INTERNATIONAL STUDENTS DISCLOSURE TEXT

Bu disclosure text, has been prepared within the scope of Article 10 of the Personal Data Protection
Law No. 6698 (“Law” or “KVKK”) and “Communiqué on the Procedures and Principles to be
Followed in Fulfilling the Disclosure Obligation” by the Presidency for Turks Abroad and Related
Communities (“Institution”) in the capacity of data controller.

To Whom it May Concern,

We care about your personal data processed within the scope of scholarship programs conducted by
the institution, activities and organizations conducted to promote Turkish culture and the Turkish
language, graduation programs and other educational activities. We would like to state that your data
is processed by us in accordance with the principles and procedures stipulated under the Law on the
Protection of Personal Data No. 6698, that they are stored in secure environments and that we are
very sensitive about your rights.

Within the scope of our disclosure obligation to you; we would like to inform you about the personal
data we process, for what processing purposes we process this data, to whom and for what purposes
we are able to transfer said data, in what ways and for what legal reasons we collect your data, and
what rights you have within the scope of the law.

A. PROCESSED PERSONAL DATA AND PROCESSING PURPOSES

Your personal and private personal data listed below are processed and stored in accordance with the
procedures and principles provided for in the relevant law and other laws.

Identity Data (Copy of Identity Card, Date and Place of Birth, Identity Serial/Seq No, TR
Identity Number, Tax Identity Number, Marital Status, Photocopy of Passport, Passport
Number, Scholarship Number, Foreigner ID Number, Signature) and various data belonging to
the data group for the following purposes that can be processed;
Execution of emergency management processes, execution of information security processes,
conducting scholarship program transactions, conducting student/scholarship selection and
placement processes, organization of graduation events, conducting activities and organizations for
the dissemination of Turkish culture and Turkish language, conducting audit and ethical activities,
conducting the application processes of scholarship candidates, carrying out educational activities,
execution of access authorizations, execution of activities in accordance with the legislation,
execution of financial and accounting transactions, execution of loyalty processes to services,
ensuring the safety of physical space, monitoring and execution of legal affairs, conducting
communication activities, conducting operation processes, carrying out storage and archiving
activities, execution of contract processes, execution of strategic planning activities, follow-up of
requests and complaints, execution of scholarship policy, and providing information to authorized
persons, institutions and organizations.
Communication Data (Address Number, Social Media Account Information, E-Mail Information,
Contact Address, Residence, Telephone Number) and other data that can be processed for this
data group for the following purposes;
Execution of emergency management processes, execution of information security processes,
conducting scholarship program transactions, conducting student/scholarship selection and
placement processes, organization of graduation events, conducting activities and organizations for
the dissemination of Turkish culture and Turkish language, conducting the application processes of
scholarship candidates, conducting audit and ethics activities, carrying out educational activities,
execution of access authorizations, execution of activities in accordance with the legislation,
execution of loyalty processes to services, ensuring the safety of physical space, monitoring and
execution of legal affairs, conducting communication activities, conducting operation processes,
carrying out storage and archiving activities, execution of contract processes, follow-up of requests
and complaints, execution of scholarship policy, and providing information to authorized persons,
institutions and organizations.

Personal Data (Curriculum Vitae) and other data that can be processed for this data group for
the following purposes;
Conducting information security processes, conducting scholarship program transactions, conducting
student/scholarship selection and placement processes, Conducting activities and organizations for
the dissemination of Turkish culture and Turkish language, conducting audit and ethical activities,
carrying out educational activities, organization of graduation events, execution of access
authorizations, execution of activities in accordance with the legislation, execution of loyalty
processes to services, conducting the application processes of scholarship candidates, monitoring and
execution of legal affairs, conducting communication activities, conducting operation processes,
carrying out storage and archiving activities, conducting contract processes, execution of strategic
planning activities, follow-up of requests and complaints, execution of scholarship policy, and
providing information to authorized persons, institutions and organizations.

Financial Data (IBAN-Account Number) and other data that can be processed for this data
group for the following purposes;
Conducting information security processes, conducting scholarship program transactions, conducting
student/scholarship selection and placement processes, organization of graduation events, conducting
audit and ethical activities, conducting education activities, executing access authorizations,
conducting the application processes of scholarship candidates, conducting the activities in
accordance with the legislation, follow-up and execution of legal affairs, execution of communication
activities, execution of operation processes, execution of storage and archive activities, execution of
contract processes, execution of strategic planning activities, execution of the scholarship policy, and
providing information to authorized persons, institutions and organizations.

