HARASSMENT AND LEARNER'S BEHAVIOR IN SCHOOL PREMISES

Chapter 1

Introduction

On April 17, 2019, the Safe Spaces Act, or the “Bawal Bastos” bill, was signed into law.

(research.gate, 2023) The Safe Spaces Act, regulates all sexual harassment. It protects all

gender from sexual harassment in all it forms regardless of who the offenders are. In a study,

Gender-Based Sexual Harassment, or any other form of sexual harassment was pervasive on

online or social media platforms and even in online games. According to R.A 11313 this

refers to the online acts towards a particular person. All schools, whether public or private,

should designate an in-charge on receiving complaints about violations of this act, and

ensure that the victims are granted with a safer environment, that is respectful for the victims

needs and for them to tell the truth. If the school knows about acts of Gender-Based Sexual

Harassment being committed that creates an unfriendly environment, The school must take

immediate action to remove the acts to prevent it from happening again, once the perpetrator

is found guilty, the educational institute may have the rights to remove or to strip their

diploma from the perpetrator (R.A 11313, Section 21). The purpose of this legalization, is

to address and to prevent the Gender-Based Sexual Harassment anywhere. There are several

instances however that Sexual Harassment that occurs in public spaces and even

online are not covered by R.A 7877. Furthermore, the R.A 11313 protects all gender

from Sexual Harassment even on online platforms (Legalsearch.com, 2021). If an

individual or the victim does not want to file a complaint, The school should investigate to

determine such information or knowledge and the consequences under which the act of

Gender-Based Sexual Harassment was committed (R.A 11313, Section 21).

Background of the Study

Sexual harassment is an issue happening in any private and even public spaces. Sexual

harassment is described as a set of any form of unwanted verbal, non-verbal, of physical

conduct of a sexual nature, which has the purpose of violating the dignity of an individual,

when it creates threatening, humiliating, degrading, or offensive environment. It is essential

for a learning facilities to address and prevent this form of harassment to provide and create

a safe environment for all students. Implementing policies, providing support services, and

promoting awareness contribute to reduce the negative impacts of Sexual Harassment on

Learners’ academic behavior, performance and well-being. Being sexually harassed can

easily affect a student or a citizen’s behavior. As this kind of harassment can cause

teenage pregnancies, domestic violence, and child sexual exploitation. Not only

women experience it, men also tend to experience this kind of molestation.

Experiencing these could lead to loss of interest in school and decrease in motivation. The

students may lose their eagerness to learn and may affect their performance as a student.

Students who have experienced this kind of harassment may struggle to focus and

concentrate during or even after class due to their intrusive thoughts, anxiety and emotional

distress. This experience may also lead to self-harm or self-injury, such as, cutting, punching

yourself, or even pulling out your own hair. They may find it difficult to focus on studies,

completing their assignments, and even acing their tests and exams. They may also isolate

themselves to avoid the incident from happening again. Learners might have changes in

behavior, such as becoming more aggressive, irritable, or having risky behaviors. They

might also blame themselves for the incident, leading to feelings of guilt, and shame. Their

trauma may delay their ability to focus on their studies and plan for the future.

Theoretical/Conceptual Framework

The study is anchored to the theory of physical education terminologies by William

Shakespeare in 1920, in his theory on terminologies emphasized the important roles….

The conceptual framework of this study is presented in figure 1 in the form of a paradigm.

The paradigm presents the different factors/variables to describe the parameter of the study.

Statement of the problem

The study is aimed to determine the relationship between the variables.

Specifically, it seeks to answer the following questions.

1. What is the perception of Gender-Based Sexual Harassment in School premises?

2. What is the perception of Learner's behavior in school premises?

3. Do the perceptions of the Learners' on the Gender-Based Sexual harassment significantly

related to their performance?

Hypothesis/null

The perceptions of the learners on the Gender-Based Sexual Harassment have no

significant relationship to their performance.

Significance of the Study

STUDENTS. for them to understand the importance of being aware, especially in all forms

of harassment

TEACHER. For them to create much safer learning environment, demonstrating to prevent

and to address sexual harassment in educational settings.

FUTURE RESEARCHER. For them to conduct another relevant study with a wide

number of respondents to be able to come up with the best results. This study will serve as

their reference.

Scope and Limitation

This study will be conducted to determine the relationship between the Gender-Based

Sexual Harassment and Learner's behavior in School premises. The study is limited to all

grade level students of St. Francis Academy, Inc. enrolled for S.Y 2023-2024. As this study

may be applicable to all students of St. Francis Academy, Inc.

Definition of Terms

HARASSMENT. Refers to unwanted or unwelcome behavior, that can create an

intimidating or offensive environment for an individual.

BEHAVIOR. Refers to the actions, reactions, conduct of an individual.
