1.0

1.0 DOCUMENT SCOPE & PURPOSE


The purpose of this document is to describe the quality assurance (QA) activities
required for project summarized above. This document identifies project organization
chart, project procedures, submittals and documentation, and means for assessment of
quality by way of inspection plan for the entire work related to the aforementioned
project.

2.0 REFERENCE
The following documents shall form an integral part of this document:
 EIL Document No. 145-55-43-T-067 Rev. 0 - Scope of Work & Supply
 EIL Specification No. 6-82-6100 – Rev. 1 - Standard Quality Assurance Plan -
Construction Division

3.0 PROJECT ORGANIZATION


The proposed organization chart for the execution of this project is attached as
Document Annexure-A. This project organization is divided into two main groups
consisting of the project team and the field team. The project team shall consist mainly
of management and will be on-site during the Boundary Wall construction periodically to
monitor progress, attend meetings, dispute resolutions, and as needed to ensure that
the work is implemented in accordance with the Construction Drawings, Technical
Specifications, and Work Plan. The field team shall consist of the key personnel on-site
during the execution of the project.

The responsibilities and reporting requirements for each project team member are
described in the following sections.

3.1 PROJECT TEAM (HO)

Administration & Management


Administration & Management shall bear the primary responsibility for the project
construction. The Administration & Management shall ensure adequate resources are
allocated for the implementation of the project.

Project- In- Charge


The Project- In- Charge shall report to the Administration & Management and keep him
informed for the project activities from an upper-level management perspective. The
Project- In- Charge shall direct and coordinate the activities of the planning manager
and Residential Construction Manager.

3.2 FIELD TEAM


RESIDENT CONSTRUCTION MANAGER or SITE IN-CHARGE
The Project Manager and Site In-Charges shall represent the SCSE Field Team and will
be responsible for implementing the construction activities. The RCM will have overall
responsibility for all construction activities related to the project. The site in-charge will
control the day-to-day construction tasks and will be the point of contact for the field
personnel. The project manager will visit the site periodically to ensure work is
progressing smoothly and will be a substitute for the superintendent, if necessary. The
construction manager and site in-charge will be supported by the site supervisors,
QA/QC engineers, planning engineer and health, safety & environment officer and will
report to the Project In charge.

PLANNING ENGINEER
Planning engineer shall be responsible for providing technical support to the field team.
The planning engineer shall review and prepare technical documents such as Work
Instructions and Activity Inspection plans. The Planning Engineer shall be responsible
for generation of Daily Progress Report and Running Account Bills. In addition the
Planning engineer shall be responsible for compiling quality documents such as
Inspection reports for field activities and material inspection reports. The planning
engineer shall be supported by Discipline/activity supervisors and documentation staff.

HEALTH, SAFETY & ENVIRONMENTAL OFFICER (HSE)


The health and safety officer will support the site supervisors in ensuring that all work
activities are performed in a safe manner and in accordance with the project specific
health and safety plan. Functionally the H&S officer shall report to the Project Manager
and prepare monthly HSE reports of site and submit to site in-charge and suggest
methodology for further improvement of HSE system, if required at site.

CIVIL ENGINEER
Shall be responsible for maintaining all records pertaining to Civil Works. Ensures
proper implementation of this procedure.

QC ENGINEER
Shall be responsible for maintaining over all Quality system and documents of all the
discipline in line with the requirement of Project specification and applicable code of
practice. He will liaison with QC/QA representative of Client to meet day to day
requirement of the Project. QC/QA engineer functionally shall report to site in-charge /
Project Manager.

ACTIVITY SUPERVISORS & TECHNICIANS


Shall be responsible for the day to day functioning of individual activities and generating
inspection reports for respective construction activities. They shall be responsible for
ensuring that work is carried out as per the quality plan and detailed work instructions /
procedures. They shall be responsible for the safety of the crews working under them
and ensuring that safe work practices are followed at site. They shall report to the Site
In-charge.

4.0 QA/QC SUBMITTAL FOR ENGINEERING & CONSTRUCTION


In order to establish control over its Work Processes the RCM / Planning Manager shall
prepare a QA Plan/Matrix based on the specific project scope and requirement. The QA
Plan / Matrix shall comprise of a list of QA / QC Submittals covering the work activities
anticipated to be covered in the scope for the specific project. The QA Plan / Matrix
shall also indicate the relevant code and / or specification in conformance with which
the work shall be carried out, identify lines of responsibility for performing each of the
activities and shall indicate responsibility and frequency of inspection to be performed
for the tasks.

The QA Plan / Matrix in addition to covering procedures for Work activities shall also
cover the following:

 Health Safety & Environment Procedures


 Procurement Control
 Control of Deviation, Waivers & Non conformities

Wherever applicable the QA/QC submittals shall include the following:

 Brief methodology or procedure for carrying out the activity,


 Resources to be utilized,
 Inspection test plan,
 Inspection formats
