1.0 SCOPE

This Specification describes the design, fabrication, test, inspection and performance
requirements of a link box for bonding and grounding of the metallic sheath of
underground power cables, to be installed in the electrical system of the Saudi
Electricity Company (SEC), Saudi Arabia.

2.0 CROSS REFERENCES

This Material Standard Specification shall be read in conjunction with the latest
revision of SEC General Specification No. 01-TMSS-01 titled "General
Requirements for All Equipment/Materials", which shall be considered as an integral
part of this TMSS. This TMSS shall also be read in conjunction with SEC
engineering standards No. TES-P-104.08 titled "Bonding & Grounding of Insulated
Metallic Sheath of Power Cables" and also with SEC Purchase Order or Contract
Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be


applicable for the equipment/material covered in this TMSS. In case of conflict, the
vendor/ manufacturer may propose equipment/material conforming to one group of
Industry Codes and Standards quoted hereunder without jeopardizing the
requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The link box shall be of manufacturer's standard design and shall meet or
exceed the requirements of this Specification in all respects.

4.1.2 Manufacturer's drawings shall show the outline of the link box, all
components inside together with all pertinent dimensions. Any variations in
these dimensions due to manufacturing tolerances shall be indicated.

4.1.3 The bonding method of the metallic sheath of the power cables inside the link
box shall be as specified in data schedule.

4.1.4 Special Link Boxes can be required when new substation are looped in from
the existing cable circuits.

4.2 Design Criteria

4.2.1 The design temperature shall correspond to the site conditions referenced in
01-TMSS-01.

4.2.2 The link box design shall generally conform to IEC60298 or IEEE C37.20.2.

4.3 Ratings

4.3.1 The specific ratings of the link box and its components shall be as specified.
in this standard and the data schedule.

4.3.2 The electrical terminals inside the link box shall be insulated to withstand the
site test mentioned in clause 5.3.

4.3.3 The busbar, connecting link, ground connector and other fault current paths
shall be capable of carrying the fault current mentioned in the data schedule
for a fault duration or clearing time of 1 second. The minimum size of the
busbars, connecting links etc. shall be computed per ICEAP-45-482
according to the fault current mentioned in the data schedule and maximum
copper temperature of 250°C and provided for SEC review and approval.

4.3.4 The sheath voltage limiter (SVL), used within the link box shall be capable of
withstanding the following conditions:

a. The insulation of all sheath bonding components including joint


sleeves, link boxes, bonding leads and sheath voltage limiters shall be
adequate to withstand the 60 Hz sheath voltages during full load and
fault conditions, the d.c. test voltages and the transient voltages due to
lightning or switching.

4.4 Link Box Locations

Link box shall be installed underground in pits or above ground outdoor/indoor


according to design enquiary. For that:

4.4.1 A link box will be used underground:

a. Link box position should be at acceptable place to be maintained


easily.

b. In streets acceptable places for link box pit are either footpath or road
island.

4.4.2 A link box will be used above ground indoor/outdoor.

a. The design of the enclosure shall be such that it is suitable for


mounting on a flat base at ground level. Provision shall be made for
fixing the link box to the foundation by the inclusion of four holes for
M16 foundation bolts.

b. For above ground, outdoor installation, the link box shall be pillar
type and pad-mounted as shown in Figure 1.

c. At substation, link box should be fixed beside cable sealing ends at


GIS room (cable trench is not acceptable place).

4.5 Materials

4.5.1 Bonding Links, Leads, Terminals, Nuts, Bolts, Washers and Cable Clamps

a. Concentric bonding leads shall be capable of withstanding a voltage


test of 10 kV d. c. for one minute between conductors and between
any conductor and earth.

b. Any parallel earth continuity conductors or cross bonding leads to


shall be insulated and adequate to carry the full expected fault current
of the cable system.

c. In cross bonding link boxes, the bonding leads shall be coaxial cable
with cross section of minimum 240 mm2.

d. In solid bonding earthing, the bonding leads shall be single core cable
with cross section of minimum 240 mm2.

e. Bonding links shall be removable tinned copper and designed for hi-
pot testing of the cable sheath. All links shall be insulated with sleeve.
Component assembly within the link box shall be per Fig. 2.

f. The terminals, links and sheath voltage limiters (SVL) connections


shall be designed so that the contact resistance shall not exceed 20
microhms for each contact point.

g. The bolts, nuts, washers and cable clamps shall be made of stainless
steel.

h. The terminals and cable lugs shall be made of tinned copper and shall
be supplied with the link box.

