1) Overview: in a Coop game of Fallout, the Survivors will agree upon


which faction they will align with before the game begins. This faction
will be the Friendly faction. The other faction will be the Enemy
faction. All standard rules from the game apply except where noted in
this document.

2) Objective:
The Survivors win if they meet all of the following conditions:
- Acquire the required amount of Agenda Cards,
- Friendly faction reaches the end of the Faction Power Track (FPT)
on the scenario sheet.
The Survivors lose if any of the following conditions happen:
- Any Survivor is killed,
- Enemy faction reaches the end of the FPT,
- Friendly faction reaches the end of FPT before the Survivors have
acquired enough Agenda Cards.*
* It is important to note the timing: before the Friendly faction reaches
the end of the FPT, the Survivors must gather enough Agenda Cards
in order to win the scenario.

Total number of Agenda Cards required to win are based on the
number of Survivors (the number can be adjusted to increase or
decrease the challenge of the scenario):
6 - Solo
7 - Two Survivors
8 - Three Survivors
9 - Four Survivors
Agenda Cards are counted together among the whole group. Each
card is worth 1 point. The card text on the face of the card relating to
additional Agenda points is ignored. There is no hand limit to the
amount of Agenda Cards the Survivor group can acquire.

3) Agenda Deck Setup: the Agenda Deck is composed of 10 cards. To


setup the Agenda Deck, first separate the following cards into three
piles:

 Combine the 6 cards from the middle with the stack of the 4 cards
that indicate the Enemy faction icon on the bottom, either the Shield
or the Star. These 10 cards will be the Agenda Deck for the game.
The remaining 4 cards which show the Friendly faction and any other
agenda cards not shown above will not be used in the game. Shuffle
the Agenda Deck and place them face down nearby. This stack is
used to determine the enemy activation at the end of each round and
is also used to draw any Agenda Cards acquired from a quest
reward.
 Each time the draw pile of the Agenda Deck is empty, reset the
Agenda Deck by reshuffling the discard pile and then moving only the
Enemy faction token one space down on the FPT.

Optional Rules:
4) One Life Rule: any Survivor that is killed causes everyone to lose the
game. The standard respawn rules do not apply.

5) Range Attack Advantage: Survivors and/or enemies who have the


range ability:

will ignore the standard rule of adding an extra hit when the target
does not have a range ability. However, if the target does not have
the range ability and is 1 space away, then the target is not allowed to
apply damage to the range attacker. They can still use card skills and
make re-rolls as normal to defend for example.

6) Tile Placement: initial placement of tiles during scenario setup is


normal. However, as Survivors explore hidden tiles, they may orient
the revealed tiles in any direction which they prefer.

7) Faction Roleplay: Quest cards should be resolved which best fits the
Friendly faction. For example, if the Survivors are aligned with the
Railroad (Star Faction):
Card 014: Survivors should head to Diamond City to resolve this
quest. Even if a Survivor kills a (Human) while this quest is open, as
long as the Survivor does not state they are “killing a suspected
synth”, then the Institute (Shield) choice is not resolved.
Card 137: Survivors should head to Pendleton Estate to resolve this
quest. Even if a Survivor kills a (Robot) while this quest is open, as
long as the Survivor does not state they are “searching for a
transceiver”, then the Institute choice is not resolved.

8) Survivor Assistance: for every additional Survivor in the same space


as the active Survivor during a test or fight, the acting Survivor
receives an additional bonus re-roll from their passive assistance.

9) Cap for Defeating Enemy: A Survivor gains 1 cap for each enemy
they defeat in combat.
