3) Why are you interested in that (Environmental Sciences/ Energy Markets & Energy policies) particular
field of study?
I am interested in Environmental Sciences at the UCA because the most important negotiation of this century is
coming for Paraguay: the re-negotiations of the management of the Itaipu Binacional hydroelectric dam in 2023. It
will encourage large investments for power generation, energy trade with neighboring countries, and
industrialization growth. That is why I chose the Fulbright scholarship because the U.S. offers strong MBAs focused
on the energy sector—whether oil and gas, or sustainable energy.
4) How will that (Environmental Sciences/Geographical Information Science) program impact your life and
your community/country?
In the short term, I aim to join the Vice-Ministry of Energy to establish procedure law about the “distributed
generation of energy.” It will allow end-users like you and me to inject their energy surplus from solar panels into the
electrical grid and save money.
In the long term, I want to lead public policies to promote investment in the electrical network and energy integration
with neighboring countries. These policies will guarantee electrical service without blackouts and transformer
explosions, also reducing the use of fossil fuels and CO2 emissions.
5) Conclusion
Based on the present energy crisis and the challenges that Paraguay will face after the renegotiation of the Itaipu
treaty, the examination table should seriously consider as key the promotion of engineers like myself, who are
directly involved in the uplifting of Paraguay. This is the sole objective on returning from my MBA in the US.
