2. ADMISSION

General Policies

ST. BENILDE is open only to students with complete and valid credentials, whose qualifications
indicate satisfactory performance and who meet the other prescribed admission requirements.

A student’s enrollment to ST. BENILDE is a manifestation of his willingness to abide by its policies
and regulations.
ST. BENILDE reserved the right to deny the admission or readmission of anyone for whatever reason
not contradicting with any law and the Constitution of Republic of the Philippines.

2.1 Grounds for Denial of Admission

2.2 Classification of Applicants


2.2.1 TESDA Scholars - refers to any qualified individual who has availed of the TESDA
Scholarship Programs. (Reference for Scholarship Implementation TESDA
Circular 009 S. 2023)
a. Training for Work Scholarship Program (TWSP) - is a scholarship
program which provides immediate interventions to produce the
needed skilled and certified workers and fill-up the unfilled jobs in key
industry sectors in the country. The TWSP seeks to support rapid,
inclusive and sustained economic growth through course offerings in
priority industries and key employment generators. The following
programs are also covered by the TWSP
b. Private Education Student Financial Assistance (PESFA) — one form of
assistance to students in private education under RA 8645, otherwise
known as "Expanded Government Assistance to Students and Teachers
in Private Education Act ". The program seeks to extend financial
assistance to marginalized but deserving students in post-secondary
non-degree courses, promote TVET, contribute to the development of a
competent skilled workforce and assist private institutions in their
development efforts by assuring a steady supply of enrollees to their
course offerings
c. Special Training for Employment Program (STEP) - a community-based
training program that seeks to address the specific skills needs of the
communities and promote employment, through entrepreneurial, self-
employment, and service-oriented activities. Under STEP, the training
programs are generally short-term and shall use the cluster of units of
competencies prescribed in the Training Regulations (TRs) promulgated
by TESDA, wherever applicable.
d. Tulong Trabaho Scholarship Program (TTSP) — a scholarship program
established through Republic Act No. 11230 which mainly aims to
provide more innovative approaches to TVET linked to the requirements
of industry to primarily address unemployment and job-skill mismatch
through the delivery of Selected Training Programs (STPs) to qualified
recipients
e. Universal Access to Quality Tertiary Education (UAQTEA) - a program
established through Republic Act No. 10931 providing for free tuition
and other school fees in State Universities and Colleges (SUCs), Local
Universities and Colleges (LUCs) and state-run Technical Vocational
Institutions (STVIs), establishing the Tertiary Education Subsidy and
Student Loan Program (SLP), strengthening the Unified Student
Financial Assistance System for Tertiary Education (UniFAST), and
appropriating funds therefor

2.2.2 Non-Scholar Students – refers to any eligible person who has applied for, been
accepted into, and paid the appropriate TESDA Program Fees.

3. ENROLLMENT REQUIREMENTS

Responsible Unit: Admission Officer

General Policy:

3.1 Enrollment at SBCGC is a privilege granted to those who qualify under the criteria set by
the Admission Office.
3.2 Except in cases of academic delinquency and violation of school rules and regulations,
students who qualify for enrolment is qualified to stay for the entire period in which they
are expected to complete the program without prejudice to their right to transfer to other
schools within the prescribed period.
3.3 Enrollment, specifically for TESDA Programs, is open during regular operating days and
hours.
3.4 When students register, it is understood that they are enrolling for the entire duration of
the program.
3.5 No student shall be officially enrolled unless the proper school credentials are presented
upon enrollment
3.5.1 A student who lacks the necessary credentials maybe admitted provided that
the said credentials must be presented within a grace period given by the Admission
Officer, otherwise, his/her enrollment will be nullified or invalid.
3.6 Students are deemed officially enrolled after they have submitted the appropriate
admission or transfer credentials, have made an initial payment of school fees accepted by
the Accounting Office, and have been authorized to attend training in the school.
3.7 For purposes of enrolment, the name and other personal data, or the circumstances of
each student as indicated on the birth certificate, whenever applicable, shall prevail.
3.8 Students who transfer, or otherwise withdraw in writing, within two (2) weeks after the
beginning of classes based on his/her date of enrollment, and who have already paid the
pertinent tuition and other school fees in full, or for any length longer than one month
may be charged ten (10) percent of the total amount due for the program, or twenty (20)
percent if within the second week of classes, regardless of whether or not they have
actually attended classes. Students will be charged all the schools fees in full if they
withdraw any time after the second week of classes.
3.9 The subject load shall be in accordance with the approved Training Program for each
Qualification or course of study.
3.10 A student is entitled to transfer to another school provided he/she has no unsettled
obligation at SBCGC. A transfer credential signed by the School Registrar will be issued
provided that the records are complete and in order.
3.11 Enrolment of foreigners is allowed only after presentation of proof of valid stay in the
country as students.

