1. Sibu Sire Woreda Finance office invites the bid for the construction of the Crop Market Center
through National Competitive Bidding (NCB) Procedures.

2. Contractors of category GC-5/BC-4 and above who are financially and technically capable of
furnishing the necessary labor, material, and equipment cost of construction of the Crop Market
Center project by funds obtained from World Bank (FSRP) as described in the table below.

3. A complete set of Bidding Documents prepared in English may be purchased by interested
eligible bidders from the Sibu Sire Woreda Finance Office from 8:30 am up to 5:00 pm, in working
days, and upon payment of a non-refundable fee of Br 600.00 (Six Hundred birr only) starting
from 27 February 2024 G.C. or 19/06/2016 up to 28 March 2024 C.0 or 19/07/2016 E.C.

valid Tax Clearance Certificate and Registration in the supplier's list of Public Procurement and
Property Administration Agency

5. Bid evaluation will be conducted through NCB procedures specified in World Bank procurement
guidelines (qualification and evaluation criteria are included in the bid document).

6. Bidders must present a bid security in CPO or Unconditional Bank Guarantee of 300,000
(Three hundred thousand) birr valid for 90 days starting from the bid opening date. The bid
security must be addressed only to
Sibu Sire Woreda Finance Office.

7. The bidder must submit a cost breakdown of unit rate analysis for each work item that considers
the current market situation of the specific site similar to the specification of unit rate and shall be
wax(glue) sealed envelope with an original financial document.

8. The deadline for bid submission shall be at 4:00 local time on 28 March 2024 C.C. or
19/07/2016 E.C.

a. The original, two copies of the technical document and CPO each shall be placed in separate
envelopes marked as "Original Technical document, Technical Copy1, Technical copy 2 and
CPO"; all envelopes shall be placed in one large outer envelope and wax sealed then marks as
Technical and CPO with full information.
b. The original, two copies of the financial document and cost breakdown analysis each shall be
placed in separate envelopes marked as "Original financial document, financial Copy 1, financial
copy2 and Cost breakdown analysis"; all envelopes shall be placed in one large outer envelope
and wax sealed then marks as Financial and Cost breakdown analysis with full information.
c. Both envelopes (a & b) shall be placed in large outer envelopes and wax sealed. This outer
envelope shall bear the submission address and other information indicated in the bid data
sheet and clearly marked as "to be opened only in the presence of the tender committee”.

9. The bid opening shall take place at 4:30 Local time on the same date of bid closing 28
March 2024 G.C. or 19/07/2016 E.C.

10. Sibu Sire Woreda finance office reserves the right to reject any or all part of the bid.
