1. INTRODUCTION

ELS has a dedicated team of skilled professionals specializing in providing engineered

2. MATERIALS & CONSTRUCTION

EL10 (Pipe Label) is constructed with a substrate biaxial-oriented PET film (100% eco-
friendly) and a layer of over-laminate film and is formed together during the stringent
manufacturing process. The overlaminate film provides protection against the harshest
environments encountered in complex process facilities and offshore. It also provides
superior protection against UV exposure to avoid fading effects. The text and graphics are
digitally printed using the latest ink technology in the marketplace. Materials are self-
extinguishing when exposed to open flames and provide excellent resistance to chemicals
and liquid forms of substances. The label as a whole is chloride and halide-free.
ES10 (Flexible Sign) is made of printed graphics between layers of chemical-resistant
plastic. The uppermost layer consists of a semi-rigid, UV-resistant film, augmented with an
additional protective liner to ensure abrasion protection, which is intended to be removed
after installation. The substrate is a white gloss PVC film that exhibits contouring capabilities
on both curved and flat surfaces when mounted.
ES10R (Rigid sign) is made of printed graphics between layers of chemical-resistant
plastic. The top layer is a semi-rigid UV-resistant film with additional protective liner to ensure
abrasion protection. The substrate is a white gloss PVC film machine pressed to aluminum
composite backing plate.
ET10 (Rigid Tags) is made of printed graphics between layers of chemical-resistant plastic.
The top layer is a UV-resistant film. The substrate is a white gloss PVC film machine pressed
to an aluminum composite backing.
RIDER (Mounted Pipe Label) is made up of printed graphics between layers of chemical-
resistant plastic. The top layer is a UV-resistant film with additional protective liner to ensure
abrasion protection. The substrate is a white gloss PVC film machine pressed to an
aluminum composite backing plate. For mounting, HC-4 saddle cable tie holder is added to
secure pipe label position.

3. PURPOSE

This labelling guide is intended for use by MABUHAY VINYL CORPORATION to guide and
ensure that markings and labels installed by them allow for effective communication of
information to personnel in the factory to enable the safe operation and emergency response.
This guide defines the minimum requirement for the design, line tracing information, materials
of construction, colors, and placement of Labels for the identification of piping, signage and
tags.
This guide aims to achieve the following for the OWNERS:
i) Degradation caused by exposure to chemicals, gases, and UV-radiation of labels.
ii) The materials used for labels are robust and carry a warranty.
iii) Fit-for-purpose contents on labels for proper traceability by incorporating P&ID
references. This will allow for:

● Faster commissioning and enhanced productivity;


● Easier installation;
● Improved operator response;
● Assistance for maintenance programs and personnel;
● Reduced risk of upset or downtime, and
● Aid and support for emergency response personnel

4. PERFORMANCE

Pipe Labels, shall withstand direct contact with hydrocarbons and process chemicals,
operating temperatures up to 190°C (374°F). They shall withstand prolonged exposure to
direct sunlight without deterioration for a minimum of 20+ years. Defective or failed Labels
within these parameters shall be replaced by the CONTRACTOR at no cost to the CLIENT.

Signages, shall withstand direct contact with hydrocarbons and process chemicals, service
temperature from -40°C to 90°C. They shall withstand prolonged exposure to direct
sunlight without deterioration for a minimum of Ten (10) years. Defective or failed markers
within these parameters shall be replaced by the CONTRACTOR at no cost to the
CLIENT.

Tags, shall withstand direct contact with hydrocarbons, process chemicals, water and oil
resistance, with a service temperature of -40°C to 90°C. They shall withstand prolonged
exposure to direct sunlight without deterioration with life expectancy of 20years and a Ten
(10) years warranty. Defective or failed markers within these parameters shall be replaced
by the CONTRACTOR at no cost to the CLIENT.

