1.0 SCOPE
This Material Standard Specification shall always be read in conjunction with SEC General
Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials",
which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.
The latest revisions/amendments of the following Codes and Standards shall be applicable
for the equipment/material covered in this TMSS. In case of conflict, the vendor/
manufacturer may propose equipment/material conforming to one group of Industry Codes
and Standards quoted hereunder without jeopardizing the requirements of this TMSS.

4.1 General
4.1.1 The circuit breaker shall be SF6 type employing single pressure puffer design
with live tank construction.
4.2.2 The minimum internal insulation requirements of the circuit breakers shall
be as specified in 01-TMSS-01.
4.2.4 Unless otherwise specified in the data schedule circuit breaker mechanical
endurance shall be for 2000 operation with mechanical endurance class M1
per IEC62271-100 or equivalent.
4.2.5 Circuit breaker shall be restrike free at 25% of the full short circuit current
for capacitive current switching applications.
4.2.6 The maximum interrupting time for circuit breakers up to 230kV shall be 3
cycles (50 ms) for all test duties. For 380kV circuit breakers, it shall be 2
cycles (33.3 ms).
4.2.7 The rated duration of short time withstand current shall be one (1) second
per IEC or three (3) seconds per ANSI as specified in data schedule.
4.2.8 The total interrupting time at all currents less than the rated short circuit
interrupting current shall not exceed the rated maximum interrupting time.
No restrikes shall occur under any mode of interruption.
4.2.10 The circuit breaker shall have a rated duty cycle O-0.3 sec-CO-3min-CO.
4.2.12 Circuit breaker shall have 3-phase auto-reclosing feature (if specified in data
schedule) with annunciation for auto-reclosure fault and blocked conditions.
4.2.13 The rated horizontal mechanical loading at the terminals shall be as per IEC
62271.100 or table 4 of IEEE Std. C 37.04 unless otherwise specified.
4.3 Construction
4.3.1 The circuit breaker may be either single pole type or three pole gang operated
type. Single pole circuit breaker shall employ single-pole operating
mechanism electrically coupled for synchronous three-pole operation.
4.3.2 The circuit breaker shall be supplied with two (2) electrically independent dc
shunt trip coils and one closing coil per operating mechanism.
4.3.3 The circuit breaker mechanism shall be electrically and mechanically trip
free.
4.3.5 All instruments and gauges shall be mounted at a maximum height of 1.5
meters from ground for easy readability.
4.3.6 To facilitate transport, lifting lugs, jacking pads or other handling devices,
capable of supporting the weight of fully assembled breaker shall be
provided.
4.3.7 Two grounding pads located at diagonally opposite ends of each support
structure shall be provided. The grounding pads shall be sized to
accommodate connectors suitable for bare stranded copper conductor of sizes
1 x 240mm2 for circuit breakers with short circuit interrupt current rating up
to 40kA and 2 x 240mm2 for circuit breakers with short circuit interrupt
current rating above 40kA. The pads shall be capable of carrying the rated
short time current of the circuit breaker.
4.3.8 Corrosion resistant bolts, nuts, washers etc. shall be used throughout. All
exposed ferrous parts shall be hot-dip galvanized as per 01-TMSS-01. All
exposed parts shall be weatherproof and designed to prevent accumulation of
moisture as specified in 01-TMSS-01.
4.3.9 The breaker terminals shall have 4 hole terminal pads with NEMA or
equivalent standard drilling. The terminal pads shall be of noncorrodible
material and shall be suitable for use with bolted type copper or aluminum
terminal connectors.
c. The drawout circuit breaker shall have the following three (3)
positions along with mechanical (on operating mechanism) and
electrical (on local control panel) indications:
d. The truck shall remain fully grounded via a short-circuit current rated
sliding contact both in service and test positions. Grounding through
the wheels and rail of the truck is not acceptable.
i. Gas monitoring
ii. Multi-pin Control Plug for connecting all the secondary
wiring (auxiliary wiring of all control and supervision
circuits etc.) to Local Control Panel.
iii. Other signaling/monitoring devices, as applicable.
4.4.1 A key operated two mode change over switch labeled "Remote" and "Local"
shall be provided in breaker control cabinet for establishing the point of
control of the circuit breaker. Selection of any particular mode shall
automatically block the operations from the other mode. However it shall be
possible to trip the circuit breaker on any mode irrespective of the selection.
Circuit breaker trip indication should also be provided on all local control
cabinets. "Close" and "Open" push buttons of momentary contact type shall
be provided in the control cabinet for local operation of the circuit breaker.
4.4.3 The rated voltage shall be 125Vdc unless otherwise specified in data schedule.
Each trip coil shall operate satisfactorily between 70Vdc and 140Vdc for its
rated voltage of 125Vdc. The closing coil shall operate satisfactorily between
90Vdc and 140Vdc for its rated voltage of 125Vdc.
The maximum operating current s for close and trip coil shall not exceed
15Adc.
