PROVINCE/MUNICIPALITY/CITY CALAMITIES AND DISASTERS


Way back in August 2012 when Typhoon Helen struck in San Fernando that heavily affected the
areas of District VI and IX, causing flood and casualties, resulting in 4 injured individuals, one
deceased, along with displaced agricultural crops, damaged fisheries, and infrastructures, with
a combined estimate cost of damage worth 146,522,968 pesos. Years after the massive
typhoon, Typhoon Egay followed in July 2015, causing damage to agricultural crops, public
properties, and damaged fisheries. The said typhoon occasioned a combined cost of damage
estimate worth 1,937,950 pesos.
Three years after, a southwest monsoon – Habagat – struck in the following districts; III, IV, VI,
VIII, XI, X, and XII, resulting in damaged infrastructures and agricultural crop worth more than 7
million. It was followed by Typhoon Ompong in late September 2018, affecting areas of districts
I, III, IV, VII, VIII, IX, XI and XII. It caused heavy rains and landslides, disrupting the livestock
and agricultural crops, even damaging infrastructures with over 6 million worth of damages.
In the year 2020, A lightning strike incident in October had caused casualties to 4 individuals;
three dead and one injured as they were swimming at sea amidst a storm surge. Recently,
typhoon Ulysses, which was considered to be a super typhoon, hit the municipality of San
Fernando, La Union that resulted in damages to infrastructures and agricultural crops, having an
estimated cost of damage worth 326,000,000. The table below shows the incidents that had
affected the City in the past decade.

7. DISASTER RISK ASSESSMENT
The following districts; District II, III, V, VII, IX, and X are flood-prone area due to its geological
and geographical state, which are situated near creeks and rivers. As depicted in Map, District
III, V, VII and IX are observed to be labeled as Medium Hazard, with the height ranging from 0.5
meter to 1.5 meters. Although Districts II and X are unlabeled by the 2016 flood susceptibility
report, recent observations proved that the mentioned districts are now susceptible.
The Landslide Susceptibility for San Fernando, La Union is labeled into two. According to Map
B, Districts II, III and VI have low susceptibility to landslides while the remaining districts; I, XIII,
XI, and XII have high susceptibility.
As for Districts IV and V, since the two districts are near the shorelines, these are considered
tsunami-prone areas as indicated by Map C.