4. REQUEST FOR CREDENTIALS AND OTHER DOCUMENTS

B. Requirements:

1) Duly processed Document Request Form (Form No.: SB Form REG004) available at the Cashier’s
window.
2) Documents Request form should be processed with the different offices stated therein, in
accordance with the schedule that the concerned office has provided. It is to be understood that
each office at ST. BENILDE is performing various tasks and it cannot be disturbed from time to
time of students asking for signatures of their respective clearance. Hence, those requesting
documents shall observe and follow the schedules as provided by respective offices.

C. Schedule of Acceptance of Request and Releasing of Requested Documents:

1) The office of the Registrar is accepting request of documents during Working Hours Monday to
Saturday.
2) Releasing of Requested document is scheduled for the following documents
a. TOR shall be release 15 to 30 working day from the date of request
b. Grade and other Certificates such as Certificate of Enrollment, Honorable Dismissal, shall
be release 3 to 7 working days from the date of request.

5. ACADEMIC POLICIES AND PROCEDURES

5.1 ATTENDANCE

General Policy

A student who incurs absences of more than twenty percent (20%) of the prescribed number of
hours or laboratory periods during the semester / training duration shall be given a FAILED grade
and earn no credit for the subject except when such absences incurred is due to reasonable
ground. Provided, however, that the student is not excused from keeping up with lessons,
assignments, beyond the twenty percent (20%) limit only upon the approval of the Head of
Academics.

The BSRS shall be adopted in the implementation of TESDA Scholarship Programs. St. Benilde shall
designate a person responsible to administer and manage the implementation of the scholarship-
funded programs, including registration/creation of account for trainers and scholars following the
existing rules and protocols in accordance with the latest BSRS guidelines

5.2 ACADEMIC RETENTION

For Diploma programs

The following criteria shall be observed as regards the execution of academic retention and
promotion of students/learners to the next semester

Student must achieve an academic performance of passing 100% of the total academic load
enrolled and 80% general or grade point average (GPA) of all courses to qualify for the next
semester.

Students/learners with academic performance of below 50% of the total academic loads enrolled
shall become ineligible to continue the program and shall be advised to enroll in other PQF Level 5
(Diploma) or short-term TVET programs, except for graduating learners/students.

A notice of probation allowing students/learners to continue to the next semester shall be issued to
students/learners who achieved an academic performance of at least 50% and above but below
75% of the total academic load enrolled, except for graduating learners/students;
Students/learners are allowed only two (2) notices of probation; otherwise, they become ineligible
to continue the program enrolled and shall be advised to enroll in other PQF Level 5 or Diploma or
short-term TVET programs, except for graduating students;

For Short Term TVET Program

A. Students/learners exceeding the 20% allowable absence without valid reason shall become
ineligible to continue the program.

5.3 WITHDRAWAL AND DROPPING OF COURSE(S)

Withdrawal from the program and dropping courses shall result in the forfeiture of scholarship
grants;

Application to officially withdraw from the program enrolled shall be allowed only before the
start of classes and within two weeks from the start of classes, subject to the approval of the
institution;
Application for the official dropping of a course/courses of the Diploma program enrolled shall
be allowed within the first twenty (20) school days of the semester, subject to the approval of
the institution; and

Unofficial dropping of a course/courses shall result in a failed mark/ grade in the Transcript of
Records.

5.4 ACADEMIC HONORS, AWARDS, AND RECOGNITION

The technical and higher education institutions shall manage the conferment procedures for
academic honors to students/learners that specifically meet the required academic performance
(general weighted average) of a program.

The adoption of the Academic Excellence Award best practice shall cover the following categories
upon completion of academic requirements and achieving the required general weighted average
of a program:

o With Highest Honors


o With High Honors
o With Honors

Implement an institutional system of awards and recognition with regard to the demonstration of
excellence in various human endeavors such as community development, leadership, teamwork,
loyalty, diligent service, etc.

5.5 RATING SYSTEM

General Policy

All Students enrolled in the TESDA Programs of St. Benilde shall be rated either Competent or Not
Yet Competent at the end of the training in every subject/qualification they enroll with
corresponding grades following the Grading System.

a. Competent – a student shall be marked competent if he has successfully passed the


Institutional Assessment for each subject enrolled.

b. Not yet Competent – a student shall be marked not yet competent if he has not successfully
passed the Institutional Assessment for each subject enrolled and is encouraged to review,
re-train and re-take the Institutional Assessment until he successfully passed the said
assessment.
Performance Task is any learning activity or assessment that asks students to perform or
demonstrate their knowledge, understanding and proficiency which serves as an evidence of
proficiency or competence. This shall be supported by a Performance Criteria Checklist.