5. GENERAL REQUIREMENTS

The following are critical elements of an effective labeling program:

• The CONTRACTOR will be responsible to the CLIENT for all phases of the project and
will function as a single point of responsibility for all labeling, signage, and tagging
functions for labeling projects of any extensive scope. The CONTRACTOR shall be
responsible for developing an accurate bill of materials, perform required site
engineering and data verification, manufacturing including P&IDs, general drawing
arrangements.

• All plant labeling, signage and tagging products shall be supervised by the
manufacturer of the labeling materials. This ensures proper selection of labeling
materials designed to withstand the environment they are installed in, and facilitates
coordination of material manufacture and delivery.

• Labeling of any extensive scope shall be undertaken only by an experienced


CONTRACTOR that can demonstrate:

o Proven, well-defined, organized labeling work methods, safety and quality


assurance programs.
o The capability to provide turnkey bill of material development, site verification of
P&ID line data, manufacturing, and oversite of installation services; all coordinated
to maximize consistency, execution efficiencies, and minimize the potential for
delays.
o Successful completion of no fewer than ten (10) plant labeling projects of similar
complexity and scope.

• Pipeline identification (text and color coding) must be clear, concise, and readily visible
to plant operations, inspection, and maintenance personnel. Markings on process
lines must provide line-specific information (pipe content, unique line number, direction
of flow, line origin and destination) that allows personnel to quickly and accurately
identify lines without expending time tracing lines to origins, often on different operating
levels and other areas of the plant. Utility lines would contain the same information
(including line number), but without the origin/destination info. Markings shall be an
integral tool for training new operators and also to facilitate easy inspection during
turnaround.

• All identification devices must be designed and fabricated with the most durable
materials so they will withstand a harsh plant environment consisting of higher
operating temperatures, contact with all hydrocarbons and process chemicals, and
prolonged exposure to direct sunlight without fading or deteriorating. This requirement
will minimize the costly and time-consuming need to frequently replace markings of
inferior quality.

• Pipe line identification must be placed at well-defined locations so personnel can easily
confirm their locations anywhere in the plant.

• Process line Labels must include CLIENT identification numbers that correspond to
those shown on the P&IDs to support maintenance work, thereby allowing personnel
to quickly confirm they are performing maintenance on the correct line or piece of
equipment.

• Mechanical component signage/tags and process line Labels must include CLIENT
specific identification numbers that correspond to those shown on the P&IDs to support
maintenance work, thereby allowing personnel to quickly confirm they are performing
maintenance on the correct line.

• Equipment signage must be placed where they will be easily viewed from normal work
locations. For larger equipment, signs at multiple locations should be a requirement.
Multiple signs should also be required for equipment that penetrates multiple operating
levels.

6. DEFINITION OF WORK SCOPE

The CONTRACTOR shall be responsible for developing the required bill of materials,
manufacture and supply of the materials described herein.
The scope of work for the PROJECT is as follows:
• All Piping ¾” and greater in total outside diameter, including insulation thickness, shall
be labeled per the specifications outlined in this document.
• All major equipment such as vessels and pumps.
• All control valves, manual valves and instruments shall be labeled per the
specifications outlined in this document.
• The CONTRACTOR shall use CLIENT provided P&IDs and “as-built” information
collected during the engineering phase to build the pipe Labels list for each area.
o The list shall contain CLIENT system name, line number, From/To information
(for process lines only), label color, letter color.
• Prior to manufacture, it is necessary for the CLIENT to review the pipe Labels list
(“CLIENT Edit”) to ensure accurate verbiage (e.g. pipe content or color code changes).
o The CONTRACTOR engineering support shall work with the CLIENT technical
specialist to review and/or edit the CLIENT Edit.
• The CONTRACTOR shall ensure proper selection of labeling materials designed to
withstand the environment they shall be installed in and shall facilitate coordination of
material manufacture and delivery to match site installation timing needs.

