Respected Sir,

I am J Simhachalam working as Assistant Librarian at CESS Library, CESS, Hyderabad. I am pleased to inform you that I was selected through an oral interview for the present post as Assistant Librarian in Order Ref. No. CESS/25/2007-2008. Initially the appointment was given for three months and later extended for six months. After six months I did not receive any extension letter from the office administration, but without any intimation they converted me as an out-sourced employee from July, 2008. During the period from January 2008 to June 2008 - I received my monthly salary in the mode of cheque(s) from CESS but from July 2008 onwards I have been receiving my monthly salary from FRSD (a private agency) located at Secunderabad.

The selection team comprising of eminent faculty members- (1) Prof.V Ratna Reddy, (2) Prof. Samba Murthy, (3) Prof. Sudhakar Reddy, (4) Prof. Galab, (5) Dr. Padmanabha Rao and (6) Shri M Prakash Rao who specially promised to me that my services will be regularized as soon as the CESS requires the person in the Library. And they also directed me to continue temporarily for the time being.

After that I have represented about my case to the higher authorities Prof. K.L.Krishna, Honarable Chairman, CESS, and Prof. Manoj Panda, Director, CESS in a pleasing manner. They have received my representation but they did not respond me then I represented my issue in

detailed to the attention of higher authorities Sri. SP. Tucker, IAS, Principal Secretary, Planning Department, Shri. C V S K Sharma, IAS, (CM Peshi), Shri.P. Viswarup, Honorable Minister, AP. On behalf of their recommendations the CESS higher authorities Honorable Chairman and Director have promised me that they will regularize my job as per CESS norms and they said that they will give notification for the Assistant Librarian and will give priority to me. Then they have given notification for the Assistant Librarian. And the library recruitment committee has formed by the CESS higher authorities for the conducting interview. A formal notification was issued and I attended the interview on 12th May 2011for the internal members recruitment. Moreover, I have been working in this institute for five years. I have a considerable amount of work experience and qualifications. Moreover, Im the right candidate for the mentioned job. But, discriminating nature of the authority of CESS is clearly shown towards Dalits (SCs) in delaying recruitment results and favoritism for non- Dalits.

I would like to inform you by weeping, I hailed from SC Community and economically very poor. I have many responsibilities and have to take care of my parents and family. And I worried that I am 40 years old crossing my age consideration for any other jobs. I sincerely appeal to you that I am well qualified and my educational qualifications are M.A., M.L.I.Sc and B.Ed. According to the norms of recruitment for an assistant librarian, I am eligible for the above job. Sir, the institution (Centre for Economic and Social Studies) was established in the year 1981. It is noticed that since library establishment, there was/is no SC, ST candidates recruited till now on regular basis. And also they are not maintaining even roster. It clearly shows that the administration is not following our constitutional rules and they are not implementing rules of reservation.

So, I sincerely request you take a proper action and timely interference to get the national justice due to me.