Professional Experience Data (Department/Position/Title Information, Diploma Information,

Courses Taken, Professional Information, Certificates, Transcript) and other data that can be
processed for this data group for the following purposes;
Execution of information security processes, conducting the scholarship program studies, conducting
student/scholarship selection and placement processes, organization of graduation events, conducting
audit and ethical activities, carrying out educational activities, execution of access authorizations,
conducting the application processes of scholarship candidates, conducting activities and
organizations for the dissemination of Turkish culture and Turkish language, execution of activities
in accordance with the legislation, execution of loyalty to services processes, monitoring and
execution of legal affairs, carrying out communication activities, execution of operation processes,
carrying out storage and archiving activities, execution of contract processes, execution of strategic
planning activities, follow-up of requests and complaints, execution of scholarship policy, and
providing information to authorized persons, institutions and organizations.

Legal Transaction Data (Correspondence with Judicial Authorities, Information in the Case File)
and other data that can be processed for this data group for the following purposes;
Execution of information security processes, conducting the scholarship program studies, conducting
student/scholarship selection and placement processes, execution of activities in accordance with the
legislation, execution of financial and accounting transactions, monitoring and execution of legal
affairs, execution of access authorizations, execution of the scholarship program policy, and providing
information to authorized persons, institutions and organizations.

Transaction Security Data (E-Mail Communication Contents, IP Address, Website Login-Exit

Records) and other data that can be processed for this data group for the following purposes;
Execution of information security processes, conducting the scholarship program studies, conducting
student/scholarship selection and placement processes, organization of graduation events,
conducting the application processes of scholarship candidates, execution of access authorizations,
execution of activities in accordance with the legislation, conducting audit and ethical activities,
execution and supervision of scholarship activities, carrying out storage and archiving activities, and
providing information to authorized persons, institutions and organizations.

Visual Records (Photo), Physical Space Security Data and other data that can be processed for
this data group for the following purposes;
Conducting the scholarship selection and placement processes, conducting the application processes
of scholarship candidates, execute the emergency management processes, providing physical space
security, carrying out occupational health and safety activities, creating and tracking visitor records.

Health Information Data (Personal Health Information, Disability Status) and other special
data that can be processed for this data group for the following purposes;
The sharing of this group of data, which is private personal data, is completely subject to the explicit
consent of the person concerned and at their own discretion. The explicit consent in question is
obtained in accordance with the conditions and obligations in the Law.
The relevant data is obtained in the printed application form within the scope of the Scholarship
Program and does not create an obligation to share the data with the relevant persons.
In the event that the relevant individuals share it with the Institution, it will be kept in line with the
following processing reasons.

Association, Foundation Membership Information and other private data that can be processed
for this data group for the following purposes;
The sharing of this group of data, which is private personal data, is completely subject to the explicit
consent of the person concerned and at their own discretion. The explicit consent in question is
obtained in accordance with the conditions and obligations in the Law.
The relevant data is obtained in the printed application form within the scope of the Scholarship
Program and does not create an obligation to share the data with the relevant persons.

B. PURPOSE OF PROCESSING PERSONAL DATA AND LEGAL REASONS FOR

STORING DATA
Your personal data, in accordance with the data processing conditions specified in the Law, is
collected in writing, through correspondence and interviews with the Institution, e-mail, physical
documents and forms, camera systems and call center records, administrative and judicial
correspondence and rarely other various commications channels and in line with the following legal
reasons;

1. Mandatory data processing for the legitimate interests of the Institution, provided that it does
not harm the fundamental rights and freedoms of the Scholar/International Student,
2. The processing of personal data belonging to the parties to the contracts is necessary,
provided that it is directly related to the establishment or performance of contracts to which
the Institution is a party with the Scholarship/International Student,
3. It is clearly stipulated in the relevant laws and/or is mandatory for the Institution to fulfill its
legal obligation,
4. Obtaining the explicit consent of the Scholar/International Student for the processing of their
personal data.

Legal reasons and legal grounds for storing your personal data;
• Law No. 6698 on the Protection of Personal Data,
• Turkish Code of Obligations No. 6098,
• Law No. 4982 on Information Acquisition
• Law No. 3071 on the Exercise of the Right to Petition,
• 5102 Law on Granting Scholarships to Higher Education Students,
• Regulation on Archive Services,
• Other secondary regulations in force in accordance with the above laws,
Data is stored as long as the storage periods stipulated in the framework of the above legislation.

C. PURPOSE TRANSFER OF PERSONAL DATA AND RECIPIENT GROUPS

Your personal data; within the framework of the provisions of the transfer of personal data specified
in Articles 8 and 9 of the KVKK; may be trasferred in cases where the Institution fulfills its
obligations arising from the Law and in case of legal dispute, to legally authorized public institutions
and organizations, judicial and administrative authorities, members of the board of directors, business
and project partners, administrative affairs units and suppliers for the purpose of conducting business
activities.

D. RIGHTS OF THE RELATED INDIVIDUAL
