CAMPERS AND SAI COACHES

Sealed tenders are invited by Sports Authority of India, NSRC, Lucknow from the manufacturers
/authorized dealers in sports kit items seperately for national campers consisting of Track Suits, Warm up
shoes, T-shirts, Shorts/skirts, Socks etc of reputed brands like Reebok, Puma, Adidas, Nike etc having
minimum annual turnover of Rs. 1.00 Crore (Rupees one crore only) from Sports kit/apparel including
exports as per audited accounts for the last two financial years.

Sports kit for coaches may be of any brand of good quality.

Bidders may quote separately for both national campers and SAI coaches or only for one category.

tender box at the above address. Supplies are to be made at SAI, NSRC, Sarojini Nagar, Kanpur Road,
Lucknow. SAI reserves right to accept or reject any tender at any stage without assigning any reason
whatsoever.

TENDER FOR SUPPLY OF SPORTS KIT TO NATIONAL CAMPERS AND SAI COACHES

The tender cost of Rs 1000/- (Rupees one thousand only) (in case of downloading from
website) in the form of demand draft only, favouring SAI, NSRC, Lucknow, to be deposited along
with EMD amount Rs 1,00,000/- (Rupees one lakh only). In case, the amount of EMD and
tender cost deposited by cheque, the tender of such bidders will be rejected.

Last date of receipt of tender 12.01.2015 upto 03.30 P.M. Date and time for opening
of tender is 12.01.2015 at 4.00 P.M. at SAI, Netaji Subhash Regional Centre, Sarojini Nagar,
Kanpur Road, Lucknow.

Sports Authority of India invites sealed tender from suppliers of sports kit items such as
Track suits, shoes (warm up shoes), T. Shirts (separately for Men & Women), shorts / skirts
(M&W), and socks of reputed brands like Reebok, Puma, Adidas, Nike etc for supply as per detailed
at Annexure I to this tender form. Sports kit for coaches may be of any brand of good quality.
Kit bag can be of any brand of good quality. The sports kit quoted should be of the best quality and
one free sample be submitted along with the technical bid of tender documents.

11. The bidders are required to declare the list of pending court cases / disputes /
claims with arbitration court / consumer forum etc. in the court of law and also give
any specific decisions/directions given by the Hon’ble court. In case any
information provided is found to be false, incomplete the bid is liable to be rejected /
terminated any time. This declaration to be given on a stamp paper of Rs 50/-.

supply order.

TERMS AND CONDITIONS FOR SUPPLY OF SPORTS KIT TO NATIONAL CAMPERS

and/or SAI COACHES

1. The word “Tender for supply of sports kit for National Campers &/or SAI
Coaches” should be superscribed on the top left corner of the envelope bearing the name
& address of the bidder/tenderer. The sealed tender should contain following three
separately sealed envelopes:-

Envelope „A‟: EMD amount of Rs.1,00,000/- (Rupees one lakh only) in the form of
Bank Demand Draft favouring SAI, NSRC, Lucknow payable at Lucknow
be submitted in Envelope „A‟ as per Annexure-IV. Tenders with
cheque(s) will not be accepted and summarily rejected.

Envelope „B‟ Tender document, complete in all respects duly signed by the tenderer,
along with the all supporting documents and list of samples of each
quoted item of sports kit having name of tenderer/brand/article no. as
per proforma at Annexure II be submitted in Envelope „B‟.

Envelope „C‟ Rates be quoted (Financial Bid) as per proforma at

Annexure - III and be submitted in Envelope „C‟.

2. The tender shall be deposited in one big envelope, containing 03 separately sealed
envelopes i.e. A, B & C, as above, in the tender box placed in the office of SAI, NSRC,
Sarojini Nagar, Kanpur Road, Lucknow on or before 12.01.2015 upto 3.30 P.M.

3. Tender for sports kit for national campers and SAI coaches should be submitted
separately.

4. The rates / commercial / technical offer/bid will remain valid for 90 days from the
date of opening of financial bid.
5. All bidders are required to submit samples in a sealed bag / box which will be
opened and counted in front of bidders present along with technical bid. T-Shirt sample
for men & women should be separately given and same should be indicated on the
sample.

6. The bidders are required to submit one free sample of all quoted kit items. Proforma
of Challan for submission of kit samples is at Annexure-II.

7. Bids submitted without cost of tender, EMD, samples of quoted items, conditional or
incomplete bids will be rejected.

8. All sports kit items must have SAI Logo at left side of upper front duly screen printed
or embroidered in visible/contrast colours.

