CLOUGH CREEK PLATFORM REFURBISHMENT
The overall project organisation will be a single, fully integrated Project Team detailed from
the resources of CONTRACTOR.
Engineering Office (EO) will be located at our head office located at No.5 KELECHI
STREET OFF PRIME, RIVERS STATE. Detailed Design shall be undertaken by our in-
house engineering team headed by the Engineering Manager at our Office in Port Harcourt,
Rivers State Nigeria.
The Construction Phase of the project will be controlled from the operating centers, in Port
Harcourt.
Interfaces with NAOC will be controlled by Project Procedures developed specifically for
this project, which will delineate such interfaces and specify which output documentation is
to be transmitted
to whom,
when, and
in which way such documentation is to be prepared.
Interfaces between different Teams within the Project Team and interfaces directly between
the Project Team and its vendors, fabricators and Subcontractors will be controlled using
CONTRACTOR’s standard procedures or Project Procedures developed based on such
standard procedures.
The Project Manager will be assigned at the start of the project in their respective home
offices to directly supervise the establishment of the Project Team and ensure that corporate
resources are smoothly mobilized to facilitate a rapid set up of the Construction Site
Locations (CSL).
The Project Manager will be experienced and senior member of the corporate management.
He will, thus, be in a position to evaluate project status, consult with the Project Team on the
need for additional resources and ensure that the project has full, unrestricted access to all
corporate resources as needed.
Further, to ensure absolute independence and to provide a channel for corporate oversight of
the quality of project operations, the Quality Manager will be assigned to the Project from
corporate quality management organisation, and he will issue monthly summary reports on

project quality performance to their department managers and will report directly to their
corporate management on the results of QA audits of all Project Operations.
Similarly, the HSE Manager will be assigned to form corporate HSE management
organisation and will issue monthly summary reports on project HSE performance.
SCD & Security manager will work concerning Community Affairs to their department
managers and will report directly to the corporate management on the results of HSE audits
of the current status of Community Affairs.
The Project Team will be headed by a Project Manager, who will be responsible for all
aspects of project execution and who will be the primary channel of communication with
NAOC.
The overall project control will be by the Project Control Manager in the EO until
engineering is substantially complete, after which, the overall responsibility for project
control will be assumed by the Project Control Manager in the CSL, as at that time, the CSL
Organisation will assume the leading role for project management.
Key personnel in the CSL organisation, will be mobilized in Engineering offices, where they
will participate in the initial stages of the project, such as

This joint preparatory work and the early activities will be supervised by the Project
Manager and coordinated by
The Project Quality Manager, reporting directly to the Project Manager, will have total
responsibility for the project quality system. Specifically, the Quality Manager will be fully
responsible for preparing a Project Quality Plan based on CONTRACTOR’s ISO 9001

certified corporate Quality Manual and Standard Work Procedures and incorporating
additional work procedures written for this Project as needed. The Quality Manager will
have the authority to oversee the implementation of Project Quality Plan and to conduct
audits of project operations to ensure that the plan is being implemented properly and is
proving effective
The Project Control Manager will be in charge of project planning and project schedule and
cost control, including progress reporting. The Project Control Manager, in addition to being
in charge of cost and schedule control, will serve as an advisor to the Project Manager,
providing analysis of progress and cost related matters, making recommendations on
corrective actions needed and reporting on the effectiveness of such actions. The Project
Control Manager will also be in charge of Document Control for both, CONTRACTOR and
vendor, documents and will be assisted in this by the Document Controller. The Project
Control Manager will be supported by schedule, cost and document controllers.
The overall project scheduling will be carried out under the responsibility of the Project
Control Manager for the engineering and procurement phases and construction phase. Thus,
overall responsibility for project control will initially rest with the EO Organisation, and
when the engineering is substantially complete, the overall responsibility for project control
will pass to the CSL Organisation.
The EO and CSL Project Control Teams will monitor, control and report the status of their
respective project activities, and their Progress Reports will be consolidated into the Overall
Project Report by the Project Control Manager with overall responsibility at the time.
Further, each control Team will promptly report to the Project Control Manager with overall
responsibility all current or forecast, significant delays and the identification of the parties
responsible to take corrective actions. The Project Control Manager with overall
responsibility will then immediately inform the Project Manager and the Construction
Manager of the problem and coordinate the efforts of the EO and CSL Organisations for the
resolution of that particular issue.
1.1.6 Engineering
Under the control of the Engineering Manager, Project Engineers will be responsible for
planning and mobilizing engineering resources and directing the day-to-day operations of the
Engineering Team in the EO and the CSL. They will also be in charge of monitoring and
controlling the engineering schedule and the engineering man-hour expenditures. The

