accelerated greatly in recent years with the rapid expansion of higher education
systems. East Asia, particularly, has developed the largest international student
market. Here, while the flow of students and academics is still tending outward (i.e.,
outbound), the number of universities and higher education system that attract
international academics and students is rapidly increasing.
To promote cross-border exchanges and alliances in the Asian region, it is
particularly important to examine the issue of quality assurance in the framework
of university exchanges. Consideration should also be given to the diversity of
Asian universities and education systems and to the possibility that university
exchanges can contribute to even broader forms of cooperation among Asian
countries. Moreover, the private sector in higher education in countries of different
regions has been expanding dramatically. Considering the highly diversified quality
across and within higher education systems in East Asia, this region must take
particularly dynamic and diversified approaches to reforming and restructuring
higher education systems and university organizations.
Taking these issues into consideration, contributors to the present volume focus
on the mobility of academics, students, and others across institutional and national
borders in East Asia in relation to national policy visions. This mobility raises
questions such as to whether higher education should be considered a public good
for each single state or for the international/regional community as a whole. In the
context of more permeable borders, there are questions regarding the responsibility
of different stakeholders for assuring quality in higher education. Moreover, there
are both positive and negative impacts of stakeholder mobility among higher
education institutions and labor markets at national, subregional, regional, and
global levels. The authors respond to these questions by looking at case studies of
Asian countries and discussing the roles universities are expected to play to
facilitate the mobility of stakeholders and ideas across national borders.
The emerging, increasingly regional nature of global internationalization points
to the existence of a new public role for East Asian higher education. In East and
Southeast Asia, the rapidly changing global economy is recognized as a fundamen-
tal driver of change in international relationships both among East and Southeast
Asian countries and with other countries in the world. In a globalized knowledge-
based society, higher education is a core component of such far-reaching changes.
Examining changing trends in national policies and institutional behaviors in a
global context, the authors clarify the issues facing higher education in its public
roles. Considering the increasing autonomous capacities of higher education sys-
tems in Asia and others, the establishment of a platform for assuring mutual
dialogue which allows for multiple initiatives appears to be a key solution. By
providing realistic views on current conditions and the characteristics of “region-
alization,” “collaboration,” and “harmonization” among East Asian higher educa-
tion systems, the authors identify possibilities and challenges for such new
initiatives in the region, suggesting what governments and universities can and
should do from now.
Higher education institutions and the government must meet highly differenti-
ated needs in their global, national, and local settings. Achieving accountability for

Kiyong BYUN earned a Ph.D. in Educational Policy & Management from Univer-
sity of Oregon (Eugene) in the USA. His scholarly interest is higher education
policy, in particular, higher education governance, internationalization and the
globalization of higher education. He has published a number of reviewed original
papers in the area of higher education policy. Currently, he is an associate professor
at the Department of Education (Korea University) and also serves as Director of
Higher Education Policy Research Institute at Korea University.
William K. CUMMINGS, Ph.D. is Professor of International Education and
International Affairs at George Washington University. Dr. Cummings has been
involved in development work for over 25 years, including long-term residence in
Ethiopia, India, Indonesia, Japan, and Singapore, and short-term consultancies in
over 15 countries in Asia, the Middle-East, Africa, Latin America, and Eastern
Europe. Included in this work is experience in developing higher education pro-
grams and monitoring their progress for OECD, the World Bank, USAID, and the
Ford Foundation. He has authored or edited over 100 articles and 25 books or
monographs on education and development including The Institutions of Education
published by Symposium books in 2004 and Crossing Borders in East Asian Higher
Education published by Springer in 2010. Dr. Cummings is past president of the
Comparative and International Education Society. Currently he is the international
coordinator for The Changing Academic Profession Project, a survey of academics
in 23 nations around the world; additionally he is co-editor of the Springer book
series on The Changing Academy.
Yasushi HIROSATO is Professor at Faculty of Global Studies, Sophia University,
Japan. He was Professor at the Graduate School of International Development,
Nagoya University, Japan and Principal Education Specialist at the Asian Devel-
opment Bank. His research interests include the political economy of education
reform and capacity development, and higher education development and cooper-
ation in Southeast Asia. He obtained his M.A. from Sophia University, Japan and
his Ph.D. from University of Pittsburgh, USA. His major publication includes
Hirosato, Y. & Kitamura, Y. (Eds.). (2009). The Political Economy of Educational

citizenship and belonging. Her writings on student mobility include the monograph

