第 1 节-目的 Purpose

1.1 为规范项目经理部 HSE 组织机构设置,明确项目安全生产管理人员配备标


准及项目经理部所属机构 HSE 职责,制定本标准。

This Standard is developed to standardize the HSE organizational structure of


Project Management Department, determinethe staffing criteria for project safety
management, and identify the HSE responsibilities of each office under Project
Management Department.

第 2 节-范围 Scope

2.1 本标准适用于项目经理部 HSE 组织机构设立、管理人员配置及职责划


分。

This Standard is applicableto the establishment of HSE organization for Project


Management Department and itsstaffing and responsibilitiesdivision.

第 3 节-术语 Terminology

3.1 安全生产教育培训考核合格证书 B 证:项目负责人安全生产考核合格


证。

Work Safety Training Certificate B: work safety certificate required to be held


by project leaders.

3.2 安全生产教育培训考核合格证书 C 证:专职安全生产管理人员安全生


产考核合格证。

Work Safety Training Certificate C: work safety certificate required to be held


byfull-time work safety management personnel.

3.3 四不放过:事故原因未查清不放过;责任人员未处理不放过;责任人
和员工未受到教育不放过;整改措施未落实不放过。

Four Intolerances: intolerance foraccident causes not being identified;


intolerancefor responsible person not being punished; intolerance for responsible
person and staff not being educated; and intolerance for corrective measures not being
implemented.

第 5 节-组织机构 Organization

5.1 组织机构配置 Overview of HSEOrganization

5.1.1HSE 管理委员会或安全生产委员会 HSE Committee

1)项目经理部成立以项目经理为主任,生产副经理、总工程师、安全总监
为副主任,班子其它成员及各管理部门负责人、各生产工区负责人或分包队伍
负责人为成员的 HSE 管理委员会或安全生产委员会。

The Project Management Departmentshall establish a HSE Committee, with


Project Manager as the Director, Deputy Manager in charge of construction, Chief
Engineer, and Chief Safety Officer as the Deputy Directors, and the other members of
the top management, the heads of management offices, and the heads of working
areas or the heads of subcontractors as the members.

2)HSE 管理委员会或安全生产委员会应以正式文件予以明确,人员变动时应
及时调整,并报上级主管部门备案。

The setup of the HSE Committee shall be confirmed by an official document.In


case of personnel change of the committee, timely adjustment shall be made and
reported to the competent authorities for filing.

5.1.2HSE 管理部门 HSE Office

1)项目经理部应设立独立的 HSE 管理部门。

The Project Management Departmentshall establish an independent HSE Office.

2)分包队伍的人数超过 100 人的应设独立的 HSE 管理部门。

Forsubcontractors withmore than 100 members, an independent HSE Office


shall be set up.

3)如果项目业主有特殊要求的,则按其要求设置 HSE 管理部门。

If the project owner has special requirements, the HSE Officeshall be set up
according to its requirements.

5.2HSE 管理人员配备及要求 Allocation and Qualification ofHSE


Management Personnel

5.2.1 项目经理部年产值 3 亿人民币及以下配备专职安全管理人员不少于 2


人,年产值 3-10 亿配备专职安全管理人员不少于 3 人,年产值 10 亿及以上配备
专职安全管理人员不少于 4 人。

For Project Management Departments with an annual output value ofCNY 300
millionor below,there shall be at least two full-time safety officers. For those with an
annual output value from CNY 300 million (exclusive) to CNY 1 billion (exclusive),
there shall be at leastthree full-time safety officers. For those with an annual output
value of CNY 1 billion orabove, there shall be at least four full-time safety officers.

5.2.2 分包队伍的人数少于 50 人配备不少于 1 名专职安全管理人员,分包队


伍的人数 50-100 人配备不少于 2 名专职安全管理人员,分包队伍的人数超过
100 人按照 2%比例配备不少于 3 名专职安全管理人员。

For subcontractors with less than 50 members, there shall be at least one full-
time safety officer. For subcontractors with 50-100 members, there shall be at least
two full-time safety officers. For subcontractors with more than 100 members,the
number of full-time safety officers shall be taken as 2% of the total number of the
members, but in no case shall it be less than three.

5.2.3 项目经理部配备不少于 1 名职业健康、环保、能源节约专职管理人。

The Project Management Departmentshall be staffed with at least one full-time


officer in charge of occupational health, environmental protection, and energy
conservation and emission reduction.