Project Engineers will also arrange and coordinate the various design and model reviews and
ensure that comments are incorporated into the design
As their duties in the EO are completed, key discipline engineers will be transferred to the
CSL to join the Field Engineering Team, thereby ensuring continuity in design. As soon as
the EO engineering is substantially complete, the Engineering Manager will be transferred to
the CSL to assume the position of Field Engineering Manager.
During the Construction Phase, the Field Engineering Team will be in charge of supporting
construction by interpreting drawings and providing engineering support for field changes.
Changes in, or correction of, the designs that can be handled at site will be performed and
issued by the Field Engineering Team with approval from Engineering Manager.
In the CSL, for changes or corrections requiring the intervention of the Design Disciplines in
the EO, the Engineering Manager will coordinate such changes with the EO Engineering
Team and will supervise the implementation of such changes and corrections.
The Field Engineering Team, with the support of CONTRACTOR’s local engineering
consultant, will liaise with the Government and Local Authorities for design matters and
direct the work of the Consultant, which will directly handle the preparation and submission
of requests for permits and approvals from government authorities.
The Field Engineering Team will be responsible for checking the submission packages
prepared by the design disciplines for completeness and correctness, for the timing of
submissions, for determining to which authorities they shall be submitted and for expediting
and following up as necessary to obtain such approvals.
1.1.7 Procurement
The Lead Procurement Engineer will plan and coordinate the activities of the Project
Procurement Team in the Port Harcourt Office, including issuing requests for quotation and
purchase orders, expediting, and material tracking and control, and logistics.

The Quality Manager will have full responsibility for QC during fabrication of all permanent
materials and equipment to be installed in the plant, prior to delivery to the Site. He will
review requisitions, purchase orders and submitted vendor QC plans to ensure that all project
QC requirements have been incorporated. He will participate in vendor pre-award and kick-
off meetings to ensure that project QC requirements are understood by the vendors. For
critical equipment, he will conduct pre-inspection meetings to ensure that all preparations
have been made and that all necessary inspection equipment and supporting documentation
will be available during the inspection. He will issue inspection schedules to NAOC and
NAOC-nominated third-party inspection agencies and coordinate their attendance at
inspections. QC services for inspection will be provided by the Project QC Team mobilized
in the Home Office and supported by CONTRACTOR’s worldwide network of QC
supporting offices and inspection agencies. These services will be coordinated by the QC
Coordinator assigned in the Project QC Team.
The Quality Manager will also be responsible for directing the QC activities in the on-shore
fabrication yards, including reviewing fabricator QC plans and procedures, QC
organisations, QC inspectors and test and inspections plans and procedures.
1.1.9 Construction
Services for detailed planning and constructability studies will be provided by the
Construction Team mobilized in the EO and led by the Construction Manager, who will later
be transferred to the CSL. The members of this Team, who will have participated in the
planning and studies for this Project, both during proposal preparation and during the early
stages of the Project, will be transferred to the Site in stages as their services are required
there.
The Construction Manager will be mobilized in the EO at the start of the Project to prepare
the detailed construction plans and procedures, finalize subcontracting plans and award all
construction subcontracts. He will also visit the EO to provide constructability input to
design and procurement to ensure that experience gained from past projects is incorporated
into the design and to ensure that construction required dates are set and agreed by

