What’s in News?
• Recently, the Unified Registration Portal for GOBARdhan has been launched.
• The portal will act as a one stop repository to assess investment and participation in
Biogas/CBG sector at pan India level and more importantly streamline the process of
setting up CBG/Biogas plants in India.
• Any government, cooperative or private entity operating or intending to setup a
Biogas/CBG/Bio CNG plant in India can obtain a registration number by enrolling in this
unified registration portal.
• As on date, more than 650 GOBARdhan plants have been reported by different
stakeholders.

1.3 YSR Rythu Bharosa - PM Kisan

• Andhra Pradesh Government to disburse financial aid under Rythu Bharosa-PM Kisan.
o ₹5,500 credited to each eligible farmer.

▪ Launched by: Andhra Pradesh
▪ Eligibility:
o All landless SC, ST, BC and minority tenant farmers, including
those cultivating endowment lands.
YSR Rythu Bharosa Key features:
- PM Kisan
▪ Assistance of ₹13,500 is being given in 3 instalments every year.
▪ 1st instalment of ₹7,500 [Together, Centre and state's (₹5500)
contributions add up to ₹7,500] in May at the time of kharif sowing
season, 2nd instalment of ₹4,000 in October for harvesting the kharif
crop, and the 3rd instalment of ₹2,000 in January / February at the time
of crop harvest.

1.4 Mo Ghara (My House)

• Odisha government approved the launching of the new scheme ‘Mo Ghara’, a government
housing assistance in rural areas.

▪ Launch Year: 2023


▪ Launched by: Odisha
▪ Eligibility: The scheme will cover all such families who were left out in
the existing housing schemes either due to stringent eligibility criteria
or insufficient allocation.
Mo Ghara (My Key features:
House)
▪ Credit-linked financial assistance to beneficiaries who face fund
crunch to complete or upgrade their houses.
▪ A beneficiary can avail housing loan up to ₹3 lakh which can be repaid
in 10 years excluding one year moratorium period in easy instalments.
▪ The family which is staying in kutcha (thatched) house or one pucca
room with concrete roof would be eligible for the loan.

1.5 Nand Baba Milk Mission Scheme

What’s in News?
• The Government of India, in consultation with the Reserve Bank of India, has decided to issue
Sovereign Gold Bonds (SGBs).
• The issue price of Bond during subscription period shall be ₹5,926 per gram -
o Government of India to allow discount of ₹50 per gram from the issue price to those
investors who apply online, and the payment is made through digital mode (For such
investors issue price of Gold Bond will be ₹5,876).

1.11 India Approves World's Largest Food Storage Scheme In Co-
Operative Sector
What’s in News?

• Scheme was launched recently.

▪ Launch year: 2023


▪ Cost: ₹1 lakh crore
▪ Aim: To reduce the damage of food grains due to a lack of storage,
help in checking distress sales by farmers, reduce import dependence
and create employment opportunities in rural India.
▪ Target: To raise India's foodgrain storage capacity by 700 lakh tonne

Programme Key features:
▪ A godown of a capacity of 2000 tonnes will be constructed in every
block.
▪ In the next five years, the storage will expand to 2,150 lakh tonnes.
▪ Decentralised storage facilities to be set up across the country.
▪ The farmers, apart from storing their produce in the facilities, will also
be able to get up to 70% loans from these societies

1.12 Mukhya Mantri Ladli Behna Yojana

• Madhya Pradesh government to distribute ₹1,000 each to about 1.25 crore women of the
state under ‘Mukhya Mantri Ladli Behna Yojana’ at Jabalpur.
o Will distribute the first instalment.

▪ Launch year: 2023


▪ Launched by: Madhya Pradesh
▪ Objective: Enabling economic independence of women in the state,
sustained improvement in their health and nutrition levels and to
strengthen their decision-making role within the family.
Mukhya Mantri
Ladli Behna Yojana Key features:
▪ ₹1,000 will be provided every month to women who are residents of
the state, are between 23 to 60 years of age and are married (including
widowed, divorced, and separated women.
▪ Women falling under 9 criteria have been excluded as beneficiaries of
the scheme -

1.13 Shakti Yojane

• Karnataka government has made travel via state government buses free for women.

