We appreciate you reaching out to us with your concerns about our I-95 Section CSP project
Planning Process. We first would like to say that based on all the recently voiced concerns, we are
extending the Virtual Meeting Room Survey by two weeks until October 20th. Also as a reminder,
the Virtual Meeting Room will remain open after the Survey closing date of October 20, 2023, so all
can continue to review our concepts further or post additional comments in the general comment or
survey section. Your comments concerning the impacts to the ballfields are important feedback. We
appreciate and strongly encourage public feedback through the Public Meeting Room. This provides
us with the formal documentation for our next steps in the planning process. This project Planning
Study is just the first step in determining how I-95 could be reconstructed through this section of
Philadelphia. Your and other feedback received during this study survey and planning process will be
used to refine these concepts as the project moves towards preliminary design over the next 2-4
years. During this time, we will have design teams looking at each interchange area (Penns Landing,
Walt Whitman Bridge, and Broad Street) in more detail with extensive public involvement, including
meetings and surveys planned for all the affected neighborhoods. After preliminary design, there will
still be opportunities to provide input before construction, which is not expected to start for at least
another decade.

Once given the OK, I will send the response to Ms. Ciarrocchi.

Hi Dawn—I’ll confirm tomorrow the email to stakeholders that I have from Doug indeed went out
and reached recipients and the latest email addresses I and others provided.
However, the CSP Pub Mtg room opening page has been revised to extend the comment period to
10/20/23.
As for the future, I have not followed up with CSP team on the mtg discussions had on Friday but
attendees have called and/or emailed me that the mtg went well, as well as other insights as to
moving forward.

we found out yesterday, October 4, 2023 that the SEYA Ballfield is going to be demolished
and the State is going to put another ramp for the WWB.

WE WANT TO KNOW WHERE WE HAVE A VOICE FOR THIS PROJECT AND HOW IT'S GOING
TO AFFECT OUR HOMES, AND NEIGHBORHOOD AND THE DURATION AND REMEDIES THE
STATE IS IMPLEMENTING FOR US WHO LIVE HERE WHILE THIS IS GOING ON.

ALSO, WE HAVE TOLERATED TRAFFIC FROM THE ALL THE STADIUMS FOR SPORTS,

Just FYI…at the 12/18/23 mtg I qualified the March date in the PP by saying weather
permitting do it could even be in April. I guess I’m worried to tell them something different
than I already said. Maybe by telling them the date now again that by your saying something
like it’ll be March at the earliest is saying the same thing. I guess I’m assuming someone’s
bugging you for a date otherwise the update I’m thinking would be better to say we’re still
working on the setting up the community outreach as discussed at the mtg. The logistics of a
meeting like this could be the critical factor deciding the date. Staying tuned. Thx. E

Thanks for following up.
Chuck and I spoke with Lisa quick late this afternoon.
I re-attached the list you received for Lisa’s FYI to coordinate with Doug and us
further.
However, I’m not sure I have the Rep Isaacson list you mentioned and maybe if Doug
(or you?) has it he can attach it and we would all have both lists, or I can look into
getting another copy of Rep I’s list if need be. These lists need to be
filtered/correlated/compiled for our Section CSP project area, and with our list. A
Section CSP project mtg is scheduled for 2/1/24 when this will be discussed. If you’d
like to be invited then please just let us know—it’s 1st of our many agenda items.
At this point, Aecom is cleaning up the Section CSP PP update (ie placing watermark,
adding links slide, and ??) presented at the last Public officials mtg on 12/18/23, so
Doug can send it out to the all the Section CSP Public Officials including Rep
Isaacson’s office (including her aide Samantha Pearson) next week sometime.
Doug/Lisa are also crafting an email to forward this PP and remind them it’s not for
public use but internal use only.
SO—Please let anyone inquiring that we are still planning our community
coordination (Section CSP Sustainable Action Comm) group mtg for sometime in
March 2024 as noted at our 12/18/23 mtg (and in the PP), depending on weather
and available venues too.

Hi Teresa,
Thanks again for getting your team together and meeting with us before the
holiday break about the next steps in the planning process for I-95 in South
Philly. We appreciated that PennDOT was able to share with us the
preliminary analysis of the survey data, and we are happy that PennDOT is
planning a series of community stakeholder discussions for the Spring.
Please let us know when the final analysis of the survey is complete and
ready for public consumption.
One thing we talked about on the call is that PennDOT will be reaching out to
community groups to alert them about the public meetings. To make sure
that all stakeholders are contacted, we said that we could send you a list of
groups that we feel should be informed. I’ve attached that list (with contact
info) here. Note that it only includes groups that operate within the 184th
state legislative district (south of Wharton, east of Broad). I will leave it to the
other electeds to supplement the list if there are groups in their districts that
they want to make sure are contacted.
Thanks again for engaging with us on this plan. We know that this is going to
be a challenging project, and we want to continue to work with you to
ensure that all stakeholders are informed and feel they have had
opportunities to voice their priorities and concerns.

meeting about the future of I-95 in our district and for agreeing to extend
the most recent public comment period two weeks.
Councilmember Squilla asked if it would be possible to schedule another
meeting with the relevant PennDOT officials. He said that he would like to
discuss the maintenance and safety of PennDOT property and future design
plans. Rep. Fiedler and Sen. Saval would also like to attend the meeting. Is
that possible to arrange? If so, could you send dates and times that your
team is available?
Additionally, we are curious if your team has begun to analyze the data
collected during the public comment period, and if there is a timeline for
releasing the results and conclusions?

Yes, there can be a virtual meeting arranged with CM Squilla and Sen. Saval. In order
to ensure the appropriate PennDOT staff are in attendance, it would be helpful to
identify an agenda of locations. Can we work together on putting together a rough list
of locations and setting a date in December for the meeting?
Additionally, we are curious if your team has begun to analyze the data collected during the
public comment period, and if there is a timeline for releasing the results and conclusions?
With the number of respondents and the amount of data provided to the virtual
meeting room, the team is still assessing information. Meanwhile, we expect to
organize in person meetings, but we aren’t able to say when yet. The department
recommends that Another call with officials on the results of the website would be
productive if scheduled after the first of the year. A call before then would largely be a
repeat of the last but could certainly be arranged if requested.