9. Bidders are required to quote for only one complete set [consisting of one Track Suit
(upper & lower), two T-Shirts (separately for men & women), two shorts/skirts, one pair
warm up shoe, two pairs of socks and one kit bag [size: minimum- 22”L X 10”W X 10”H] of
their best brand within the estimated cost of Rs 10,000/-(inclusive of all applicable taxes)
per complete kit/set.

10. The tentative/approximate requirement & technical specifications of sports kit items
to be quoted(separately for national campers and SAI coaches) and supplied (if approved
for supply) is at Annexure-IA & IB.

11. Information / facts submitted by the bidder/tenderer, if found to be

false/incomplete, misleading etc., SAI reserves the right to reject the tender and kit items
for the current as well as future rate contract or may impose penalty as deemed fit. Non
compliance of any of the terms & conditions of the tender will also warrant above
penalties.

12. Rates quoted should be inclusive of all applicable taxes/vat etc.

13. EMD of the unsuccessful bidder will be refunded after finalization of the Tender.

14. Interest free performance security deposit equivalent to 5% of the total estimated
value of the contract or Rs.1,00,000/- (Rupees one lakh only), whichever is higher to be
deposited by the successful bidder, within seven days of award of supply order. Security
deposit will be refunded within 60 days on completion of all contractual obligations, if no
complaints are received during the period of warranty.

15. Complaint, if any, with regard to quality of sports kit items supplied by the
bidder/tenderer/supplier, as against the approved sample, the expenditure incurred for
getting the supplies tested, will be borne by the supplier/bidder. Same could also be
deducted from pending bills of supplier.

16. Material indented for, shall be supplied in full quantity within 20 days from the date
of receipt of supply order.

17. Subject to the provision of Force Majeure, if the supplier fails to deliver any or all of
the Sports kit items within the time frame incorporated in the tender, SAI shall, without
prejudice to other rights and remedies available under the tender, deduct from the EMD
/security deposit/ pending bills as penalty, a sum equivalent to 0.5% of the bill amount
per each week of delay or part thereof on delayed supply of sports kit items until actual
delivery subject to a maximum of 10% of the value of supply order.

18. The SAI, NSRC, Lucknow will have the right to reject any or all the bids at any stage
without assigning any reason.

19. SAI shall have right to terminate/cancel contract in whole or in part, if supplies are
found not as per approved sample or not within stipulated time.

20. SAI shall have right to forfeit security deposit, in case of breach of contract or in
fulfilling the terms and conditions of the contract.

21. Decision of Centre Incharge, SAI, NSRC, Lucknow, will be final and binding in case
of any dispute or ambiguity with regard to the tender.

22. The technical bid of the bidders will be opened first and the financial bids of only
of those bidders, whose Technical bids and samples are accepted/ approved by the
competent authority, will be opened.

23. The warranty period of the sports kit items supplied should be for a minimum of six
months with effect from the date of supply.

24. The supply orders would be placed on the successful bidder as per requirement on
piece meal basis or for a whole quantity.

25. In case bidder failing to supply ordered items within given time and place, SAI shall
have right to procure same from the L-2 quoted firm or market and the differences in price
will be recovered from L-1 supplier.

26. All bidders will submit samples as at Annexure - II.

27. Rates quoted should remain valid for 12 months. Same can be considered for
further extension on mutual consent. No escalation in price on any account will be
acceptable during contractual period.

28. SAI taking into account, the past adverse performance of party, if any, reserves the
right to reject any tender.

29. In case of any dispute with regard to the tender, the decision of SAI, NSRC, Lucknow
will be final and binding.

30. In case of litigation, the courts at Lucknow only will have jurisdiction for deciding
case according to Indian laws in force.

31. It must be noted that this is just an enquiry and does not amount to any
commitment on part of SAI, NSRC, Lucknow to order any or all products offered.

32. These are only proposed draft terms and conditions and can be modified, changed or
added to at the time of finally concluding and signing the agreement.

33. The bidder should sign each page of the Tender Enquiry as token of accepting the
terms and conditions mentioned therein.

34. In case the supplier/bidder is ever found to have committed any fraud against SAI or
indulged in any other malpractice causing any financial losses to SAI. SAI, NSRC,
Lucknow will be legally competent to cancel the contract of supply and also take any other
action as deemed fit including imposing penalty.

35. The contract can be terminated by either party to the contract by giving minimum of
two months notice.