▪ Launch Year: 2023


▪ Launched by: Karnataka
Key features:
▪ The scheme is available for women who are domiciled in Karnataka and
Shakti Yojane
pertains to KSRTC and BMTC buses for up to 20 km inside the state.
o The Shakti scheme applies only on the ordinary state run
bus services of Karnataka.
▪ Women can apply for the Shakti Smart Card by registering on the ‘Seva
Sindhu’ government portal.

• Insurance Regulatory and Development Authority of
India (IRDAI) has directed insurers to create Ayushman
Bharat Health Account (ABHA) IDs, the 14-digit unique
identifiers to be issued to all citizens, for both new
insurance seekers and existing policyholders.
Ayushman Bharat o The ID is part of the Ayushman Bharat Digital SchemesTap
Digital Mission Mission (ABDM) being implemented by the
– March 2023
(ABDM) National Health Authority (NHA).
o The ABHA ID would help identify the insured
digitally and facilitate seamless healthcare and
insurance delivery.
o While NHA has created 402.6 million ABHA IDs
so far, the target is to cover all Indians.
• Due to PLI Schemes, there was a significant increase of
76% in FDI in the Manufacturing sector in FY 2021-22
(USD 21.34 billion) compared to previous FY 2020-21
(USD 12.09 billion).
• Sectors for which PLI schemes exist and have seen an
increase in FDI inflows from FY 2021-22 to FY 2022-23
are Drugs and Pharmaceuticals (+46%), Food
Production Linked Processing Industries (+26%) and Medical Appliances

Incentive (PLI) (+91%).

Schemes • Actual investment of ₹62,500 Crore has been realized
till March 2023 which has resulted in incremental
production/ sales over ₹6.75 Lakh Crore and
employment generation of around 3,25,000.
• Import substitution of 60% has been achieved in the
Telecom sector and India has become almost self–reliant
in Antennae, GPON (Gigabit Passive Optical Network) &
CPE (Customer Premises Equipment).

1.18 Small Savings Schemes
What’s in News?

• Income proof needed if investment exceeds ₹10 lakh.

▪ Customers holding accounts with India Post will be segmented in three


categories– low, medium and high risk
o Low-risk category is one where an investor wants to invest
in or holds certificates with a maturity value of up to ₹
50,000 or the existing balance in saving accounts does not
exceed ₹50,000.
o The medium-risk category involves those whose
investments range from ₹50,000 to ₹10 lakh.
Small Savings o The high-risk category of investors includes those who
Schemes invest or hold investments in excess of ₹10 lakh.
▪ For the high-risk category of investors, it is mandatory to furnish proof
of the source of funds, which includes bank statements, income tax
returns, succession certificates, gifts or sale deeds, wills, or any
document that reflects the income or source of funds.
▪ Depositors in the low, medium and high-risk categories will need to
resubmit their KYC every 7, 5 and 2 years, respectively.
▪ Existing India Post depositors must submit their Aadhaar before
September 30, 2023, if they have not already submitted it.
▪ Rates for April to June quarter of financial year 2023-24:

1.19 Pradhan Mantri Kisan Samman Nidhi (PM-Kisan)
What’s in News?
• PM Kisan Mobile App with Face Authentication Feature launched.
o Will provide very important information related to scheme and PM Kisan accounts
to farmers.
o Farmers can know the status of landseeding, linking of Aadhaar with bank
accounts and e-KYC using the No User Status Module.
o India Post Payment Bank (IPPB) to open Aadhaar linked bank accounts for
beneficiaries at their doorstep and CSCs to organize village-level e-KYC camps
with the help of States/UTs.
• For the first time, it is seen that more than 8.1 crore farmers were successfully paid the
13th installment of PM Kisan (February 2023) directly into their Aadhaar linked bank
accounts through Aadhaar Enabled Payment only.