Simon MARGINSON, Ph.D. is Professor of International Higher Education at the
Institute of Education at the University of London, UK, where he began work in
October 2013. Prior to his current position, he was Professor of Higher Education at
the University of Melbourne in Australia (2006–2013) and Professor Education at
Monash University in Australia (2000–2006). He is one of the two Editors-in-Chief
of the world academic journal Higher Education and the author of numerous books,
articles and policy reports on higher education, globalisation and comparative and
international education. Much of his recent research has focused on higher educa-
tion and research in East Asia. His doctoral study at the University of Melbourne
was on ‘Markets in Education’ (1997). Simon is a member of the advisory boards of
the Shanghai Academic Ranking of World Universities, and the Times Higher
Education, has won four international scholarly publication awards against all
comers, and was chosen as the 2014 Clark Kerr lecturer on higher education by
the University of California.
Arthur MEERMAN, Ph.D. has been working with Japanese learners of English in
a wide variety of settings and capacities since arriving to Japan from Canada in
1994. He holds a B.A. and Dip.Ed. from McGill University, an M.Ed. from Simon
Fraser University and a Ph.D. from Hiroshima University. His research has focused
on administrative leadership in education, the administration of English language
education at Japanese public junior and senior high schools, and higher education in
East Asia. He is also engaged in research into various psycholinguistic aspects of
second language acquisition. He is currently Associate Professor at the Department
of Intercultural Studies, Faculty of Literature, Kurume University, Japan.
Hiroshi OTA, Ph.D. is Professor of the Center for Global Education at
Hitotsubashi University, Tokyo, where he is also Director of the Hitotsubashi
University Global Education Program. Prior to his current position, he worked for
the Office for the Promotion of International Relations and the School of Commerce
and Management at Hitotsubashi University. He also served as Research Advisor at
the Japan Society for the Promotion of Science. His research primarily focuses on
higher education policies and practices related to internationalization and interna-
tional student mobility. From the State University of New York at Buffalo, Ota
received his Ed.M. and Ph.D. in Social Foundations of Education.
Kazuo TSUTSUMI, D.Sc. is Professor Emeritus at Toyohashi University of
Technology in Japan and Docteur Honoris Causa at Université de Haute-Alsace
in France. He served as distinguished expert in international cooperation, especially
in engineering education development. His research specialty is in interface

science. He served as a chief advisor of JICA AUN Seed-Net project for 8 years in
order to enhance its cooperation among ASEAN countries and attained its objec-
tives. He received the 4th JICA President Commendation in 2007 and Japanese
Foreign Minister’s Commendations for FY 2011(Individuals) with his contribu-
tions in international cooperation activities worldwide.
Sangheon UM earned a Ph.D. in Educational Policy & Evaluation from University
of Pittsburgh in the USA. His scholarly interest is decision-making processes in
education policy. He has much experience in the government sector in Korea as
government official and a few international experiences in UNESCO and others.
Currently, he is a professor at the Graduate School of Education, Dankook Univer-
sity, Korea.
Naoki UMEMIYA, Ph.D. is JICA expert on university administrative management
at the Malaysia-Japan International Institute of Technology (MJIIT), Universiti
Teknologi Malaysia. Dr. Umemiya specializes in basic and higher education,
especially school-based management, quality assurance, and inter-university
exchanges and cooperation. Prior to his current assignment, he worked for Techni-
cal and Higher Education Division of JICA HQs in Tokyo from 2009 to 2013. From
2005 to 2009, he was stationed in Bangkok and served for the ASEAN University
Network/Southeast Asian Engineering Education Development Network
(AUN/SEED-Net). He holds an M.Ed. from Harvard Graduate School of Education
and a Ph.D. from Tokyo Institute of Technology.
Anthony WELCH, Ph.D. specializes in national and international policy and
practice, principally in education, and cross-cultural analysis and research. He has
been Visiting Professor at universities and think tanks in the USA, UK, France,
Japan, China and Germany. Extensive international contacts with organizations
such as the OECD, UNDP, UNESCO, World Bank, ADB, CEDEFOP (Europe),
BIBB (Germany), IREDU (France), the Fulbright Commission, and the Carnegie
Foundation for the Advancement of Teaching (CFAT), has allowed him to con-
tribute to major projects and reforms in various parts of the world. He has consulted
to governments in Australia, Japan, Vietnam, Korea, Afghanistan, and Europe, to
foundations in the USA, and to international agencies, principally in the area of
higher education reform. Among other projects, he was part of an international team
engaged on a major 14-nation study of the academic profession (published in 1996
as The Academic Profession. Portraits from Fourteen Countries). He was a Ful-
bright New Century Scholar for 2007–8, in a year devoted to higher education
research.
Supachai YAVAPRABHAS was previously a Director of SEAMEO Regional
Institute of Higher Education Development (RIHED)(2006–2010), an Executive
Director of ASEAN University Network (AUN) from 1997–2005 and a former
Vice-President for International Affairs, Chulalongkorn University, Thailand. His
research interest has focused on public sector reform, especially in higher education
sector. His interest in regional higher education development is shown in his latest
