1.0 SCOPE
This Transmission Material Standard Specification (TMSS) specifies the minimum technical
requirements for the design, engineering, manufacture, inspection, testing and performance
of Active & Passive Shelters for Telecommunication Facilities intended to be used for the
Transmission System of Saudi Electricity Company (SEC) Saudi Arabia.
2.0 CROSS-REFERENCES
This Material Standard Specification shall be read in conjunction with the latest revision of
SEC General Specification No. 01-TMSS-01 (latest revision) titled "General Requirements
for All Transmission Equipment/Materials" which shall be considered as an integral part of
this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Orders or Contract
Schedules for projects, as applicable.
The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of a conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS, in that case he shall
submit the copy of the proposed standards and shall submit a written proof that the proposed
standards are equivalent in all significant respects to the standard specified. Acceptability of
any alternate code or standard is at the discretion of SEC.
3.4 ACI 531 Building Code Requirements for Concrete Masonry Unit

4.2.3.2 The above dimensions were based on Equipment and Battery Room
typical Internal Heat Dissipations of 300 Watts and 20 Watts
respectively with twenty-five (25%) percent margin/engineering
factor. However, if manufacturer's shelter requires bigger
dimensions based on these given Heat Dissipations, the bigger
shelter sizes shall be supplied. If ever any manufacturer's shelters
will have smaller sizes for the given dimensions (per noted Heat
Dissipations) maintain above indicated shelter dimensions with
adjusted Heat Dissipations accordingly (Any other Heat
Dissipation requirement for other shelter dimensions will be
indicated on applicable SOW/TS.)

air mixed with decomposing vegetation

Fire extinguishing system shall be fully automatic, gas based not powder
i.e FM-200 or halogen extinguishing agent and shall be equipped with the
following necessary items:

4.3 MATERIALS
1. The structure of the shelter shall be aluminum alloy frame, aluminum alloy
roof and sandwiched wall panels foamed in-place insulation bonded to panels
including doors, walls, floors
2. The floor finished surface shall be anti-acid PVC tiles sheet 2.5mm thick on
top of the 18mm marine plywood covering the floor panels
3. The floor construction shall be reinforced with ‘T’ bars to provide mechanical
resistance due to loading. All materials used for the shelter shall be corrosion
proof, fungus resistant and flame retardant
4. The shelter shall be painted externally with two (2) coats of primer paints,
where the final layer coat shall be a minimum of 40 microns thickness of
polyurethane finishing paint capable of withstanding blowing sand & salty
atmosphere. Aluminum internal paint shall have total thickness of not less than
25 microns
5. Shelters shall be fitted with cable trays for the routing of necessary cables,
proper design and applicability shall be considered for the provision of the
required cable trays/ladders
6. The communication shelters shall have sleeved openings for cable entry/exit
(RF & power cables) with 2 each 100mm diameter through the floor and two
(2) each through the wall at high level. Final cable openings shall be provided
during the base design stage
7. The battery room shall have a floor drain in the center of the access doorway
with slope at this point
10. The communication shelters shall have the ladder to the roof for easy access
b) The perimeter wall fence shall be provided with One (1) 3.05 meters high
solid iron drive gate equipped with a high quality rigid padlock and a
barbed-wire shall be installed at the top of the perimeter fence (refer to
COMPANY Standard Drawing TA-800113) and shall be properly
grounded in accordance with COMPANY Engineering Standard TES-P-
119.10
12. Provide one communication ground window bus bar for each shelter
4. 4 Markings
All the Active & Passive Telecommunication Shelters shall be provided with the
markings as detailed below:-
4. 4.1 Each Active & Passive Shelters shall bear permanent markings. All the
characters shall be legible to normal or corrected vision. Markings shall be
done in the following manner:

a. Access door stair with platform and railings for equipment and battery rooms
b. Removable aluminum ladder for roof access (indicated in Cl.4.3 item #9)
c. Document pocket
d. Tilting Table
e. Dry power fire extinguisher in the Equipment compartment
f. Eye Wash Kit (Battery Room)
g. First Aid Kit (Battery Room)
h. Filling Kit (Passive Shelter)
i. Water Pump Kit (Passive Shelter)
j. Other kits as recommended by manufacturer (installation, maintenance)
6.0 TESTS
All test results shall be provided to Saudi Electricity Company (SEC) for review and
acceptance.
6.1 Active & Passive Telecommunication shelters shall be subjected to the following
tests as specified in technical Data Schedule:
6.1.1 Mechanical and strength/resistance tests for floor, roof, walls including
shelter deflection & torsion tests
6.1.4 Simulated static & dynamic tests representing specified field conditions in an
environmental test chamber
