Dear Mr. Alecu,

I am formally writing this letter in behalf of my brother, Rogelio C. Estabaya, a person with
disability and an employee at Digos City, City Hall appointed me, Rosie Estabaya-Florentino to
transact and process all the papers and documents with the GSIS in Davao City involving his
disability claim. However, it has been burdensome in my part that upon processing the expected
claims, I was given false hope by the said administrative agency.

Firstly, the GSIS Retirement Benefits was submitted last January 9, 2023 and received a letter “2 nd
Tracer” from the GSIS dated February 27, 2023. Attached as “Annex A” is proof of the dates and
documents that I processed. I already complied the lacking documents which were stated in the letter.
The sad part is, I have been going back and forth for months doing follow ups for the documents and
checking if there the claims are already available.

Secondly, I was in shocked why I was given an undertaking from the agency in “Annex B” with a
name and signature of my brother already attached on the document which is suspicious because he
is no longer able to sign it due to his condition. Thirdly, after all the effort that I have gone through
for months of processing, it is very disappointing that I was given a breakdown of credits and
deduction by the agency and told me that if and only if we would pay the outstanding balance of
₱33,407.61, only then they would release the claims of my brother.

I am writing you this letter, to let you know the costs, awful and painstaking effort I had gone
through. I had to go back and forth to your agency for months and why the GSIS was in fault for not
letting me know in the first place the breakdown and directly said that my brother can’t claim the
benefits. I ask you to solve this major issue as soon as possible. Thank you for your understanding.