4.5.2 Busbars

Busbars shall be made of hard drawn, tinned copper.

4.5.3 Ground Connector

a. Normally the star points of SVLs shall be earthed. On single point


bonded systems earthing, it shall be connected to the solid earthing
bond connections through the earth continuity conductor. On cross-
bonded systems earthing shall be to four separately driven parallel
connected copper rods each 1.2 m long one in each corner of the joint
bay.

b. The grounding busbar shall be provided with minimum one tinned


copper terminal for connection of grounding cable.

c. From the grounding busbar to the link box framework, a bolted


removable link shall be provided.

4.5.4 Enclosure

a. For link box to be (Underground):

Material of link boxes should be non-corrodible, non-ferrous material.


Brass, fiberglass or stainless steel are acceptable.

b. For link box (Above ground):

i. The link box enclosures shall be of robust construction. It


shall be manufactured from stainless steel sheet of 2mm
thickness.

The outdoor link box shall be provided with removable and


bolted watershed tops (canopy). The pressure relief
openings/explosion vents shall be provided on the top of the
link box and under the canopy as shown in Figure 1. The
clearance between explosion vents and canopy shall be such
that the canopy shall not be damaged due to explosion.

ii. The outdoor link box shall have a snap-on apron plate. No
bolts shall be used for fixing the apron plate and it shall be
removable only after opening the door.

iii. Access to the front of the link box shall be by means of hinged
door which shall be fitted with two triangle-head locks and
one padlock provision per Figure 7. The padlocking provision
shall be made of 3mm thick stainless steel sheet.

iv. The enclosure shall be designed to ensure that adequate


clearance (not less than the clearances specified in Clause
4.6.2) exists between all live parts and from live parts to
ground.

v. The link box enclosure shall be painted with color per 01-
TMSS-01.

vi. The enclosure shall be labeled as "Link Box for SEC ( )kV
Cable". A danger sign plate, SEC logo plate and the name of
the cable circuit label shall be fixed on the front cover of the
link box per Figure 1. The labels and sign plates shall be fixed
by stainless steel screws.The labels shall be made of stainless
steel.

vii. Stainless steel gland plate with cable glands of adequate size
shall be provided at the bottom of the link box enclosure for
entry of bonding leads and grounding cable. Cable glands
shall be made of brass.

viii. The minimum dimension of the link box enclosure shall be as


given below:

NOTE: In the link box of 500mm depth, SVLs are


perpendicular to the plane of the back plate.For
SVLs parallel with the plane of the back plate,
the depth of link box may be reduced to
350mm.

4.5.5 Sheath Voltage Limiter (SVL)

a. The sheath voltage limiters shall comprise three star-connected


gapless type non-linear resistors suitable for continuous operation
with an applied voltage equal to the sheath standing voltage at full
load or at the overload rating for the circuit if applicable.

b. The non-linear resistors making up the units have the following

c. They shall be capable of withstanding the power frequency over-


voltages applied to the resistor as a result of system faults of all kinds
external to the cable circuit for a period not less than twice the
maximum fault clearance time for the system.

d. They shall be capable of dissipating without damage the energy


developed in the resistors due to switching including switching
associated with a fault external to the cable circuit.

e. They shall be installed in an accessible position for allow for


inspection and maintenance.

f. The SVL shall be of gapless, metal-oxide type per IEC60994 with tin-
plated copper terminals. The non-linear discharge resistors shall be
encapsulated with epoxy resin.

g. The SVL shall be indelibly marked with manufacturer's name, type


and serial number.

4.6 Fabrication

4.6.1 Unless otherwise agreed, SVLs shall be housed within the link boxes with
which they are associated; provision for such housing is made in the range of
standard preferred link boxes. SVLs must be so installed that they may be
readily disconnected to permit site high voltage d.c. testing on sheath
insulation, etc.

4.6.2 SVLs shall be installed in an accessible position for inspection and


maintenance.

4.6.3 Insulators shall be fixed, non-hygroscopic, tracking-resistant, epoxy


materials.

4.6.4 All parts of equal size and shape shall be interchangeable.

4.6.5 Unbolting of the nuts and bolts from outside the link box shall not be
possible.

4.6.6 The busbars shall be spaced and staggered in such a way that installation of
the cables can be achieved without any difficulty using common hand tools.

4.6.7 Electrical clearances between phase conductors and from any phase
conductor to ground shall be as given below:

4.6.8. When the above clearances cannot be obtained or special risks exist, adequate
solid insulation partitions shall be provided.

