The Minister of Transport and Logistics - Chairman of the Board of Directors of Transport General Authority;
After perusal of the Commercial Maritime Law issued by Royal Decree No, (M/35), dated 05/04/1440 AH,
After perusal of Regulation of Transport General Authority issued by Council of Ministers Resolution No. (323),
dated 14/09/1434 AH, and amendments thereto,
After perusal of the Resolution of the Board of Directors of Transport General Authority No. (2/2/2021/3) dated
10/04/1443 AH, and
Decides as follows;
First: Approval of the regulations regulating the issuance of the navigation license and the work permit according
to the attached form.
Second: Authorizing His Excellency the President of Transport Public Authority to adopt the appropriate
mechanisms to implement the provisions of this Regulation and to issue the necessary decisions and circulars for
this.
Third: This Resolution shall be published in the Official Gazette, and shall enter into force with effect from the date
of publication.
Fourth: His Excellency the President of Transport Public Authority shall take what is necessary to implement the
contents of the Resolution.

Chapter One
Article One:
Definitions:
According to this regulation, the following terms shall have the meaning assigned to each of them:
The Kingdom: Kingdom of Saudi Arabia.
The Law: The Commercial Maritime Law issued by Royal Decree No. (M/33), dated
05/04/1440 AH.
The Authority: Transport General Authority
The Chairman: Chairman of the Authority.
The Regulation: Regulations regulating the issuance of navigational license and work permit.
The Maritime Authority: The authority represented in the maritime transport sector or one of its
branches or representatives or whoever it authorizes to carry out any work
on its behalf.
International Voyage: It is a voyage from a port within the Kingdom to a port in another country or
vice versa.
The Coast: Coasts of the Kingdom overlooking the Red Sea, the Gulf of Aqaba, and the
Arabian Gulf.
The Organization: International Maritime Organization (IMO).
The Supplier: The person with a legal or legal capacity who operates a ship or marine unit
for his own account, whether in his capacity as an owner, renter or manager
of its marine commons. The supplier is considered the owner of the ship or
marine unit unless proven otherwise.
Operator: A legal or legal person who operates a vessel or marine unit for his own
account in his capacity as owner, charterer, or co-ownership manager; an
operator shall be deemed an owner of the vessel or the marine unit unless
established otherwise.
Vessel: Every floating facility prepared to work in maritime navigation as usual, even
if it is not aimed at profit.
Saudi Vessel: It is the vessel registered in any of the approved registration offices in the
Kingdom.
Seafarers: A person who is bound by a maritime work contract, and the master is
considered a seafarer in relation to the work contract concluded between
him and the operator.
Master: A person who is qualified to command a vessel / marine unit, and assume
responsibility for its management.
Foreign Vessel: A vessel flying the flag of a country other than the Kingdom, which is intended
to work in maritime navigation and has been permitted to operate and sail
in the Kingdom’s maritime areas.
Visiting Vessels: Foreign vessels visiting the Kingdom's port for a temporary purpose for
unloading or carrying passengers or goods, refueling or maintenance and
completing their voyage without practicing work in the Kingdom's marine
areas.
Vessels subject to Vessels that fall under the scope of application of international conventions
international conventions: issued by the Organization.
Vessels not subject to They are the ones to which the safety regulations for vessels of small tonnage

of the Cooperation Council for the Arab States of the Gulf do not apply.
Cargo Vessel: A vessel that transports various goods in their different forms, whether they
are bulk or packed.
Foreign cruise vessel: Vessels intended for private use for non-commercial purposes, carrying a flag
other than the Kingdom's flag, and engaging in tourism activity in the
Kingdom's marine areas.
Marine Unit: Every marine facility that does not meet the description of the vessel, and is
subject to registration procedures in the Kingdom.
Fishing Vessel: A vessel used for the purpose of catching fish or marine creatures that are
permitted to be fished, which its total tonnage exceeds thirty (30) tons or its
length exceeds twenty (20) meters.
Fishing Boat: A unit used for catching fish or marine creatures, which its length is less than
20 meters and its tonnage is less than 30 tons. Otherwise, it is considered a
fishing vessel.
