1 General Technical condition
1.1 Introduction

This document lists the technical requirements for the supply of self-
supporting four-legged towers, separate monopoles, Imbedded monopoles,
four-legged self-support Slim towers, four-legged rooftop towers, and
Rooftop poles with all required accessories used for GSM/UMTS and

Microwave Transmission Systems (MTS) required at BTS/Node, BTS/MTS
sites for all applicable standard heights (no guyed towers, monopoles, and
rooftops is allowed). All bidders shall consider the requirements, fulfillments
of product and the respective services and send in comprehensive
1.1.1 response.
1.2 Scope
This specification covers the supply and installation of self- supporting four-
legged towers, separate monopoles, Imbedded monopoles, four-legged self-
support slim towers, four-legged rooftop towers, and rooftop poles with all
accessories as tabulated on Table-1 below.

Towers, monopoles, and rooftops shall be complete in all aspects and shall
be provide with every necessary details and fittings. List of Items to be supply 
shall include all complete anchoring kits, access and safety, complete
1.2.2 grounding system and aviation obstruction lights but not limited.
The successful bidder shall also be responsible for transportation and

supervision of all civil works. The complete installation of the towers,
1.2.3 monopoles, and rooftops will be also done by the bidder.
The bidder shall quote the price of the materials and the service (Supervision 
1.2.4 and installation) separately in its commercial offer.
1.3 Technical guarantee

The bidder shall unconditionally guarantee that all the towers, monopoles,
and rooftops supplied shall be entirely of new manufacture using state of the 
art technology and not second hand, reconditioned and/or used and shall be
1.3.1 of the highest quality to ensure reliability for which it is intend.

The products designed, manufactured, delivered and implemented as per
the specifications will be so through continual integration of the general
principles governing prevention of risk for the personnel and public
throughout the preparatory work and the installation of the towers,

monopoles, and rooftops and during its operation particularly in this latter
case for subsequent work on the structure. To this end, the design should
allow for structures facilitating the work of personnel on the aerials,
particularly for routing and access to the different parts of the antenna and
1.3.2 its accessories.
The towers, monopoles, rooftops and all required accessories proposed shall
be fully guarantee against all defects. The bidder shall guarantee to replace

defective any defective parts to establish normal operation of the complete
system. The bidder shall bear full overall responsibility for design of the
1.3.3 towers, monopoles, and rooftops.
1.4 Documentations and standards

The bidder shall submit detail calculation, standards of materials,


specifications data on the deflection limit and safety factors used in the 
design calculation, as well as necessary drawings for towers, monopoles,
1.4.1 rooftops.
1.4.2 The bidder shall be responsible for the design of towers, monopoles, and
rooftops including foundation design. The bidder will submit detailed design

of the towers, monopoles, and rooftops and detailed design of foundation
including the implementation procedures for both towers, monopoles, and
rooftops and foundation.
1.4.3 Towers, monopoles, and rooftops design shall fulfil antenna wind load top
area compliant EUROCODE 3 part 3-1 and wind load calculation according 
to ENV1992-2-4 for heavy duty or equivalent internationally acceptable
standard.
1.4.4 Certified copies of mill report for steel materials: (steel quality) NS-EN 10025-
93 or ASTM, (steel grade for main structure) S355 J0 or ASTM A633, (steel

grade for accessories) S 235 JR G2 or ASTM A284 and equivalent
internationally accepted standards shall be submitted.
1.4.5 The overall towers, monopoles, and rooftops design shall be compliant with:
EN1993-3-1: EUROCODE 3: design of steel structure or AISC method for 
building metallic columns and equivalent internationally accepted standards
shall submit.
1.4.6 Foundation reinforcing bars shall be BS4449 or ASTMA 615 compliant or 
any other equivalent internationally accepted standards.
1.4.7 The anchor bolts and nuts shall be compliant with ISO 898-2 quality 8.8 or 
ASTM F1554 and equivalent internationally accepted standards.
1.4.8 Wind resistance shall be TIA-222-G3 second gust compliant or equivalent 
international standard.
1.4.9 The connections (bolts and nuts) shall be compliant ISO 898 – 2 qualities 8.8 
or ASTM A325.

1.5 General technical requirement

The towers, monopoles, and rooftops shall be capable of carrying the



required antenna load. The design load shall consider co-site requirement of
1.5.1 different wireless antenna types.
The towers, monopoles, and rooftops foundations shall be designed by
bidder in accordance with soil conditions based on a soil bearing pressure of
400,100 and 50 Kpa. For cases where soil weaker than above figure the real 
situation will be considered and adequate foundation shall be proposed
1.5.2 (“mud-type” foundation).
Anchor bolts and any steel work integral with the bolts shall be provide by 
1.5.3 the bidder and will be deliver with leveling nuts and a positioning template.
Each towers, monopoles, and rooftops, including the antenna system will be
strong enough to resist winds as described below without suffering serious 
vibration or torsion which may deteriorate the system integrity or
1.5.4 performance:

