Explanatory Note on BOP Statistics as per BPM6
The balance of payments (BOP) is a statistical statement that summarizes transactions between
residents and non-residents during a period. It consists of the goods and services account, the
primary income account, the secondary income account, the capital account, and the financial
account.
International Monetary Fund adopted and released the sixth edition of the Balance of Payments
and International Investment Position Manual (BPM6) for the use of its member countries in
November 2008.
Nepal Rastra Bank has been publishing country’s BOP as per BPM6 manual for the first time
since the first month of 2020/21. This explanatory note briefly explains the changes made in the
presentation of BOP table as per BPM6.
1. Under current account and capital account, debit shows payments and credit shows
receipts.
2. General merchandise credit represents goods export and debit represents goods imports
except non-monetary gold.
3. Non-monetary gold has been presented separately under Goods account.
4. Both receipts (credit) and payments(debit) are denoted by positive signs.
5. Maintenance and repair services, transportation credit, construction, insurance and
pension services, charges for the use of intellectual property, telecommunication,
computer, and information services, other business services which were previously
included under 'other services' have been shown in separate heading under 'services
account'.
6. Insurance premium amounts are also currently included under insurance and pension
services.
7. Primary income represents the return that accrues to institutional units for their
contribution to the production process or for the provision of financial assets and renting
natural resources to other institutional units. This is the income account in BPM5. This
account consists of compensation of employees and investment income including
income from direct investment, other investment, and reserve assets along with other
primary income.
8. The secondary income account shows current transfers between residents and non-
residents. This is the transfer account in BPM5. This account includes general
government transfer and private transfer. Grants have been separated as government
sector grant and private sector grant. Workers' remittances are included under personal
transfer.
9. Amount provided to migrants for settlement abroad against their passport are currently
included in capital transfer (debit).
10. The financial account uses the headings “net acquisition of financial assets” and “net
incurrence of liabilities” instead of “debits” and “credits”. Consequently, negative signs
are not used for an increase in assets and positive signs not for a reduction in assets as
used in BPM5.
11. Financial account includes reserve assets and related items unlike in BPM5.
12. Trade credits are denoted as 'trade credits and advances'. Other assets and liabilities are
denoted as 'other accounts receivable/payable'.
13. Increase in BOP (increase in reserve net) is denoted by positive sign and vice-versa.
