The Case of Belgium
•Location & Size.
• A small country in Europe smaller than the area of Haryana.
• The country shares its borders with the Netherlands, France,
Germany and Luxembourg having its capital as Brussels.

•Population & Ethnic Composition.


• The Population is a little over one crore almost half that of
Haryana
• The Ethnic Composition is very complex.
• The total population is divided on the basis of languages spoken:-
✓ 59% of the people live in Flemish region and speak Dutch.
✓ 40% of the people live in Wallonia region and speak French.
✓ Remaining 1% people are German Speaking.
The Case of Belgium
• Population & Ethnic Composition.
• In the capital city i.e. Brussels the situation is completely
reversed.
✓ Dutch Speaking are only 20% whereas,
✓ French speaking are 80%
• The Dutch Speaking are majority in country but minority in
Brussels similarly French Speaking are minority in Country but
majority in Brussels.
• Here the French speaking are comparatively more rich and
powerful.
• This was resented by Dutch speaking Community that they got the
benefit of economic development and education much later than
French speaking community.

The Case of Sri Lanka
•Location & Size.
• An island nation a few kilometres away from southern coast of Tamil
Nadu.

•Population & Ethnic Composition.


• The Population is about two crore almost that of Haryana.
• As other South Asian countries Sri Lanka also has very diverse
population.
• Out of the total population the major social groups of Sri Lanka
are:-
✓ 74% of the people are Sinhala speakers.
✓ 18% of the people are Tamil speakers out of which:-
➢ 13% are Sri Lankan Tamils.
➢ 5% are Indian Tamils.
✓ 7% people are belonging to Christian Community .

Majoritarianism in Sri Lanka
• To maintain Sinhala Supremacy they did:-
✓ A 1956 Act Was Passed establishing Sinhala as the only official
language of Sri Lanka.
✓ The Government followed preferential policies that favoured Sinhala
applicants for Jobs and Universities.
✓ They Passed a new constitution that specified that state will
protect and foster Buddhism.
✓ All such policies increased the feeling of alienation among Sri
Lankan Tamils
✓ They requested for formation of separate Tamil Eelam (State).
✓ Their request was repeatedly denied and then they start fighting
for their Rights
✓ This led to a civil war and was finally ended in 2009.
Accommodation in Belgium
• They tried to maintain the Unity of the country they did:-
✓ During 1970 to 1993 they amended the constitution four times so
that everyone should live peacefully.
✓ Their Constitution prescribes that the number of ministers of each
community will be equal.
✓ Many of the powers of Central Government were given to state
government
✓ Brussels had a separate Government.
✓ Apart from these two Government a third form of “community
government” was introduced. This handled matters of cultural,
educational and Language related issues.
• When all European countries came together to form an European Union
Brussels was selected as its capital