5.2.4 如果项目业主有特殊要求的,则按其要求设置专职 HSE 管理人员。

If the project owner has special requirements, the full-time HSE officers shall be
allocated according to its requirements.

5.2.5 项目经理应持安全生产考核合格证书 B 证上岗;安全总监应持安全生


产考核合格证书 C 证上岗,业主另有要求的,按照业主要求取得相关证书。鼓
励项目经理、安全总监取得国家注册安全工程师证书,持证上岗。

Project Manager shall hold the Work Safety TrainingCertificate B;Chief Safety
Officershall hold the Work Safety Training Certificate Cand other certificatesif
required by the project owner.Both Project Manager and Chief Safety Officer are

encouraged to become Certified Safety Engineers.

5.2.6 专职安全管理人员应持安全生产考核合格证书 C 证上岗,业主另有要


求的,按照业主要求取得相关证书。鼓励专职安全管理人员取得国家注册安全
工程师证书,持证上岗。

Full-time safety officers shall hold theWork Safety Training Certificate C and
other certificates if required by the project owner. And they are encouraged to become
Certified Safety Engineers.

第 6 节-职责 Responsibilities

6.1 安全生产责任体系 Work SafetyResponsibility System

6.1.1 项目经理部应建立以项目经理为主要负责人的安全行政管理体系、以
主管生产副经理为负责人的安全生产实施体系、以总工程师为负责人的安全技
术支撑体系、以安全总监为负责人的安全生产责任监督体系。四个责任体系负
责人不容许交叉,应配置 4 人。

Project management department shall establish four responsibility systems: a


safety administrative management system with the Project Manager as the principal
responsible person; a work safety implementation system with the Deputy Manager in
charge of construction as the responsible person; a safety technical support system
with the Chief Engineer as the responsible person; and a work safety responsibility
supervision systemwith Chief Safety Officer as the responsible person. The four
systems shall have separate responsible persons.

6.1.2 项目经理对项目 HSE 工作负全面责任,主管生产副经理对安全生产实


施体系负领导责任,总工程师对项目安全技术支撑体系负领导责任,安全总监
对项目安全生产工作负综合管理领导责任,其他副经理对分管业务范围内的安
全生产工作负领导责任。

Project Managershall take full responsibility for the overall HSE performance of
the project. The Deputy Manager in charge of construction shall take the leadership
responsibility for the work safety implementation system. The Chief Engineershall
take the leadership responsibility for the safety technical support system. The Chief
Safety Officershall take thecomprehensive management and leadership
responsibilities for project work safety. The otherdeputy managers shall take the
leadershipresponsibility for work safetywithin their scope of work.

6.1.3 项目经理部部门第一负责人、工区(厂、队)第一负责人、班组长为
本单位安全行政管理体系负责人,对本单位的安全生产工作全面负责。

The principal responsible person of Project Management Department, the


principal responsible persons of working areas(plants/teams), and working
teamleaders are responsible persons of the safety administrative management system
of their respective units, and shall take full responsibility for work safety of their
units.

6.1.4 项目经理部生产部门负责人、工区(厂、队)生产负责人、班组长为
本单位安全生产实施体系负责人,对本单位的安全生产实施体系负领导责任。

The person in charge of constructionoffice of Project Management Department,


the persons in charge of construction of working areas (plants/teams), and working
team leadersare responsible persons of the work safety implementation system of their
respective units, and shall take the leadership responsibility for such system.

6.1.5 项目经理部技术部门负责人、工区(厂、队)技术负责人、班组技术
员为本单位安全技术支撑体系负责人,对本单位的安全技术支撑体系负领导责
任。

The person in charge of technical officeof Project Management Department, the


persons in charge of technical issues of working areas (plants/teams), and the
techniciansin working teamsare the responsible persons of safety technical support
system of their respective units, and shall take the leadership responsibility for such
system.

6.1.6 项目经理部安全管理部门负责人在安全总监的领导下,统筹协调和综
合管理项目经理部安全生产工作,对项目经理部安全生产工作负综合管理责任。
工区(厂、队)安全负责人、班组安全员为本单位安全生产监督体系负责人,
对本单位的安全生产监督体系负综合管理领导责任。

The person in charge of HSEoffice of Project Management Department shall,


under the leadership of Chief Safety Officer,appropriately coordinate and
comprehensively manage the work safetyof Project Management Department and
shall take the overall management responsibility for the work safety. The person in
charge of the safety of working areas (plants/teams) and the safety officers of working
teams are responsible persons of the work safety supervision system of their units, and
shall take the comprehensive management and leadership responsibilities for such
system.