Grading System - The academic performance of students shall be rated and evaluated as
follows:

5.5.1 Grading Rules: For Short term TVET Programs

a. Trainer shall conduct Institutional Assessment to determine the achievement of


the learning outcomes on the module of instruction in a given unit of
competency or cluster of competency.

b. Certificate of Achievement is issued for every completion of unit of competency


or cluster of competency

5.5.2 Grading Rules: For Diploma Programs

1) The Faculty Member may subdivide the Performance Task and decide on the
percentage of the different subdivision. Provided, however, that the said subdivision
ad corresponding percentage is approved by the Head of Academics and must be
communicated to the students during opening of the semester.

Example:

Quizzes 25%
Recitation 10%
Laboratory Activities 15%
Total 50%

2) During class activity, a quiz, graded recitation, examination or the likes thereof, an
absent may be given a grade of fifty (50) while a student who is present in the class
but scored zero (0) shall be given a minimum of sixty five (65) EXCEPT in the case of
major subjects of all board courses (BS Accountancy, BS Customs Administration, BS
Real Estate Management and BS Criminology) wherein an absent student shall be
given a zero (0) grade while those who obtained zero (0), while present, shall be
given a base grade of fifty (50).

3) Grade for participation to activities may be based from whichever comes first from
either (1) Department Head’s report to be furnished to all faculty members OR (2)
from Instructor’s actual observation of student’s level of participation although
he/she may gather feedback from class president or other responsible class officer.

4) Actual grade shall be determined by adding all the grades (Prelim, Midterm, and
Final Grade) divided by Three (3).

5) Whenever applicable, result of examination and quizzes shall be transmuted


provided that Rule No. 2 of the Grading Rules shall apply.

5.5.3 Rules on Incomplete Grade

Giving of Incomplete (INC) grade is highly discouraged because it results to additional


tasks that the faculty member, the Registrar and other concerned personnel has to
perform. Nevertheless, in case it is inevitable that INC grade will be given, the Faculty
Member needs to observe the following rules:

5.5.3.1 An INC Grade is not allowed to be given for a student who failed to take any
major examination except the final examination. In that case, the faculty
member giving special examination shall require from the concerned student (1)
Special Examination Permit, and (2) Regular Examination Permit.

5.5.3.2 An INC Grade is not allowed to be given to a student who failed to join an activity
or submit a project. The Course Outline of the subject must indicate the
equivalent grades of the activity or the project and the same shall be approved
by the VP for Academics.
Student’s failure to submit a project or join an activity within the prescribed
period shall result to a grade of sixty five (65) for the said project or activity and
therefore no INC grade shall be given as a result of such deficiency. A faculty
member requiring a project from a student however, may extend the period of
submission provided that such allowance for the late submission shall not
extend beyond the required period of submission of grades.

If there is no approved grade composition indicating the percentage in grade for


a particular project or activity, the student may not comply with the said
requirement and his/her grade shall not be affected in any manner by the
deficiency in project requirement.

5.5.3.3 A student desiring to secure special examination shall secure permit from the
cashier’s office which can only be released if the Regular Permit also has been
issued. If the student failed to take the special examination within the schedule
provided by the concerned faculty member, said student shall be graded in
accordance with Rule A (2) hereof and no refund of special examination fee shall
be made.

5.5.3.4 In case an incomplete grade is given, the same shall be completed within the
semester immediately following the semester the student received the INC
grade. Completion of INC shall be filed at the Office to the TechVoc Department
for endorsement to Instructor concerned. Failure to submit a duly processed
Completion of Grade Form within the required period shall automatically
transform the INC grade to FAILED.

5.5.3.5 A faculty member giving an INC grade shall indicate (in remarks of the grade
sheet) at all time the reason why the INC grade is given. In case the faculty
member who gave the incomplete grade is not connected with St. Benilde during
the time that the student is submitting his/her completion to the requirements,
the Techvoc Department Head shall facilitate the completion of grade in
accordance to relative record of the student concerned. A student who wants to
process the completion of his/her INC grade shall secure Completion of Grade
Form to the Office of the Techvoc Department upon consultation and verification
of INC grade.

5.5.3.6 Transferring students who has not completed the requirement of the INC grade
shall be marked with FAILED grade in his/her Transcript of Records event though
the period for completion has not yet expired.

5.5.4 Submission of Grades

Faculty members shall submit grades in accordance to the prescribed schedule and shall
submit the grades to the TechVoc Department Head/Coordinator for review and
approval. Approved grades shall be forwarded to the Registrar’s Office for recoding.
Grades to be submitted should not include any decimal points. Grade must be properly
rounded off in accordance with the universal rules of rounding off.

For INC grades, remarks stating the reason for such incomplete grade is required at all
times.

Grades as recorded by the Registrar is considered final and cannot be changed or


altered except upon the approval of the College President upon satisfactory proof that a
clerical error has been committed.
