that inadequate testing and
treatment facilities for veterinary diseases pose a major
challenge.
o This problem is further exacerbated in the current
scenario where there is a drastic rise in cases of
zoonotic diseases .
▪ Untrained Animal Health Workers: Untrained animal health
workers have been popular in rural India as they charge
less for consultations and are easily accessible.
o This has led to the inappropriate administration of
antibiotics because of flawed prescriptions
especially in cases of mastitis.
▪ Increase in AMR: Consequently, problems pertaining to anti
microbial Resistance occur when the animal no longer
responds to a drug to which it was originally responsive.

o AMR can be caused because of factors such as


high or low dosages, incorrect duration of
medication, and overprescription.

▪ Issues in Accessing Credit: The M.K. Jain Committee
Report has highlighted that livestock farmers face greater
challenges in comparison to traditional agricultural
farmers especially while accessing credit and livestock
insurance.
o Lack of availability of credit further discourages
the farmers from accessing vet services for their
livestock.
Way Forward
▪ Mitigating AMR: The WHO has listed antibiotic-resistant
“priority pathogens” — a catalogue of 12 species/families of
bacteria that pose the greatest threat to human health.
o The MVU model will mitigate the issue of
antimicrobial resistance and is in alignment with
the ‘One Health vision’ laid down by the Global
Action Plan of WHO.
▪ MVUs for Livestock: The LH&DC scheme envisages one
MVU for one lakh animals; however, the number of vans in
use could be higher in regions with difficult terrain.
o The availability of MVU’s must be assured in
sufficient numbers, even in difficult to reach
areas, so that merely geographical location does
not hinder the reach of better veterinary services.
▪ Private Sector Involvement: There is a great deal of scope
for innovations and intervention by the private sector in the
context of animal health and MVUs.
o The lockdowns during the Covid-19 pandemic
have already witnessed innovations by start-ups,
video consultation sessions between livestock
farmers and veterinarians, along with apps that
provide detailed information to farmers on
livestock health and nutrition.
o Further, with the growing prevalence of the Public-