7. PIPE IDENTIFICATION

• All above ground piping ¾” and greater in outside diameter shall be labeled with EL10
wraparound type Pipe Labels.
• Labels for Process Piping shall contain line-specific information including the pipe
contents, appropriate P&ID line numbering, color-coding, From & To information
(Equipment Number as per P&ID) and direction of flow, as defined in this document.
• Labels for Utility Piping shall contain line-specific information including pipe contents,
color-coding and direction of flow, as defined in this document.
• EL10 pipe Labels consist of a single piece, pre-printed Label that can be affixed to a
pipe and external to all insulation.

• The label is applied by wrapping completely around the circumference of the pipe
(coiled, self-securing type). The wraparound Labels seal to themselves with an
adhesive sealing strip. There is no direct surface contact between the adhesive and
the pipe itself.

7.1 LABEL DIMENSIONS AND TEXT HEIGHTS

Pipe Label text heights and dimensions shall be based on the overall diameter of the
pipe (incl. insulation thickness) as indicated in Table 1:

7.2 LINE SPECIFIC INFORMATION - PIPE LABELS FOR PROCESS PIPING

Pipe Labels for all lines classified as process piping shall be printed with appropriate
line numbering, line origin and destination (FROM origin equipment number per P&ID,
TO destination equipment number per P&ID), color coding, pipe contents and direction
of flow arrows. All color coding and direction of flow arrows shall be integrated into the
body of the Label. Information to be printed on each pipe Label for process piping
shall be on two lines as defined below:
Line 1: Pipe Contents (LEGEND)
Line 2: LINE # and FROM/TO (line EQ# origin / EQ# destination)

7.3 LINE SPECIFIC INFORMATION - PIPE LABELS FOR UTILITY PIPING

Pipe Labels for all lines classified as utility piping shall be printed with pipe contents,
color coding and direction flow only. All color coding and flow arrows shall be integrated
into the body of the Label. Information to printed on each pipe Label for utility piping
shall be on one line as defined below:

7.4 PIPE LABEL COLOR CODE SCHEME

The color scheme utilized for this document adheres to ANSI/ASME 13.1-2020

7.5 PIPE LABEL LOCATION PARAMETERS

Pipe Labels shall be installed at the following locations on all plant piping systems:
(see Appendix for illustration):
• Equipment Connections: One Label at each entry and exit point from all major
equipment: reactors, exchangers and vessels included; small filters and strainers
excluded unless there is a line number change across the filter or strainer; each line
entering columns are labeled once at the top, once at column mid-point (if all lines
are accessible), and once at or near grade; pump suction and discharge lines are
labeled at the pump (both lines are labeled for paired pumps, then again
immediately after union of pump discharge lines);

• Manifolds: All lines entering & exiting valve manifolds shall be labeled for clear
visibility from the location required to operate the valves;

• Utility Stations: All lines at utility stations shall be labeled once, immediately
adjacent to hook-up;

• Control Valves: Once on the downstream pipe adjacent to the valve, as space
permits. If space does not permit, once on the upstream pipe adjacent to the valve.
Vertical lines entering and exiting control valves in a continuous loop shall be
labeled on the downstream and upstream pipes adjacent to the valve.

• Solid Wall Penetrations: Once on each side of all solid wall, bulkhead, floor or
ceiling thru-penetrations, within 1.5m (5ft) of penetration. Except where a single
Label is readily visible from both sides of a penetration, in which case only one Label
is needed.

• Vertical Piping: Once on vertical pass-thru piping on each level of multi-level


structures, placed at approximately 1.8m (6ft) above the walking surface level.

• Horizontal Piping (including branches from pipe racks): Horizontal lines are
labeled every 10 linear meters until connection with equipment.

• Pipe Racks: All piping located on the major pipe racks shall be individually labeled.
Where pipe Labels are required on two or more pipes in a group of pipes located
side-by-side (e.g. in a pipe rack), all of the pipe Labels shall be installed side-by-
side so they can be easily scanned at one time. This provides a uniform appearance
and consistent visibility for all connecting pipe. All piping located in major pipe racks
shall be depicted on pipe rack profile signs (refer to figure 3). Pipe Labels and pipe
rack profile signs shall be installed at regular intervals per the following parameters:

▪ Inside Battery Limits (ISBL): not less than every 10m.