Cruise Vessel: A Saudi vessel used for excursion and tourism, which its total tonnage
exceeds ten (10) tons, or its length exceeds eleven (11) meters.
Cruise Boat: A marine unit used for the purpose of excursion and tourism, which its total
tonnage does not exceed ten (10) tons, and which its length does not exceed
eleven (11) meters, and which is not authorized to sail outside the territorial
seas of the Kingdom.
Navigational License for a A document issued by the maritime authority that includes the validity and
Saudi Vessel: eligibility of the Saudi vessel for marine navigation after it meets the
necessary safety and environmental protection requirements.
Coastal Navigational A vessel that obtained a navigational license in accordance with these
License for a Saudi Vessel: Regulations and sails within the Kingdom's marine areas only.
International Navigational A vessel that obtained a navigational license in accordance with these
License for a Saudi Vessel: regulations and sails inside or outside the Kingdom’s marine areas.
Work Permit: A document issued by the Maritime Authority that includes the validity and
eligibility of the Saudi Maritime Navigation Unit after meeting the necessary
safety and environmental protection requirements.
Navigation License for a A document issued by the Maritime Authority that permits a foreign vessel
Foreign Vessel: to work for wages in the Kingdom's marine areas.
Navigation License for A document issued to foreign cruise vessels sailing for the purpose of
Foreign Cruise Vessel: excursion or tourism in the marine areas of the Kingdom.
The Licensee: The operator who has obtained a license / permit to work under these
regulations.
Maritime Areas: They are the maritime areas of the Kingdom defined in accordance with the
Law of Maritime Areas of Kingdom of Saudi Arabia issued by Royal Decree
No. (M/6) dated 18/1/1433 AH.
Sailing Vessels: A vessel fitted with sufficient sails for its operation, whether or not fitted
with auxiliary mechanical means of propulsion.
Water Bikes (Jet skis): A small, fast-moving, floating unit used for having fun or in marine sports,
transporting one or two people.
Life Rafts: A rubber boat inside a box that opens when the rope is pulled hard and is
used when the ship is sinking.
Passenger Vessel: A vessel carrying 12 passengers or more other than crew members.
Passenger: Every person on the board of a vessel other than the master and crew
members or other persons working or employed in any capacity whatsoever
to perform work on a vessel board.
Navigational Agent: The person who, in his capacity as an agent for the operator, performs the
work related to providing what the ship needs.
Article Two:
This Regulation aims to set the regulatory frameworks for the issuance of marine navigation licenses for the vessel
carrying the Saudi flag and the foreign vessel operating in the marine areas of the Kingdom, as well as for foreign
cruise vessels that are located in the marine areas of the Kingdom, and licenses for the work of marine units, as
well as determining the safety requirements for the cruise vessels intended for private use, cruise boats and fishing
boats to obtain a navigational license / work permit.
Article Three:
Scope of Application:
1- Without prejudice to the laws, regulations and conventions in force in the Kingdom, the provisions of these
regulations shall apply to the following vessels and units:
A- Saudi vessels.
B- Marine units.
C- Foreign vessels operating in the Kingdom's marine areas.
D- Foreign cruise vessels.
2- The following vessels and units are excluded from the provisions of this Regulation:
A- Visiting vessels.
B- Warships.
C- Sailing vessels of less than 6 meters in length and which its sailing area does not exceed 5 nautical miles
from the coast.
D- Non-motorized rowing units.
E- Water bikes / Jet skis which their use area does not exceed 2 nautical miles from the coast.
Article Four:
1- The navigational license shall be issued in accordance with the provisions of these regulations as follows:
A- Navigational license for the Saudi vessel according to the desired sailing area when submitting the
application, and it is either coastal or international.
B- Navigational license for the foreign vessel operating in the marine areas of the Kingdom according to the
desired work area when submitting an application for obtaining a navigational license, specified either
in the Red Sea or the Arabian Gulf.
2- Navigational license for the foreign cruise vessel used for non-commercial purposes to allow it to sail in the
marine areas of the Kingdom according to the desired sailing area when submitting the application.
3- The work permit shall be issued in accordance with the provisions of these regulations for marine units.