4.7 Marking

The flowing labels shall be provided for each link box. The labels shall be
anticorrosive material and the wording on plates shall be legibly printed and
weather-proofed.

4.7.1 Danger Label

The word 'DANGER' should read on danger label in Arabic & English, size
of the letters shall not be less than 12 mm. In addition; the wording of
“connections inside subject to high voltage DO NOT OPEN without having
Permit to Work (P.T.W.) / Sanction for Test (S.F.T.)" in Arabic & English
shall be read on danger label; size of letters shall not be less than 5 mm.

All letters shall be black on red background. The plate and colours shall be
corrosion, weather and ageing proof; the minimum size of the plates is
100 mm x 200 mm and shall be screwed in blind holes drilled on link box top
cover.

4.7.2 Circuit Identification Label

The circuit shall be identified by black letters on white plates with a


minimum size of 10 mm, while size of plate shall not be less than
30 mm x 60 mm which shall be screwed in blind holes drilled on link box
top cover.

4.7.3 Link Box Number Label

This label shall identify the number of the box for the concerned circuit,
which shall be same number provided in the schematic diagram submitted to
SEC for the same circuit. Size of the label shall not be less than30 mm x 60
mm. The label shall also be screwed in blind holes on top of the link box
cover.

4.7.4 Sheath Identification Label

The sheaths of the respective phases shall be identified by the labels fixed
with suitable glue at the points where bonding leads enter into the link box,
the size of the label shall be 20 mm x 30 mm and the written shall be in black
on white plate.

4.7.5 Cross bonding Identification Label

The cross bonding inside each cross-bonding link box shall be identified by a
label to avoid wrong cross bonding after maintenance. The label size shall be
20 mm x 30 mm and shall be screwed in blind holes underneath the box
cover.

Inside each cross bonding link box, the adjacent link boxes sides should be
identified by labels fixed with suitable glue inside link box to identify the
sheath section between link boxes. The size of this label should be
10 mm x 30 mm and the writing should be in black on white plate.

4.7.6 Link Box Pit Cover (for type A Underground):

Cover lifting holes shall be superficial ones so as not to allow water to leak.
The following engraved title shall be written on the pit cover: "SEC -High
Voltage Cable ".

Material of cover shall be heavy duty cast iron to withstand 45 tonne moving
load.

Link Box Pit Identification Labels:

It shall be installed inside the pit on three walls.(one for “Name of circuit No.
Of link boxes, the other two walls shall give the direction of the location of
the respective substations).

4.7.7 Nameplate

A nameplate of size 150 x 150 x 1.5 mm shall be fixed outside the link box.
The nameplate shall give the following information:

a. Nominal voltage of the power cable (kV)

b. Rated short circuit withstand (l second) current (kA)

c. Rating, model and manufacturer's name of SVL (if applicable)

d. Gross weight of the link box, when fully equipped (kg).

e. Manufacturer's name and type designation of the link box

f. Year of manufacture

h. SEC purchase order number, or Contract no./ J.O. No.

5.0 TESTS

All test results shall be provided for review and approval by SEC.

5.1 Type Tests

The type tests prescribed below shall be performed per IEC 60298 and IEC 60529 or
IEEE C37.20.2 on a complete functional assembly of the link box without SVLs.

Certified test reports of type tests performed on a complete functional assembly of


one representative link box having same design, arrangement and ratings as of those
supplied earlier and acceptable to SEC, may be submitted for review and acceptance
in lieu of the required type tests above.

5.1.1 Impulse Voltage Withstand Test

The internal insulation of the link boxes shall be capable of withstanding


impulse voltage between links as given below. Insulation level between link

5.1.2 Short-Circuit Test

The busbars and bonding links assembly in the link box shall be
capable of withstanding the rated symmetrical short-circuit current
specified in data schedule for one second.

5.1.3 Degree of protection shall be IP67 as per IEC 60529.

5.1.4 Sheath Voltage Limiters (SVLs) shall be type tested per IEC 60099-4.

5.2 Routine Tests

5.2.1 Power Frequency Withstand Voltage Test

The link box components shall withstand a power frequency voltage


of 10kVrms for 1 minute between link and ground. The tests shall be
performed per IEC 60298 or IEEE C37.20.2.

Sheath Voltage Limiters (SVLs) shall be routine tested per IEC


60099-4.

5.3 Site Test

After installation, during the testing of the power cable jacket integrity, the
insulation between terminals normally connected by links shall be able to
withstand 10 kV dc for 1 minute per Electra (47) CIGRE Study Committee
21.
