INVITATION FOR BID

THE SHAGGAR CITY OF OROMIA NATIONAL REGIONAL STATE, has allocated a budget
towards the Construction of the Gefersa Guje Youth Center at Gefersa Guje Sub City
intends to apply part of the proceeds to eligible payments for the construction works, the
names, location, amount of bid security and including the required arc indicated in the
following table:

The SHAGGAR CITY SPORT AND YOUTH OFFICE in favor of the above-mentioned one
Sub City of Shaggar City now invites registered local contractors of Category BC-4/GC-5
and above only with their professional and trade licenses valid for the bidding period, to
submit scaled bids for providing the necessary labor, material and equipment for the
construction and completion of these Shaggar City sport and youth Office Construction
Projects.

a) The bidders shall have a certificate of competency from the Ministry of Construction
Works and Urban Development, Oromia construction authority with Category BC-4/GC-5

and above only renewed for the 2016 E.C. budget year and other appropriate
documentary evidence demonstrating the bidder's compliance which shall include: -

i. Renewed Commercial Registration Certificate for bidding period

ii. Its trading license renewed for the bidding period;
iii. Its tax clearance certificate valid (renewed) at least at bid submission date that
permits the bidder to participate in any public tender, TIN, and VAT registration
certificates
iv. Renewed registration as a supplier in the list of the mandated public body, i.e. Federal
Public Procurement and Property Administration Agency.

2. Bidding will be conducted through the National Competitive 'Bidding (NCB) procedures
and is open to all eligible bidders as specified and defined in the Bidding Document.

3. Bidder (Contractor) shall be purchase and return only one bid document (a contractor
cannot participate in more than one project).

4. Bid document can be purchased from Shaggar city finance office at working time with
no refundable fee of ETB 1,500.00 (One Thousand Five Hundred) to Sinke Bank Acc.
No 1054438931216 Shaggar Municipality Office and starting from the date of this notice
up to 21(twenty one) working days.

5. Evaluation is to be carried out in two stages, Technical first & Financial Bids of
qualified bidders next.

6. The deadline of the Bid submission shall be on or before 4:00 local time of 1/8/16
E.C and bids will be opened on 1/8/2016 E. C at 4:30 Local Time in Shaggar City
finance Office.

7. Financial-proposals-of-the qualified-bidders-will-be opened on the date and time that is

to be declared by the Office bid indorsing committee.

8. Any Contractor who has a termination history with the bureau, Cities, zonal offices,
and other regional sectors and with bad performance (proved) in their past contractual
period, the Client has full right to reject those contractors during technical evaluation

9. Shaggar City Municipality Office reserves the right to reject this bid partially or fully.

10. All bids must be accompanied by a bid security in CPO or Unconditional Bank
guarantee ETB 300,000 (Three Hundred Thousand Birr) valid for 118 days after the
date of bid opening.

11. Bid Security that shall be submitted in form of Unconditional Bank Guarantee and
Signed by two Signatories of accountant and manager of banks and must besealed.

12. The bid security must be addressed to Shaggar City Finance Office with specific
project name.

13. Bidder with lowest bid price after arithmetic check shall be recognized for award; but
only one contract award recognized in case of lowest bid price at this projects by one
contractor at a time.

N.B;-The bidder should have to know the idea that, design and specification will be
partially change and any addition and omission will be occurred after done by theawarded
bidder.