6.2 岗位职责 Job Responsibilities

6.2.1 项目经理职责 Responsibilities of Project Manager

1)建立、健全项目经理部 HSE 责任制,安全生产责任书应层层签订至班

Establish and improve the HSE responsibility systems of Project Management


Department, and ensure that work safety responsibility agreement is signed at all
levels from top management to working teams.

2)组织制定项目经理部 HSE 规章制度和操作规程,完善项目 HSE 管理体


系;

Organize the preparation of HSE managementrules and regulations and operating


procedures forProject Management Department, and improve HSE management
system for the project.

3)组织制定并实施项目经理部 HSE 教育和培训计划;

Organize the preparationand implementation of HSE education and training


plans of Project Management Department.

4)保证项目经理部安全生产投入的有效实施;

Ensure the effective implementation of work safety inputs of Project


Management Department.

5)督促、检查项目经理部的 HSE 工作,及时消除 HSE 事故隐患;

Supervise and inspect the HSE work of Project Management Department and
eliminate HSE hazards promptly.

6)组织制定并实施项目经理部的 HSE 应急救援预案;

Organizethe preparationand implementation of HSE emergency rescue plans of


Project Management Department;

7)在计划、布置、检查、总结、评比生产工作时,同时计划、布置、检查、
总结、评比 HSE 工作;(简称“五同时”)

Plan, arrange, inspect, summarize, and evaluate HSE simultaneously


withconstructionactivities. (Hereinafter Five-simultaneity)

8)危险性较大分部分项工程实施期间,现场带班或指定其他项目负责人带
班生产;

Provide work guidance on site or designate other project responsible persons to


provide work guidance on site during implementation of sections or parts of works
involving high risks.

9)加强分包管理,确保进场的设备设施或分包单位符合合同有关要求;

Strengthen subcontract management and ensure that the equipment and facilities
orsubcontractors entering work site meet the relevant contract requirements.

10)及时、如实报告 HSE 事故、重大隐患及投诉,组织或参与 HSE 事故


(重大隐患)的调查。

Report HSE accidents, major hazards and complaints in a timely and truthful
manner, and organize or participate in the investigation on HSE accidents (major
hazards).

6.2.2 项目党委书记职责 Responsibilities of Project Party Branch Secretary

1)把项目 HSE 工作列入党支部重要议事日程,定期与项目经理共同研究


项目 HSE 形势,根据存在的问题组织制订党支部 HSE 工作要点,保证项目经理
部 HSE 方针目标的实现;

Incorporate the HSE work of project into the important agenda of the party
branch, investigate the HSE situationofthe project jointly with Project Manager on a
regular basis, and organize the preparation of HSE highlights of party branch
according to existing problems, to ensure fulfillment of HSE policies and objectives
of the Project Management Department.

2)利用各种宣传工具,教育党员和全体员工遵守、执行中国、项目所在国
HSE 法律法规、标准要求,努力提高党员和全体员工的 HSE 意识和素养;

Educate party members and all the staff to abide by and implement the HSE
laws, regulations and standards of China and the country where the project is
locatedwith various propaganda tools, and strive to improve the HSE awareness and
quality of party members and all the staff.

3)组织开展党员和全体员工身边无事故活动,表彰安全生产先进集体和先
进个人,宣传模范事迹,把 HSE 工作和干部考核相结合;

Organize "No Accidents Around" activities among party members and all the
staff, commend and award outstanding collectives and individuals in work safety,
publicize exemplary deeds, and link cadre assessment to HSE performance.

4)参与对 HSE 事故应急处置、调查处理及对有关事故责任人的处理工作。

Participate in the emergency response, investigation and handling of HSE


accidents as well as the punishment of the responsible persons.

6.2.3 生产副经理职责 Responsibilities of Deputy Manager in charge of


construction

1)按照各项安全制度、安全措施(方案)统筹组织生产,完善安全生产条
件;

Organize constructionactivities in an overall view in accordance with safety


systems and safety measures (plans) and improve work safety conditions.

2)在计划、布置、检查、总结、评比生产工作时,同时计划、布置、检查、
总结、评比安全生产工作;

Plan, arrange, inspect, summarize, and evaluate work safety together


withconstruction activities.