The closing coil shall be switched by making both positive and negative
poles to prevent inadvertant operation of the coil.
4.4.4 Single pole type circuit breakers with individual operating mechanism shall
be provided with pole-discrepancy protection with time delay for tripping
both trip coils.
4.4.6 For the indoor 69kV withdrawable circuit breaker the following electro-
mechanical interlocks shall be provided such that :
a. It shall not be possible to withdraw the truck from or insert into the
cubicle unless the circuit breaker is in open position.
c. Access to a switchgear bay via front door shall only be possible if the
corresponding circuit breaker is in test position and the associated
disconnect switches if applicable, are in open position and/or the
associated section ground switch/es is/are in closed position. A key
operated switch shall also be provided to by pass the door interlock,
in case of any maloperation of the interlock.
4.4.7 For indoor 69 kV fixed type circuit breakers, following interlocks shall be
provided :
b. Access to a switchgear bay via front door shall only be possible if the
corresponding circuit breaker and the associated disconnects are in
open position and/or the associated section ground switch/es is/are in
closed position. A key operated switch shall also be provided to by
pass the door interlock, in case of any maloperation of the interlock.
a. The number of normally open (NO) and normally closed (NC) spare
auxiliary contacts as required per data schedule shall be provided in
addition to those required for the operating mechanism control and
indications and interlocks with other equipment. All auxiliary
contacts shall be mechanically driven.
4.5.1 SF6 gas sealing system shall be designed to ensure safe operation and
interruption at the specified ratings of the breaker at the service conditions
specified in relevant documents. The SF6 gas shall conform to IEC 60376 or
ASTM D2472. The manufacturer shall provide gas purity certificate from
the SF6 gas supplier.
4.5.2 The SF6 gas shall be monitored by a pressure gauge, and temperature
compensated pressure (density) switches. Each pole shall have its individual
SF6 monitor to protect the circuit breaker against unsafe operation if the SF6
pressure (density) in the interrupter falls below the rated operating level, as
follows:
The above-mentioned alarm and lock out features shall occur sequentially in
two stages before the minimum SF6 operating pressure is reached. Pressure
gauge shall be of easily readable type with graduations clearly indicating
level 1 and level 2 alarm markings.
4.5.3 It shall be possible to test and replace each pressure gauge and the density
switch with the equipment in service.
4.5.4 Facility shall be provided to allow taking samples of gas while the breaker is
in service.
4.5.6 Necessary kits for SF6 gas filling, handling and maintenance along with gas
test equipment shall be supplied, if requested in Data Schedule.
4.5.7 One portable SO2 non-disposable type detector shall be provided for each
substation if specified in data schedule.
4.5.8 SF6 filling valve shall be of high quality non-return type and installed in a
readily accessible position subject to SEC approval.
4.5.9 One calibration device/instrument shall be provided for density monitor for
each substation if specified in data schedule.
c. The capacity of energy storage facilities that are integral part of the
pneumatic operating mechanism shall be sufficient to permit at least
five (5) complete close-open operations at rated short-circuit current
or at related required capabilities specified in Data Schedule, starting
at normal working pressure and without replenishing the stored
energy.
f. The air storage tank shall conform to ASME "Boiler and Pressure
Vessel Code, Section VIII".
j. Provision of shut off valves shall be made to isolate the air receivers
from the compressor.
b. The capacity of energy storage facilities that are integral part of the
hydraulic operating mechanism shall be sufficient to permit at least
full rated duty cycle (O-0.3sec-CO-3min-CO) of the breaker at rated
short-circuit current or at related required capabilities specified in
Data Schedule, starting at normal working pressure and without
replenishing the stored energy.
4.7.1 Outdoor circuit breaker insulating units shall be made of electrical grade wet
processed porcelain, brown color. The manufacturer, if required, shall furnish
evidence regarding integrity of the porcelain housings in accordance with
IEC62155 or equivalent. Insulators shall withstand a wash water pressure of
3.5 MPa.
4.7.2 The insulting housing other than of porcelain material may be accepted if the
manufacturer proves with adequate documents and test results that it has
superior quality and equivalent or better electrical and mechanical properties
in comparison with porcelain ones and have at least five years proven field
experience.
4.7.3 Unless otherwise stated in data schedule minimum creepage distance and
insulation requirements shall be as specified in 01-TMSS-01.
4.8.1 The components of operating mechanism and the associated control devices,
and the terminal blocks for current transformer secondary if applicable and
control wiring shall be housed in a local control cabinet made of minimum 2
mm thick galvanized sheet steel. Where other metals are used, the thickness
may be modified to provide equivalent strength and deflection if approved
4.8.2 Hinged access door shall be used with provision for keylocking. Stopper
shall be provided to hold the door in the open position. The hinged door
panels shall be directly bonded to ground by a flexible copper braid
connecting to the grounding bus as described in clause 4.8.5.
