1.0 SCOPE

This Transmission Material Standard Specification (TMSS) specifies the minimum technical
requirements for the design, engineering, manufacture, inspection, testing and performance
of Active & Passive Shelters for Telecommunication Facilities intended to be used for the
Transmission System of Saudi Electricity Company (SEC) Saudi Arabia.

2.0 CROSS-REFERENCES

This Material Standard Specification shall be read in conjunction with the latest revision of
SEC General Specification No. 01-TMSS-01 (latest revision) titled "General Requirements
for All Transmission Equipment/Materials" which shall be considered as an integral part of
this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Orders or Contract
Schedules for projects, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of a conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS, in that case he shall
submit the copy of the proposed standards and shall submit a written proof that the proposed
standards are equivalent in all significant respects to the standard specified. Acceptability of
any alternate code or standard is at the discretion of SEC.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 Active & Passive Shelters for Telecommunication Facilities shall be of


manufacturer's standard design but shall meet or exceed the requirements of
this specification in all respects. Shelter shall house all communication
equipment including but not limited to SDH and/or Regenerators, DVM's,
Wireless Radios and DC Power System. Each shelter shall have two separate
compartments: one room for the Telecom & DC Power equipment and the

other room for the battery bank. Each room/compartment shall have one door
opening to the outside

4.1.2 The manufacturer's design drawings, as required in 01-TMSS-01 (latest


revision), shall show the outline of the Active & Passive Shelters for
Telecommunication Facilities, together with all pertinent dimensions. Any
variations in these dimensions due to manufacturing tolerances shall be
indicated.

4.1.3 Active Shelters

4.1.3.1.1 Active shelters shall be powered from available AC


commercial power supply sources with DC Power (Rectifier
System)

4.1.3.1.2 Thermal insulation of the shelters shall be obtained by using


polyurethane foam or other suitable material, selected, in
accordance with application and safety standards. All
elements used in the manufacturing shall be corrosion-free

4.1.4 Passive Cooled Communication Shelters

4.1.4.1 Telecommunication and general electronic equipment normally


requires carefully controlled climatic conditions when installed
inside the shelter.

4.1.4.2 The passive conditioning shelters shall be based on the exploitation


of physical phenomena such as thermal capacity, thermal isolation
and heat transmission.

4.1.4.3 A suitably designed passive conditioning shelter is extremely


reliable to be mainly used in deserts and other geographical areas
where there are large thermal differences between night and day.
The basic technical requirements for this shelter is to maintain
yearly average internal temperature of less than or equal to 25
degrees centigrade considering the worst case temperature
experienced in Saudi Arabia, where the absolute maximum
internal temperature for the Passive Shelter shall be 37 degrees
centigrade

4.1.4.4 The passive conditioning shelters shall also be used/installed when


the provision of commercial power is not currently available and
maintenance is difficult. In case it is installed, local power shall be
provided in deserts or remote areas through solar panels or power
generators of suitable capacity.

4.1.4.5 "Differential Temperature in worst-case scenario for hot night


between maximum internal shelter temperatures and (minus) the
minimum night temperature not to exceed seven (7) degrees."

4.1.5 The shelters shall have an operational life in the range of 30 to 40 years.

4.1.6 Shelters shall have spare space capacity at least 25% of the overall area for
future additional equipment.

4.1.7 Shelters shall be capable of withstanding a wind velocity of 170km/hr.

4.1.8 Shelters shall have fool proof lightning protection.

4.1.9 The drawings for shelters shall have floor plan/ layout and minimum of two
views with an appropriate scale. Following information shall be given on the
drawings:

4.1.9.1 Type and/or Catalogue number

4.1.9.2 Details of Anchor footings/foundations along with nuts & bolts

4.1.9.3 Dimensions (Internal & External etc)

4.1.9.4 Separate details of Floor, Roof , Wall & Door

4.2 DESIGN CRITERIA

4.2.1 Foundations

The communication shelters shall be installed and fixed to footings/


foundations (anchor points) with nuts & bolts for rigidity and easy
transportability. Anchor footings/foundations shall be provided as part of this
requirement. The minimum ground clearance of the shelter shall be one (1)
meter, provided with stairs and platform per door access complete with
railings.

4.2.2 Building Types

Building of the shelters shall be:

a. Single story with pitched roof

c. Odorless

4.2.3 Dimensions of the shelters (Common for Active & Passive)

4.2.3.1 The following shelter dimensions shall be considered as minimum:

a. Internal Dimensions:

 3000mm wide x 3000mm long x 2800mm high for the


telecom room
 2000mm wide x 3000mm long x 2800mm high for the
battery room

b. External Dimensions:

 3200mm wide x 3200mm long x 3000mm high for the


telecom room
 2200mm wide x 3200mm long x 3000mm high for the
battery room

4.2.3.2 The above dimensions were based on Equipment and Battery Room
typical Internal Heat Dissipations of 300 Watts and 20 Watts
respectively with twenty-five (25%) percent margin/engineering
factor. However, if manufacturer's shelter requires bigger
dimensions based on these given Heat Dissipations, the bigger
shelter sizes shall be supplied. If ever any manufacturer's shelters
will have smaller sizes for the given dimensions (per noted Heat
Dissipations) maintain above indicated shelter dimensions with
adjusted Heat Dissipations accordingly (Any other Heat
Dissipation requirement for other shelter dimensions will be
indicated on applicable SOW/TS.)

4.2.4 Environmental Conditions:

a. Shelters shall be suitable for outside Temperatures in the range of


-10°C to 55°C

b. Interior Temperature shall be 25°C using adequate sized air


conditioning units

c. Relative humidity up to 100%

d. Shelters shall be capable of withstanding a wind velocity of 170km/hr

e. Shelters shall not be affected by direct solar radiations

f. Shelters shall be capable of withstanding various volumes of rain/sand


impinging from various directions

g. Shelter shall be free from corrosion due to water, industrial air, saline
air mixed with decomposing vegetation

h. Shelters shall be designed for installation and operation in the harsh


environmental conditions of Saudi Arabian deserts

i. Shelter manufacturer shall supply computer simulated exterior &


interior temperature data.

4.2.5 Wall Panels & Roof of the shelter shall be:

 Well-treated against corrosion


 Finished according to manufacturer’s standard color

4.2.6 Floor of the shelters shall be:

a. Non-slip anti-static PVC tiles

b. Fully supported on rectangular members forming the main grid resting


on two steel I-beams

c. Additional reinforcement, if required, can be customized for increased


load capacity

4.2.7 Supports for the shelter shall be:

 X-frame consisting of steel I-beams


 X-mesh of secondary square beams

4.2.8 Doors of the shelters shall have the following :

a. 1000mm W x 2000mm H

b. Wall mounted door stoppers

c. Three-point lock system to insure air tightness

d. Weather & dust resistant rubber seal around the perimeter

e. Door lock outside & inside panic bar for easy access & opening

f. Permanent hold or device to hold the door against accidental wind


closing at 180 degrees

4.2.9 Openings and Other Requirements:

a. All openings shall be covered by hatches to prevent entry of water


splashes & sand

b. No pipe joints inside shelters allowed, only welded or flanged joints


allowed

c. No roof penetration except for applicable Passive Shelters on external


circuit (insulated pipes) connecting external and internal heat exchangers

4.2.10 Loads Design Data & Standards of the Shelter:

a. Floor live load-Telecom equipment area: 7.35 kN/m2

b. Floor live load-Battery bank area: 14.7 kN/m2

c. Roof imposed load: 1.00 kN/m2

d. Wind load-ANSI/ASCE 7-95

e. Steel – AISC 9th Edition

f. For Walls & Floors, refer to ANSI/ASCE 7-95

4.2.11 Miscellaneous Electrical Requirements for the Shelter:

a. For Communication Compartment

 1-220V AC Panel board equipped with circuit breakers for shelter


loads
 4-220V, Duplex power outlets
 2-220V, 40watts fluorescent lights

b. For Battery Compartment

 1-220V outlet (Explosion proof type) for Air conditioning unit


 1-220V, 40watts, fluorescent light (Explosion proof type)
 1-220V exhaust fan (Explosion proof type)

c. 1 x outdoor light over the entrance doors.

d. 1 x AC mains power receptacles socket for generator operation of a


shelter

e. One communication ground window bus bar for each shelter.

4.2.12 Fire Extinguishing System:

Fire extinguishing system shall be fully automatic, gas based not powder
i.e FM-200 or halogen extinguishing agent and shall be equipped with the
following necessary items:

a. Gas containers (5kg) each for both battery & equipment room

b. Smoke detectors (Ionization type }


& non-dust sensitive) } For both
c. Necessary pipes & fittings } battery
d. Gas discharge nozzles } and
e. Pressure relief valves } equipment
f. Nipples + couplings } room

g. One fire alarm control panel

4.2.13 Air Conditioning System

a. Provide AC air conditioning units for Active Shelters

b. Provide Exhaust Fans at Battery Rooms (redundant system with


switching controller)

c. Refer to minimum shelter dimensions as in Cl.4.2.3.1 above, for Heat


Dissipation considerations

4.2.14 Remote Alarm and/or Control Panel

4.2.14.1 Shelters shall be provided with Remote Alarm Panel and/or


Control Panel for supervision at associated SEC
Telecommunication Network Control Center via available Shelter
communications circuits

4.2.14.2 The following alarm and/or control (functional) panel boards


interfaced with applicable sensors and detectors shall be provided

a. Open door (micro-switch) both compartments.


b. Temperature Sensor /Detector
c. Smoke (Optical detector) both compartments
d. Intrusion Alarm/sensor for perimeter gate
e. Ventilation System (switching controller interface for
redundant exhaust fans)

4.3 MATERIALS

1. The structure of the shelter shall be aluminum alloy frame, aluminum alloy
roof and sandwiched wall panels foamed in-place insulation bonded to panels
including doors, walls, floors

2. The floor finished surface shall be anti-acid PVC tiles sheet 2.5mm thick on
top of the 18mm marine plywood covering the floor panels

3. The floor construction shall be reinforced with ‘T’ bars to provide mechanical
resistance due to loading. All materials used for the shelter shall be corrosion
proof, fungus resistant and flame retardant

4. The shelter shall be painted externally with two (2) coats of primer paints,
where the final layer coat shall be a minimum of 40 microns thickness of
polyurethane finishing paint capable of withstanding blowing sand & salty
atmosphere. Aluminum internal paint shall have total thickness of not less than
25 microns

5. Shelters shall be fitted with cable trays for the routing of necessary cables,
proper design and applicability shall be considered for the provision of the
required cable trays/ladders

6. The communication shelters shall have sleeved openings for cable entry/exit
(RF & power cables) with 2 each 100mm diameter through the floor and two
(2) each through the wall at high level. Final cable openings shall be provided
during the base design stage

7. The battery room shall have a floor drain in the center of the access doorway
with slope at this point

8. Room & external lighting shall be provided

9. Automatic fire extinguishing system including all accessories shall be provided


with the provision for remote alarm monitoring

10. The communication shelters shall have the ladder to the roof for easy access

11. Telecommunication Shelter Perimeter Fence:


a) For Active and Passive Telecommunication Shelter a perimeter fence
Type-IV in accordance with Standard Drawing TA-800113 & Material
Standards 70-TMSS-02 shall be provided to enclose & safeguard the
installed equipment. However, for installation of Telecommunication
Shelter in Remote Areas, a perimeter fence of 3.05 meters high by 250
mm thick concrete masonry unit (CMU) wall with double armed barbed-
wire on top (refer to COMPANY Materials Standards 70-TMSS-02 and
70-TMSS-03) shall be provided. The perimeter wall fence shall be
constructed as per the specifications below:

1) Hollow concrete masonry units shall be non-load bearing (normal


weight) and shall conform to ASTM C129. In addition, the corners
of the block shall be sharp and both faces of masonry units shall be
smooth and free from chips, cracks and other imperfections

2) Horizontal reinforcement shall be pre-fabricated ladder type


deformed steel bars conforming to ASTM A82 and hot dip
galvanized in accordance with ASTM A123. Minimum size of
horizontal reinforcement shall be 9 gauge

3) Vertical reinforcement shall conform to SASO SSA-2 with a


minimum yield stress of 350 MPa. Deformations shall conform to
ASTM A615M. Minimum size of vertical reinforcement shall be
12mm diameter

4) Mortar for concrete masonry units shall conform to ASTM C270,


Type N. Grout shall conform to ASTM C476

b) The perimeter wall fence shall be provided with One (1) 3.05 meters high
solid iron drive gate equipped with a high quality rigid padlock and a
barbed-wire shall be installed at the top of the perimeter fence (refer to
COMPANY Standard Drawing TA-800113) and shall be properly
grounded in accordance with COMPANY Engineering Standard TES-P-
119.10

c) Active and Passive Telecommunication Shelter perimeter fence shall


cover a lot area of Three Hundred (300) sq. meters. Actual perimeter lot
dimensions, shall be 20 meters in length by 15 meters in width

12. Provide one communication ground window bus bar for each shelter

4. 4 Markings

All the Active & Passive Telecommunication Shelters shall be provided with the
markings as detailed below:-

4. 4.1 Each Active & Passive Shelters shall bear permanent markings. All the
characters shall be legible to normal or corrected vision. Markings shall be
done in the following manner:

a. Manufacturer's Name, logo, or trademark


b. Year of Manufacture and serial number
c. Country of Origin
d. SEC Purchase Order No./Contract No/Job Order No
e. Product identification or type

5.0 ACCESSORIES

The following accessories shall be provided for the shelters:

a. Access door stair with platform and railings for equipment and battery rooms
b. Removable aluminum ladder for roof access (indicated in Cl.4.3 item #9)
c. Document pocket
d. Tilting Table
e. Dry power fire extinguisher in the Equipment compartment
f. Eye Wash Kit (Battery Room)
g. First Aid Kit (Battery Room)
h. Filling Kit (Passive Shelter)
i. Water Pump Kit (Passive Shelter)
j. Other kits as recommended by manufacturer (installation, maintenance)

6.0 TESTS

All test results shall be provided to Saudi Electricity Company (SEC) for review and
acceptance.

6.1 Active & Passive Telecommunication shelters shall be subjected to the following
tests as specified in technical Data Schedule:

6.1.1 Mechanical and strength/resistance tests for floor, roof, walls including
shelter deflection & torsion tests

6.1.2 Waterproofing test

6.1.3 Compartment testing for air leakages

6.1.4 Simulated static & dynamic tests representing specified field conditions in an
environmental test chamber

6.1.5 Specification compliance for system layout/dimensions and accessories


provision

6.1.6 Tests of fire extinguishing system installed.
