Subject: Encouraging acceptance of the 2021 amendments to the IMO

Convention

1 The Secretary-General has the honour to refer to the amendments to the Convention
on the International Maritime Organization, adopted by the Assembly at its thirty-second
session, through resolution A 32/Res.1152. The amendments concern articles 16, 17, 18,
19(b) and 81 of the Convention, and have for their object the expansion of the membership of
the IMO Council, the extension of the term of its Members, and the establishment of the text
of the Convention in six equally authentic languages.

2 The Assembly, at its thirty-third session, recalling resolution A 32/Res.1172,

requested the Secretary-General to issue a circular letter encouraging Member States to
accept the 2021 amendments to the IMO Convention at the earliest possible date, to allow
their entry into force as soon as possible.

3 In accordance with article 71 of the Convention, the amendments must be accepted

by two thirds of the Members of the Organization to come into force. To date, the
Secretary-General has received 23 acceptances, thus a further 94 acceptances are required.

4 The Secretary-General once again takes this opportunity to encourage

Member States that have not yet done so, to accept the 2021 amendments to the
IMO Convention. The expansion of the size of the Council ensures that decision-making in the
Organization is delegated to as broad a base of its membership as is possible, and that a wider
range of interests in the international regulation of shipping are represented. Furthermore, the
establishment of the authentic text of the Convention in the official languages of the United
Nations is a most welcome step in the promotion of multilingualism in the Organization.

5 The Legal Affairs Office stands ready to provide assistance to Member States as they
prepare to accept the 2021 amendments. Model instruments of acceptance in the six official
languages are hereby provided in the annex, and made available on the IMO website.

WHEREAS amendments to Articles 16, 17, 18, 19(b) and 81 of the Convention on
the International Maritime Organization were adopted at London on 8 December 2021 by
the thirty-second regular session of the Assembly through resolution A.1152(32);

INSTRUMENTO DE ACEPTACIÓN

CONSIDERANDO que las enmiendas a los artículos 16, 17, 18, 19 b) y 81 del Convenio
constitutivo de la Organización Marítima Internacional fueron adoptadas en Londres el 8 de
diciembre de 2021 por la Asamblea en su trigésimo segundo periodo de sesiones ordinario
mediante la resolución A.1152(32),