3)参与达到或超过一定规模危险性较大分部分项工程安全技术方案的评审,
结合施工生产、现场管理提出安全要求,严格按照批复的方案组织施工,及时
落实防护措施;

Participate in the review of safety technical plans for sections or parts of


worksinvolving high risks that reach or exceed the specified size, put forward safety
requirements in construction and site management, organize construction in strict
accordance with approved work plans, and implement protective measures in a timely
manner.

4)处理好进度与安全生产的关系,不违章指挥,不强令冒险作业;

Keep a balance between progress and work safety, never issue commands in
violation of rules and regulations, and nevercompelrisky operations.

5)参加 HSE 检查考核、安全生产会议;

Participate in HSE inspection and assessment as well as work safety meetings.

6)参与 HSE 事故(重大隐患)的应急处置、调查处理工作;

Participate in emergency response, investigation and handling of HSE accidents


(major hazards).

7)项目经理安排的其他安全相关工作。

Other safety-related work assigned by Project Manager.

6.2.4 总工程师职责 Responsibilities of Chief Engineer

1)建立健全项目经理部安全技术支撑体系并保持其有效运行;

Establish and improve the safety technical support system forProject


Management Department and maintain its effective implementation.

2)组织编制、会审施工组织设计、施工技术方案及危险性较大分部分项工
程安全专项施工方案,对安全技术措施、防护设施进行技术把关。危险性较大
分部分项工程实施前,完成安全专项方案的编制、报审流程;

Organize the preparation and joint review ofConstruction Planning, technical


construction plans and theConstruction Method Statementfor sections or parts of the
worksinvolving high risks, and provide technical assessment of safety technical

measures and protective facilities. Complete the preparation and approval process of
special construction safety plans before implementation of sections or parts of works
involving high risks.

3)督促技术主管对分部分项工程进行安全技术交底;

Urge technical supervisor to give safety technical briefing for sections or parts of
works.

4)动态关注危险性较大分部分项工程实施过程中施工边界条件的变化,及
时采取措施防止生产安全事故发生;

Track the changes in construction boundary conditions during implementation of


sections or parts of works involving high risks, and take timely measures to prevent
work safety accidents.

5)针对项目应用的新材料、新工艺、新技术、新设备,编制并督促实施安
全技术规程;编制特殊施工工艺的作业指导书;

Prepare and urge the implementation of safety technical rules for new materials,
new processes, new technologies and new equipment applied in project. PrepareWork
Procedure Specifications for special construction techniques.

6)负责组织对涉及结构安全的试块、试件以及有关材料进行取样检测,保
证检测报告真实有效;

Organize sampling and testing of test blocks, test specimens and relevant
materials related to structural safety, and ensure that the test report is true andvalid.

7)参加 HSE 检查考核、安全生产会议;

Participate in HSE inspection and assessment as well as work safety meetings.

8)参加与 HSE 事故(重大隐患)的应急处置、调查分析、处理和鉴定,


提出技术意见和改进措施;

Participate in emergency response, investigation and analysis, handling and


identification of HSE accidents (majorhazards), and put forward technical opinions
and improvement measures.

9)项目经理安排的其他安全相关工作。

Other safety-related work assigned by Project Manager.

6.2.5 安全总监职责 Responsibilities of Chief Safety Officer

1)协助项目经理落实国家、项目所在国法律法规、标准及项目 HSE 管理
体系要求,主持项目 HSE 日常工作;

Assist Project Managerto implement the HSE laws, regulations and standards of
China and the country where project is located as well as the HSE management
system requirements of the project, and leadthe routineHSE work of the project.

2)组织建立健全项目安全生产监督体系,督促配备满足安全生产要求的安
全管理人员;

Organize the establishment and improvementofwork safety supervision system


for project, and urge the allocation of safety management personnel to meet the
specified work safety requirements.

3)建立健全项目 HSE 管理体系和操作规程,并规范运行;

Establish and improve the HSE management system and operating procedures
for the project, and ensure their proper implementation.

4)督促、落实项目安全生产投入,监督各项资源有效配置;

Urge and put into place theinputs in projectwork safety, and urge effective
allocation of various resources.

5)督促项目经理部班子成员、各部门、各工区、分包队伍及员工履行安全
生产责任制;

Urge the project management members, offices, working areas, subcontractors


and employees of Project Management Departmentto fulfill the work safety
responsibility system.

6)及时组织识别危险有害因素和危险性较大分部分项工程,参与编制安全
专项施工方案;

Organize the establishment and improvement of project work safety supervision


system, and urge the allocation of environment, occupational health and safety
management personnel to meet the work safety requirements of the project (system
