ABSTRACT:

The Delhi Land Pooling Policy is a progressive urban development initiative aimed at
harnessing privately owned land for planned urbanization in the national capital. This paper
explores the multifaceted aspects of the Delhi Land Pooling Policy, focusing on the various
issues and challenges that have emerged since its inception. The policy, which encourages
landowners to voluntarily pool their land for development, presents a unique model for
sustainable urban growth. However, its implementation has encountered several hurdles that
require careful analysis and consideration.

The analysis begins by providing an overview of the Delhi Land Pooling Policy, highlighting
its key objectives and principles. It then delves into the challenges faced by landowners,
developers, and government authorities in the execution of the policy. These challenges include
complexities in land aggregation, regulatory ambiguities, and concerns related to equitable
distribution of benefits among stakeholders. Additionally, the study examines the socio-

communities, infrastructure, and environmental sustainability. Furthermore, the paper explores
the role of technology and data-driven approaches in streamlining the land pooling process. It

Delhi is the seventh most populous metropolis in the world. With an estimated 18.98 million
people, It has a vast metropolitan area. In the last 60 years, the population has climbed tenfold
to 1.7 crore, and by 2021, it is predicted to have grown by 60 lakh. According to estimates, in
order to address the shortage of housing units, the relevant authorities would need to create
50,000–60,000 acres of land to sustain 80 lakh people.

The research also addresses the role of public awareness and community engagement in
overcoming challenges associated with land pooling. It assesses the importance of effective
communication strategies in garnering support from various stakeholders, fostering a sense of
ownership, and mitigating resistance to the policy.
