1 ADVOCACY PLAN TOOLKIT

Section 1: Defining Your Issue

To begin with, think of an issue from your local community that you would like to create an advocacy
plan for. Answer the following questions in order to specify your issue:

Who are my people? (Specify the group of people who are mostly affected by the problem and who
would benefit most of its resolution.)

What is the core problem they face? (Specify the one most important problem. Be specific.)

What are the main causes of the problem? (Specify the various circumstances that lead to the problem
identified above. Ask yourself why at least five times to get to the core problem. Here is an example to
help you: People are reluctant to use public transportation in town A. Why? Because they do not trust
the bus schedule when planning a trip. Why? Because the bus schedule is not respected, and delays
occur frequently. Why? Because bus drivers often face mechanical problems that halt or delay their
trips. Why? Because regular maintenance rounds are not conducted. Why? Because the budget for
fleet maintenance is very low.)

What is a possible way to resolve this issue? (Specify the objective of your advocacy plan based on the
analysis of core causes. What is your proposed solution to the problem?)