1.20 Special Assistance to States for Capital Investment 2023-24
What’s in News?
• Centre approves ₹56,415 crore to 16 States for Capital Investment under this scheme in
the current financial year (2023-24).
• Scheme was announced in the Union Budget 2023-24.
o A similar scheme entitled ‘Special Assistance to States for Capital Investment for
2022-23' was also executed by the Ministry of Finance in the last financial year.

Additional Information:
• Department of Economic Affairs launched revamped website of PPPININDIA and online
portals for India Infrastructure Project Development Funding Scheme (IIPDF).
o PPPININDIA is a website dedicated to promoting and facilitating Public Private
Partnerships in India and helps in bridging the gap between the public and private
sectors.
• To promote Digital India initiative , IIPDF Portal launched for submitting applications for
consideration under IIPDF Scheme.

1.21 Deendayal Antyodaya Yojana-National Urban Livelihoods
Mission (DAY-NULM)
What’s in News?
• United Nations Development Programme (UNDP) and DAY-NULM entered into a
collaborative partnership aimed at empowering women to make well-informed career
choices in the field of entrepreneurship.
• Focused on fostering entrepreneurship development and accelerating enterprise growth,
the 3-year project, extendable beyond 2025, will cover 8 cities in the initial phase.
• UNDP and DAY-NULM will jointly engage in on-ground mobilization activities that involve
identifying pockets of urban poverty and potential entrepreneurs, as well as facilitating
access to Business Development Services.
• UNDP will also contribute to the initiative by developing community business mentors
called Biz-Sakhis in selected project locations.
• At present (June 2023) women account for only 15% of total entrepreneurs in India.

• The Ministry of Power has notified the Carbon Credit Trading Scheme, 2023.
Additional Information-
• World Bank’s board of executive directors has approved $1.5 billion in financing to
accelerate India’s development of low-carbon energy.

1.24 Market Development Assistance (MDA) Scheme


What’s in News?

• Rs. 1451 crore approved for MDA Scheme to exemplify model of wealth from waste.
Additional Information-

• The Cabinet Committee on Economic Affairs (CCEA) approved a unique package of
innovative schemes for farmers with a total outlay of Rs.3,70,128.7 crore.
• The bouquet of schemes is focused at overall wellbeing and economic betterment of
farmers by promoting sustainable agriculture.
• The Cabinet Committee on Economic Affairs has approved continuation of Urea Subsidy
Scheme to ensure constant availability of urea to the farmers at the same price of Rs 242/
45 kg bag excluding taxes and neem coating charges.
o Rs. 3,68,676.7 Crore have been committed for urea subsidy for three years (2022-
23 to 2024-25).
o The farmers need not spend extra for purchase of urea, and this will help moderate
their input costs.
• To safeguard our farmers, Government of India has increased Fertilizer subsidy from Rs.
73,067 Cr in 2014-15 to Rs. 2,54,799 Cr in 2022-23.
• 1 lakh Pradhan Mantri Kisan Samruddhi Kendras (PMKSKs) have already come up in the
country. For the convenience of farmers, the farm inputs are being provided as a one stop
solution for all needs of farmers.
• Nutrient Based Subsidy of Rs 38,000 Crore has been approved for Kharif season for 2023-
24.
• By 2025-26, 8-Nano urea plants with production capacity of 44 Crore bottles equaling to
195 LMT of conventional urea will be commissioned.
• Indigenous production of urea has increased from the level of 225 LMT during 2014-15, to
250 LMT during 2021-22.
o In 2022-23, production capacity has increased to 284 LMT. These along with Nano
Urea Plants will reduce our current import dependency in urea and finally make us
self-sufficient by 2025- 26.
• Sulphur coated Urea (Urea Gold) is being introduced in the country for the first time, which
is more economical and efficient than the currently used Neem coated urea.
o It will address Sulphur deficiency for the soil in the country.