Article Five:
Article Six:
Attach the following documents with the application according to the form prepared for this:
1- All mandatory certificates and documents based on the type of this vessel and the nature of its cargo,
that are valid, in accordance with the manual issued by a decision of the Chairman.
2- An insurance policy that covers the full civil liability of the insured arising from death, bodily injury
or material damage that may result from the marine unit.
3- Ship station license for the marine unit.
4- A recent photo, no more than thirty days old from the date of submission, clearly showing the name
of the vessel and the organization number, if any.
5- A valid certificate of vessel passing the technical inspection issued by the maritime authority or
whomever it delegates. The period of issuance shall not exceed (15) fifteen days from the date of
submitting the application.
Article Seven:
A navigational license / work permit for vessels or marine units is issued by the marine authority, taking into
account the conditions contained in these regulations, after submitting an application by the vessel or marine unit
operator, after following the following procedures:
1- Submit an application to obtain a navigational license or a work permit according to the channels approved
by the Authority.
2- The data is filled out electronically via the approved platform on the authority’s website, and all certificates
and documents required in accordance with these regulations are attached to the application.
3- Pay the due financial fines and fees - if any.
Article Eight:
1- A navigational license is issued to a Saudi vessel or to a foreign vessel for a maximum period of one year
from the date of its issuance, provided that the validity period of the license does not exceed the expiry date
of any of the required certificates or documents.
2- The navigational license for foreign cruise vessels is issued for a maximum period of six months from the
date of its issuance, provided that the validity period of the license does not exceed the expiry date of any
of the required certificates or documents.
3- The work permit is issued to the marine unit for a maximum period of one year from the date of its issuance,
provided that the validity period of the work permit does not exceed the expiry date of any of the required
certificates or documents.
Article Nine:
Taking into account the conditions of the navigation license mentioned in these regulations, the navigation license
of the vessel shall be renewed at the request of the operator after payment of the financial dues - if any - for a
similar period, in accordance with the following controls:
1- Submit the renewal application and fulfill all its conditions within (60) days preceding the expiry date of the
license, otherwise the application shall be considered canceled.
2- The age of the foreign vessel transporting oil or goods or carrying out drilling works shall not exceed (20)
years from the date of manufacture, and (15) years for passenger vessels.
3- The vessel is not allowed to operate or sail after the expiry date of the navigational license.
Article Ten:
Taking into account the conditions for obtaining a work permit mentioned in this regulation, the work permit for
the marine unit is renewed at the request of the operator after paying the financial dues - if any - for a similar
period, according to the following controls:
1- Submit the renewal application and fulfill all its conditions within (60) days preceding the expiry date of the
license, otherwise the application will be considered canceled.
2- The marine unit is not allowed to work or sail after the expiry date of the work permit.
Article Eleven:
Subject to Clause (2) of this Article, the terms of the navigational license/work permit contained in this regulation
shall be deemed to be in force. The license/permit shall be suspended or cancelled in the following cases:
1- Failure to fulfill the conditions of the navigational license / work permit contained in these regulations after
expiry of the period specified by the maritime authority for correction without prejudice to its right to
impose appropriate penalties when necessary.
2- A request submitted by the licensee in advance explaining the reason for the cancellation request after
paying the financial dues, if any.
3- In the event of missing any of the conditions or requirements, the vessel’s operator or captain must notify
the Authority within (48) hours from its date, and it may not be reused except after verifying that all
conditions and requirements necessary for the operation of the vessel or marine units as issued for it are
met.
Article Twelve:
1- The licensee shall abide by the obligations imposed by international conventions and regulations related to
their safety, the safety of maritime navigation and the protection of the marine environment from pollution,
which are as follows:
A- Obligation to ensure the continuity of the validity of the vessel or marine unit for marine navigation
throughout the license period.
B- Continuity of validity of the required insurance policy in accordance with these regulations.
C- Validity of the safe manning certificate for the vessel or marine units and its continued conformity with
the number and efficiency of its crew members.
D- Obligation to pay the entitlements of seafarers and workers on board the ship or marine unit.
E- The vessel’s safety management certificate continues to be valid throughout the license period.
F- Obligation to notify the Maritime Authority of the expiry of the validity of any of the certificates
necessary for the validity of the navigational license / work permit.
