PEPA collaborates with the DENR to conserve forests, manage coastal and marine habitats,
and promote ecotourism. The PO, which has 320 members, was founded in 1993 as part of the
DENR's Coastal Environment Program. On Palaui Island, Sta. Maria, there is a community-based
sustainable tourism organization called PEPA. Since then, CEZA has assisted the group in a variety
of ways, including capacity building, formal organization, livelihood trainings, re-organization into
sub-groups, and more. In addition to serving as the mother organization for seven sub-groups,
including the PEPA Weavers Association, Palaui Island Tour Guides, Palaui Island Women's
Catering, Palaui Island Reef Rangers, Palaui Island SPA, Palaui Island Honey Hunters Marketing
Cooperative, and Palaui Island Home-Stay, PEPA has evolved from merely being the guardians of
The ATF 2023 honored outstanding tourism businesses and destinations in the region that
have complied with the transnational association’s tourism norms. The award was entered by
Tourism Secretary Christina Garcia Frasco and Director Virgilio M. Maguigad of the Office of Tourism
norms and Regulation (OTSR) in behalf of the association. The award recognizes associations in
the region that support sustainable livelihoods, protection of socio-artistic traditions and natural and
artistic heritage. The said award recognizes PEPA to have passed the norms set by ASEAN for
community- grounded tourism, which include norms for community power, for donation to social
well- being, for conserving and perfecting the terrain, for encouraging commerce between the
original community and guests, for quality escarpment and guiding services, for icing quality food
and libation services, for icing quality lodgment, and for icing the performance of community-
