Implementing Office Persons with Disability Affairs Office
Brief description IT Challenge for Youth with Disability is following our obligation in United Nations
Conventions on The Rights of Persons with Disabilities (UNCRPD) under Article 9,
Accessibility letter (g) which states “To promote access for persons with disabilities
to new information and communications technologies and systems, including the
Internet.”
Similarly, this project is in accordance with Magna Carta for Disabled Persons - Sec.
2. Declaration of Policy — The grant of the rights and privileges for disabled persons
shall be guided by the principle: (a) Disabled persons are part of Philippine society,
thus the State shall give full support to the improvement of the total well-being of
disabled persons and their integration into the mainstream of society. Toward this
end, the State shall adopt policies ensuring the rehabilitation, self-development, and
self-reliance of disabled persons. It shall develop their skills and potentials to enable
them to compete favorably for available opportunities.
Likewise, this is aligned with the Philippine Youth Development Plan on Education
Strategy 1 which is to “Increase and improve youth participation in education -
Information Technology Training Program.”
Project objectives1 To promote access for persons with disabilities to new information and
communications technologies and systems, including the Internet.