G- Obligation not to operate the vessel or marine unit for purposes other than those specified in the
navigational license / work permit.
2- Additional obligations on the operator of foreign vessels:
A- Submit a request to cancel the license and commit to leaving the vessel outside the Kingdom’s maritime
areas within a period not exceeding twenty days from the date of expiry of the vessel’s contracts with
the licensed authorities in the Kingdom.
B- The ship must have an approved navigation agent inside Kingdom of Saudi Arabia.
3- The navigation agent is obligated to:
A- Execution of the obligations of the operator who is not in the port.
B- Taking the necessary procedures for the vessel in accordance with the laws and regulations in force in
the Kingdom.
C- Observing the rules of professional conduct in carrying out its obligations regarding the operation of the
vessel.
D- Executing any other obligations imposed by the maritime authority or the concerned authorities in the
Kingdom related to the operation of the vessel in the Kingdom.
Chapter Two
Safety requirements for cruise vessels, cruise boats and fishing boats
Article Thirteen:
Safety Terms:
1- A vessel or a cruise or fishing boat may not sail in the following cases:
A- If the crew of the vessel or boat is insufficient in terms of number and efficiency, as indicated in the
minimum safe manning document - if any - to ensure safety.
B- If the number of passengers exceeds what is indicated in the license.
C- Fuel leakage from the vessel/boat.
D- Presence of additional quantities of fuel or oils that are not scheduled to be carried on the vessel/boat.
E- Inefficiency of the machine on board of the boat or any of its main parts or the backfire flame arrestor,
if any.
F- There is a malfunction in the electrical circuit or the navigational lights of the vessel/boat or in the
ventilation equipment.
G- If its sailing poses a threat to the safety and security of lives at sea or the environment.
2- Foreign cruise vessels are subject to the requirements of safety and fire-fighting equipment in this chapter.
Article Fourteen:
With the exception of water bikes (Jet skis), no motorized vessel or boat of more than 3.6 meters in length may sail
without an automatic identification device (AIS), a recording Emergency Position Indicating Radio Beacon device
(EPIRB) and a marine VHF, and their presence and operation in accordance with the technical rules is a prerequisite
of safety.
Article Fifteen:

Safety equipment for cruise vessels and fishing and cruising boats:
1- It is required for fishing and cruise boats operating within five nautical miles from the coast, and which their
length does not exceed eleven (11) meters, that the following equipment and devices are permanently be
available on board:
A- A life jacket for each person it is allowed to carry.
B- One life raft with a rope of no less than fifteen (15) meters in length.
C- Navigational lights according to the requirements of the executive regulations of the Convention on
Preventing Collisions at Sea for the year 1972.
D- Usable manual fire extinguishers.
E- A suitable means of communication or a mobile phone.
F- An anchor.
G- Waterproof signal light / lamp.
H- Audible warning signals (horn or whistle).
I- (4) visual distress signals: two (2) red distress flares; and two (2) orange smoke signals, and the expiry
date must be valid.
2- It is required for fishing and cruise vessels and boats that sail for a distance of more than five nautical miles
from the coast, or which their length is more than eleven (11) meters, that the following equipment and
devices are permanently be available on board:
A- Life jackets for the number of people allowed to be carried on the vessel.
B- Units with a length of less than eleven (11) meters, one life raft for every four persons, equipped with a
rope of no less than fifteen (15) meters in length, provided that it is not permanently fixed to the hull of
the boat.
C- Units of more than 11 meters in length, in addition to what is mentioned in Clause 2.B of this Article, at
least two of them shall be equipped with self-lighting when in contact with water.
D- Sufficient life rafts to accommodate all persons.
E- A suitable spare propulsion device (backup motor, paddle or sail).
F- A portable manual or mechanical water suction pump for vessels of more than (9) meters in length.
G- A bucket with a short rope.
H- Maintenance equipment bag.
I- Waterproof signal light / lamp.
J- First aid box.
K- Suitable marine charts / maps for the sailing area.
L- Drinking water and enough food for the number of people and the duration of the voyage.
M- Audible warning signals (horn or whistle).
N- Waste container.