The bidder shall provide a technical file comprising the description of the
towers, monopoles, and rooftops and its support structure. This description
will be partly written and partly graphic. The written parts will include all

elements having served for the design of the towers, monopoles, and
rooftops and its support structure. The graphic parts will include scaled
1.5.7 drawings of the towers, monopoles, and rooftops and its support structure.
All steel work and fitting used in the assembly of the towers, monopoles, and
rooftops, except those used for concrete foundation reinforcement (rebar), 
shall be galvanized by the hot dip process, on all surfaces, after fabrication,
1.5.8 at the factory.
Nuts and bolts heads shall be of hexagonal type. All bolts shall be fitted with 
1.5.9 spring washers and/or retaining nuts to prevent unscrewing

All assembling materials (Bolts of all types, nuts of all types, washers of all
types and any other metallic fitting parts) shall be galvanized by the hot dip 
1.5.1 process. The hot-dipped galvanization shall be compliant with EN ISO 1461
0 or ASTM A123 standards.
1.5.1 The galvanization thickness shall be as follows:

a. Steel >6mm: 600 gr. per sq. meter. 

b. 3mm<Steel<6mm: 500 gr. per sq. meter. 

c. 1.5mm<Steel<3mm: 400 gr. per sq. meter. 

All works affecting the surface of the metal such as cutting, grinding, 
1.5.1 polishing, boring, drilling etc. shall be carry out compulsorily in the factory
2 prior to galvanization.
All works of deformation of the metal structure such as bending, folding, 
1.5.1 inflexion, reshaping etc. shall be carry out compulsorily in the factory prior to
3 galvanization.
The service provider shall ensure that the corners and edges, likely to cause 
1.5.1 a risk to personnel on the site, are rounded off as much as possible. This
4 operation will be carry out compulsorily in the factory prior to galvanization.
Welding joints will carry out compulsorily in the factory prior to galvanization 
1.5.1 and must comply with the EN ISO 15609-Part1 or AWS D1.1standards.

1.5.1 The bidder shall carry out erection of the towers, monopoles, and rooftops 
6 in compliance with the manufacturer’s procedures, compulsorily in one go.
1.5.1 Erection by sections; assembly a section on the ground and erect it as unit 
7 is prohibited.
All safety measures necessary for securing its operation will be implemented 
by the bidder after having been defined according to Ethiopian works at
1.5.1 heights safety regulations.

The bidder shall ensure the perfect verticality of the towers, monopoles, 
1.5.1 and rooftops for which a tolerance of maximum 1/360 of total height
9 (0.28%) is permitted.
1.6 Ladders, Platforms and Safety

A working platform covering enough area of the structure to provide safe 


1.6.1 working conditions shall provide at the main forecasted antenna level.
Platforms decking shall be made of ribbed metal material strong enough to 
support the weight of at least 3 equipped workers and adequately fixed on
towers, monopoles, and rooftops latticed structure. The platforms shall be
1.6.2 fenced with safety barriers against falling.

All the aerial support structures of a height of more than 3m must be fitted 
with climbing system equipped with safety anti fall mechanism and anti-
1.6.3 climb guard.
The climbing system shall be permanently fixed on the support and have 
1.6.4 the following specifications:
Straight ladders fixed on the towers, monopoles, and rooftops body 
a) following the leg profile or vertical
b) Ladders will be equipped with anti-fall protection safety cage 
Ladders will be equipped with resting platforms with a spacing of maximum 
c) 12 meters
A feeder and cables runway shall provide on the towers, monopoles, and 
rooftops. The towers, monopoles, and rooftops feeder/cable runway shall
fix on the towers, monopoles, and rooftops body and located about the
center of towers, monopoles, and rooftops and extending vertically from
ground level to the top of the towers, monopoles, and rooftops or following
1.6.5 the towers, monopoles, and rooftops leg profile.
The bidder shall provide a ladder type runway to support and protect the 
feeders and/or cables between the towers, monopoles, and rooftops
runway and the equipment building/shelter/cabinet that will provide
1.6.6 satisfactory strength to resist against the mechanical stress.
All the feeders’/cable runways will be designed in such a way to provide 
adequate protection of the cables against elements and against falling
1.6.7 objects.
The equipment identification shall be codifying in order to ensure the 
1.6.8 traceability of the product and of the manufacturing process.
All towers, monopoles, and rooftops shall include a signage plate with 
1.6.9 indelible indication of:
a. The name of the manufacturer 
b. Manufacturer contacts 
c. The type of towers, monopoles, and rooftops or mast (factory product 
reference)
d. The product serial number 
e. The month and year of manufacture 
f. The height of the towers, monopoles, and rooftops 
g. The maximum antenna load at the top 

1.7 Grounding System and Lightening Protection 


1.7.1 Grounding system 

All the sites will have a TT type grounding system built in galvanized steel 
1.7.1. compliant with the next standards: a) IEC 60 364 b) ETSI EN 300 25 c) IEC
1. 62561-1 d) IEEE 837 e) IEC 62305.