The cabinet shall be designed for cable entry from bottom. Adequate number
of openings in the removable gland shall be provided on the bottom of
control cabinet. Unused openings shall be sealed properly with neoprene
gaskets and cover plates.
4.8.3 High mounted control cabinet requiring platform for maintenance personnel
is not acceptable.
4.8.4 The control cabinet shall be supplied with 220Vac or 127Vac door switch for
interior lighting.
A 15A, 220Vac receptacle outlet having tandem slot with grounding U-slot and
a 5A, 127Vac receptacle outlet having parallel slot with grounding U-Slot shall
also be mounted inside the cabinet. All outlets shall be single phase and be
suitable for use with 3-pins plugs.
4.8.5 A copper ground busbar of suitable dimension shall be provided at the bottom
of the cabinet for grounding.
4.8.6 SEC approved schematic diagram of the part of the control system local to the
circuit breaker, identifying the various components within the cubicle and on
the circuit breaker and referring to the appropriate drawings and erection
instructions shall be provided in a metal pocket inside the control cabinet.
The schematic diagrams shall be protected and contained in an envelope of
durable and non-fading material suitable for the specified climatic
conditions.
4.8.7 The control cabinet shall include, but not limited to the following:
a. Operating mechanism.
b. Monitoring and indicating devices
c. Local/Remote switch
d. Push buttons for Local operations of circuit breakers.
4.9.1 All wiring within the control cabinet shall be installed and tested at the
factory unless otherwise specified. All wiring shall be heat and flame
retardant rated 90ºC maximum conductor operating temperature, type SIS as
listed in NFPA 70 or approved equivalent, rated 600/ 1000 V, with insulated,
tinned, stranded, annealed copper conductor. Control wiring shall not be
smaller than 2.5mm2. Current transformer wiring if required shall be a
minimum of 4mm2 and power wiring shall be sized as required.
All wires shall be adequately rated for thermal withstand of short circuit
currents, in accordance with back-up tripping time.
4.9.2 Wiring shall be made without splices. All wires shall have solderless
insulated ring type terminals, tin-plated copper crimp type. Spade type wire
lugs or pin type terminals shall not be used.
4.9.3 Terminal blocks shall be of non-captive pan head screw type and shall be
mounted on grounded rails. No more than two conductors shall be
terminated at any one terminal point. If additional terminations are needed,
flat preformed jumpers shall be provided.
4.9.4 AC, DC circuits and terminal blocks shall be physically segregated in groups.
The AC and DC circuit terminals shall be fitted with non-flammable,
transparent plastic covers to prevent accidental short circuit/contact with live
parts.
4.9.5 All spare contacts of the auxiliary switch shall be wired and terminated at the
terminal blocks in the control cabinet.
4.9.6 Wiring shall be carried in troughs or in neatly formed packs which shall be
tied or otherwise secured at frequent intervals to prevent undue stress on
equipment or connections. In addition cables shall be clipped with
nylon/plastic coated C-clips to prevent breaking of cable ties. Bends in the
wiring shall be carefully made in such a manner that the insulation is not
damaged. Connections across portions which are movable shall be made
with flexible wire formed to distribute the bending motion.
4.9.7 All internal wiring terminations shall be identified by legible markings at the
device terminals. Each end of every wire leaving a terminal block shall be
identified indicating local termination point and destination. All internal
wiring shall have identification showing both locations of termination at
each end of the wire. Markers shall be of ferrule type, permanently marked
and shall be made of material that will not deform or deteriorate and shall
withstand a temperature of 90°C. Adhesive type terminal markers are not
acceptable.
4.10.1 All external cabling or wiring will be brought to the cabinet from bottom,
unless otherwise specified. All external wiring shall have adequate
mechanical protection acceptable to SEC.
4.10.2 Removable gland plates underneath the terminal blocks shall be punched
for installation of incoming conduits or control cables.
4.10.3 Cabling shall enter the panel through suitable cable glands to prevent
contact with sharp metal edges.
4.11 Nameplate
4.11.1 Each circuit breaker shall bear a nameplate permanently and legibly
marked both in English and Arabic with the information listed per IEC
62271-100 or ANSI C37.04 as applicable, plus the additional information
as follows:

The nameplate material shall be stainless steel and shall be fastened to the
equipment by stainless steel screws or rivets. The markings shall be
engraved/ acid or laser etched.
5.0 TESTS
All test results shall be provided for review and acceptance by SEC.
All type (design) tests prescribed in the relevant IEC or equivalent ANSI/IEEE
standard shall be performed on the representative unit or on the first unit of every
new design or rating to be supplied to SEC. All circuit breakers regardless of their
intended application shall have Short Line Fault (SLF) capability demonstrated by
type test..
Certified test reports of type (design) tests performed on an identical unit may be
submitted along with the quotation for review and acceptance in lieu of the actual
type (design) tests.
All production (routine) tests shall be performed against the approved vendor
drawings on all circuit breakers as prescribed in the relevant IEC or equivalent
ANSI/IEEE Standards.