O- Waterproof magnetic compass.
P- Navigational lights according to the requirements of the executive regulations of the Convention on
Preventing Collisions at Sea for the year 1972.
Q- An anchor.
R- Usable manual fire extinguishers.
S- (6) visual distress signals: three (3) red distress flares; and three (3) orange smoke signals, and the expiry
date must be valid.
Article Seventeen:
Sailing ships are required to have the following equipment and devices on board permanently:
1- In the case of sailing for a distance of more than five nautical miles, it is necessary to have life rafts which
their total capacity is sufficient to accommodate all persons on board and fixed so that they can be launched
from any side of the vessel.
2- Units with a length of less than 12 meters, one life raft for every four persons, equipped with a rope of no
less than fifteen (15) meters in length, provided that it is not permanently fixed to the hull of the vessel.
3- Units of more than 12 meters in length, in addition to what is stated in Clause (2) of this Article, at least two
of them shall be equipped with self-lighting when in contact with water.
4- A life jacket for each person on board.
5- Electric or manual water pump for pumping water out of the boat.
6- Bucket (a tool for emptying water in the absence of a water pump for pumping water out of the vessel).
7- First aid box.
8- Usable fire extinguishers according to the size of the vessel and the purpose of use, taking into account the
periodic inspection.
9- Magnetic compass.
10- GPS device for vessels over (20) meters in length.
11- Navigational lights according to the requirements of the executive regulations of the Convention on
Preventing Collisions at Sea for the year 1972.
12- (6) visual distress signals: three (3) red distress flares; and three (3) orange smoke signals, and the date of
manufacture shall not exceed a maximum of 42 months from the current date.
13- A suitable means of communication or a mobile phone.
14- An automatic identification device (AIS), a recording Emergency Position Indicating Radio Beacon device
(EPIRB), and a marine VHF, when sailing for more than 5 nautical miles from the coast.
Article Eighteen:
1- All cruising and fishing vessels and boats equipped with an engine, gas installation, fuel burner or carrying
on board any type of fuel shall provide a dry powder type fire extinguisher or its equivalent in accordance
with the relevant standards according to the following table:
2- Boats of less than (7) meters in length must have (1) fire extinguisher on board.
3- Vessels and boats of more than (7) meters in length must have the firefighting equipment shown in the
following table:

Article Nineteen:
Final Provisions:
1- Taking into account the competencies of other control authorities, the service controller or whomever
delegated by the maritime authority shall have the authority to monitor, inspect, evaluate performance,
control violations of the law and this regulation, and take the necessary measures and actions to ensure
compliance with its provisions in accordance with the Resolution of the Minister of Transport, No. (91/41/1),
dated 24/04/1441 AH, and amendments thereto.
2- Any interested party has the right, within sixty (60) days from the date of notifying the violator of the
violation, to object before the Committee for Reviewing Objections to the Violations of Maritime Transport,
and the decision of the Committee may be appealed before the Administrative Court within sixty (60) days
from the date of its approval by the Committee.
3- It is prohibited for Saudi vessels or marine units wishing to navigate in the waters of the Kingdom or outside
it without holding a valid navigational license / work permit issued by the maritime authority.
4- Foreign vessels are prohibited from operating within the Kingdom’s maritime areas without holding a valid
navigation license issued by the maritime authority after obtaining the approval of the concerned
authorities in the Kingdom, if necessary.
5- A foreign cruise ship is prohibited from navigating within the maritime areas of the Kingdom without holding
a valid navigation license issued by the maritime authority after the approval of the concerned authorities
in the Kingdom.
6- The vessel or marine unit is prohibited from operating or sailing outside the marine area specified in the
navigational license / work permit.
Article Twenty:
The application of the provisions of this regulation does not prejudice any other obligations imposed on vessels and
marine units in accordance with other laws and regulations in force in the Kingdom.
Article Twenty-One:
These Regulations shall be published in the Official Gazette and shall come into force thirty (30) days after the date
of its publication.
Article Twenty-Two:
Without prejudice to any severer penalty stipulated in another law or regulation in the Kingdom, penalties shall be
applied to any violation of the provisions of this Regulation in accordance with the Law and according to the
following:
