1.0 SCOPE
This Material Standard Specification shall be read in conjunction with the SEC
General Specification No. 01-TMSS-01 titled “General Requirements for all
Equipment/Material” which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project as applicable.

4.1 General
4.1.2 The power supply unit shall be an integral part of the Pilot Cable
Termination Unit, installed internally. The internal power supply
module shall be provided with dry contact for remote alarm
monitoring. Duplicated power supply unit shall be provided, with one
unit as a back in case there is failure in the other unit.
4.1.3 The Pilot Cable Termination Equipment shall accommodate the pilot
wire cable supplied under 48-TMSS-01.
4.1.4 The Pilot Cable Isolation cabinet assembly shall be a stand-alone unit
(cabinet).The Hot Panel/Lightning Arrestor assembly shall be a wall
mounted backboard, with lightning arrestors, hot panels, and
interconnected wiring mounted on the backboard. The backboard
provided shall be capable of withstanding the heat dissipated by the
pilot cable terminal unit, without damage and without creating a fire
hazard.
4.1.7 All parts of equal size and isolation rating shall be interchangeable.
4.1.8 Cabling, adjustments and future repair activities shall be readily done
from the front.
4.1.9 All bolted electrical joints shall be secured by tinned copper or tinned
copper-alloy bolts/connectors. Other bolts and studs shall be plated as
specified in 01TMSS-01 and shall have locking features. Bolts and
studs shall be of minimum property class 4.6 per ISO R898/1.
4.2.3 The equipment shall isolate high voltage faults or transients which
may occur on either side of the line, from getting to the other side.
While providing this isolation, the devices shall be fully transparent
to switching circuits and signaling. Suitable interface devices shall be
provided to enable AC and DC signaling over telephone circuits.
4.2.4 The Pilot Cable Termination Equipment, shall provide transient spike
isolation from lightning or switching transients up to 65kV. It shall be
able to withstand a continuous fault (or short circuit) of up to 20kV
GPR for five seconds between the station and pilot cable sides of the
unit.
4.2.5 The Pilot Cable Isolation Cabinet shall also contain AC and DC
power equipment for operation of SCADA and the isolation devices.
4.3 Ratings
Interfacing Requirements:
When connected through an OPX Card at the remote end of the pilot
cable, the telephone card shall be able to fully regenerate telephone
ringing and other DC and AC signals from other installed Foreign
Exchange equipment included as part of any SEC-ERB
telecommunications carrier system.
a. The T1/E1 card shall provide high voltage isolation for balanced
cable pairs carrying digital transmissions, such as the standard
1.544Mbps (T1) signals and HDSL signals of 2.048Mbps (E1).
b. For complete system protection, two cards are required; one for
the RX pair and one for the TX pair. Both RX and TX cards
shall be fully interchangeable. One fully equipped 8-card shelf
shall accommodate up to four independent four-wire T1/E1
channels.

b. The OPX card shall provide high voltage isolation for a remote
PBX station located outside the station ground grid influence.
The optional telephone card shall be required only if a ground
potential rise is possible at the remote site (station B).
a. The line test card shall provide isolated test points to station and
to central office, tip, ring, central office sheath and station
(local) power test points, and power on light emitting diode
(LED). This card shall be provided if called for in the Data
Schedule.
This card shall provide test points for all circuits in the system,
but not for testing the isolated cards.

Note: All options of the AC card shall pass all specified AC signals.
Five Step Attenuator (0.5dB, 1dB, 2dB, 4dB and 8dB) – this feature
shall allow manual amplitude equalization of the card from 0 to 15dB
steps in addition to the nominal 0.2dB loss of the AC card.
This unit shall supply the -24Vdc and -48Vdc requirements for isolator
cards i.e. telephone card, OPX isolator card, VF equipment and the
T1 carrier isolator card. Input power shall be via a 125Vdc 1.8m long
cord.
Green color LED shall be provided on the face of the unit. This shall
be illuminated when there is 125Vdc available to the unit.

4.4 Materials
a. The isolator eight card shelf, cable stub version shall be of high
dielectric strength, nonflammable, nonmetallic enclosure which
can accommodate eight separate modules. The connected
station cable shall enter the shelf through an access hole in the
top right side. It shall also be equipped with a 1.5m cable stub
connected at one end to mate with a hot panel. This cable stub
shall enter the shelf through the access hole on the bottom left
side.
4.5 Fabrication
4.5.1 This cabinet shall fit in the line-up with SCADA and IFC cabinets. It
shall contain the I/O equipment for SCADA, protection and
communications and equipped on a per site basis. It shall have a
power input panel at the top with circuit breakers and DC/AC
voltmeters.

4.5.3 Cable entrance holes shall be located at the top and sides of all
cabinets, and access to the interior shall be gained by opening the
front door of the cabinet.
4.5.4 The packaging design of shelf and cabinet assembled shall consider
transient spike isolation from lightning or switching transients up to
65kV, and a continuous fault (or short circuit) up to 20kV between
the station and line sides of the unit (i.e. 20kV GPR acceptable).
When used with a lightning arrester between the pilot cable sheath
and the substation ground, the ground potential rise (GPR) that can be
safely accommodated shall be at least 15kV.
e. The hot panel shall have removable jumpers (with provision for
grounding station [isolated] side pilot cable) to allow for safe
maintenance of equipment on the isolated side. Facilities shall
be provided for grounding of pilot cable cores with removable
jumpers during testing.
c. Provision shall be made for pilot cable entry and exit and for
sheath connection through insulated bushings.
4.6.1 The shelf and isolation devices shall be housed in a high dielectric
strength, nonconductive, flame retardant enclosure that does not
generate smoke, corrosive or toxic products when in fire. This
enclosure shall, in turn, be mounted in a metal frame (cabinet).

4.8.3 A detail sheet shall be affixed to the hot panel with information
relating to the position of termination of incoming and outgoing pilot
cables, as well as all information on cross-connects performed at the
site. The section of the detail sheet indicating information on cross-
connects inside the hot panel shall be readily changeable to allow for
future modifications in cross-connect activity at site.
4.8.4 Labelling shall also be provided on all incoming and outgoing pilot
cables entering the assemblies in each cabinet. The labels shall be
permanently affixed to the entering pilot cables on the respective
assemblies. Information on the labels shall be clearly readable and
shall indicate the following:
5.0 TESTS
All test results shall be provided for review and acceptance by SEC.
Longitudinal Surge Test - the cabinet shall be subjected to a 65kV test voltage
at a wave of 1.2 x 50 microseconds.
5.2.1 The cabinet shall be subjected to a 20kV rms test voltage for five
seconds.