▪ Outside Battery Limits (OSBL): not less than every 15m.
▪ Within 6m (20ft) of major pipe rack intersections.
▪ Road Crossings: One either side of roadway.

• Vendor Packages: Once for each line entering and exiting vendor-furnished
packages as depicted on P&ID’s, unless drawings for vendor-furnished packages
have been provided with specific direction from OWNER to label lines internal to
packages.

• Multiple Criteria: When more than one of the criteria described above occurs on
the same pipe in a general area within 4.5m (15ft) then a single Label shall suffice
to identify the pipe.

Note: Placement of Labels should maximize visibility from normal working areas
and personnel access points. See Appendix for visual representation of specific
Location Parameters.

8. SPECIFICATIONS FOR IDENTIFICATION OF MECHANICAL COMPONENTS

8.1 Equipment Signs

Signs shall be required for all equipment included on the P&IDs and constructed of
materials as defined in section 5.1. Equipment signs shall include up to three lines of
text as necessary per the parameters included in this section. The Tag Number is to
be printed in bold text and aligned centrally on the sign.
Signs shall include:

• Line 1: Full tag number from corresponding P&ID

8.1.1 Equipment Sign Dimensions

Dimensions of signs shall be based on space available on the equipment. Signs shall
be constructed in the standardized sizes listed in the table below. Wherever possible,
the largest size shall be installed. If a piece of equipment cannot accommodate the
largest size, the next largest size that can be accommodated shall be installed. Any
exceptions shall be as directed by an authorized client representative.

Note: The Application Guideline column represents only a typical installation. In all
instances, the principle in the above paragraph (largest standard size possible unless
specifically directed otherwise by MVC) shall govern the decision of which size to
install.

8.1.2 Equipment Sign Placement

Signs that are viewable from a pipe rack shall be centered on the side of the
equipment closest to the pipe rack and shall be placed such that each sign can be
clearly seen and equipment easily identified from all working areas on the pipe rack.

Signs viewable from grade shall be placed depending on the orientation of equipment
to grade:

• Horizontal equipment – on the base or supports of the equipment


• Vertical equipment – affixed to equipment, the bottom edge of the sign 1.5m (5ft)
above grade
• Signs for tanks with bund walls shall be placed on the tank to be clearly visible
above the bund from working areas near the tank on grade and outside the bund
wall. Placement height, location and quantity may vary; signs shall be placed to
provide clear identification of the tank from normal working areas of Operations,
Safety, and Maintenance personnel. If location or quantities are in question, signs
shall be placed as directed by an authorized client representative.

The preferred mounting method shall be factory-applied acrylic adhesive for


smooth surfaces or a tube-type permanent construction adhesive for application to
course textured surfaces. All signs shall be edge-sealed with a suitable silicone
sealant to prevent moisture penetration after mounting. If stainless steel fixtures
are required to mount signs, only type 316 stainless steel shall be used.

8.1.3 Signs for Large Equipment

The following shall require multiple signs:

• Tanks, columns, and large equipment that is greater than 3.7m (12ft) in diameter,
length, or both
• Columns and equipment penetrating multiple levels of structures if accessible
above grade

Signs shall be placed such that they can be easily viewed from normal work areas.
Signs on equipment within diked areas shall be mounted for clear visibility from the
egress points of all personnel bridges over diked walls.

8.2 Tags for Manual Valves

Tags for the identification of manual valves shall be provided for all manual valves having
a unique number on the project P&ID’s, or as defined by an authorized MVC
representative. Tags are made of printed graphics between layers of chemical-resistant
plastic. The top layer is a UV-resistant film. The substrate is a white gloss PVC film machine
pressed to an aluminium composite backing with a total thickness of 3.80mm. Tag
dimensions shall be 25mm x 76mm with one hole on the left edge of the tag centered for
fastening. All tags shall be printed with black text on a white background. The description
information for all tags identifying manual valves shall be reviewed and approved by an
authorized MVC representative. Tags shall be affixed to valves with stainless steel braided
wire.