1.26 Electoral Bond Scheme

• State Bank of India (SBI), in the XXVII Phase of sale, has been authorised to issue and encash
Electoral Bonds through its 29 Authorized Branches w.e.f. 03.07.2023 to 12.07.2023.

▪ Launch year: 2018


▪ Authorized Agency: State Bank of India – issues and encashes these
bonds.
▪ Electoral Bonds may be purchased by a person, who is a citizen of India
or incorporated or established in India.
o Can buy Electoral Bonds, either singly or jointly with other
individuals
▪ Electoral Bonds shall be valid for 15 calendar days from the date of
issue.
Electoral Bond
Scheme ▪ Electoral bonds will allow donors to pay political parties using banks
as an intermediary.
▪ The electoral bond, which will be an interest free bearer instrument,
will not carry the name of the payee and can be bought for any value,
in multiples of Rs 1,000, Rs 10,000, Rs 1 lakh, Rs 10 lakh or Rs 1 crore.
▪ Only the registered Political Parties under the Representation of the
People Act 1951 which have secured not less than 1% of the votes
polled in the last General elections or the State Legislative Assembly
are eligible to receive the Electoral Bonds.

o Disbursal of financial assistance in respect of artists selected
before 2017 is made through LIC while for the artists
approved post 2017, it is made directly by the Ministry.
o Personal income of applicant (including income of the
spouse) must not exceed ₹4,000/- per month or annual
income of ₹48,000/-.

1.30 Small Saving Schemes


What’s in News?

• Government raises interest rates on select small saving schemes by up to 0.3% for the July-
September quarter (2023-24).

▪ Interest rates for small savings schemes are notified on a quarterly


basis.
▪ Highest increase of 0.3% was for the 5-year Recurring Deposit (RD)
o RD holders would get 6.5% against the existing 6.2%
▪ One-year term deposit with post offices will now earn 0.1% higher point
at 6.9% and for the 2 years tenor — 7% (up from 6.9%).
▪ Interest rates for Public Provident Fund Account (PPF) and savings
Small Saving deposits are retained at 7.1% and 4%, respectively.

1.31 Jagananna Amma Vodi Scheme
What’s in News?

• The scheme has been launched for 4th year by the Andhra Pradesh government.
• Government has also started “Nadu-Nedu” for developing school infrastructure.

▪ Under the scheme, eligible mothers who send their children to
schools will receive Rs 15,000 financial aid to meet the educational
expenses.
▪ Financial assistance of Rs 6,393 crore will be deposited into the bank
accounts of 43 lakh beneficiaries.

Vodi Scheme ▪ Eligibility: Applicable to mothers of children studying between Class
1 to 12.
▪ Seeks to reduce dropout rates in schools as 75% attendance is
mandatory for availing the benefits.
▪ The state has credited a total of Rs 26,067 crore under Jagananna
Amma Vodi scheme, including Rs 6,393 crore.

1.32 Smart Cities Mission


What’s in News?

• The scheme has completed 8th Anniversary on 25th June 2023.


• Out of 100 cities, around 50 have completed close to 75 per cent of their projects and are
on track to complete remaining works by June 2023.
• ₹8000 crore has been allocated for the mission for 2023-24.
• In total, Rs 71,000 crore has been released to the cities, of which Rs 38,000 crore is from the
Centre and the remaining from states and urban local bodies.
• Ministry data show that 232 projects on Public Private Partnership (PPP) worth Rs 15,006
crore have been taken up across 53 cities.

▪ Implementation of the Mission at city level is done by a Special
Purpose Vehicle (SPV).
▪ Monitored by: Apex Committee (headed by the Secretary, Ministry of
Housing and Urban Affairs)
▪ 100 cities to be made smart were selected through a two-stage
competitive process from January 2016 to June 2018.
▪ Under the mission, 66 of the cities are small, with less than 1 million