procurement for delivery of materials and equipment, and by engineering for issue of for-
construction drawings.
The Construction Team will work together with the EO Engineering, Procurement and
Commissioning Teams in order to ensure that the detailed construction planning and erection
sequences are compatible with the engineering, procurement and commissioning plans.
Further, this Team will be responsible for reviewing the level of engineering detail on
drawings to eliminate construction questions and problems and to ensure that the level of
detail shown is sufficient for construction and for ensuring that design concepts enhancing
construction productivity are incorporated in the engineering.
1.1.9.3 Subcontracting
The Logistics Manager will be responsible for logistics and material control at the CSL.
Under him, a Transportation Coordinator will be responsible for arranging local
transportation of equipment and materials from the Port Harcourt Main office or Storage
Location to the site and for ensuring that customs clearance documentation is received
correctly and on time and for supervising the local freight forwarder to ensure clearance of
all cargo through customs and delivery to the Site as expeditiously as possible. Logistics and
Material Control Manager will also supervise the work of the Local Procurement
Coordinator, who will coordinate the support of the Project Procurement Team in the EO.
The Quality Manager will be responsible for ensuring that all installed equipment and
materials meet project requirements. He will be in charge of equipment and materials
inspection upon their delivery at the OFZ to ensure that they are as ordered. He will
supervise and witness the inspection activities of the Subcontractors to ensure that
construction and erection meet the project requirements.
1.1.9.6 HSE
The HSE Manager, who will issue regular status and incident reports to the Construction
Manager, will be responsible for administering the site HSE plan in strict conformance with
government, NAOC and CONTRACTOR HSE requirements and for providing feedback to
CONTRACTOR’s corporate management on the HSE performance of the project. He will
be responsible for ensuring that Subcontractors have adequate HSE plans of their own that

meet the same requirements and ensuring that they conduct their activities in strict
conformance with such requirements.
An integrated project Team headed by a Project Manager will be established for the Project.
The Project Team will be an independent organisation to complete this project in accordance
with the project execution plan. The major job descriptions of the management and key
personnel for the task force are described below:
The Project Manager will have overall responsibility for the management of the project. His
primary responsibility will be the control of the Project’s safety, quality, schedule and cost
and he will maintain the pace and direction of the work through all phases of the Project. He
will be responsible for establishing and maintaining an effective relationship and liaison with
NAOC representatives. The Project Manager will present regular progress reports to NAOC
in accordance with the approved coordination procedures, highlighting any adverse trends
with the proposed countermeasures to rectify the situation.
The Project Manager will be located in the EO until completion of major engineering
activities, and after that be located in the CSL.
Communicate with the Engineering Manager and Lead Procurement Engineer for
inspection coordination

He will initially be stationed in EO. After the detailed design has been completed the role of
Engineering Manager will be transferred to CSL as Field Engineering Manager.
He will initially be located at EO for the preparation and planning of the commissioning plan
and then transferred to CSL for the implementation.
This project is very similar to many of major projects that CONTRACTOR has completed
during the past several years. Therefore, most of CONTRACTOR’s staff have had direct,
applicable experience on projects similar to this one. This may be verified by a review of the
CVs provided in this section for the key personnel nominated for this project.
CONTRACTOR will use a suitable screening method in the recruitment of labor to ensure

good health, technical ability and a positive attitude towards the work conditions and the
climate. CONTRACTOR will ensure that an adequate training scheme is established.
Prior to introducing labor to the work site, orientation meetings will be held to
familiarize the workers with the basic rules, regulations, safety and other requirements
related to the job
Workers will report to their work site foreman. The day’s work instructions will be given
and controlled by the foremen. Working environmental matters and conditions will be
controlled by the relevant Subcontractor’s labor administration.