If the valve does not fit any of the above criteria, placement shall be as directed by a
responsible representative of the contractor.

8.3 RIDER – Mounted Pipe Label

The Rider Mounted Pipe Label, is made of printed graphics between layers of chemical-
resistant plastic. The top layer is a UV-resistant film with additional protective liner to
ensure abrasion protection. The substrate is a white gloss PVC film machine pressed to
an aluminum composite backing plate. For mounting, HC-4 saddle cable tie holder is
added to secure pipe label position.

8.4 Luminous Sign

The Flexible and/or Rigid Luminous Sign is made of printed graphics between layers
of chemical-resistant plastic. The uppermost layer consists of a semi-rigid, UV-resistant
film, augmented with an additional protective liner to ensure abrasion protection, which
is intended to be removed after installation. The substrate is a photo-luminous PVC film
that exhibits contouring capabilities on both curved and flat surfaces when mounted;
the rigid is pressed to an aluminum composite backing plate.

9 Contractor Qualifications

9.1 Purpose

The contractor shall demonstrate proficiency of project execution in accordance with the
methodology and execution parameters listed in this section.

9.2 Methodology

• The Contractor shall define guidelines for an acceptable path forward to


accomplish the desired results.
• The Contractor shall review the defined scope of labelling required, including site
survey(s) as required.
• The Contractor shall provide a schedule for the labelling project. At a minimum,
the Contractor shall provide a detailed list of project activities and how these will
function to feed each other seamlessly, and define feedback loops necessary for
requests for information.
• The Contractor shall outline Owner personnel’s responsibility; time commitment
required, name/number approval, oversight, and required reporting.
• The Contractor shall delineate project management, engineering staff and
installation labor sufficient to exceed defined scope of labelling program; ensure
personnel capabilities and manpower loading is adequate to perform the scope of
work in the specified time frame.
• The Contractor shall determine site safety hazards and performance critical job
safety analysis parameters for the entire project.
• The Contractor shall review applicable materials specifications, installation
parameters, and required performance:
o Verify design of all signs and labels: consider human factors and ergonomic
requirements;
o Verify materials application methods and make modifications to
accommodate specific site conditions;
o Verify P&ID red-lining conventions and deliverables (if applicable);
o Verify required installation methods and parameters;
o Adhere to all local permit practices.
• The Contractor shall develop bills of materials for each type of identification label

10. Quality Assurance Requirements

10.1 Manufacturing Quality Assurance

Contractors providing and installing labelling for MVC must demonstrate acceptable
manufacturing and quality controls by submittal of a Quality Manual with the following
components as a minimum requirement:

• Project Quality Policy and Statement of Authority


• Organization and Responsibility
• Technical and Quality Audits
• Non-compliance Reporting and Corrective Actions
• Design and Engineering Controls
• Document and Data Control
• Procurement Control
• Inspection and testing of finished product verification

10.2 Quality Assurance

Contractors must conduct installation verification, audits and inspections to


demonstrate adherence to Label, sign and tag installation parameters have been met.
Items for verification should include:

• The specified information was correctly printed on the Labels, signs and tags
• The appropriate materials installed based on the plant location conditions
• The correct color coding was used for the installed Labels, signs and tags
• Pipe Labels are installed at the specified locations and at the specified spacing
• Pipe Label flow arrows point in the correct direction
• Valve and Instrument tags (if applicable) and Equipment signs have corrected
wording, and are properly located and affixed.

8. Pipe Racks/Sleeper Racks:

Labels are required on two or more pipes in
a group of pipes located side-by-side (e.g. in
a pipe rack), all of the pipe Labels shall be
installed side-by-side so they can be easily
scanned at one time. This provides a
uniform appearance and consistent visibility
for all connecting pipe. All piping located in
major pipe racks shall be depicted on pipe