The Design of the Grounding System shall contain elements such as 
electrodes, grounding rings, grounding conductors, radial grounding
1.7.1. conductors, towers, monopoles, and rooftops grounding and ground buss
2. bars.
The grounding system design will be accordingly with the specific conditions 
1.7.1. of the soil. For soil, resistivity higher than 10,000OhmXcm special design is
3. required.
There will be only one grounding system for each site and will be designed 
1.7.1. and built to provide a common ground potential for all system (single
4. electrode potential).
The elements to be connected to the grounding system shall include but not 
limited to: the AC power equipment (mains PDBs, generator etc.), the DC
Power equipment (rectifiers, batteries), the towers, monopoles, and
rooftops, the lightning protection, the equipment racks, the shelters and the
1.7.1. cabinets, the exposed metallic structure of the buildings, fuel tanks, fences
5. and gates
1.7.1. The towers, monopoles, and rooftops grounding shall be integrated part of 
6. overall site grounding system.
All the towers, monopoles, and rooftops and any auxiliary metal support 
1.7.1. structures shall be grounded. The towers, monopoles, and rooftops shall be
7. encircled by a ground ring.
The towers, monopoles, and rooftops support concrete footings should 
1.7.1. have the rebar electrically connected to the towers, monopoles, and
8. rooftops holding bolts.
Complete grounding kit shall provide for towers, monopoles, and rooftops 
1.7.1. to ensure the connection of all metallic structures to the grounding system,
9. including the grounding of the feeders and cables runway.
All the components of the grounding system shall be bond to the site 
1.7.1.
grounding system.

1.7.1. Grounding Electrode System Electrical Resistance Requirements: 

For standard sites, the maximum acceptable earthling electrode system
a. resistance is 3 ohms.
Very high importance sites or high exposure to lightning sites maximum
b. acceptable earthling electrode system resistance is 1ohms.
1.7.2 Lightening Protection

1.7.2. The site shall have a lightning protection system provided by the bidder 
1. compliant with IEC 62305 standard.
According to IEC 62305 standard the requirements for the LPS are: a) Type:
Non- Isolated b) Air Termination: Air Rod (finial, lightning arrestor) on the top

1.7.2. of the towers, monopoles, and rooftops above the structure connected with
2. down grounding conductor to the site grounded system.

1.7.2. The protected zone shall cover the whole area of the site. If one rod on the 
4. top is not enough to achieve that additional rods will install.

1.8 Aviation Beacons and Markups

1.8.1 Obstruction Lights

1.8.1. All towers, monopoles, and rooftop towers shall have necessary aviation 
1 obstruction lights.
Obstruction lights (Aircraft Warning Lighting - Aviation Lights) shall be
1.8.2 compliant to ICAO standard as follows:

For the towers, monopoles, and rooftops less than 45m height Two red 
obstruction lights at the top of the towers, monopoles, and rooftops so that
a) the light is visible from every angle of azimuth.
For the towers, monopoles, and rooftops between 45m and 75 m height Two 
red obstruction lights at the top of the towers, monopoles, and rooftop towers.
So that the light is visible from every angle of azimuth or Two to four red
obstruction lights (according to the towers, monopoles, and rooftops design)
at middle of the towers, monopoles, and rooftops (half of the towers,
monopoles, and rooftop towers height) the light is visible from every angle of
b) azimuth.
Location requirements for the obstruction lights: At the top of the structure, 
the lights shall mount above the top part of the structure but below the
lightning arrestor. The lighting unit shall position in such a way to be
accessible from the towers, monopoles, and rooftops in safe working
c) conditions for the staff.
The obstruction lights system shall be efficient power consumption designed

(low, medium and high intensity lights will consider according to the location
1.8.3 of the towers, monopoles, and rooftop towers).

In the urban environment or near airports or other aerial traffic zones medium
intensity lights will consider. In addition, in rural environment or zones without 
1.8.4 aerial traffic low intensity lights shall consider.

The obstruction lights system shall be photo-sensor controlled to switch it off 


1.8.5 during daytime.
The obstruction lights shall operate from the site -48V DC and will be 
1.8.6 integrated in the DC site power supply system.
Full 1+1 redundancy is requested for the obstruction lights: that is All lights 
shall be 1+1 redundant (two separate lights or one light equipped with 1+1
1.8.7 redundant lamps)
Two independent power-feeding circuits shall provide between the junction
box and the lights. 

The cable powering the lights shall protect against elements and falling 
1.8.9 objects i.e. it should be armored cable or installed in protection conduit.

1.9 Markups

As an option, only where requested by Ethio Telecom, the towers, 


1.9.1 monopoles, and rooftops will have markup painting to increase visibility.
The markup painting will be compliant ICAO standard alternating the colors
(orange and white) by successive sections. The colors, paints and painting 
1.9.2 patterns shall also be compliant with ICAO standard.
1.10 Antenna Mounting

The towers, monopoles, and rooftops shall deliver with complete antenna
mounting steel work that will contain all the necessary accessories for rigidly 
1.10. attaching and mounting of all the hardware supplied as part of antenna
1 system.
The antenna mounting steelwork shall cover all the antenna types necessary
1.10. to be installed on the respective towers, monopoles, and rooftops (BTS all 
2 standards and bands, RRU, Microwave etc.)
The antenna mounting steelwork shall design to allow a nominal azimuths
adjustment of +0.50 and an elevation adjustment of +0.50. 
